  • Background: Cancer registration data is used to understand the nation's cancer burden, and to provide significant baseline data for cancer control efforts, as well as, research on cancer incidence, mortality, survival, and prevalence. A system that approves, assesses, and manages the qualification of specialists, responsible for performing cancer registration, has not been developed in Korea. This study presents ways to implement a certification system designed for the qualification of tumor registrars in Korea. Materials and Methods: Requirements for implementing a certified tumor registrar qualification system were determined by reviewing the system for establishing qualifications in Korea and the American qualification system via the National Cancer Registrars Association (NCRA). Moreover, a survey was conducted on Korean medical records administrators, who had taken the U.S. Certified Tumor Registrar (CTR) examination, in order to review their opinions regarding these requirements. Results: This study verified the feasibility of a qualification examination based on the opinions of CTR specialists by determining the following: items, and the associated ratings, of the qualifications necessary to register individuals as certified tumor registrars in a private qualification system; status of human resources required for the examination or training processes; plans regarding the organization needed for management, and operation of qualifications, examination standards, subject areas, examination methods, examination qualifications, or education and training programs. Conclusions: The implementation of a certified tumor registrar qualification system will lead to enhanced job competency for specialists and a qualitative improvement of cancer registration data. It will also reliably foster human resources that will lay the groundwork needed to establish scientific and reasonable national cancer management policies.

  • The purpose of the aviation physical examination guideline is not only to determine the physical fitness of the aviation workers but also to treat the underlying diseases of the aviation employees effectively and to carry out the optimal aviation duties. As medical science advances, treatment guidelines for various diseases are rapidly changing, and aviation physical examination guidelines need to be revised accordingly. Therefore, it is necessary to analyze the change trends of the AME guideline around the world and appropriately reflect it according to the situation of Korea. It is also necessary to continue the training of AME who are required to carry out examinations and certificates by these revision guidelines. Therefore, it would be desirable to analyze the education system of the advanced countries including the US and introduce the advantages of these systems into Korean AME education curriculum. Primarily, with the development of the Internet, various online lectures have been developed recently. Therefore, we first aimed to look at the changes in the current AME guideline of the Federal Aviation Administration. Next, we aimed to discuss changes in the course of the AME refresher course. Finally, we would like to suggest some points to be improved by comparing these AME guidelines and educational programs with those of Korea.

  • In preparing for the unification of North and South Korea, rather than unilaterally over-writing the North's human resource training system with the South's health care human resource development system, it is important to understand the North's system and its ecology and to achieve a balance by seeking out aspects of each of the systems that could be consolidated with each other. The training period in both the North and South's health care human resource development systems is specified to be 6 years, but there is no system for internships or residencies in the North. South Korea introduced a 6-year system for pharmacist education in 2009, but North Korea has been using such a system since the 1970s (currently 5.5 years). In North Korea, training of health care personnel is conducted at various levels: at universities, at vocational schools, and at institutes for training health officials. Various types of training (daytime training, online, and ad hoc programs) are carried out. Also of interest is the North's licensure examination system. Rather than a state examination system as in South Korea, the North favors a graduation exam given by a national graduation examination committee composed of university professors, which awards both graduation certificates and 'permits,' that is, licenses for doctors and pharmacists. In working out a plan for the integration of the two Koreas' systems based on the study and analysis of the North's educational and testing system for doctors and pharmacists, this paper does not place exclusive focus on the distinctions between the systems or cling to negative views. Rather than claim that unification/integration is a practical impossibility, the paper focuses on the similarities between the two systems and maximizes them to uncover an approach for arriving at solutions. It is hoped that the practical data offered in this paper can contribute to the design of a forward-minded unification/integration model.

  • World practice is evidence of that computer systems of an intellectual support of medical activities bound up with examination of patients, their diagnosis, therapy and so on are the most effective means for attainment of a high level of physician\`s qualification. Such systems must contain large knowledge bases consistent with the modern level of science and practice. To from large knowledge bases for such systems it is necessary to have a medical ontology model reflecting contemporary notions of medicine. This paper presents a description of an observation ontology, knowledge base for the physician of general tipe, architecture, functions and implementation of problem independent shell of the system for intellectual supporting patient examination and mathematical model of the dialog. The system can be used by the following specialist: therapeutist, surgeon, gynecologist, urologist, otolaryngologist, ophthalmologist, endocrinologist, neuropathologist and immunologist. The system supports a high level of examination of patients, delivers doctors from routine work upon filling in case records and also automatically forms a computer archives of case records. The archives can be used for any statistical data processing, for producing accounts and also for debugging of knowledge bases of expert systems.
