본 연구에서는 전자기록물을 전자기록생산시스템에서 기록관리시스템으로 이관할 때 발생되고 있는 디지털컴포넌트의 무결성 훼손 문제를 해결하고자 클라우드 저장소를 활용한 기록물의 논리적 이관방안을 제안하였다. 생산단계에서부터 클라우드 저장소를 활용하여 전자기록물을 생산하고, 이를 기록관으로 이관하는 전자기록물의 논리적 이관 방식은 다음과 같은 장점을 가지고 있다. 첫째, 최근에 점차 확대되고 있는 클라우드 컴퓨팅 기술을 활용하여 공공기관의 업무방식에 효과적으로 적용할 수 있는 기록물관리 방안이다. 둘째, 전자기록물을 복사하여 물리적으로 이관하는 기존의 방식보다 논리적으로 보관권한 만을 이양함으로서 전자기록물의 이관 시 발생할 수 있는 각종 위험 요소를 줄일 수 있다. 셋째, 전자기록물의 물리적인 이관에 따른 디지털컴포넌트의 오류를 미연에 방지할 수 있어 전자기록물의 무결성을 보장할 수 있다. 넷째, 전자기록물의 이관업무 수행을 위해 낭비되고 있는 행정력과 비용을 절감할 수 있다.

본고에서는 기록물의 내용이 아닌 기록이 생성된 기능에 기반을 두고 행해지는 전자기록 환경에서의 기능평가 프로세스를 분석하였다. 전자기록 환경에서 기능평가는 가장 보편화된 평가방식으로, 기록물의 생산 이전단계부터 수행되는 연속적인 업무 프로세스를 형성하게 된다. 종국적으로 기능평가를 기반으로 하는 전자기록 환경에서의 평가는 업무맥락 및 기록품질을 지님과 동시에, 조직의 영위 및 업무 수행에 필수적인 전자기록을 선별해 주게 된다.

This study aims to present ways to enhance the stabilization of electronic medical records, ensure the commitment to filling in information of the medical record and improve the overall quality Electronic Medical Record(EMR) information. For that purpose, the present state of the incomplete record rate and the doctor's satisfaction in Electronic Medical Record(EMR) have been surveyed by comparing and analyzing Paper-based Medical Record(PMR) and Electronic Medical Record(EMR). The survey was conducted on 31 doctors in charge of EMR system and each PMR and EMR inpatients were collected for a period of 5 months and analyzed. The results showed that the doctor's satisfaction level was higher for EMR, and the rate of incomplete record appeared to be lower in EMR in departments of both internal and external medicine. In this context, it can be said that the higher efficiency of EMR helped accomplish the increase in commitment to completing medical record information and improve the quality of the data.

Record management, especially in schools as an institution's information centre, needs serious attention from government agencies. Under record management policy, there needs to be practical guidance on record management specific to schools. This paper aims to construct a record management model based on the Eight Indonesian Education Standards to support school accountability in Indonesia. The urgency of this paper in filling the gap in the Electronic Record Management System (ERMS) role is primarily to support school accountability. It is important to include educational laws and regulations in Indonesia to be a foundation in archive management, including preparing the ERMS. This study aims to develop a model of record management in schools. The final stage in this research is to find the final model. The final model is a model that experts and practitioners have validated. A total of 30 records managers were selected for the interviews. Furthermore, the trial was carried out in 30 senior high schools. The research sampling consisted of representatives of archive managers at selected schools from five islands in Indonesia (Kalimantan, Java, Papua, Sumatra, and Sulawesi). Our research findings show that conceptual models meet valid criteria and significantly impact archivist performance in better schools. The practical implication is that the archival management model based on national education standards policies contributes to practical archives and records management to support school accountability.

본 연구는 17대 대통령기록과 관련한 언론의 의혹들을 중심으로 문제의식을 더욱 확장하여 17대 대통령기록을 조사·분석하고, 그 결과를 바탕으로 대통령기록관리 체계 개선을 위한 방안을 제언하는 것을 목적으로 한다. 이를 위해 먼저 대통령기록관에 이관된 17대 대통령기록을 전체적인 시각에서 개관하고, '기록관리', '부속실', '치안'기능에서 생산된 기록을 정량적으로 분석하였다. 다음으로 '생산현황통보', 'e메일을 통한 기록 생산 및 기록 미등록', '핵심기록 및 전자·비전자기록'의 사례를 정량분석과 함께 실물 기록을 정성적으로 분석하여 17대 대통령기록의 성격을 진단하였다. 마지막으로 분석 결과를 토대로 대통령기록관리체계 개선을 위한 방안을 제시하였다.

Managing electronic medical record is very difficult, because the currently electronic medical system is not designed standard that is uniform and proper. In this paper, in order to overcome this situation, we propose meta-data for the management of the electronic medical record as a single system. To this end, we first analyzed the research on electronic medical records and related standards. Second, we, on the basis of the analysis result, abstracted electronic medical record and entities related on electronic medical, and we designed an entity-relationship model. And finally, we have to complete the meta-data through the setting attributes in this entity-relationship model. Through this study, it was possible that we can complete metadata highly expressive medical records, and suggest an alternative for problem of current medical records systems.

본고는 표준기록관리시스템과는 차별화하여, 전자결재시스템과 기록관리시스템을 하나의 시스템으로 운영하고, 기록관리 보조도구로 인공지능, 챗봇 등의 지능형서비스를 접목한 한국중부발전의 기록관리시스템 구축을 위한 준비과정을 소개함을 목적으로 한다. 기록관리 전 생애주기를 관리하는 것은 물론이고, 현용기록의 활용성을 높이기 위한 실시간 이관 및 기능분류체계 활용에 대해 심도있게 검토하여 설계하였으며, 폭증하는 전자기록물의 효율적 관리를 위하여 인공지능 등 신기술을 도입하였다. 기록관리행위의 첫 단추이자 가장 중요한 시작인 분류의 정확성을 높이고자, 기계학습을 통한 기록물분류를 추천하여 처리과에서의 무분별한 오분류를 사전에 차단했으며, 업무관련 규정 및 기록의 활용을 위하여 챗봇을 도입하는 등 기록관리 분야에서 신기술을 적극 도입하였다. 또한 시스템 간 이관에 따라 생기는 열람권한 문제를 전자결재시스템 및 기록관리시스템의 열람권한을 모두 확인하여 권한을 부여하는 등 기록물의 적극적 활용을 위해 많은 노력을 하였다.

The pre-existing medical treatment was done in person between doctors and patients. EMR (Electronic Medical Record) System computerizing medical history of patients has been proceed and has raised concerns in terms of violation of human right for private information. Which integrates "Identification information" containing patients' personal details as well as "Medical records" such as the medical history of patients and computerizes all the records processed in hospital. Therefore, all medical information should be protected from misuse and abuse since it is very important for every patient. Particularly the right to privacy of medical record for each patient should be surely secured. Medical record means what doctors put down during the medical examination of patients. In this paper, we applies fingerprint identification to EMR system login to raise the quality of personal identification when user access to EMR System. The system implemented in this paper consists of embedded module to carry out fingerprint identification, web server and web site. Existing carries out it in client. And the confidence of hospital service is improved because login is forbidden without fingerprint identification success.

The government is pushing hard to realize the electronic and knowledge government. In connection with the efforts most public institutions have already started adopting the electronic document management system(EDMS), and have entered in a phase of modification of, and supplement to the system for the flow of the electronic documents among the agencies to be made possible by the month of November this year. The present situation is that the modification and supplement of EDMS are underway in the field that is unrelated to the records and archival management, what has been foreseen in the academic world of archival science. Under this circumstances the article places emphasis on the importance of the positive participation of the archivists in the development of the EDMS. To be concrete it reveals how the archival achievements can be practically applicable to the EDMS. What is particularly conspicuous in the article is the detailed description of how usefully control of record production, classification and description, evaluation and selection that are put into practice in the archival management law can be embodied in the development of the EDMS. Finally the article put emphasis on the positive exchanges and integration to bring the archival management science and computer science, archival management law and electronic government law, the archival management agencies and the agencies in charge of the electronic government together into whole to find a way for the methodical achievements of scientific archival management to be positively applicable to the electronic document management system(EDMS).

오늘날 공공기관의 기록물 생산 및 관리는 법제적 안정을 이루었고 인프라 고도화를 통해 상당한 수준에 도달했다. 이에 따라 철저한 전자적 행정기록의 생산 관리를 법률로 규정하고 있으며 보존기간, 업무기능에 따라 행정 및 역사적 가치가 매겨지고 일정한 절차에 의해 평가 폐기를 수행하도록 하고 있다. 각급 공공기관에 기록물관리 전문요원을 배치하도록 명시하고 있는 근본적인 이유 중 하나는 평가 폐기 시 심의과정 중재와 무단폐기 방지 등의 역할을 감당하고 전문성을 통해 올바른 평가가 가능하게 하려는 것이다. 평가 폐기가 기록관리 업무에서 중요한 의미를 가지는 만큼, 표준기록관리시스템은 업무를 기능적으로 적절히 구현하여 효율적이고 합리적으로 이를 지원해주어야 한다. 기록물 폐기 결정은 시스템의 기술적 논리적 프로세스를 거쳐 수행되므로 표준기록관리시스템의 평가 폐기 기능은 무엇보다 중요하다고 할 것이다. 이 연구는 공공기록물 관련 법제 및 전자기록 관련 표준을 분석하고 기록관리시스템 사용자설명서를 검토하여 표준기록관리시스템이 갖추어야 할 최소한의 기능요건을 도출한다. 또한 공공기관 기록물관리 전문요원 면담 결과를 바탕으로 표준기록관리시스템을 통해 이루어지는 평가 폐기 업무를 평가하고 시사점을 제시하며 향후 개선방향 및 후속연구에 대해 논의하고자 한다.
