  • Owing to the digital revolution, Internet Commerce and Electronic Commerce is having a profound influence on the global trade and internal commerce, revolutionizing the way of doing business and making payment. The entrance of the Internet has a prominent for spread of Electronic Commerce and those phenomenons will result in paperless trading and cashless trade By virtue of Internet, an increasing share of business transactions occurs online. Electronic payment is essential for the smooth progress of the electronic commerce as electronic payment plays the important role in the electronic commerce. Traditionally international settlement systems such as letters of credits, remittance and documentary collections operated as an important and popular method of payment. Now, information technology has made it possible to pay for the sale of goods and services over the internet. In international trade, there are service providers (Bolero, TradeCard, @Globaltrade) to settle payment electronically through the Internet.

  • The purpose of this study is to examine the legal aspects on the formation of international contract in electronic commerce. The findings could be summarized as follows. rug, the contract doctrine of the contract formation by electronic data message, time of dispatch and receipt of data message, error in electronic communication, contract form and electronic signature could be supported or protected by the existing contract doctrine. Second, In relation to the contract formation arranged by electronic agents, the established contract doctrine provides no clear answer to the question whether changes provided by the interaction of electronic agents are enforceable. The enforceability question is left to future legislation. Finally, It is necessary that a significant level of formality together with the disclosure on the contract formality by certain act be conveyed 10 a potential buyer so that the buyer is impressed that the contact by the certain act could be valid.

  • This thesis examines the problems faced in the electronic bill of lading for which improvements are necessary, and suggests various ways of overcoming those problems. First, to build a negotiation system for electronic B/Ls, active participation from related parties in addition to the government support is essential. Second, electronic B/Ls cannot be utilized within a short period of time in current commercial practices. Third, there should be infrastructure which connects all parties of international commerce through an electronic system. Fourth, instead of promoting mutual recognition through international treaty, there should be a plan which legally specifying mutual recognition between certification authorities. Fifth, it is needed to ease the strictness of electronic signature to promote the global negotiation of electronic B/Ls. Lastly, in prima facie weight of evidence, there was a significant difference with the Rotterdam Rules even in comparison with the Commercial Act which was amended with the significantly advanced rules on electronic B/L. He believed there should be a discreet consideration on these matters at the revision of the Commercial Act. For this, the government has to provide support more aggressively with more interest and commitments.

  • The electronic properties of Carbon Nanotube(CNT) are currently the focus of considerable interest. In this paper, the electronic properties of finite length effect in CNT for the carbon nano-scale device is presented. To Calculate the electronic properties of CNT, Empirical potential method (the extended Brenner potential for C-Si-H) for carbon and Tight Binding molecular dynamic (TBMD) simulation are used. As a result of study, we have known that the value of the band gap decreases with increasing the length of the tube. The energy band gap of (6,6) armchair CNT have the ranges between 0.3 eV and 2.5 eV. Also, our results are in agreements with the result of the other computational techniques.

  • The electronic records management systems must create and maintain reliable and authentic records because such records can be easily duplicated, manipulated, altered, and revised. The goal of this study is to propose the strategies for maintainning authenticity of electronic records and to produce some baselines for developing the strategies for maintaining authenticity of electronic records and to produce some baselines for developing the trusted record management sytems. Therefore, the study is to identify and define the concept of an electronic record and the nature of authenticity; to estabilish the principles for ensuring the long-term preservation of authentic electronic records; to suggest the methods for describing electronic records in order to maintain audit trail; to suggest the methods for describing electronic records in order to maintain audit ; to propose the mechanisms for maintaining reliable and authentic electronic records; to analyse the Korean standards related to electronic document management systems; and to discuss future challenges for maintaining the authenticity.

  • According to the recent increase of mobile commerce, the researches on electronic voucher payment based on NFC are lively made. However, most researches focus on the payment method using electronic vouchers, and so there is none for tracking circulation history of an electronic voucher. To address this problem, this paper proposes the method to store circulation information of an electronic voucher. The proposed method applies Object Memory Model (OMM) to an electronic voucher. When an electronic voucher is issued, transferred to other person, and used in payment, related information is stored at the object momory of an electronic voucher. So, our proposed object memory has three types of blocks, on which each information for issue, transfer, and payment of an electronic voucher is stored. We can retrieve and analyze the circulation history of an electronic voucher using this information. In the future, we will implement the proposed an electronic voucher and propose the method to analyze circulation information.

Records Management Business Analysis of Certified Electronic Document Center as the 'External Electronic Records Storage Facilities' ('외부전자기록물저장시설'로서 공인전자문서센터의 업무 분석)

  • The purpose of this study is to review whether Certified Electronic Document Center can perform electronic records preservation work as 'external electronic records storage facilities'. It began with addressing the current state of Certified Electronic Document Center. And then reviewed the key concepts of archival science in archival science literature and the meaning of electronic records preservation. The results of the review pointed out that these concepts are confused depending on each designated community's interests while the revision of the Archives Law. And finally we inspected whether Certified Electronic Document Center has an ability to perform the electronic records preservation work. For this, we compared and analyzed Archives Law, national archives' standards and regulations related to Certified Electronic Document Center. As a result, we may confirm that the current Certified Electronic Document Center did not have the capability for records management.

  • This study was concerned, after the oxide films(50 [.angs.]) were grown in a furnace and the MOS capacitor fabricated, with experimental comparison and verification about the Interference Effect of Electronic Waves in the ultra thin oxide/silicon interface. The average error was about 0.8404[%] in n'gate/p-sub and about 0.2991[%] in p$^{+}$gate/p-sub. Therefore, it was predicted that the Interference Effect of Electronic Waves can overcome somewhat according to the gate polarity.

  • While the electronic commerce (EC) applies to most products, whether digitized or not, the EC for fisheries does not seem very successful. Many reasons lie behind this. However, insufficient and/or inconsistent legal and institutional provisions and lack of adequate government supports should be an immediate concern. This study identifies and analyzes problems with the current electronic commerce and trade for fisheries, and suggests institutional provisions and policies for successful expansion of the newly introduced marketing and distribution system.
