  • This study aims to analyse determinants of payment balance of Korea, targeting 65 countries which concluded FTA with Korea in 2012 or are pursuing it with Korea( effectuation, agreement, negotiation and joint research). For an analysis model, economic and geographical variables of target countries were included in explanatory variables of the gravity model and divided values which indicate surpluses or deficits in trade with Korea were marked in dependent variables to perform a logistic analysis. If payment balance in trade between Korea and specific countries is a surplus, a value of 1 is given and if it is a deficit, a value of 0 is given. As a result of estimating the logit model, it was discovered that variables of GDP, GDP per person, total trade with trade partners, petroleum, landlocked countries and maritime powers were not statistically significant. However, variables of total trade, export dependency, import dependency, distance and mineral were statistically significant.

Among resource enhancement policy, artificial reefs project has been the most effective strategy. The objectives of this paper are to find the economic effects of artificial reefs. The sampling artificial reefs is constructed at Suiido with 6~7m height. In order to analyze the fishing effect of artificial reefs, a few research have been conducted since 1975. For these analysis focuses on the side of scientific effect of artificial reefs, we analyzed on the side of economic effect. The results of the economic effects of artificial reefs are as follows ; First, the fishing effect analysis by using the NPV method in artificial reefs of Suiido ground prove to be economic feasibility. Second, the major socio-economic effect from artificial reefs include the increasing of recreation fishing, maintenance of fishing community, protection illegal fishing, conservation of coastal environment, and enlargement of advanced fisheries supply. Based on the above results, we conclude that artificial reefs project not only contributes to the welfare of fishermen by increasing of economic income, but enlarges to socio-economic gains by protection of illegal fishing and conservation coastal environment and so on.

  • This study analyzed the impacts of FTAs (Free Trade Agreements) actively being promoted by the Korean government on the Korean economy, energy consumption and greenhouse gas (GHG) emissions and found the policy implications in terms of the linkage amongst them. The simulation analysis by using a global CGE model, KEEI-GCGE, found that the effectuation of Korea-USA, the Korea-EU and the Korea-China-Japan FTAs at the same time would increase the real gross domestic product (GDP) of Korea by 2.04%. In addition, the energy consumption and GHG emissions of Korea are estimated to increase by 3.33% and 1.53% respectively. These results imply that the various medium and long-term plans and policies related to energy and GHG emissions in Korea should systematically reflect those potential impacts of the FTAs.

  • Territorial sea baseline is a borderline, with the effectuation of the United Nations Convention on the Law of the Sea of 1982, for the related sea zone negotiations with neighboring countries. Its position must be determined to international standard like WGS84 coordinate system. In this study, GPS survey for territorial sea points was performed to determine territorial baseline around five islands in the yellow sea, and the results of them were compared with previous coordinates. Territorial sea point, outermost spot of a nation's realm, tend to be placed in end up low-tide elevations or precipice. Therefore traditional surveying methods are hard to take accurate observations, so that GPS survey is most effective. Through the study, the scientific and reasonable methods for GPS surveying procedure is presented. The results of coordinate comparison show that there are wide difference between the old and new coordinates, and it is necessary for the whole area of islands to calculate displacements by GPS surveying.

  • The environmental problems such as global climate chage, global wamning, ozone depletion, environmental pollution have been caused by the rapid economic growth, increasing in use of fossil fuels for industralization and scientific technology development. Between Environmental Preservation and Economic Development, the new paradigm, "Sustainable Development" is presented to the world now. To achieve global environmental objectives, some multilateral envrionment mental agreements includes trade regulation. However Kyoto Protocol has no provisions to regulate trade and is not in force yet. By the effectuation of the Kyoto Protocol, Korea will be faced very serious situation because of her high Dependency on Foreign Trade and Fossil Fuel- intensive Industries. We must be able to gain a sense of ownership in the out come of the WTO/CTE discussions by contributing meaningfully to the creation of a constructive relationship between Trade and Environment concerns.

  • This study aims to analyse the actual conditions of Korean fishing boat being seized in Japan's EEZ and to provide the countermeasures against that problem. According to the analysis of that actual conditions, Korean fishermen are trespassing Japan's EEZ in which fishery resources are abundant because of exhaustion of fishery resources and polluted water in Korean coastal sean. In the past, That behavior was not illegal. Now, however, it became illegal with the effectuation of the United National Conventions on the Law of the Sea(1994) and the Korean-Japanese Fisheries Agreement(1999). In order to resolve that problem on a long-term basis, it is necessary to turn over national fishery policy, to provide fishing people with other means of living, and to establish the Korean-Japanese cooperation system of fishery management. Most of all, it is urgent to mitigate and remit a penalty which was executed in Japan, to amplify personal and material resources need to guide and control fishery, and to construct a close cooperation system between the National Maritime Policy Agency and the Ministry of Maritime and Fisheries Affairs.

  • United Nations Environment Program adopted a global binding agreement to regulate the production and distribution for the persistent organic pollutants (POPs) in May 22, 2001. The agreement took its effectuation with the ratification of 59 countries from the approval of 151 countries in May 17, 2004. After the approval on the binding agreement in October 4, 2001, South Korea performed systematic investigation for the ready of ratification on the convention with country-specific exemption for some chemical substances. Case study with documentary examination and fact-finding survey found some potential problem for 5 chemical substances such as chlordane, dichloro diphenyl trichloroethane (DDT), hexachlorobenzenes (HCB), heptachlor, polychlorinated biphenyls (PCBs). However, subsequent investigation with more detailed degree showed the possibility for the ratification with no country-specific exemption.
