DIGITAL TECHNOLOGIES AND RANKINGS AS TOOLS OF THE COMPETITIVENESS IN THE EDUCATIONAL SERVICES MARKET

  • Globalization of higher education deepens the competition in the global educational services market. Competition between higher education institutions is based on the use of a wide range of activities and tools that are constantly evolving and becoming more complex. Digitalization significantly transforms the approaches to competition between universities in educational, research and marketing activities. Digital technologies are becoming an integral part of this competition. In addition, in the current conditions of globalization of the scientific and educational space, numerous rankings of universities have become an important tool of the competition; the most significant rankings of universities are as follows: Academic Ranking of World Universities (China), Times Higher Education Rankings of Universities (Great Britain), Webometrics (Spain). In the article, the key principles of the formation of world rankings of universities are analyzed, the main sources of information resources for their compilation are determined. The authors have concluded that the improvement of the position of educational institutions in the world rankings of universities should be implemented within the framework of the state educational policy. The key positive effects of universities due to increasing the competitiveness level of the national higher education system are specified.

  • The purpose of this study is to analyze the difference and influence of educational institutions and majors on education service quality, learning satisfaction, and educational institution loyalty, and to provide information on an Academic Credit Bank System appropriate for the two types of education institutions and learners. Looking at the difference in education service quality, learning satisfaction and educational institution loyalty, Lifelong Education Organizations of Universities showed positive awareness compared to Job Technical colleges. Especially, differences in awareness regarding quality of education facilities were largest, followed by educational institution loyalty and learning satisfaction. Looking at the difference in awareness according to educational institution and majors, learners at Lifelong Education Organizations of Universities had positive awareness compared to Job Technical colleges in terms of quality of facilities, learning satisfaction and educational institution loyalty. No difference was found according to major. Looking at the effect of awareness of education service quality on learning satisfaction and educational institution loyalty, factors of education service quality affected learning satisfaction in the order of education>administration>facilities for Lifelong Education Organizations of Universities, and the effect on educational institution loyalty was found in the order of administration> education with no effect shown by facilities. For learners at Job Technical colleges, factors of education service quality affected learning satisfaction in the order of administration>education>facilities. Influence on loyalty to educational institution was found in the order of administration>facilities>education.

MetaData와 Category를 이용한 효과적인 교육용 커뮤니티 서비스 시스템(ECSS) 구현 (Implementation of an Effective Educational Community Service System by using Metadata and Category)

  • 본 논문에서는 많은 사용자층을 가지고 있는 개인형 커뮤니티를 이용하여 양질의 정보를 중복 없이 집중적으로 관리하고 효과적인 검객 기능을 제공하는 교육용 커뮤니티 서비스 시스템을 제안한다. 이 시스템은 MetaData와 Category를 통해 검색과 관리의 효율성을 높인 것으로 개인형 커뮤니티의 장점은 살리고 단점을 개선한 자기 주도적인 교육용 커뮤니티 시스템이다. 이 시스템을 검증하는 도구로 블로그를 활용하여 자동으로 생성되는 교육용 블로그 체인 서비스인 EduLOG(Educational blog)를 구현하였다. 특별히 세계적인 MetaData의 기반인 더블린코어의 MetaData요소를 근거로 이 서비스에 맞는 MetaData를 추출하였고 교육용 커뮤니티 사이트와 공적인 교육관련 기관들이 제시한 교육 Category를 근거로 새로운 Category를 만들어 이 시스템에 적용하였다. 그리고 이 서비스가 원하는 성능을 제공하는지 웹사이트 평가인증표를 기준으로 설문지를 작성하고 전문가를 통해 평가하였다. 이 평가 결과에 의하면 검색의 정확성, 낮은 재현율, 정보 등록 및 접근의 용이성, Category별 정보의 집중관리 부분 등에서 평균 평점 3.5(/5.0) 이상의 좋은 점수를 얻어 그 효율성을 확인할 수 있었다. 그러므로 본 논문에서 제안한 시스템은 향후 효율적인 정보저장소와 검색소의 역할을 담당할 것으로 확신한다.

  • 교육망의 보안 인프라는 통합관리시스템을 기준으로 다양한 정보보호시스템의 보안 이벤트를 수집하고 분석을 통하여 위협을 관리하고 대응한다. 이러한 체계는 관리자에게 유용하고 자세한 정보를 제공하지만, 다양한 위협 상황과 동시 다발적인 위협에 대해서 효과적인 대응 프로세스와 관리체계를 제공하지 못하고 있는 문제점을 많이 가진 교육망에 대한 해결방안으로 관리자에게 다양하고 세부적인 정보 제공보다는 관리자가 초기 위협에 신속하게 대응할 수 있도록 관리기술과 다양한 보안 이벤트들의 처리 스케줄링을 통해서 통합보안관리가 가능하도록 보안 에이전트를 제안 개발하였다.

  • The purpose of this study is to analyze the difference of educational institutions and majors on Learning Participatory Motivation of Lifelong Education Organizations of Universities and Job Technical Colleges that are operating academic degrees on bachelor of fashion and associate of industrial arts in Academic Credit Bank System. The significance of this study is to provide basic information for educational institutions to promote efficient operation and devise a strategy for reinforcing educational competitiveness according to individual Learning Participatory Motivation and purpose of learners. In this study, educational institutions were classified into Lifelong Education Organizations of Universities and Job Technical Colleges operating academic degrees in Academic Credit Bank System. Degrees were divided into bachelor of fashion and associate of industrial arts, and majors were divided into fashion design and fashion business for bachelor of fashion and fashion design and fashion business for associate of industrial arts. Looking at Learning Participatory Motivation of learners, factors selected by learners as considerations for registration and selection of currently affiliated educational institution were found to be 'acquisition of degree at a university' and 'acquisition of degree' for Lifelong Education Organizations of Universities and fashion design major, and 'for employment' and 'acquisition of new knowledge and skill' for Job Technical Colleges and fashion business major.

한국의 의예과 교육: 무엇이 문제이고 무엇이 해법인가? (How Can We Improve Premedical Education in Korea?)

  • When a new educational system for college students in South Korea was established in 1946, the National Committee for Educational Planning adopted a 6-year curriculum of medical education, consisting of a 2-year premedical component and a 4-year medical component. For more than half a century, the premedical curriculum has received little attention. However, it is very important for premedical students to have a range of experiences that could be useful in their future medical careers. In 2005, another change was made to the system of medical education, in which medical schools without a 2-year premedical curriculum were established. This began to stimulate interest in premedical education, and more and more professors have become interested in premedical education as 6-year medical colleges have become more popular than before. Since 2015, the Education and Cultural Center of the Korean Association of Medical Colleges has annually hosted a workshop for redesigning premedical education; these workshops quickly fill up with registrants, reflecting the participants' lively interest in premedical education. The problems of premedical education are mostly due to students' and educators' attitudes. A more effective approach will be needed in the educational system of the future to train highly competent medical doctors. To judge whether an educational program is successful, its aims must be clearly articulated. For this reason, medical colleges must prepare premedical education curricula based on their educational aims. It is expected that the system of premedical education will be strengthened in the future due to the growing awareness of its importance.

교육공학에 대한 초등교사의 인식 : 메타포 분석을 활용하여 (Awareness of Elementary School Teacher about Educational Technology through metaphor)

  • The purpose of this study was to examine the awareness of elementary teachers about educational technology. Educational technology that is embodied at school was the form of "systemic structure" whose components are complex and exert close mutual influence on one another, rather than of "systemic assembly" that relationship of components were well controlled. A qualitative epistemological method was used to look into educational technology instead of existing empirical ones. Metaphor analysis was utilized among various qualitative research methods to find out what elementary teachers thought of educational technology. Six elementary teachers were asked to draw a picture to describe what came into their mind when they heard term of "educational technology," and they were interviewed in depth to check what their pictures meant. As a result, elementary teachers expressed their point of views about educational technology as "a scientific, technical and systemized instrument to stir up the learning interest and joy of students," "an action to mechanically fit together every part of education(curriculum)," "educational technology as a teaching and learning method," and "an integrated and overall system." This finding seemed to have something to do with media theory, teaching and learning theory and system theory that have been used in educational technology. This study was expected to be significance in that it investigated the way of looking at educational technology in the field, and confirmed the close relationship between theory and practice, and finally provided an opportunity to reflect on the ontological nature and epistemological method of educational technology.

APII 기반의 차세대 원격 교육 시스템 연구 (A Study on the Remote Educational System of the Next Generation based on APII)

  • We propose the architecture for the bidirectional remote educational system using the APII(Asia-Pacific II) international network. The proposed system was imported function of the VoIP and Web storage with Access Grid System for adopting the various cooperating methods of the remote education, and also implemented the network monitoring functions system using MRTG. Using the proposed methods, we have verified the performance and problems of implemented system through the real-time remote education using bidirectional communication between KOREA and Japan.

HyperCerts : 개인정보를 고려한 OTP 기반 디지털 졸업장 블록체인 시스템 (HyperCerts : Privacy-Enhanced OTP-Based Educational Certificate Blockchian System)

  • 블록체인의 tamper-free 특성으로 많은 응용들이 개발되고 있다. MIT Media Lab 등은 기존 학력 증명의 진본 여부를 확인하는 절차의 복잡한 문제를 해결하기 위해서 블록체인 기반 디지털 졸업장 시스템을 개발하였다. 기존의 연구는 public blockchain 기반으로 원칙적으로 누구나 디지털 졸업장을 발급자가 될 수 있으나 이를 해결하기 위한 방법을 명확히 제시하고 있지 않다. 기존의 학력 증명 블록체인 시스템은 블록체인의 무결성을 활용하지만 개인정보가 다수 들어 있는 졸업장의 기밀성 문제를 해결하지 못하고 있다. 본 논문에서는 최초로 private blockchain 기반으로 HyperCerts라 명명된 디지털 졸업장 시스템을 제안한다. Private blockchain 기반이므로 신원이 확인된 신뢰할 수 있는 자만이 디지털 졸업장을 발급할 수 있으며 practical byzantine fault tolerance를 합의 알고리즘으로 이용하여 작은 컴퓨팅 파워를 필요로 하며 합의에 따른 지연이 매우 적은 장점이 있다. 디지털 졸업장은 민감한 개인정보를 포함한다. 따라서 디지털 졸업장의 privacy는 보장되어야 한다. HyperCerts는 디지털 졸업장의 hash값만 분산 원장에 저장하므로 악의적 노드의 참여로 인한 개인정보 유출 문제를 원천적으로 차단한다. 또한 디지털 졸업장은 암호화되고 OTP와 함께 제공되어 복호화 횟수 제한 등으로 디지털졸업장이 유출되었을 때 무분별한 복호화를 방지하도록 하였다.

교육시설의 건축물에너지효율등급 사례분석을 통한 에너지자립률 평가 (Evaluation of Energy Self-Sufficiency Rate through Case Analysis of Building Energy Efficiency Rating in Educational Facilities)

  • 교육시설은 '공공기관 에너지이용 합리화 추진에 관한 규정'에 따라 2014년부터 '건축물에너지효율 1등급 이상'의 의무대상건축물로 지정되었으며, 동 규정에서 정의하는 공공기관 건축물에 해당되어, 2008년 9월 신·재생에너지 의무대상 건축물로 포함되었다. 또한 2019년 4월 녹색건축물 조성 지원법이 개정됨에 따라, 2020년부터 ZEB인증의 의무대상 건축물로 확정되었다. 따라서 본 연구에서는 2015년 2월부터 2019년 5월까지 "건축물에너지효율등급" 본인증을 획득한 316개의 교육시설을 대상으로 "건물에너지효율등급" 및 "신·재생에너지시스템"설치 현황을 파악하고, 에너지 소요량 및 신·재생에너지 생산량을 기준으로 에너지자립률을 분석하였다. 316개 본인증 교육시설의 "건축물에너지효율등급"에 따른 ZEB 인증등급을 추정하면 1+++ 등급 12개 시설의 경우 1곳을 제외하고 모두 ZEB 5등급 이상으로 나타났으며, 239개의 1++ 등급 시설에서 11%에 해당하는 28곳이 ZEB 5등급 수준에 도달하였다. 따라서 현 수준에서 일반 교육시설의 ZEB 인증은 무리가 있으며, 건물에너지효율 1+++등급 상향과 신·재생에너지시스템 투자가 선행되어야 할 것으로 판단된다.
