The Role of Gyeonggi Province in the Industrial Development of the Republic of Korea: A C ase Study of the Program of the National Innovative Cluster (한국의 산업발전과 경기도의 역할: 국가혁신클러스터 사업을 사례로)

  • The aim of this article is to examine the role of Gyeonggi Province in the industrial development in the Republic of Korea by taking a case study of the program of the national innovative cluster (NIC). In such program which has been for the purpose of the regional industrial development for non-Seoul metropolitan regions (N-SMRs) since 2018, the total firms' transactions were highly focused upon Gyeonggi Province and other Seoul metropolitan regions (SMRs). Especially, firms' transactions in 5 clusters of the total 14 clusters concentrated on Gyeonggi Province. Within this context, the future direction of this policy program for the regional industrial development and the national balanced development is more focused upon a win-win strategy between the SMR and N-SMRs rather than the dichotomy between them.

  • Recently, conflict management has emerged as a major issue. Among them, public conflicts that occur in the process of promotion public policies can have negative social effects, so it is very important to manage conflicts effectively. Therefore, this study aimed to examine the characteristics of public conflicts related to ports in order to lay the foundation for the smooth promotion of public policies related to ports. The significance of this study is that it collected and categorized conflict cases in the port sector through various channels to examine the characteristics of port-related conflicts more closely. The results of this study are summarized as follows. First, this study categorized port-related public conflicts by considering the characteristics of actors, life cycles, and issues, which confirmed that conflicts over ports have various issues. Second, we found that many port-related public conflicts have been resolved in a highly coercive manner. Third, it is necessary to explore non-coercive approaches to induce conflict resolution. Fourth, it is necessary to establish a dual system of proactive and reactive measures to manage port-related public conflicts.

The Causal Relationship Test between Marine Business Cycle and Shipping Market Using Heterogeneous Mixed Panel Framework (해운경기변동과 선박시장에 대한 다차원 혼합 패널 인과성 분석)

  • Using panel data on freight rates and ship prices in the dry freighter market from January 2015 to December 2019, this study investigates the characteristics of shipping industry fluctuations. The analysis aims at two aspects of academic contribution. First, this study analyzes the relationship between shipping indicators and ship price based on separate dry-bulk ships, while the previous research considered the overall shipping index and weighted average ship prices. Second, the VAR model for the causality test is extended to a heterogeneous mixed panel model capable of limiting coefficients. There is a peak estimated by removing the cross-correlation problem, which is mainly raised in panel data analysis, using bootstrap estimation and solving the problem of information loss due to differences in non-stationary data. An empirical investigation of the causal relationship between economic fluctuations and ship price shows that the effect on the ship price from the freight is significant at the 1% level. This implies that there is a one-way relationship with demand in the shipping industry rather than a bilateral relationship.

An Analysis of the Economic Effects of Corporate Accumulated Earnings Tax System (기업소득 환류세제의 경제적 효과분석)

  • Recently, Korea's economy is facing a difficult economic situation due to sluggish domestic demand, low corporate investment and a cliff in youth employment. In order to overcome this problem and turn the economy into a virtuous circle, the government has introduced and implemented various economic policies. In this study, the effects of the corporate accumulated earnings tax system included in the 2014 tax code revision were to be verified. The validity of the business income was verified and analyzed using the financial data of the entity as to whether the income of the entity was being circulated to household income. First, validating the validity of whether the income tax on non-current income affects the level of an entity's investment, the results showed significant negative effects at a significant level of 5 per cent. Second, the analysis of whether the return tax on corporate income is affecting management decisions that increase the level of dividends for an entity has identified a metaphorical positive relationship. Third, it was confirmed that the income tax on uncurrency income does not have a significant effect on the increase in wages for workers. The result is presumed to be the main reason for the increased uncertainty in the economy and business environment.

  • Large scale damage has been globally increased due to natural disasters such as earthquake. Although a variety of studies secured seismic performance of buildings, casualties and economic loss have occurred because of poor security of seismic performance in non-structural components. Structure's location on which non-structural components are installed and characteristics of vibration occurring on each position of structures are varied, so a response spectrum is required for each position of structures. In addition, a response spectrum occurring in a structure is different, depending on the form of it and positions on which it is installed. Therefore, selection of a response spectrum is important, so a definite method for calculating the response spectrum which acts on non-structural components is necessary. A method for choosing a response spectrum is suggested in this paper, and a structural analysis was conducted with the suggested method, by selecting a ground response spectrum and a structural system, which may occur in Korea. Moreover, it helps create a response spectrum necessary for a seismic test of non-structural components, by suggesting the method for deduction it, with a simple formula.

  • The routinized tasks in the post-COVID era are to be replaced by digital technologies, while there is a high possibility that digital transformation technologies and non-routinized tasks have strong complementarity. In particular, looking at the job composition within Korea's industries, the intensities of routinized works appear to be continuously rising. It suggests that the potential side effects on the labor market caused by the acceleration of digital transformation in the post-COVID era will be greater within Korean innovation system. With this background, this study aims to provide a conceptual framework for dealing with potential crises such as, job polarization and widening gaps between workers in terms of economic earnings, based on an in-depth understanding of the inherent properties of digital transformation that will lead to structural changes in our economic and social system. In particular, focusing on the interaction between digital transformation technology and learning in the post-COVID era, this study attempts to redefine the role of the innovation policy for making a successful transition to a new equilibrium state. In addition, this study examines the institutional conditions of the Korean innovation system which affect the creative learning activities of economic actors to draw policy implications for establishing future-oriented innovation policy. Based on these approaches, this study highlights the importance of coevolution between the skills demand and skills supply to spur inclusiveness of Korean innovation system in the post-COVID era.

Option and non-use values of rail services (철도의 선택 및 비사용 가치에 관한 연구)

  • This paper considers option and non-use values of rail services. The total economic value of a given transport service can be classified into use, option and non-use values, other grouping rules can be applied though. The use value is the consumer's surplus from the actual rides of a specific mode. The option value, on the other hand, can be defined as a traveler's willingness to pay for reserving a travel mode, which is not his or her main choice, as a standby alternative. Finally, the non-use value represents benefits that are not attributable to the actual use or option use, but to the vicarious, altruistic, functional and existing worth of a transport service. A stated preference survey based on a double-bounded dichotomous choice is conducted. A survival model is applied to the data collected. Calculations of trip makers' willingness to pay for option and non-use values are based on the parameters of the estimated survival model. Some suggestions for transport appraisal are also presented.

An Economic Value for Construction of Ecological Stream in Hong Cheon Area, Korea (홍천강 생태하천 복원사업의 경제적 가치)

  • The goal of this study is to estimate economic benefit of restoring ecological stream of Hong Cheon river. The benefit is determined by estimating willingness-to-pay for the value of Hong Cheon river because it is a non-market good which is difficult to be measured in terms of monetary value. Specifically, the spike model, one of the contingent valuation methods, is used to distinguish respondents having zero willingness-to-pay for Hong Cheon river. The results show that a household located near the Hong Cheon river is willing to pay 3,300~4,628 Korean Won per year, while a household not located near the Hong Cheon river is willing to pay 1,308~2,929 Korean Won per year. Thus, total benefit of restoring ecological stream of Hong Cheon river is estimated as 97.6~216.3 billion Korean Won.

A Study on the Estimating Visitor's Economic Value of the Mt. Kumjung by Using Individual Travel Cost Model (개인여행비용법(Individual Travel Cost Model)에 의한 금정산 방문객의 경제적 가치추정)

  • The purpose of this study is to estimate the economic value of the Kumjung Mountain, using a Individual Travel Cost Model(ITCM). This paper compares Poisson and negative binomial count data models to measure the tourism demands. Interviewers were instructed to interview only individuals. So the sample was taken in 700. A dependent variable that is defined on the non-negative integers and subject to sampling truncation is the result of a truncated count data process. The results suggest that the truncated negative binomial model is improved overdispersion problem and more preferred than the other models in the study. This study emphasizes in particular 'travel cost' that is not only monetary cost but also including opportunity cost of 'travel time'. According to the truncated negative binomial model, estimates the Consumer Surplus(CS) values per trip of about 60,669 Korean won and the total economic value was estimated to be 252,383 Korean won.

Effect of economic growth, industrial structure, efficiency improvement, decarbonization of power sector and fuel substitution for the transition to low carbon society by 2050 (2050년 저탄소 사회로의 전환을 위한 경제성장, 산업구조, 효율개선, 전력 탈탄소화와 연료 대체의 효과)

  • This paper analyzed transition pathways toward a low carbon society in Korea to meet global $2^{\circ}C$ climate target. Lower economic growth, industrial structure change, enhance of energy demand management, decarbonization of power sector, and replacement of low carbon fuel could reduce greenhouse gas (GHG) emission from fuel combustion in 2050 by 67% against in 2011, or by 74% against in BAU (Business-As-Usual). Lower economic growth contributes to 13% of cumulative emission reduction relative to BAU, industrial structure change 9%, enhance of energy demand management 72%, decarbonization of power sector 5% and replacement of low carbon fuel 1% respectively. Final energy consumption in 2050 needs to be reduced to 50% relative to 2011, or to 41% relative to BAU. Nuclear, coal and renewable energy represent 31%, 40%, 2% respectively among electricity generation in 2011, but 38%, 2%, 32% in 2050. CCS represents 23% of total generation in 2050. Emission intensity of electricity in 2050 was decreased to 19% relative to 2011, or to 24% relative to BAU. Primary energy in 2050 was decreased to 64% compared to 2011, or to 44% compared to BAU. Final energy consumption, primary energy supply and GHG emission from fuel combustion from 1990 to 2011 increased by 176%, 197%, 146%. Radical change from historical trend is required to transit toward a low carbon society by 2050. Appropriate economic growth, structural change to non-energy intensive industries, energy technology research, development and deployment (RD&D) in terms of enhancement of energy efficiency and low carbon energy supply technologies, and fuel change to electricity and renewable energy are key instruments.
