Discharge data examine the process of hydrologic cycle and used significantly in water resource planning and irrigation and flood control planning. However, it needs lots of time and money to get the discharge data. So discharge rating curve is usually used in converting discharge data. Therefore reliability of discharge rating curve absolutely depends on quality of discharge data. Many engineers who study hydrologic engineering make high quality discharge data to develop reliable discharge rating curve. And they carry out research on standard and method of discharge measurement, and equipment improvement. Now various flow meters are utilized to make discharge data in Korea. However, accuracy of equipment and experimental research data from measurement are not enough. In this paper, constant discharge flowed through standard concrete channel, and the velocity is measured using various flow meters. Also Discharge is calculated by measured data to compare and analyze. The equipment for the experiment is Price AA(USGS Type AA Current meter), flow meter, ADC, C2 small current meter, flow tracker, Electromagnetic current meter. The discharge got form various flow meters which are widely used for discharge measurement. The various depths of water were examined and compared such as 0.30 m, 0.35 m, 0.40 m, 0.45 m, 0.50 m, 0.55 m. The experiment progresses a round-measurement on 6-case. Wading measurement(one point method : the 60 % height in surface of the water) was applied to improve creditability and accuracy among measurement methods. USGS Type AA current Meter, Flow Meter, ADC, C2 Small Current meter got the certificate of quality guaranteed. So the results of experiment were used to compare discharge. The Results showed the difference based on USGS Type AA current Meter at average discharge and velocity. Electromagnetic current meter made differences over $\pm$ 10 % and Flow Meter made differences under $\pm$ 10 %. Also ADC, Flow Meter, C2 Small Current meter made differences under $\pm$ 5 %.
This paper describes a current sensor for precision current measurement of an electronic watt-hour meter that is going to install in houses in the future. As the current sensor is based on an cored principle (the Rogowski principle) it is not subject to usual limitations of saturation and non-linearity of general current transformers. An advantage of the developed current sensor is that non-linearity error in low current range is improved and the construction can be kept simple using an air core. We present a magnetic field analysis of the sensor using a finite-element solver. We compared the measured values versus the calculated values.

Surface Image Velocimetry(SIV) is an instrument to measure water surface velocity by using image processing techniques. Since SIV is a non-contact type measurement method, it is very effective and useful to measure water surface velocity for steep mountainous streams, such as streams in Jeju island. In the present study, a surface imaging velocimetry system was used to calculate the flow rate for flood event due to a typhoon. At the same time, two types of electromagnetic surface velocimetries (electromagnetic surface current meter and Kalesto) were used to observe flow velocities and compare the accuracies of each instrument. The comparison showed that for velocity distributions root mean square error(RMSE) was 0.33 and R-squared was 0.72. For discharge measurements, root mean square error(RMSE) reached 6.04 and R-squared did 0.92. It means that surface image velocimetry could be used as an alternative method for electromagnetic surface velocimetries in measuring flood discharge.
Rogowski coil which detects magnetic flux on current changes. It is used for digital integration with watt-hour meter's current sensor, because, Rogowski coil has non-cored or non-magnetic core structure, so that, it cannot be saturated magnetically. This is a study for inventing accurate electric current sensors that have been applied on multi-layer ceramic substrate. We have confirmed its properties from each different layer's materials and pattern sizes by MWS 3D Electromagnetic field analysis program. And, after sensor manufacturing on multi-layer ceramic substrate, we confirmed its sensing quality is reliable as accurate electric current sensor for watt-hour meter.
Due to the difficulties for measuring flood discharge in the dangerous field conditions, conventional instruments with relatively low accuracy such as float still have been widely utilized for the field survey. It is also limited to use simple stage-discharge relationship for assessment of the flood discharge, since the stage-discharge relationship during the flood becomes complicated loop shape. In recent years, various non-intrusive velocity measurement techniques such as electromagnetic wave or surface images have been developed, which is quite adequate for the flood discharge measurements. However, these new non-intrusive techniques have little tested in the flood condition, though they promised efficiency and accuracy. Throughout the field observations, we evaluated the validity of these techniques by comparing discharge and velocity measurements acquired concurrently during the flood in a mountain stream. As a result, the flood discharge measurements between electromagnetic wave and surface image processing techniques showed high positive relationship, but velocities did not matched very well particularly for the high current speed more 3 m/s. Therefore, it should be noted here that special cares are required when the velocity measurements by those two different techniques are used, for instance, for the validation of the numerical models. In addition, authors assured that, for the more accurate flood discharge measurements, velocity observation as well as stage height is strongly necessary owing that the unsteady flow occurs during the flood.
The purpose of this study is to verify LSPIV technique. Verification was made using moving cart with known velocity. The difference of velocity values obtained using these methods are within 5%, which means that LSPIV can be used in the field with reasonable accuracy After verification, LSPIV was applied to the river. The Neungwon stream and the Gonjiam stream, tributaries of the Kyungan stream, were selected as the test sites for application. The results of the test application were compared with those obtained by 3-D electromagnetic current meter and electron-wave surface velocity meter. Results show that the velocity values obtained using LSPIV coincide well with those obtained using conventional devices with maximum difference of 8%.

This study is daytime and nighttime runoff image data caused by heavy rain on May 27, 2013 at Oedo Water Treatment Plant of Oedo-Stream, Jeju to compute runoff by applying Surface image velocimeter (SIV) and analyzing correlation according to current. At the same time, current was comparatively analyzed using ADCP observation data and fixed electromagnetic surface current meter (Kalesto) observed at the runoff site. As a result of comparison on resolutions of daytime and nighttime runoff images collected, correlation coefficient corresponding to the range of 0.6~0.7 was 6.8% higher for nighttime runoff image compared to daytime runoff image. On the contrary, correlation coefficient corresponding to the range of 0.9~1.0 was 17% lower. This result implies that nighttime runoff image has lower image quality than daytime runoff image. In the process of computing current using SIV, a rational filtering process for correlation coefficient is needed according to images obtained.

As part of the SOC digitization for smart water management and flood prevention, the government reported that automatic and remote control system for drainage facilities (180 billion won) to 57% of national rivers and established a real-time monitoring system (30 billion won). In addition, they were also planning to establish a smart dam safety management system (15 billion won) based on big data at 11 regions. Therefore, research is needed for smart water management and flood prevention system that can accurately calculate the flow rate through real-time flow rate measurement of rivers. In particular, the most important thing to improve the system implementation and accuracy is to ensure the accuracy of real-time flow rate measurements. To this end, radar sensors for measuring the flow rate of electromagnetic waves in the United States and Europe have been introduced and applied to the system in Korea, but demand for improvement of the system continues due to high price range and performance. Consequently, we would like to propose an improved flow rate measurement and flood forecast system by developing a radar sensor for measuring the electromagnetic surface current meter for real-time flow rate measurement.
