현재 전기공사업계는 경기분석 관련한 정보자료가 부재하여, 건설업계 경기전망을 활용하고 있다. 전기공사업은 건설업과 다른 고유한 특성이 있어 독자적인 경기지수 개발이 필요한 실정이다. 전기공사업 경기지수는 전기공사업 경기종합지수(ECI)와 전기공사업 경기실사지수(EBSI)로 구성된다. 전기공사업 경기종합지수(ECI)는 전기공사업 경기에 민감한 영향을 주는 개별 경제지표들의 움직임을 종합 지수(index)화하여, 경기동향을 파악하고 향후 경기를 예측하는데 활용된다. 전기공사업 기업실사지수(EBSI)는 기업의 실적과 계획, 경기동향 등에 대한 전기공사업체 대표들의 의견을 조사 지수화하여 미래의 경기를 판단 예측하는 데 활용된다. 본 연구는 '14년 2/4분기를 대상으로 실증 분석하였다. 전기공사업 경기종합지수의 경우 경기선행지수는 전분기 대비 0.4% 하락, 경기동행지수는 지속적인 하락국면에 있는 것으로 파악되었다. 그리고 전기공사업 기업경기실사지수(EBSI)는 전분기비 11.7p 하락한 83.5을 전망되었다. 따라서 '14년 2/4분기 전기공사업 경기상황은 좋지 못한 것으로 예상되었다. 전기공사업 경기지수는 전기공사업의 경기동향을 파악하고 장래의 경기를 예측함으로써, 전기공사업체가 경영전략을 수립하고 경기변화의 대응책을 마련하는데 기여할 것으로 사료된다.

Since Jan. 2004, the Ministry of Construction and Transportation has partly introduced estimation system of historical cost data in order to reflect result cost of construction market to cost estimation for public construction. It is expected that the purpose of the introduction would be evaluated considering the long-term development of domestic construction industry. In article 3, paragraph 4 of the planning criteria of estimated cost of financial regulation related to government contract rule, the profit estimated by historical cost data indicates sales profit and it is calculated by multiplying the sum of direct cost, indirect cost and general overhead by rate of profit. Finally, it is said that rate of profit cannot exceeds 10%. However, there are a lot of constructions for electronic equipment in the electronic construction and the proportion of government furnished material is very high, not like engineering works or constructions. Therefore, as the proportion of material cost over direct cost is relatively lower, if current rate of profit (10%) is applied, there would be a wide difference of cost in the items of profit under the estimation system of historical cost data. This paper was conducted to examine estimation methods of the items of profit under the estimation system of historical cost data and suggest reasonable applications.

전기공사비지수는 실적공사단가의 합리적인 시간차 보정과 물가변동 등에 따른 계약단가조정을 위한 자료로 활용된다. 전기공사비지수는 전기공사업계 산업구조의 변화, 신기술공법의 변화, 새로운 상품등장 및 퇴장 등을 반영하여야 한다. 그러나 현행 고정방식 전기공사비지수는 이러한 변화를 즉각적으로 반영에는 가중치 및 기준연도 가격지수의 장기간 고정으로 인한 이론적으로 한계가 있다. 그리고 전기공사업 특성상 노임비중이 높아 특정 월을 중심으로 주기적으로 급격한 변동이 발생되는 문제점이 있었다. 이러한 문제점과 이론적 한계를 보완하는 대안으로 연쇄방식 전기공사비지수를 개발하여, 이를 건설공사비지수, 고정방식 전기공사비지수와 비교분석을 하였다. 그 결과에 의하면, 연쇄방식 전기공사비지수는 이론적 특성상 고정방식에 비하여 현실 상황을 잘 반영하며, 특히 전기공사지수의 활용취지 등에 부합하는 것을 알 수 있다. 따라서 연쇄방식 전기공사비지수는 고정방식에 비하여 상대적으로 우월하고는 말할 수 없지만, 최소한 고정방식의 문제점을 해결할 수 있는 하나의 대안으로 생각하여 볼 수 있다.

Recently laws have been enacted to build and promote the use of smart grid. There are also increasing demands for the compliance with international trade agreements and the related international standards. Due to these rapid changes in electric power industry and the market expansion, importances of new technologies and processes have been being increased. To reflect these international trends, the government have carried out the designation of new technology for electric power industry to promote domestic industries and national competitiveness by inspiring technology developments in individual or private industry sectors. In this paper analysis of the current status of the designation of the new technology of electric power has been presented including its problem and effect on the related industries. The analysis is expected to be utilized to enhance sound development and to vitalize the electrical new technology regulation.

With the recent trend to get more into the information age we suppose that the need of information for medical industry policy establishment and new product development of medical instrument will increase rapidly. The object of this research & development is the construction of a database system with information resources in the field of medical instrument for an efficient application of domestic and abroad information in the field of medical instrument and building the foundation for the construction of an unified information management system. In this research we finished the analysis of the collected material of informations for medical instrument industry, design of the database system with object-oriented modelling is done. and we developed pre-product level information management system running on WINDOWS.

For a few recent years, KECA(Korea Electrical Contractor Association) has promoted a project to establish an electrical construction specification called Master Spec. This paper analyses the characteristics of standards-making process of the Master Spec. as an umbrella technical standard in electrical construction industry in Korea. This paper argues that even if the Master Spec. is recognized to be technical standards, the standards-making process involves both technical and social practices when viewed from social construction theory and governance perspective. This aspect of social practices in technical standards making should be well understood because various stakeholders in terms of interests, resources, and motives try to influence the process positively and negatively. KECA in responsible for enactment of the Mater Spec. should be very thoughtful in building consensus first of all among electrical contractors, managing relationship with concerned government officials, and dealing with potential deviant groups as well as in pooling expertises and developing technical knowledge needed for designing technical specification.

전기설비 시공분야에서 전문적 시방서 관리 체계는 그동안 별도로 존재하지 않았으며, 각 발주기관별 자체적 관리체계 하에서 운영 유지되어 왔다. 따라서 명칭이 서로 상이한 부분과 진술 및 구성의 체계 또한 일관되지 못한 부분이 많았다. 본 연구개발을 통하여 전기설비 분야의 시방서를 체계적이고, 공통된 의사표현이 가능한 기준시스템 필요성이 대두되어 이에 따른 기준시방서 시스템의 개발과 운영체계를 개발하였다.

현재 정부가 추진하고 있는 전기분야 실적공사비 적산제도와 관련된 최근의 움직임은 당초의 취지와 달리 실적공사비에 대한 개념 부족과 임의적 해석 등으로 실적공사비 적산제도 도입의 바람직한 방향성에도 불구하고, 실적단가 축적의 기초 자료인 계약내역서의 직접 공사비 낙찰률 적용 관계 등 실적단가의 적정성에 대한에 근본적인 접근보다 예산절감, 물가안정 측면으로 접근하여 시장단가 반영에 대한 왜곡현상이 발생 할 수 있는 제도상의 문제점으로 실적단가 축적에 대한 적정성 판단에 따른 실적단가의 보정 수단이 미약하여, 현행 법제도 하에서 실적단가의 적정성 확보를 위한 대응 방안을 제시하여 실적공사비를 정착시킬 필요가 있다. 왜냐하면 품셈에 의한 문제점 등으로 실적공사비 적산제도로 공공 건설공사의 예정가격산정 방식을 전환 하였다고 볼 때, 본 제도의 실패는 또 다른 제도로의 전환 또는 보완이 필요하다고 판단된다.

REMICON(Ready Mixed Concrete), the most essential material of construction work, is produced from facility called "Batcher plant." In order to produce Remicon, Batcher Plant needs to be supplied with basic raw material such as ballast, sand, cement, admixture and water. In remicon industry, overland transport vehicles are used during the whole manufacturing process from producing to infilling at the construction site. Thus, the transportation cost sums up be to 20 percent of whole manufacturing cost and transport capacity and distance travelled have direct and major effect on manufacturing costs. This paper suggests a method to find optimal location of batcher plant using modified Steiner point, suggesting the most effective and flexible connection through among construction site, aggregate, cement and remicon producing plant. This paper also proposes reducing of transport cost at maximum 60% by calculation through optimized plant location. The modified Steiner point theory proposed in this paper also can be applied to optimal location of a $2^{ry}$ substation or MCC panel for minimizing of power loss, voltage drop, line distance and etc.
