A Study on Valuation of Defense Technology -Focusing on Overseas Technology Transfer- (국방 기술가치평가에 관한 연구 -국외 기술이전을 중심으로-)

  • Recently, it has been observed that as the level of Science and Technology in Korea is improving, the demand for technology transfer from overseas buyers is also increasing. A technical value is an important factor for the technology transfer process and the valuation of technology should be performed reasonably. Specifically, a non-economical value has to be examined thoroughly when conducting the valuation for a technology that depends on public values. Since public technology has public benefit as its purpose when compared to technology from the private sector, its discount rate should be appropriately assessed and reflected in its valuation process. In this context, this study presents the methodology of valuation of public technology particularly relating to the transfer of technology from the national defense industries. To be specific, both an application method of the discount rate according to the characteristics and the purpose of the target technology and a qualitative and quantitative evaluation method to reflect the public values are presented. The proposed method for the valuation of defense technology could be used practically both in strengthening bargaining capability based on the reasonably derived technical values for transfer of national defense technology abroad and in the compilation of budgets for technology development in the future.

An Analysis of the Effect of PBD Discharge Capacity to Leave Period (방치기간에 따른 PBD의 통수능 효과 분석)

  • Recently PBD method, one of acceleration of consolidation methods is used in the soft ground to shorten consolidation time for fast settlement during construction. It is economical and easy to work. Discharge capacity of PBD is sensitive in proportion to thickness of soft ground layer, and drainage of PBD declines due to disturbance effect in surrounding ground by mandrel used for vertical drainage setting and setting machines and type. Also, deviation of discharge capacity is large according to ground condition, construction condition and soil properties. In addition, when embankment loading is not conducted instantly after PBD setting due to rain or lack of embankment material supply, it causes leaving period problems. But cause and analysis of those problems for discharge capacity is lack. So, in this test, ground improvement and discharge capacity is investigated by implementing composite discharge capacity test for analysis of an effect factor of PBD discharge capacity with leaving period. After fixing the vertical drain on a cylindrical cylinder, put churned sample into the cylinder. Then leave 0day, 30day, 60day and 90day. And then, load following the loading step of 30, 70 and 120kPa using a pressure device. As a result, the longer leaving period, discharge capacity is reduced. It is caused by a decrease of discharge area caused by creep transformation moisture absorption of PBD filter after long leaving period.

The Case Study on the Design, Construction, Quality Control of Deep Cement Mixing Method (심층혼합처리공법(DCM)의 설계, 시공 및 품질관리 사례 연구)

  • In this study, evaluation and consideration of domestic/overseas design, construction, and quality control performed by the authors on the deep cement mixing method were performed, and improvements for the development of the DCM method were suggested in the future. As a result of this study, it was found that the cross-sectional area correction for strength is required during the laboratory test of mix proportion, and caution is required because the extrapolation method may lead to different results from the actual one. Applicable design methods should be selected in consideration of both the improvement ratio and the type of improvement during design, and it was confirmed that the allowable compressive strength to which the safety factor was applied refers to the standard value for stability review and not the design parameters. In the case of the stress concentration ratio, rather than applying a conventional value, it was possible to perform economical design by calculating the experimental and theoretical stress concentration ratio reflecting the design conditions. In the case where pre-boring is expected during construction, if the increased water content is not large compared to the original, there were cases where a major problem did not occur even if the result that did not consider the increase in water content was used. In addition, it was confirmed that when the ratio of the top treatment length to the improved length is high, a small amount of design cement contents per unit length can be injected during construction. In the case of quality control, it was evaluated that D/4~2D/4 for single-axis and D/4 point for multi-axis were optimal for coring of grouting mixtures. As an item for quality control, it is judged that the standard that considers the TCR along with the unconfined compressive strength of grouting mixtures is more suitable for the domestic situation.

Shear wave velocity of fiber reinforced cemented Toyoura silty sand

  • Several additives are used to enhance the geotechnical properties (e.g., shear wave velocity, shear modulus) of soils to provide sustainable, economical and eco-friendly solutions in geotechnical and geo-environmental engineering. In this study, piezoelectric ring actuators are used to measure the shear wave velocity of unreinforced, fiber, cemented, and fiber reinforced cemented Toyoura sand. One dimensional oedometer tests are performed on medium dense specimens of Toyoura sand-cement-fiber-silica flour mixtures with different percentages of silica flour (0-42%), fiber and cement (e.g., 0-3%) additives. The experimental results indicate that behavior of the mixtures is significantly affected by the concentration of silica flour, fiber and cement additives. Results show that with the addition of 1-3% of PVA fibers, the shear wave velocity increases by only 1-3%. However, the addition of 1-4% of cement increases the shear wave velocity by 8-35%. 10.5-21% increase of silica flour reduces the shear wave velocity by 2-5% but adding 28-42% silica flour significantly reduces the shear wave velocity by 12-31%. In addition, the combined effect of cement and fibers was also found and with only 2% cement and 1% fiber, the shear wave velocity increase was found to be approximately 24% and with only 3% cement and 3% fibers this increased to 35%. The results from this study for the normalized shear modulus and normalized mean effective stress agree well with previous findings on pure Toyoura sand, Toyoura silty sand, fiber reinforced, fiber reinforced cemented Toyoura sand. Any variations are likely due to the difference in stress history (i.e., isotropic versus anisotropic consolidation) and the measurement method. In addition, these small discrepancies could be attributed to several other factors. The potential factors include the difference in specimen sizes, test devices, methods of analysis for the measurement of arrival time, the use of an appropriate Ko to convert the vertical stresses into mean effective stress, and sample preparation techniques. Lastly, it was investigated that there is a robust inverse relationship between α factor and 𝞫0 exponent. It was found that less compressible soils exhibit higher 𝜶 factors and lower 𝞫0 exponents.

  • This Study is about the development of LCC Analysis Model and Evaluation of VE. It was carried out to help the person's intention decision about choosing the pavement construction method that can deal with 'Pavement Life Factor' like Area Character and Traffic Volume efficiently, by considering the total life cycle cost of pavement life cycle happens according to the numbers of public use year. For this, we developed the new LCC Analysis Model by using the Data of Seoul city the representative city in Korea, and carried out VE Evaluation that reflects the opinions of specialists. This Analysis Model consists of cost items that affects directly the choice of pavement construction, except for the common cost items of the various pavement construction. And we investigated the propriety by applying our model to the example line that are used for the public at present. About the base data of cost items that are used for our analysis, we enhanced our model's confidence by using the statistics data of Seoul and the standard data of unit cost calculation.

Improving the Design-phased VE Process of Public Clients in Relation to Using Critical Success Factors (핵심성공요인과 연계한 공공발주기관의 설계VE 프로세스 개선에 관한 연구)

  • The major changes in construction environment are that construction project is bigger and more complicated and the power of construction market changes from the supplier to the client or the user. Especially public construction enterprises have advanced to introduce the value engineering (VE) which is one of the cost management based on the owner's leading at the design phase for economical efficiency and quality improvement. According to the these efforts, the implementation of VE was legislated in the revised Construction Technology Management Act in 2000, governmental agencies, local autonomies, and construction public enterprises universally has taken the VE into consideration. In this circumstance, the scope that VE construction applied at 50 billion won projects from 2003 has been extended to 10 billion won projects in 2006. Therefore, the VE construction will be activated in the future. The cost savings and function improvement, which are the purpose of VE are not only construction public enterprises, but also every public client supported from government's budget or owned by the government. Therefore, the purpose of this study is to propose the improved process and performance index of VE for governmental agencies, local autonomies, and construction public enterprises which want to introduce or improve the VE process. This research also suggested the To-be design-phased VE process model. In addition, it suggested the To-be model of design management reflected the To-be design-phased VE process model, which is eliminated two problems reflected for the performance improvement of the As-is model of design management.

Development of Metrics to Measure Reusability Quality of AIaaS

  • As it spreads to all industries of artificial intelligence technology, AIaaS equipped with artificial intelligence services is emerging. In particular, non-IT companies are suffering from the absence of software experts, difficulties in training big data models, and difficulties in collecting and analyzing various types of data. AIaaS makes it easier and more economical for users to build a system by providing various IT resources necessary for artificial intelligence software development as well as functions necessary for artificial intelligence software in the form of a service. Therefore, the supply and demand for such cloud-based AIaaS services will increase rapidly. However, the quality of services provided by AIaaS becomes an important factor in what is required as the supply and demand for AIaaS increases. However, research on a comprehensive and practical quality evaluation metric to measure this is currently insufficient. Therefore, in this paper, we develop and propose a usability, replacement, scalability, and publicity metric, which are the four metrics necessary for measuring reusability, based on implementation, convenience, efficiency, and accessibility, which are characteristics of AIaaS, for reusability evaluation among the service quality measurement factors of AIaaS. The proposed metrics can be used as a tool to predict how much services provided by AIaaS can be reused for potential users in the future.

A study on the establishment and regional strunture of Seoul metropolitan region (서울대도시권역의 설정과 지역구조에 관한 연구)

  • During the last two decades, Korea has achieved remarkable economic growth. In this process the nation has become urbanized and industrialized. But we have also encountered widening regional disparity, housing shortage of larger cities, transportation congestion, environmental pollution and many other problems. Rapid increasing urbanization and continuous migration toward Seoul since the late 1960s have been one of the major concerns of government. Government has sought ways to moderate the population increase in Seoul. The regulation which include new town development near Seoul and dispersion strategies of higher education and other administration and living facilities outside of Seoul havemade a great expansion of the spatial influence of Seoul city. Seoul metropolitan reaion has evolved as the most powerful center of political and economical spaces. Generally within a metropolitan region, there exists a growing mutual interdependence economically, as well as socially between a central city and its surrounding area. Seoul metropolitan region manifests itself not only as a coherent system of urbanized regions, but also as an integral part of the daily urban system. The surrounding Gyunggi province and Seoul city become closely linked both economically and functionally, constituting true functlonai urban system. This study is primarily undertaken with the purpose of delineation of the sphere of influence of Seoul city in 1990. At the time of 1985, Seoul metropolitan region was delineated according to the result of the study which was performed by Korea Research Institute for Human Settlements. Afterward, the rapid speed of metropolitanization process with dramatic increase in mobility through the provision of wider transportation system across the Capital region have evolved, resulting in the great expansion of the spatial influence of Seoul city. So this study examines the expanded area of Seoul metropolitan regin during the period of 1985-90. In order to delineate Seoul metropolitan region, the indices of urbanization and functional linkage are selected. Variables included in the measurement of the urbanization level are agricultural structure, population characteristics, manufacturing and service industries, and cultural aspects such as newspaper circulation, the ratio of car ownership and piped water supply. Variables included in the measurement of functional linkage are commuting, shopping pattern, centralized service such as medical facilities and trade of agricultural products. The standardization method and factor analysis are employed in making the delineation of Seoul metropolitan region. According to the result of this study, 2 cities, 8 Eups and 46 Myuns are included Seoul metropolitan region in 1990. If we compare this delineated area in 1990 to that of 1985, we can find the distinctive pattern of expanded axes according to the main transportation routes such as Seoul-Suweon, Seoul-Gwangju, Seoul-Incheon. In 199O, all the Gyunggi province, except a few Myuns located at the north and northwest part of Gyunggi province, are included in Seoul metropolitan region. Furthermore, this study attempts to the analysis of regional structure of Seoul metropolitan region according to the functional characteristics of each city and Gun. Variables included in this analysis are the new residential function, manufacturing function, service function, education and infermation function, public facility function and agricultural function. Factor analysis and cluster analysis are employed in making regionalization. Seoul metropolitan reaion is subdivided into four subregions which reflect different functional specialization. The first group is the specialized region of newly formed residential function. The second group is the specialized reaion of manufacturing function. The third group is the specialized region of service function. And the fourth group has little specialized in terms of manufacturing, service, and residential function. But this region has some potentiality of development when Seoul metropolitan region grow continuously. Seoul metropolitan region accounted for 43% of national population, despite 11.8% of national land size in 1990. Although Seoul metropolitan region enjoys important agglomeration economies, it also has huge social cost in the form of transportation congestion, housing shortage, rapid increase of land value, environment pollution, and etc. Efficient metropolitan plan making is a vital element in promoting Seoul's economic development and providing high quality living environment at low cost. In the light of the result of this study, the outer ring of Seoul metropolitan region, especially northeastern part, are underdeveloped compared to overdeveloped southwestern area. It is needed to develop the guidelines for the implement of the growth control and management plan, inducing more balanced development for whole Seoul metropolitan reaion.

  • For as to world, the concern about the environment problem is enhanced than any other time in the past because of being 21 century. And the environment problem is highlighted as the world-wide issue. The time of the environment problem intimidates the alive of the mankind and presence of an earth over the time. It becomes the essentiality not being selection in the personal living or the economical viewpoint now to prepare for the climatic modification. As to the company management, the green growth period which it excludes the environment management considering an environment, cannot carry on the company the continued management comes. That is, in the change center of the management paradigm, there is the environment management. Nearly, the greenhouse gas which the publication industry is the environmental toxic material like all industries is generated. The greenhouse gas is ejected in the process of running the manufacturing process and print shop of the various kinds material used as the raw material of the book. Particularly, the tree felling for getting the material of the paper is known to reach the direct influence on the global warming. This study does according to an object it considers and organizes the environment parameter based on this kind of fact as to the publication industry. And it is determined as the reference which is used as the basic materials preparing the case that carbon exhaust right transaction(CAP and TRADE) drawing are enforced in all industries and is sustainable the management of the publication industry and reduces the environmental risk among the company many risk management elements and plans and enforces the publication related policy that there is a value. In the printing publication industry, this study tried to inquire into elements discharging the environmental pollutant or the greenhouse gas. Additionally, in the printed publication production process, it tried to inquire into the effort for an environment-friendly and necessity at the printing paper and the printers ink, regarded as the element discharging the greenhouse gas all kinds of the printing materials, operation of the print shop and all kinds of the machines and recycle process, and etc. These considerations make these industrial field employees aware of the significance about a conservation and environmental protection. They try to give a help in the subsequent study producing quantitatively each environmental parameter emission of green house gas. This makes the calculation of the relative $CO_2$ output reproached ultimately possible. Meanwhile, in a sense, many research protects and improving an environment in connection with the contents of research at the printing publication industrial field is in progress. There will be the voluntary human face that it has to protect an environment but this can not do by the outside factor according to all kinds of environment related law and regulation. Anyway, because of acting on company management as the factor of oppression, the increase of this environment-related correspondence cost could know that the research that the environment loading relates with a procurement and development, environment management system introduction, quality control standard, including, normalizing including a material, and etc. through the part of the effort to reduce the cost low was actively in progress. As to the green growth era, as follows, this paper prescribed the subject and alternative of the print publication industry. It is surrounded by the firstly new digital environment and the generation of the subject. And secondly the printing industry is caused by the point of time when the green growth leaves by the topic which is largest in the global industry and it increases. The printing publication industry has to prepare the bridgehead for the environment-friendly green growth as the alternative for this resolution with first. The support blown in each industry becomes the obligation not being selection. Prestek in which the print publishing was exposed to spend many energies and which is known as the practice of the sustainable print publishing insisted that it mentioned importance of the green printing through the white pages in 2008 and a company had to be the green growth comprised through the environment-friendly activity. The core management for the sustainable printing publication industry presented from Presstack white pages is compacted to 4 words that it is a remove, reduce, recover, and recycle. Second, positively the digital printing(POD) system should be utilized. In the worldwide print out market, the digital printing area stops at the level of 10% or so but the change over and growth of the market of an analog-to-digital will increase rapidly in the future. Nurse's Attitudes on Organ Donation in Brain Dead Donors (뇌사자 장기기증에 대한 간호사의 태도)

  • Purpose: This study is aimed to confirm nurse's attitudes and to investigate the factor analysis on organ donation in brain dead donors. Methods: This survey were collected from 198 nurses in three university hospitals and four general hospitals in B city with questionnaires developed by the author. The consent for this research was obtained from nursing managers, head nurses, and staff nurses after explaining the purpose of this research. Results: In questionnaires, 45 items about attitudes were included and positive and negative attitude were analyzed. The contents of factors are 'legal permission of brain death', 'one's will of organ donation at the brain death', 'need for educational program about brain dead during college curriculum', 'organ donation is good presents for others', 'connection with professional institutes', 'necessity of brain death', 'convenient to control of brain death' and 'the goods for organ transplantation in brain dead donors' as positive attitudes. Meanwhile, 'contrast to certain religion and dignity to life', 'negative dangers on brain dead permission', 'unbelief to the medical teams', 'burdens to ask organ donation to brain deads/families' and 'economical compensation' are factors as negative attitudes about organ donation in brain dead. The total mean point score of positive attitudes about organ donation in brain dead donors was $3.753{\pm}3.398$. The total mean point score of negative attitudes about organ donation in brain dead donors was $2.915{\pm}0.472$. Conclusion: The results of this study may be of help for the nurses who concern organ sharing and make effective interventions and educations to facilitate the decision making process for organ donation in brain dead donors or families.
