세무공무원이 지각하는 조직신뢰, 상사신뢰, 동료신뢰가 팀몰입과 직무생산성에 미치는 영향 (Team Commitment and Job Productivity Influential from Organizational Trust, Trust in Superior and Trust to Colleague Perceived by Revenue Officers)

  • 본 연구는 세무공무원들을 대상으로 신뢰와 직무생산성의 인과관계를 팀몰입을 매개변수로 사용하여 실증적으로 분석하여 직무생산성 향상을 위한 효과적인 관리방안을 제시하는데 그 목적이 있었다. 분석결과, 세무공무원들이 인식하는 조직신뢰, 상사신뢰, 동료신뢰는 팀몰입에 긍정적인 영향을 미치며, 팀에 대한 몰입정도가 높을수록 직무생산성은 높아져 세무행정업무수행의 효율성을 높일 수 있고 납세자들의 세무서비스만족도를 높이는데 효과가 있음을 확인할 수 있었다. 따라서 세무조직관리자들은 조직구성원들이 조직목표나 가치에 대한 강렬한 동일의식이나 애착심을 가질 수 있도록 조직의 주요의사결정 과정에 폭넓게 참여할 수 있도록 여건을 조성해 주어야 할 것으로 판단된다. 또한 조직에 대한 강한 충성심과 자긍심을 가질 수 있도록 인사정책과 조직관리정책을 전략적 차원에서 구체적으로 설계하여 이를 지속적으로 실천하도록 해야 할 것이다.

서번트 리더십이 조직유효성에 미치는 효과에 관한 연구: 상사 신뢰 조절효과를 중심으로 (A Study on the Influence of Servant Readership on Organizational Effectiveness: Revolved around Effect of Tuned from Confidence of Superior)

  • 경영환경이 급변하는 상황에서 조직은 과거에 비해 변화 지향적인 대응방식이 필요하고 조직의 존속 및 발전을 위한 효율적인 관리를 요구하고 있다. 전통적인 관리모델에 적응되지 못하므로 새로운 리더와 새로운 리더와 부하관계를 원하고 있다 현재 전세계적으로 경기불황이 지속되고 있으며, 이로 인한 소비위축으로 기업들은 많은 어려움에 봉착을 하고 있다. 기업들은 이렇게 끊임없이 변화하는 경영환경과 시장에 대한 체계적인 대응을 하지 못하면 결국 시장에서 도태되게 된다. 이로 인해 리더십의 중요성이 그 어느때보다도 높다고 할 수 있다. 본 연구에서는 서번트 리더십에 대한 선행연구들에 대하여 고찰을 하고, 이를 통해 서비스 산업에 종사자하는 종사자들을 대상으로 실증 분석을 수행하였다. 분석결과 서번트 리더십은 조직몰입과 조직시민행동에는 긍정적인 영향을 미치는 것으로 나타났으며, 서번트 리더십이 조직몰입에 미치는 효과는 상사의 신뢰에 영향을 받는 것으로 나타났다.

병원 아웃소싱 근로자의 QWL과 이직의도에 관한 분석 - 이중몰입의 조절효과를 중심으로 - (The Study on the Influence of Hospital's Outsourcing Worker's QWL to the Turnover Intention)

  • [purpose] This study was conducted to identify how a hospital's outsourcing workers' QWL influences Turnover Intention and to determine Dual Commitment cause any discrepancies in regards to the link between QWL and Turnover Intention. [Methodology/Approach] The study is based on 254 survey sheets answered by outsourcing employees working at general hospitals with more than 300 beds in Seoul and the methods of analysis used are as follows: reliability analysis, correlation analysis, multiple regression analysis, and hierarchical regressions analysis. [Findings] The study results First, analyzing how different types of QWL (individual, organizational, managemental) influence Turnover Intention, R2 turned out to be 30.7% and organizational factors and managemental factors show a statistically significant difference. In addition, organizational and managemental factors have negative effects on Turnover Intention while that of organization factors has a bigger influence. Second, verifying regulation effects of Dual Commitment in regards to the link between QWL and Turnover Intention, it is learned that Dual Commitment (hiring firm) has no regulation effects on the link. However, it does have a regulation effect on the link between QWL (managemental) and Turnover Intention. Moreover, after verifying regulation effects of Dual Commitment (client's firm), it is learned that it has regulation effect on the link between QWL (organizational and managemental) and Trunover Intention. [Practical Implications] In conclusion, lower Turnover Intention, it is necessary to impose tasks that suit the employees' competence and to encourage efficiency throughout clear communications and accurate directions.

자료포락분석기법을 이용한 도시철도 운영기관의 효율성 분석 (Analyzing the Efficiency of Korean Rail Transit Properties using Data Envelopment Analysis)

  • 본 연구는 강처분성의 가변수익규모 및 비방사적 자료포락분석기법을 이용해 조직유형이 다른 도시철도 운영기관인 서울시지하철공사(지방공기업)와 철도청의 수도권 전철부문(정부부처형 공기업) 및 부산교통공단(국가공단)의 연도별 생산적, 기술적 및 배분적 효율성 값을 추정한 다음, 이들 값에서 토빗회귀식의 추정결과를 이용해 조직유형과 궤도가동률과 같은 외부 요인들의 영향을 제함으로써 내부 요인인 생산활동만의 영향이 반영된 순생산적, 순기술적 및 순배분적 효율성 값을 구하였다. 또한 토빗회귀식의 추정결과로부터 세 도시철도 운영기관들의 조직효율성과 연도별 총효율성 값을 구하였다. 이 때 토시철도 운영기관은 노동, 전력, 전동차 및 유지보수와 궤도(또는 자본) 요소를 투입하여 전동차-km를 생산하는 기업형태로 상정되었으며, 분석에는 세 운영기관의 연도별 자료로 구축된 불균형통합자료가 사용되었다. 자료포락분석의 결과 생산적 효율성과 배분적 효율성은 평균적으로 서울시지하철공사가 가장 높은 반면, 기술적 효율성은 철도청의 수도권 전철부문이 가장 높은 것으로 나타났다. 그러나 생산활동만을 대상으로 추정된 순생산적 효율성과 순배분적 효율성은 오히려 부산교통공단이 가장 높은 반면, 순기술적 효율성은 철도청의 수도권 전철부문이 가장 높은 것으로 나타났다. 또한 이러한 순효율성들의 경우 외부 요인들의 영향이 배제됨에 따라 세 운영기관들의 차이는 상당히 감소하는 것으로 나타났다. 한편 조직효율성의 경우 비용을 극소화하는 조직유형은 지방공기업인 서울시지하철공사인 것으로 나타났으며, 이러한 조직효율성과 순생산적 효율성을 합한 총 효율성도 평균적으로 서울시지하철공사가 가장 높은 것으로 나타났다. 이러한 결과들은 도시철도 운영기관들의 경영상태에 대한 공정한 평가를 위해 외부 요인의 영향을 배제하는 방안의 시행과 기존 또는 신설될 도시철도 운영기관의 비용효율성을 제고하기 위해 지방공기업 또는 공단으로의 조직유형 개편의 필요성을 시사하고 있다.

  • 현대 사회의 조직은 공사를 불문하고 외부에 의한 강제보다 구성원의 자율성을 유도하여 조직구성원의 사기를 높임으로써 인사관리의 효율성을 증대시키려한다. 이는 조직구성원 개인의 '자아(self)' 중요성을 인지하고 상사의 리더십뿐만 아니라 조직 구성원이 스스로 자기관리 및 자기통제를 실행하는 태도를 중시하고 있다는 것인데, 이와 관련하여 등장한 개념이 바로 셀프리더십(self-leadership)이다. 본 연구에서는 상사의 변혁적 리더십(transformational Leadership)이 직원들의 셀프리더십에 미치는 영향을 확인하고, 상사의 변혁적 리더십과 셀프리더십 간의 관계에서 조직지원의 인과관계를 규명하였다. 연구의 대상은 우리 국회의 경호 경비조직에서 근무하는 경호 경비요원들 중 안내원 및 기능직을 제외한 182명을 대상으로 전수조사를 실시한 결과, 상사의 변혁적 리더십이 셀프리더십에 정(+)의 영향을 미치고, 상사의 변혁적 리더십은 조직지원인식에 유의한 영향력을 주는 것으로 나타났다. 또한, 상사의 변혁적 리더십과 조직구성원의 셀프리더십과의 관계에서 조직지원은 통계적으로 유의한 매개효과를 보였다. 이러한 연구결과를 바탕으로 보다 효율적인 국회 경호 경비조직의 인사관리 방향성이 제시되었다.

업무성과에 영향을 주는 업무용 모바일 어플리케이션의 주요 요인에 관한 연구 (An Empirical Study on the Influencing Factors of Perceived Job Performance in the Context of Enterprise Mobile Applications)

  • The ubiquitous accessibility of information through mobile devices has led to an increased mobility of workers from their fixed workplaces. Market researchers estimate that by 2016, 350 million workers will be using their smartphones for business purposes, and the use of smartphones will offer new business benefits. Enterprises are now adopting mobile technologies for numerous applications to increase their operational efficiency, improve their responsiveness and competitiveness, and cultivate their innovativeness. For these reasons, various organizational aspects concerning "mobile work" have received a great deal of recent attention. Moreover, many CIOs plan to allocate a considerable amount of their budgets mobile work environments. In particular, with the consumerization of information technology, enterprise mobile applications (EMA) have played a significant role in the explosive growth of mobile computing in the workplace, and even in improving sales for firms in this field. EMA can be defined as mobile technologies and role-based applications, as companies design them for specific roles and functions in organizations. Technically, EMA can be defined as business enterprise systems, including critical business functions that enable users to access enterprise systems via wireless mobile devices, such as smartphones or tablets. Specifically, EMA enables employees to have greater access to real-time information, and provides them with simple features and functionalities that are easy for them to complete specific tasks. While the impact of EMA on organizational workers' productivity has been given considerable attention in various literatures, relatively little research effort has been made to examine how EMA actually lead to users' job performance. In particular, we have a limited understanding of what the key antecedents are of such an EMA usage outcome. In this paper, we focus on employees' perceived job performance as the outcome of EMA use, which indicates the successful role of EMA with regard to employees' tasks. Thus, to develop a deeper understanding of the relationship among EMA, its environment, and employees' perceived job performance, we develop a comprehensive model that considers the perceived-fit between EMA and employees' tasks, satisfaction on EMA, and the organizational environment. With this model, we try to examine EMA to explain how job performance through EMA is revealed from both the task-technology fit for EMA and satisfaction on EMA, while also considering the antecedent factors for these constructs. The objectives of this study are to address the following research questions: (1) How can employees successfully manage EMA in order to enhance their perceived job performance? (2) What internal and/or external factors are important antecedents in increasing EMA users' satisfaction on MES and task-technology fit for EMA? (3) What are the impacts of organizational (e.g. organizational agility), and task-related antecedents (e.g., task mobility) on task-technology fit for EMA? (4) What are the impacts of internal (e.g., self-efficacy) and external antecedents (e.g., system reputation) for the habitual use of EMA? Based on a survey from 254 actual employees who use EMA in their workplace across industries, our results indicate that task-technology fit for EMA and satisfaction on EMA are positively associated with job performance. We also identify task mobility, organizational agility, and system accessibility that are found to be positively associated with task-technology fit for EMA. Further, we find that external factor, such as the reputation of EMA, and internal factor, such as self-efficacy for EMA that are found to be positively associated with the satisfaction of EMA. The present findings enable researchers and practitioners to understand the role of EMA, which facilitates organizational workers' efficient work processes, as well as the importance of task-technology fit for EMA. Our model provides a new set of antecedents and consequence variables for a TAM involving mobile applications. The research model also provides empirical evidence that EMA are important mobile services that positively influence individuals' performance. Our findings suggest that perceived organizational agility and task mobility do have a significant influence on task-technology fit for EMA usage through positive beliefs about EMA, that self-efficacy and system reputation can also influence individuals' satisfaction on EMA, and that these factors are important contingent factors for the impact of system satisfaction and perceived job performance. Our findings can help managers gauge the impact of EMA in terms of its contribution to job performance. Our results provide an explanation as to why many firms have recently adopted EMA for efficient business processes and productivity support. Our findings additionally suggest that the cognitive fit between task and technology can be an important requirement for the productivity support of EMA. Further, our study findings can help managers in formulating their strategies and building organizational culture that can affect employees perceived job performance. Managers, thus, can tailor their dependence on EMA as high or low, depending on their task's characteristics, to maximize the job performance in the workplace. Overall, this study strengthens our knowledge regarding the impact of mobile applications in organizational contexts, technology acceptance and the role of task characteristics. To conclude, we hope that our research inspires future studies exploring digital productivity in the workplace and/or taking the role of EMA into account for employee job performance.

The Nexus Between Intellectual Capital and Financial Performance: An Econometric Analysis from Pakistan

  • Intellectual Capital, a valuable intangible organizational asset, is primarily linked to a company's financial performance and is divided into three categories: human, structural, and relational capital. This paper investigates the impact of intellectual capital on the financial performance of selected Pakistani companies in the Information and Communication sector, as this sector is heavily reliant on intellectual capital. The data for 11 firms was gathered from the State Bank's Financial Statements Analysis of Companies Listed on the Pakistan Stock Exchange from 2015 to 2020. Pulić's (2004) Value Added Intellectual Coefficient (VAICTM) has been used to assess a company's IC efficiency. VAICTM and its components, the efficiency of intellectual capital, and the efficiency of capital employed are calculated. Financial performance is measured through return on assets, return on capital employed, and asset turnover ratio. Multiple regression, fixed-effect, and random-effect Panel Data estimation are used in the empirical study. The findings suggest that intellectual capital efficiency has a large impact on major profitability metrics, but little effect on company productivity. It can be inferred from the results that the companies must invest in advanced technology, the latest machinery, and well-equipped offices to improve financial performance and productivity and gain a competitive advantage.

공공기관의 유형별 효율성 평가와 비효율성 원인의 규명에 관한 연구 (Efficiency Rating by Types of Public Institutions and Identification of Inefficiency Sources)

  • In recent years, attention to the high debt ratio in public institutions has pushed the government to make efforts in reducing the debt ratio. However, in order to stimulate the economy, the government needs drastically innovative measures that reduce debt by improving efficiency rather than moderate approaches that focus solely on debt reduction. Despite this need, no study has yet systematically analyzed the overall efficiency of domestic public institutions and identified the source of inefficiencies in each public entity. Therefore, largely two research questions are examined. First, this study compares the efficiency levels by types of public institutions. Second, this study identifies the cause of inefficiencies in each public institution and proposes directions for improving efficiency. Based on a 5-year data of 302 public institutions published in public business information systems and organizational websites from 2009 to 2013, Data Envelopment Analysis (DEA) was performed. The input variables include the number of employees and total costs while the output variables include sales and net income. Reflecting the characteristics of public institutions, the input-oriented CCR model and input-oriented BCC model were utilized. Analysis results are as follows. First, market-oriented public institutions showed the highest efficiency while fund management quasi-governmental agencies showed the highest inefficiency. Second, scale efficiency score was measured by applying the CCR model and the BCC model on the organizations with the lowest efficiency level, fund management quasi-governmental agencies. Based on these analysis results, the source of inefficiency and detailed directions for improvement were proposed for Decision Making Units (DMUs) with low CCR and BCC scores.

의료개혁 논의의 비교분석 (A Critical Analysis of the Perspectives on Health Care Reform in Korea)

  • This paper analyzed four different perspectives on health care reform in Korea in terms of the basic values, formulated problems and reform plans, implementation methods, and supporting groups. The medical security plan was insisted by social security specialists and social activists focusing on the integration of medical insurance coops in order to enhancing equity and right of the people. However, its perspective was limited to promoting security instead of reforming health care system. The government proposed the health care reform plans in 1994 and in 1997, focusing on promoting efficiency by remedying many problems in health care delivery system. However, its implementation was not successful due to the lack of organizational and financial supporters. Recently, two opposite proposals were issued. The market reform plan paid attention to revitalizing the market function to promoting efficiency by allowing hospitals to treat private patients instead of applying the medical insurance regulation. The government reform plan focused on intensifying governmental planning and intervention in the health care sector in order to removing inefficiency and promoting equity with the supports of social activists and labor unions. Finally, this paper proposed an alternative plan to promote harmonious social relationship between actors in the health care system.
