Cooperation plan between South-North Korea in the water environment sector (물환경분야 남북한 협력방안)

  • With growing expectations for economic cooperation between the two Koreas, there is much interest in participating in the construction of infrastructure in North Korea. In particular, water and sewage infrastructure is the four major social infrastructures in addition to housing, transportation, electricity and telecommunications. North Korea is known to have severe water pollution and ecosystem destruction in major rivers, water pollution and soil pollution in mining areas are serious, and water and sewage infrastructures in cities other than Pyongyang are known to be weak. Preemptive investment in water supply and drainage in North Korea is the foundation for securing the quality of life of the North Korean and is the foundation of public health and industry. It is a leading investment to reduce the cost of unification and is a new growth engine for the water reloded industry. In this study, we proposed a plan to exchange and cooperate in water environment for building water infrastructure of North Korea by examining the data related to water quality, water resources, water disaster, related legal system and human resources exchange situations in North Korea.

A Study on the Smart Region Strategy in Yellow Sea Rim (환황해권 스마트리전 구축방안 연구)

  • Smart cities are expanding their spatial scope to urban areas and regions. Linking regional economic development strategies beyond the borders with smart city planning can lead to cooperation and economic development between regions and countries as well. The purpose of this study is to suggest cooperation and regional development of the three nations - Korea, North Korea and China - through the Yellow Sea Rim Smart Region. To this end, smart city strategies and economic development plan with implementation status in the three countries including special economic zones have analyzed that could be the spatial basis of the smart region. On the west coast of Korea facing the Yellow Sea, lots of projects related to smart cities are actively underway in Saemangeum, Yellow Sea Free Economic Zone(YESFEZ), and Incheon Free Economic Zone(IFEZ). Although the political situation is still uncertain, North Korea is analyzed to have economic and technical potential in the west coast connecting Haeju, Nampo, and Sinuiju. In Liaoning and Shandong provinces of China, smart city projects have been actively promoted in recent years especially in the state-supporting industrial cities. Restoration of economic cooperation between South Korea and China, linkage of transportation networks, vitalization of cross-border cooperation projects between China and North Korea centered on Dandong and Sinuiju, and the connecting of smart city infrastructure and services for China and South Korea's economic cooperation process will make the Yellow Sea Rim as a world prosperous economic region. However, it is necessary to establish and operate a governance system through long-term planning for transnational consultation and establishment of a promotion organization.

New Paradigm of Apparel and Sewing Industry seen through Gaeseong Industrial Complex (개성공단을 통해 본 의류산업의 New Paradigm)

  • The purpose of this research was to present the possibility of an alternative production base for clothing business of South Korea through the analysis about textile/clothing industry production activities in the Gaeseong industrial complex. It is necessary for the Gaeseong industrial complex to cope with the issue about FTA and country of origin, manpower supply and demand, paying wages and labor productivity, the exclusive industrial complex of clothing. The Country of Origin on imports and exports tells the country of manufacture or production, where the product comes from. Rules of Origin are the special regulations to determine the country of origin of a product and exist in the forms of international law, legislation, precedent and administrative decisions. But the economy in the North and the Gaeseong industrial complex is a comparative advantage combined with elements of North-South interdependence as a South-North economic cooperation business and can contribute significantly to the stabilization of the North-South relations. Among the models using criteria of the determination of origin, it has directly provided the models of general regulation for offshore products, of limited offshore products. These models are to help Korean exporters in understanding and utilizing the Rules of Origin for their manufacturing. In addition, the development of the Gaeseong industrial complex will contribute to establish peace on the Korean peninsula as well as in Northeast Asia. Also economic cooperation between South and North Koreas is essential for peace and prosperity of the Korean people.

Investigating the Status of Mine Hazards in North Korea Using Satellite Pictures (위성사진을 활용한 북한 지역 광산의 광해 현황 연구)

  • Recently, the possibility of promoting inter-Korean economic cooperation is increasing because the tension between South and North Korea is being reduced. Consequently, the interest in North Korea's mine development projects is growing as one of the aspects of inter-Korean economic cooperation. In the promotion of cooperation in mining development, mine hazard risk management should be considered. However, there is a lack of information pertaining to mine hazards in North Korea. To this end, this study was performed to determine the status of mining-related hazards in 12 mines in North Korea by using the image analysis feature of Google Earth. From the results obtained, we observed some mining-related hazards such as tailing dam failures, yellow boy phenomenon, and land subsidence.

A Study on Policy Directions for Regional Development of North Korea (북한 지역개발 방향에 대한 연구)

  • In order to minimize regional disparities between the North and the South, it is very important to reduce shortages of food and energy in North Korea in the short and mid-term. In the long term, it is important to reduce not only regional disparities between two Koreas but also regional disparities in North Korea. It is important to consider national policies of the North, the South and other countries in Northeast Asia in the process of building regional development policies for North Korea because the future of regional development in North Korea depends on policies of stakeholder in Northeast Asia. This study suggest some policy directions for regional development in North Korea. At first, building new industries, such as hi-tech industries and MICE, is important for regional development potentials in North Korea. Also, we should take some special development strategies according to regional potentials in North Korea. For example, Nampo region should be specialized through hi-tech industries. Wonsan region should be specialized through MICE. Finally, this study suggests some policy issues to the South Korean government. Financial support from South Korean government about inter-Korean economic cooperation should have priorities on the regions where have potentials of hi-tech industries and MICE. Also, we should implement inter-Korean economic cooperation policies under consideration about spatial aspects.

  • The effort to make the peaceful mood between South and North Korea that had started from so-called 'Sunshine Policy' of the People's Government since 1998, lasted until Rho Mu-hyun government. On the other hand, Lee Myung-bak government changed the policy toward North Korea to more practical and principle-oriented one than the previous two governments. By the shift of the policies, the industry of animation of South and North Korea has been influenced so much. The purpose of his study is to point out the crisis of the status of the animation industry of the Korean Peninsula through the change of the policies, and to propose one method of the new paradigm to the next government in order to build a turning point of South and North Korea animation exchange. First, the paradigms toward North Korea through the past governments are compared. Second, the result and situation of animation industry of South and North Korea are analyzed. Finally, by examining deducted problems, the forward policy toward North Korea and, by extension, the improvement direction and practical tasks of South and North Korea animation exchange policy are considered.

A Study On The Developmental Process of Korean Studies in China and its Tasks (중국에서의 한국학 연구 발전 과정과 과제)

  • Korean Studies in China is centered on Korean language program and is very successful, creating and instilling positive images of Korea. In China, Korean Studies means both North Korea and South Korea and is called "Korean Studies," "Chosun Studies," "Peninsula Studies" or "Chosun Peninsula Studies." Korean Studies includes international economics, South Korea-North Korea relations, Korea-China relations, centering on international relations as well as domestic issues of South Korea and North Korea. It has continued to develop despite limitations due to South and North Koreas' domestic political situations. However, changing in Korea-China relations is an important factor in expansion of Korean Studies. According to the time period, subjects and the areas of studies vary, significantly affecting the results. Despite the fact that Korean Studies in China has experienced identity crisis, it continues to maintain Chinese perspective, endeavoring to form Chinese Studies School. It is developing to promote friendship and cooperation between the two countries as well as to enhance economic ties. Presently researching on Korean Studies and Korean language education in China is influenced by practical motives and needs, rather than pure academic purposes. This study analyzes what Korean Studies in China means and how it has progressed. After examining Chinese scholars' identities and differences in their approaches, I plan to propose the direction for Korean Studies in China.

Estimations of modal shift from maritime and air transport to surface transport between China and South Korea : focusing on China's three northeast provinces. (한중간 해상에서 육상으로 화물운송전환수요의 추정 : 동북 3성 지역을 중심으로)

  • This study is based on the assumption of surface transport linkages between Korea and China. Active economic cooperation between South Korea and North Korea are expected within the near future and Russia and China have interested in the land transport linkages in Korean peninsula. How much freight demands between the two countries that has been mainly dependent on air and sea transportation so far may convert the transport mode to surface transportation are estimated. Particularly, freight demands between South Korea and China's three northeast provinces are focused. The sensitivity analysis depends on transport time and transport cost changes is included. The modal shifts is estimated to be more sensitive to the changes in transport costs than those in transport time, suggesting the importance of transport costs of rail and road. Despite the dearth of data on the surface transport operation in North Korea, the attempts made in this study to estimate the demand conversion are hope to provide reference points for potential effects of the rail and road transport connections between China and the Korea peninsula before our discussions expand to the establishment of freight transport network of the northest Asia and, moreover, the Eurasian continent.

Cooperative Development with Socialist Countries: Singapore Story and Implications for South-North Korea Economic Cooperation (사회주의 국가와의 협력적 개발: 싱가포르 사례와 남북경협에 주는 시사점)

  • Singapore, a city state with less than 6 million population, has continued successful cooperative development and become one of the most successful Asian countries in exporting expertise in urban and real estate development. This research aims to analyze Singapore's cooperative development with socialist countries including China and Vietnam from Singapore's perspective as an investor. For cooperative development projects in China, Singapore adopted Singapore-style physical urban planning concepts as well as its own institutional and administrative systems. Singapore-Vietnam cooperative development managed to acquire profitable land and diversify its portfolio in terms of industry types and rents. This made Singapore's industrial parks more competitive than other parks in Vietnam. By showcasing successful project implementation in China and Vietnam, Singapore has proved that its model for industrial park and urban development is transferable. Singapore's success in cooperative development with socialist countries provides important implications for future cooperative development between South and North Korea. For example, phased development approaches starting from individual industrial parks expanding to mixed-use townships will be very useful to realize sustainable urban planning in North Korea and reduce financial risks. Singapore dominated development opportunities in advance when socialist countries opened their economy. To pattern ourselves after Singapore, we should not only improve our relationship with North Korea but also prepare with practical components such as financing and organizational structure.

The study of strengthening railroad cooperation and transport competitiveness between Korea and Russia (한.러 철도 협력 및 운송경쟁력 강화 방안 연구)

  • When the Trans-Korea Railway (Gyeong-eui Line and Dong-hae Line) initiative is completed, Korea will become one of the major trading partners of Russia through the Trans-Siberian Railway (TSR). This will be an opportunity for Korea to take-off to a 'Traffic and Logistics Center in 21st Century. The opening of the Eurasia Continental Railway will provideKorea with the opportunity to develop into the logistics center of Asia-Pacific area and the benefit of reduced cost of unification by improving the correlation between South and North Korea through the cooperation in railway business. However, there exist the uncertainties for its demand and innovative reduction in transportation time and cost, due to the practical problems including economic efficiency and transportation technology. In this paper, the practical problems of TSR are discussed in the economic and social perspectives to develop the methodology for the Korea-Russia railway cooperation and for the improvement of the competitive power of TSR.
