21세기 정보화 시대를 맞이하여 요즈음 전자행정에 대한 논의가 활발히 진행되고 있다. 종래의 작고 효율적인 사무행정조직이라는 협의의 시각에서 탈피하여 이제는 보다 광의의 관점에서 고객 중심적이고 양질의 정보서비스를 제공함으로써 행정의 효율성과 생산성을 증진시키는 것이 전자사무행정이라고 라고 보는 것이 타당하다. 그러나 지금까지 정부 기관을 중심으로 의욕적으로 추진되어온 전자행정을 위한 사무자동화 시스템 즉 전자결재 시스템은 업무의 생산성 향상에 크게 도움이 되지 못하였는데, 그 가장 큰 이유는 통합적 차원에서의 문서관리시스템 구축이 이루어지지 않고 전자결재위주의 시스템을 구축함으로서 문서의 생성 및 결재기능의 정보화에는 기여하였으나 생산된 문서에 대한 보관/보존/활용 및 폐기 활동에는 큰 도움이 되지 못하였기 때문이다. 따라서 문서의 생성, 결재, 유통, 배포, 검색, 활용, 보존, 폐기에 이르는 일련의 과정을 연속적으로 처리하는 통합전자문서관리시스템(IEDMS)의 구축이 필요하게 되었다. 본 연구는 이러한 인식을 바탕으로 현행전자문서관리체계의 문제점을 사례연구를 통해 분석한 후 통합전자문서관리체계 구현을 위한 시스템 요구기능을 도출함으로서 향후 전자문서관리체계 구축시 이를 하나의 기준으로 활용하도록 함으로서 효과적인 전자문서관리체계 정착에 기여하고자 한다.

무역거래에서 통신수단의 급격한 발달로 서류가 상대방에게 전달되는 과정에서 서류상의 내용은 전자문서교환으로 즉시 전달될 수 있으나 문서의 원본은 그렇지 못한 실정이므로 각종 전파나 전자매체로 전달되어오는 문서의 진위를 가려내는 것이 가장 큰 문제로 지적되고 있다. 따라서 본 연구는UCP 500의 규정을 근거로 정보 및 전자매체하의 신용장거래에서 원본과 사본에 대한 은행의 인정 및 판단기준 및 이와 관련된 사례 및 실무상의 유의점을 구체적으로 제시함으로써 신용장거래에서 은행이 서류를 심사할 때 무엇이 원본이고 무엇이 사본 서류인지에 대한 명백한 근거를 제시하였다.

국내외적으로 정보통신망의 구축이 활발히 진행됨에 따라 이를 이용하여 개인이나 기업이 업무의 효율성을 높이기 위하여 전자적으로 문서를 교환하여야 할 필요성이 증대되고 있다. 이를 위한 표준으로 UN에서는 전자문서표준을 제정, 보급함으로써 신속하고 정확한 업무의 처리를 돕고 있다. 이 논문에서는 UN에서 제정한 전자문서표준에 따르는 EDI 문서를 통합적으로 처리하는 시스템을 설계하고 구현한다. 이 시스템은 세 개의 부 시스템으로 구성되어 있는데, 각각은 EDI 문서가 문법적으로 올바른지를 검사하기 위한 EDI 파서, EDI 문서를 작성하기 위한 EDI 문서 편집기, 그리고 EDI 문법 규정을 참조하기 위한 EDI 디렉토리 뷰어이다. 이러한 도구들을 통합적으로 사용하면 오류 없는 EDI 문서를 원활히 작성할 수 있을 것이다.

With the rapid growth of the World Wide Web and electronic information services, information is becoming available on-Line at an incredible rate. One result is the oft-decried information overload. No one has time to read everything, yet we often have to make critical decisions based on what we are able to assimilate. The technology of automatic text summarization is becoming indispensable for dealing with this problem. Text summarization is the process of distilling the most important information from a source to produce an abridged version for a particular user or task. Information retrieval(IR) is the task of searching a set of documents for some query-relevant documents. On the other hand, text summarization is considered to be the task of searching a document, a set of sentences, for some topic-relevant sentences. In this paper, we show that document information, that is more reliable and suitable for query, using document length normalization of which is gained through information retrieval . Experimental results of this system in newspaper articles show that document length normalization method superior to other methods use query itself.

정보화 사회에서 많은 문서가 전자화 됨에 따라 효율적인 처리를 위해 구조화된 전자 문서 처리가 요구되고 있다. 이에 SGML은 구조화된 정보를 생성하고 교환하기 위한 문서 표준으로써, 이러한 전자 문서를 보여주고 수정하며 새로운 문서를 생성하기에 알맞다. 이에 따라 대량의 구조화된 SGML 문서 정보의 저장, 관리에 관한 연구가 필요하다. 본 논문은 HyTime(Hypermedia Time-based Structuring Language)에서 정의된 GROVE(Graph Representation Of property ValuEs)를 이용하여 데이터 모델링 설계 및 SGML 문서 저장 관리 시스템 설계에 대해 기술한다.

The bill of lading serves to link imports and exports. It is the last document issued in the export process and is the most important document before import and export as it is the first document required for importers to take over goods. Transfer the right to the goods to be transported to another person through endorsement. The role and importance of the bill of lading has already been suggested in many previous studies and the trading partners are fully aware of it. In addition, all countries and international organizations recognized the importance and enacted various laws and systems in relation to possible legal problems and they have become customary in practice. However, trade fraud that exploits the characteristics of the bill of lading may occur. In order to solve this problem, various attempts related to the electronic rights transfer of the bill of lading began to be carried out, and many institutions and companies are still trying to develop a new system. As a result of these efforts, electronic bills of lading, such as bolero, appeared, and electronic bills of lading, which can transfer rights in an electronic way, appeared. Therefore, this study intends to present the feasibility of the introduction of smart bills of lading after examining the current status of electronic bills of lading and the introduction of block chain technology-based bills of lading.

무선 인터넷이 급속히 발전하고 모바일 폰의 성능이 발달함에 따라서 모바일 폰을 이용한 전자상거래가 활성화되고 있다. 이러한 모바일 폰을 이용한 전자상거래를 M-Commerce라고 한다. 또한 이러한 전자상거래시 가장 중요한 문제점으로는 데이터 보안이나 사용자 인증 기술이며, 이러한 기술에 관한 연구로 WPKI와 WTLS가 있다. 하지만 전자 문서를 모바일 폰에서 서명한 후 다시 메시지를 전송할 때 암호화 되지 않으면, 외부에 노출될 위험이 존재하고 있다. 따라서 본 논문에서는 모바일 환경에 XML 전자서명 기법을 적용하여 사용자 인증을 처리하고 처리한 문서를 암호화 하기 위한 시스템을 설계하였다. 본 논문을 통해 모바일 환경에서도 XML 전자서명을 제공할 수 있으며, 전자서명 문서를 암호화 함으로써 외부로부터의 위험을 예방할 수 있다.

The government is pushing hard to realize the electronic and knowledge government. In connection with the efforts most public institutions have already started adopting the electronic document management system(EDMS), and have entered in a phase of modification of, and supplement to the system for the flow of the electronic documents among the agencies to be made possible by the month of November this year. The present situation is that the modification and supplement of EDMS are underway in the field that is unrelated to the records and archival management, what has been foreseen in the academic world of archival science. Under this circumstances the article places emphasis on the importance of the positive participation of the archivists in the development of the EDMS. To be concrete it reveals how the archival achievements can be practically applicable to the EDMS. What is particularly conspicuous in the article is the detailed description of how usefully control of record production, classification and description, evaluation and selection that are put into practice in the archival management law can be embodied in the development of the EDMS. Finally the article put emphasis on the positive exchanges and integration to bring the archival management science and computer science, archival management law and electronic government law, the archival management agencies and the agencies in charge of the electronic government together into whole to find a way for the methodical achievements of scientific archival management to be positively applicable to the electronic document management system(EDMS).

초기의 웹(Web)이 비구조적인 문서를 사용함으로써 발생하는 단점인 문서 처리와 교환 및 재사용성에 대한 해결책으로서 W3C(World Wide Web Consortium)에서 1998년 2월에 XML(extensible Markup Language)을 제정하였다. XML을 사용함으로써 기존 전자거래는 XML 기반 메시지 교환을 통한 기업간 전자거래 형태로 변화하고 있으며, 이러한 기업간 전자거래에 사용되는 XML 기반의 구조화된 전자문서를 저작 할 수 있는 솔루션에 대한 필요성이 대두되었다. 이에 본 논문에서는 XML 문서를 효율적으로 편집 및 저작 할 수 있는 사용자 중심의 XML 인스턴스 편집기와 XML 문서의 구조를 정의하는 XML 스키마 문서를 저작하기 위한 XML 스키마 편집기를 통합한 XML 문서편집 시스템에 관한 연구를 하였다.
