Conflicts between the US and China over the South China Sea and Korea's Responses (남중국해를 둘러싼 미·중간의 갈등과 한국의 대응)

  • This paper is to analyse conflict between the US and China over the South China Sea and Korea's responses. To this end the paper is composed of 6 chapters titled instruction; the current status of South China Sea sovereignty disputes; changes in US and Chinese maritime security strategies and the strategic values of the South China Sea; key issues and future prospects for US-China conflicts in the South China Sea; South Korea's security and diplomatic responses; and conclusion. The recent East Asian maritime security issue has evolved into a global issue of supremacy between the US and China, beyond conflicts over territorial disputes and demarcation among the countries in the region. China is pursuing offensive ocean policy to expand economic growth. The core of the maritime order that the United States intends to pursue is the freedom of navigation in the oceans and the maintenance of maritime access. China is making artificial islands in the South China Sea, claiming the sovereignty of these islands, building strategic bases in East Asia, and securing routes. The United States has developed several "Freedom of Navigation Operations" to neutralize the declaration of the territorial sea surrounding Chinese artificial islands. We can not be free from marine conflicts in the South China Sea and the East China Sea. Regarding the South China Sea dispute, it is expected that the strategic competition and conflict between the two countries will intensify due to China's failure to make concessions of core interests and adherence to the US compliance with international norms. In the midst of conflict over the South China Sea, we need a harmonious balance between our alliance security and economic diplomacy. We must continue our efforts to strengthen the ROK-US alliance but not to make China an enemy. Considering the significant impacts of the oceans on the survival and prosperity of the nation, we must continue to develop our interest in the oceans, appropriate investments and tactical strategies.

A Study on the ICT Standardization Strategy for realizing the Green New Deal (그린뉴딜의 실현을 위한 ICT 표준화 추진 전략에 관한 연구)

  • Countries are promoting Green New Deal policy to cope with global warming and climate change as a result of economic growth and overcome the economic crisis caused by the coronavirus 19. The role of ICT technology is crucial in realizing the Green New Deal policy, and standardization of ICT technology should be preceded. This paper examines domestic and foreign Green New Deal policies and analyzes trends in ICT standardization activities. Based on the analysis, we propose standards that should be developed for the eight major projects in order to successfully realize the Korean Green New Deal. A strategy to promote ICT standardization for the zero energy project in public facilities as an example was proposed. In addition, we present ways to resolve difficulties in realizing ICT standardization policies related to Korean Green New Deal. Through this study, it is expected that the Korean Green New Deal policies, which is being promoted at the pan-government level, will be effective based on ICT standard technology.

Empowering Factor of IT Convergence Industry in Korea (한국 IT융합 신산업 역량강화요인)

  • Information Technology (IT) has contributed much to Korea's economic growth and has helped the innovation of social paradigm. It helps the improvement of productivity, efficiency, convenience and communication, and also helps the critical changes of life style. IT convergence with other technologies or industries has appeared and it promotes new changes and innovations. In major countries, including Korea, the resources and capabilities has focused selectively into this new industry. In this paper, we try to develop advanced national strategy for this new industry. Finally, we suggest some Empowerment Factors of IT Convergence industries in Korea based on experts' survey results.

Revitalization Strategy of Information Security Industry Using Cognitive Map Analysis (인지지도분석을 통한 정보보호 산업 활성화전략)

  • This study analyzed President Park's speeches and the government's industry policy in the field of information security using cognitive map. The relationship analysis between policy tool variables and policy goal variables was employed to derive revitalization strategy of information security. This paper found that entrepreneurship revitalization has very strong causality with expansion of domestic market and global market. But, on the other hand, HR development has very weak causality with job creation and future growth driver because the labor market in the information security industry is poor and its transfer rate to other industry is very high. This study showed that this cognitive map could be characterized by a scarcity of feedback loops and a strong emphasis on the positive loops in the structure of virtuous circle. In this paper, we also constructed a comprehensive cognitive map on the policy vision of information security, showing that there are a risk of cyber threat, an opportunity of new fusion security market, information security reinforcing circle, global economic circle, and domestic market circle.

R&D Transitions in Response to Digital Transformation in Korea

  • With the rapid development of the Fourth Industrial Revolution and digital transformation, scientific and technological innovation measures are being devised to overcome Korea's low-growth, high-cost structure. Accordingly, by examining the R&D investment evaluation system of R&D PIE (R&D Platform for Investment and Evaluation), which has been promoted by the Korean government in response to the Fourth Industrial Revolution, from the perspective of R&D transformation, this study aims to explore a new path for a sustainable national science and technology innovation system following digital transformation. In particular, from the perspective of R&D PIE, a MLP (Multi-level Perspective), which had been conducted as an abstract theoretical study, was attempted with specific cases and analysis for each of the three layers: niche, landscape, and regime. In conclusion, R&D PIE was intended to elevate the abstract R&D investment evaluation system to a platform that leads innovation in the digital space of the Fourth Industrial Revolution. In addition, it was confirmed that the R&D PIE could be replaced or enhanced as a platform for innovation in response to the Fourth Industrial Revolution, thereby providing an alternative to job creation and an escape from economic crisis.

  • The study examined effects of psychological change of distribution environment upon commercial areas to investigate consumers' experience and theory and to suggest power of new management strategy for growth of retailers A The study investigated actual conditions of business transaction of hyper market by blind interview. In April, 2016, the author visited 6 manufacturers to do depth interview. The questionnaire between food manufacturers and hyper market investigated the Association of Food Industries in Korea, NH Nonghyup and large manufacturers in July 2012. Questionnaires of 25 companies were used after excluding questionnaire having poor and inadequate answers. The sales commission with large scaled distribution business decreased (0.3 ~ 0.7) to increase additional expenses such as number of salesmen, interior expenses and economic costs (0.7 ~ 40%). Fair Trade Commission released types and notice of unfair trade of large scaled retail business based on monopoly regulation and fair trade (hereinafter called 'notice of large scaled retail) to prevent large scaled distribution business from doing unfair trade. The notice controled unfair trade at different position between large scaled distribution business and small vendors.

A Case Study of Shinsegae E-mart: How E-mart Became the Number One Distribution Company even against Economic Crisis and the Entry of Walmart?

  • The success story of E-mart fascinated many academics and practitioners alike. Though E-mart began as a nameless discount store in Chang-dong, Seoul in 1993, it has transformed itself into a leading distribution company and one of the most powerful brands in Korea. Surprisingly, it achieved the great success against the two crises it met: the national economic crisis and the invasion of the global giant Walmart. The main objective of this case study is to formally examine how E-mart overcame the two crises. More specifically, this case study highlights the ways with which E-mart turned those difficulties into opportunities for growth. In our examination of the E-mart case, we could clearly see E-mart's competence and spirit that allowed it to turn crises into advantageous opportunities. E-mart attracted the customers who wanted value-oriented consumption by its positioning as the "Lowest price discount store", when consumer sentiment was frozen under the economic crisis. Furthermore, when a large-scale foreign discount store like Walmart entered the Korea market, E-mart built its core competencies as the 'Korean style discount store'. These ingenious positioning and efforts resulted in E-mart taking over their archrival, Walmart, and forced the global Goliath to exit the Korean market. The case of E-mart's effective crisis management teaches many important lessons and a few core lessons that apply to many companies. One such lesson is the importance of positioning which enabled E-mart to turn crises into opportunities. Granted, the strategy of positioning as the 'Korean style discount store', or 'Lowest price discount store' was possible due to overall support with cost reduction, development and management of their own system, an apprentice educate system, etc. based on an excellent selection of location of the store and efficient distribution systems. Still, the positioning strategy of E-mart was truly ground breaking in distancing itself from its competitors. The lessons from E-mart will help those companies currently in a stagnant situation or a crisis to turn their obstacles into great success.

Analysis on Regional and Industrial Disparity of Employment in Korea (우리나라 지역 및 산업간 고용격차 분석)

  • This paper studied balanced regional development focused on employment in Korea, by analyzing regional disparity between regional and industrial employment. A Gini-coefficient decomposition method and Panel Granger causality test were conducted, using raw data of the Census on Establishments reported by the Statistics Korea. The regional and industrial disparity of employment, based on the Gini-coefficient decomposition method, have increased by year. However, the growth rates of disparity are on the decrease. Most of employment disparity occurred from regional disparity between SMA (Seoul Metropolitan Area) and Non-SMA. Industrial disparity are occurred mainly by the service industry. The amount of contribution to the whole disparity of inter/intra regional employment was differed by each industrial sector. Also the causal relationship between employment growth of manufacture and that of service industry was analyzed by Panel Granger causality test. In national level, the employment growth in manufacture industry has conduced that in service industry. On the other hand, in the Non-SMA, only the employment growth in manufacture industry has augmented that in service industry. In conclusion, to reduce employment disparity, the strategy for balanced regional development should be emphasized. Different strategies are needed across regions and industries. Basically creating new job in the Non-SMA is inevitable. In view of stable employment, manufacture industry is more desirable rather than service industry.

Estimation of the Elasticity of Employment and Policy Implications: The Use of Methods for the Analysis of Non-stationary Series (고용탄력성 추정과 정책적 시사점: 비안정적 시계열 분석 방법론을 이용한 고찰)

  • Using methods for the analysis of non-stationary series and error correction models, this study estimates the elasticity of employment with regard to growth rate and its variability. The authors could not find any significant evidence that elasticity has reduced during the last 25 years, which implies that the slow-down of the employment growth did not result from a reduction of the elasticity but from the GDP growth slow-down. Therefore, policy efforts to enhance the capacity of job creation should be made in a manner that can extend the long-term growth potential.

  • The Northeast Asia has been the fastest growing region in the world for the past few decades. And now the economic bloc maintains its status as a major powerhouse of the world economy. On the way of its economic growth, Russia and Central Asian countries have emerged as major trading partners. The Trans-Siberian Railway(TSR) has been playing a pivotal role in promoting economic cooperation between the two regions. This paper investigates economic environment of the Korean TSR service operators through the SWOT analysis, then proposes management strategies for them. For this purpose, the authors analyze characteristics and roles of the TSR service operators. In addition, a comparison of difference between service operators and shippers about their recognition of economic environment of the TSR transportation service is also carried out.
