  • The paper presents available options that Korea can adopt in an effort to promote eco-industrial development in a near future. What is missing and the reasons why Korea is behind the other countries in the area are: 1) Lack of holistic view and the integrated approach toward economy and environment in policy implementation, 2) Lack of understanding, among entrepreneurs, of the concept of productivity per input resource, and the fact that not only labor and capital productivity but also the total productivity enhancement is vital for industry's competitive edge; There has been no driving force in the market to develop economies of system integration to turn industrial wastes to valuable input resources, 3) Unsupportive regulatory system regarding the trade of by products, and 4) Lack of financing and incentive mechanism. 5) Lack of information forum. Regulatory reform should be taken for the direction that in effect increase the price of disposal and motivate firms to seek symbiotic relationship with other firms, and facilitate trade by-product between firms. Financing and incentive mechanism should be introduced in order for the industry to find easy access to the opportunities for organizing the network to transform wastes in negative value to the value added resources. Also information network should be established to provide a market for by-product exchange and public education to improve industry's environmental performance.

  • This paper proposes an iterative high-resolution image interpolation algorithm using spatially adaptive constraints and regularization functional. The proposed algorithm adapts adaptive constraints according to the direction of..edges in an image, and can restore high-resolution image by optimizing regularization functional at each iteration, which is suitable for edge directional regularization. The proposed algorithm outperforms the conventional adaptive interpolation methods as well as non-adaptive ones, which not only can restore high frequency components, but also effectively reduce undesirable effects such as noise. Finally, in order to evaluate the performance of the proposed algorithm, various experiments are performed so that the proposed algorithm can provide good results in the sense of subjective and objective views.

  • A mobile Rayleigh Doppler wind LIDAR at an eye-safe wavelength of 355 nm incorporating double-edge technique with triple-channel Fabry-Perot etalon is developed for wind measurement from 5 to 40km. The structure of this LIDAR system is described. An intercomparsion experiment with rawinsonde is made, showing good agreement with expected measurement accuracy. A continuous observation of stratosphere wind field for several days with temporal resolution of 15 min and spatial resolution of 200 m from 5 to 40 km is presented, demonstrating the stability and robustness of the LIDAR. A stratospheric quasi-zero wind layer can be found at around 20 km with a direction change from east to west evident in the continuous observation.

  • Antireflection coatings on optical lenses commertially available in domestic market are optically analyzed. Transmission spectra and reflection spectra are collected using spectrophotometers. The apparent absorption spectra around the absorption band edge are dominated by the substrate absorption. The reflection spectra and the apparent absorption spectra at visible region between 400nm and 700nm show very strong correlation to each other except a couple samples. The discrepency observed in the latters are due to an increased absorption in visible region by the substrate, which is negative effect of these samples. An antireflection coating consisted of $SiO_2/TiO_2/SiO_2/ZrO_2/Cr$ is made on c-Si substrate for spectroscopic ellispometry analysis. A film-by-film coating is accomplished and between each film deposition, ex-situ spectroscopic ellipsometry measurements are made. The analysis of the spectroscopic ellipsometry data reveals that the average film densities of $ZrO_2$ and $TiO_2$ reach only 80% of their respective packing densities and thick films are inhomogeneous along film growth direction. Discussions are made toward in-situ, real-time monitoring of the film growth so that a real-time feedback is possible to achieve a post-correction to minor deviations occured in the previous step. step.

  • Steel bridges, which have been damaged by load and corrosion, need repair or strengthening. That is a cause of decreasing the durability of structure. In order to solve these problems, welding repair and strengthening methods can be considered. In general, cutting and welding procedure is carried out during the repair welding. Therefore, the investigation of the behavior of residual stress and deformation generated by cutting and welding is very important for safety of structure. Residual stress and deformation produced by gas cutting and arc welding were analyzed using 2D and 3D thermal elasto-plastic FEM. According to the results, the magnitude of temperature was analyzed by 2D-FEM is smaller than that was analyzed using the 3D-FEM at the start and end edge of flange. And the magnitude and distribution of residual stress of perpendicular direction of the cutting line and welding line was analyzed by the 2D-FEM was similar to that was analyzed by 3D-FEM. Therefore, it is possible to predict cutting and welding residual stress by 2D and 3D FEM.

  • $Bi_2Sr_2CaCu_2O_x$(Bi-2212) and $Bi_2Sr_2Ca_2Cu_3O_y$(Bi-2223) high-Tc superconductors(HTS) have been manufactured by plasma spraying, partial melt process(PMP) and annealing treatment(AT). A Bi-2212/2223 HTS coating layer was synthesized through the peritectic reaction between a 0212 oxide coating layer and 2001 oxide coating layer by the PMP-AT process. The 2212 HTS layer consists of whiskers grown in the diffusion direction. The Bi-2223 phase and secondary phase in the Bi-2212 layer were observed. The secondary phase was distributed uniformly over the whole layer. As annealing time goes on, the Bi-2212 phase decreases with mis-orientation and irregular shape, but the Bi-2223 phase increases because a new Bi-2223 phase is formed inside the pre-existing Bi-2212 crystals, and because of the nucleation of a Bi-2223 phase at the edge of Bi-2212 crystals by diffusion of Ca and Cu-O bilayers. In this study the spray coated layer showed superconducting transitions with an onset Tc of about both 115 K, and 50 K. There were two steps. Step 1 at 115 K is due to the diamagnetism of the Bi-2223 phase and step 2 at 50 K is due to the diamagnetism of the Bi-2212 phase.

  • Density functional theory was utilized to investigate the growth of an indium nanowire on a Si (001) buckled surface. A site between the edge of two Si dimers is most favorable when the first In atom is adsorbed on the surface at an adsorption energy level of 2.26 eV. The energy barriers for migration from other sites to the most favorable site are low. When the second In atom is adsorbed next to the first In atom to form an In dimer perpendicular to the Si dimer row, the adsorption energy is the highest among all adsorption sites. The third In atom prefers either of the sites next to the In dimer along the In dimer direction. The fourth In atom exhibited the same tendency showed by the second atom. The second and fourth In adsorption energy levels are higher than the first and third levels as the In atoms consume the third valence electron by forming In dimers. Therefore, the In nanowire grows perpendicular to the Si dimer row on the Si (001) surface, as it satisfies the bonding of the three valence electrons of the In atoms.

  • The vortex lattice method was adopted to predict the aerodynamic performance of a horizontal axis wind turbine. For this simulation. the rotor blade was divided into many panels both in chordwise and spanwise direction and then replaced by horseshoe vortices. The wake was divided into two parts of near wake and far wake : the near wake was assumed as helical vortex line elements and the far wake was modeled by semi-infinite circular vortex cylinder. The induced velocity components were calculated by the Biot-Savart law. By this way the power coefficient was obtained and represented as a function of the tip speed ratio. The numerical results obtained were compared with those of the other methods and experimental results and showed good agreement with experimental results.

  • In recent years, many candidates for extra-solar planet have been discovered from various measurement techniques. Fueled by such discoveries, new space missions for direct detection of earth-like planets have been proposed and actively studied. TPF instrument is a fair example of such scientific endeavors. One of the many technical problems that space missions such as TPF would need to solve is deconvolution of the collapsed (i.e. spatially and temporally) spectral signal arriving at the detector surface and the deconvolution computation may fall into a local minimum solution, instead of the global minimum solution, in the optimization process, yielding mis-interpretation of the spectral signal from the potential earth-like planets. To this extend, observational and theoretical understanding on the spectral bio-signal from the Earth serves as the key reference datum for the accurate interpretation of the planetary bio-signatures from other star systems. In this study, we present ray tracing computational model for the on-going simulation study on the Earth bio-signatures. A multi-layered atmospheric model and sea ice variation model were added to the existing target Earth model and a hypothetical space instrument (called AmonRa) observed the spectral bio-signals of the model Earth from the L1 halo orbit. The resulting spectrums of the Earth show well known "red-edge" spectrums as well as key molecular absorption lines important to harbor life forms. The model details, computational process and the resulting bio-signatures are presented together with implications to the future study direction.

  • Because of the difference between the actual and computed eccentricity of buildings, symmetrical buildings will be affected by torsion. In provisions, accidental eccentricity is intended to cover the effect of several factors, such as unfavorable distributions of dead- and live-load masses and the rotational component of ground motion about a vertical axis. The torsional amplification factor is introduced to reduce the vulnerability of torsionally imbalanced buildings. The effect of the torsional amplification factor is observed for a symmetric rectangular building with various aspect ratios, where the seismic-force-resisting elements are positioned at a variable distance from the geometrical center in each direction. For verifying the torsional amplification factor in provisions, nonlinear reinforced concrete models with various eccentricities and aspect ratios are used in rock. The difference between the maximum displacements of the flexible edge obtained between using nonlinear static and time-history analysis is very small but the difference between the maximum torsional angles is large.
