The aim of this paper is to identify the barriers to the B2B e-commerce development in China's pharmaceutical industry and to devise an effective strategy for its future development. Built on a detailed investigation of the market structure and recent development of electronic commerce in China's pharmaceutical industry, this paper proposes that the key issue in the development of effective B2B e-commerce business models is the successful transformation of the inter- organizational information systems into electronic marketplaces. In order to ensure the success of such electronic marketplaces, a government driven approach will be needed. In the process, designing an incentive compatible mechanism of coordinating the interest of all the market players will be the prerequisite.
This paper discusses about the e-commerce and the various types of e-commerce disputes. Through empirical examination on the dispute consideration system and by comparative analysis it is derived out of the weakness of current system and finally some suggestions for improvement. First, it is recommended that the more sophisticated knowledge concerning e-commerce should be proliferated through the existing institutions. For example, disputes for B2C could be managed by the consideration system of consumer dispute consideration in Consumer Protection Board of Korea, while B2B by the arbitration system of the Korean Commercial Arbitration Board. Second, the role of Korea Institute for Electronic Commerce established for the purpose of consideration of e-commerce disputes is much emphasized. For successful achievement, it is necessarily required to reinforce the related laws, systems, institutions and human resources. Finally, it is also suggested that the Korean Commercial Arbitration Board and Consumer Protection Board of Korea fully cover consideration and arbitration, while Korea Institute for Electronic Commerce activates its proper role of consulting and ad hoc arbitration by using electronic information. This study results are how to minimize the disputes and the method of dispute settlement. Therefore, a role of arbitration proposed and emphasized. To protect the dispute in advance, it's suggested to revise rules timely following on technical changes, and emphasized that the dispute has to lead to arbitration settlement not for consuming unnecessary time and finance for enterprises and consumers.

The examples of online ADR operation are the cyber mediation of Electronic Transaction Dispute Resolution Committee, the cyber mediation of Korean Commercial Arbitration Board, the cyber mediation of Click N Settle, the online ADR of BBB online, and the cyber arbitration of virtual Magistrate. The paper points out the last one as the most desired practice.

Because the original purpose of commerce transaction is the exchange of money for goods or services, it is very important to prepare an exchangeable economic value or method. The electronic payment system is the hardware or software or both to process an electronic payment transaction. It has two type, the broker type and the electronic value type. The broker type means an intermediator between real bank network and internet commerce transaction. The electronic value type means a substitute for money in the real world. This paper shows the architecture and the function to implement the broker type electronic payment system. The system has two parts. One is the mediator part to support multiple payment systems and to offer common access methods for merchant system database. The other is the executor part to implement the payment protocol and to process payment transaction.
Contract requires, on principle, a meeting of minds. The basic elements of that contact are an offer by one party and an acceptance of the terms of the offer by the other party. In the electronic commerce an offer and the acceptance of an offer may be expressed by dispach or receipt of data messages. The contract which a data messages is used in the formation may be called electronic contract. The formation of the electronic contract is regulated by the Civil Code or the Commerce Code. The time of the contract formation is regulated by the Civil Code and the Commerce Code. But the time of dispach and receipt of the data message is stated in Article 9 of the Fundamental Law on Electronic Commerce. In this article the dispatch of a data message occurs when it enters an information system outside the control of the originator or of the person who sent the date message on behalf of the originator. The time of receipt of a data message, if the adressee has designated an information system for the purpose of receiving data message, is at the time when the data message enters the designated information system; or if the data message is sent to an information system of the adressee that is not the designated information system, at the time when the data message is retrieved by the addressee; if the addressee has not designated an information system, receipt occurs when the data message enters an information system of the addressee. The time of the electronic contract formation depends on the Civil Code or the Commerce Code and this Article 9 of the Fundamental Law on Electronic Commerce. An electronic contract may be formed by an offer and the acceptance of an offer by dispach or receipt of data message. An offer can not be withdrawn after it is accepted. But in mail-order sales and installment dealing an offer can be revoked after the goods were delivered. In this case the contract is lapsed.

In this paper, we propose the method for identifying and specifying the components to construct the component based electronic commerce system. To do, we define the component/system architecture specified on EC domain, identified and classified the EC components with hierarchy relationship. Also, we suggested the specification notation and some examples.
