South Korea is now recognized as a world leader in the field of digital government thanks to a president who had insight in the field of e-Government more than 20 years ago. Today, many countries around the world are establishing various strategies to cope with the great digital transformation beyond the industrial society and the information society. The Korean government is also establishing and promoting digital government policies to respond to such a global digital transformation. In South Korea, the digital platform government policy began in 2022. Therefore, it is an early stage of policy formation, and many details are not well known yet. Recently, the Korean government announced the vision, three goals, and five strategies for realizing a digital platform government. And specific digital platform government projects that can be implemented are selected. In order to successfully implement a digital platform government, the following three policies should be prioritized. First, the digital platform government should be approached from the perspective of total government innovation, not industry revival. Second, the political perspective should be excluded from ICT policy. Third, the vision and strategy of the digital platform government should be established and clearly presented to the public. And based on this, strong governance should be formed and strongly promoted centered on the leadership of the president.

Recently, the government was introduced as currency for earning of raw materials purchasing system for electronic Government management of foreign trade in 2011, and revised regulations for electronic proof of purchase. In addition, the currency for earning of raw materials, such as procurement system in 2012, followed by electronic proof of purchase local letter of credit. The government electronic trading will be promoting local trading of electronic procedures. This study will be a preceding research on the goods control system for acquiring foreign currency and the obligation of using digitalized approval of purchase due to the revision of foreign trade law. Also, it will conduct theoretical and legal research regarding the obligation of digital establishment of the local L/C which is a result of amendments to the rules of operation for the Bank of Korea's trade finance. Further, it will analyze the legal and operational problems and its response plans for the establishment of the local trade integrated management system which promotes the digitalization of the local trade process.

This study was to examined the acceptance of communication for people through smart phone focused users of smart phone. The results were as follows. First, smart phone's mobility influenced positively on attitude toward the transmission of government policy. smart phone's personal appropriateness influenced positively on awareness toward the transmission of government policy and usefulness toward the transmission of government policy. And smart phone's usefulness influenced positively on usefulness toward the transmission of government policy. Second, smart phone's ease of use influenced positively on awareness toward the transmission of government policy. smart phone's security influenced negatively on awareness, usefulness, attitude toward the transmission of government policy. smart phone's connectivity influenced positively on awareness toward the transmission of government policy. Third, usefulness and attitude toward the transmission of government policy through smart phone influenced positively on acceptance intention.

The Department of Energy's (DOE) Scientific and Technical Information Program (STIP) has successfully reinvented the way in which DOE collects, organizes, archives, disseminates, and uses scientific and technical information in the performance of research and development (R&D). It is no unnecessary to tell the importance of foreign trade in Korea economics. Nevertheless, government's direct support is impossible owing to WTO's regulation. Accordingly, government have brought focus into trade facilitation as paperless trade. e-Trade document repositary building by government's budget and private sector's cooperation is a part of e-Trade platform and necessary function in connection with relay and certification of e-Trade document. This study examined the estimated operational problems of e-Trade document repositary as compared Licensed Electronic Document Repositary. Firstly, the operator of e-Trade document repositary undertake multiple role and function as Licensed Certification Authorities(e-sign Act), Licensed Electronic Document Repositary(Framework Act on Electronic Transaction) etc. Secondly, sufficient levy that meet operating cost of the e-trade document is the key point of e-Trade document repositary's success, because additional budget invest in that operation is too hard to do. Thirdly, the operator of the e-Trade document repositary have to keep fairness, objectivity and transparency because the operational right is exclusive.

In this era of changing system, we may learn lesson from newly developed Uniform Electronic Transation Act(UETA) in 1999. Korea has its counterpart as the Basic Electronic Transaction Act and Electronic Signature Act made by 1999. While UETA stresses on transaction law between individuals, that of Korean stresses on the role of government in electronic transaction. Both laws have the common definitions as electronic record, electronic signature, however, UETA has its own definitions such as automated transaction, computer program, electronic agent, information, information processing system, and security procedure. Especially, transferable record in section 16 is one of the most unique concept which Korean law does not provide. Korean government is planning to introduce electronic note in the near future, which will make unprecedented reform in Korean financial industry. Since Korean law does not have such a concept as electronic note, revision of the law is expected soon. Korean law has its specialty which puts stress on cyber mall, authentication agency, and consumer protection. In U.S., the interpretation of law by court is important when they have disputes according to common law traditon. Studies on cases on disputes in U.S. is needed most for Korean application.

While the electronic commerce (EC) applies to most products, whether digitized or not, the EC for fisheries does not seem very successful. Many reasons lie behind this. However, insufficient and/or inconsistent legal and institutional provisions and lack of adequate government supports should be an immediate concern. This study identifies and analyzes problems with the current electronic commerce and trade for fisheries, and suggests institutional provisions and policies for successful expansion of the newly introduced marketing and distribution system.

This paper studies desirable form of future e-government in terms of intelligent government research in response to new intelligent cyber security services in the fourth industrial revolution. Also, the strategic planning of the future e-government has been contemplated in terms of the centralization and intellectualization which are significant characteristics of the fourth industrial revolution. The new system construction which is applied with security analysis technology using big data through advanced relationship analysis is suggested in the paper. The establishment of the system, such as SIEM(Security Information & Event Management), which anticipatively detects security threat by using log information through big data analysis is suggested in the paper. Once the suggested system is materialized, it will be possible to expand big data object, allow centralization in terms of e-government security in the fourth industrial revolution, boost data process, speed and follow-up response, which allows the system to function anticipatively.

In this paper, we survey problems and implementation states of electronic disaster map which is made each local self-government as a unit. If many local self-governments establish and service a electronic disaster map, they only provide simple functions and low utilization ratio. We know the these causes and research for improving methods.

This study centers on how the electronic democracy which is expected to be a political system of information society may increase civic participation and develop political system. On the other hand, critics of internet voting claim that the technology required to properly authenticate voters and assure the accuracy and integrity of the election system either does not exist or is not widespread enough in society to be equitable and effective. In order to capture the potential that this new technology offers, it must be implemented correctly, upon a well-conceived framework of standards and procedures. At the same time, government must seek the advice of industry leaders as well as social activists so as to avoid the many obstacles that will undoubtedly arise.
