Spatial Autocorrelation and the Turnout of the Early Voting and Regular Voting: Analysis of the 21st General Election at Dong in Seoul (공간적 자기상관성과 관내사전투표와 본투표의 투표율: 제21대 총선 서울시 동별 분석)

  • This study is meaningful in that it is the first analysis of Korean elections using the concept of spatial autocorrelation. Spatial autocorrelation means that an event occurring in one location in space has a high correlation with an event occurring in the surrounding area. The voter turnout rate in the 21st general election of Seoul area was divided into the early-voting turnout and voting-day turnout, and the spatial pattern of the turnout was examined. Most of the previous studies were based on the unit of the precinct and personal data, but this study analyzed on the basis of the lower unit, Eup-myeon-dong, and analyzed using spatial data and aggregate data. Moran I index showed a fairly high spatial autocorrelation of 0.261 in the voting-day turnout, while the index of the early-voting turnout was low at 0.095, indicating that there was little spatial autocorrelation despite statistical significance. The voting-day turnout, which showed strong spatial autocorrelation, was compared and analyzed using the OLS regression model and the spatial statistics model. In the general regression model, the coefficient of determination R2 rose from 0.585261 to 0.656631 in the spatial error model, showing an increase in explanatory power of about 7 percentage points. This means that the spatial statistical model has high explanatory power. The most interesting result is the relationship between the early-voting turnout and the voting-day turnout. The higher the early-voting turnout is, the lower the voting-day turnout is. When the early-voing turnout increases by about 2%, the voting-day turnout drops by about 1%. In this study, the variables affecting the early-voting turnout and the voting-day turnout are very different. This finding is different from the previous researches.

1-out-of-L Electronic Voting System with Ballot-Cancellation (투표-취소가 가능한 1-out-of-L 전자투표 시스템)

  • In this paper, we present an electronic voting system based on cryptographic techniques. Recently, some countries have used e-voting systems using an electronic voting device instead of a voting sheet. These e-voting systems are the early stage which is not online voting. Many cryptographers have studied on-line e-voting systems based on cryptographic techniques. The existing 1-out-of-L e-voting systems are based on E1Gamal cryptosystem. To reduce computational complexity, we use r-th residue encryption scheme and compare the computational complexity of our 1-out-of-L e-voting system with that of the 1-out-of-L e-voting system based on E1Gamal cryptosystem. Moreover, we extend the proposed 1-out-of-L e-voting system to ballot-cancellation property The existing e-voting systems had been overlooked the ballot-cancellation property. There is the reason that the ballot is cancelled according to an election law. For our e-voting system with ballot-cancellation property, we extend the homomorphic property based on r-th residue encryption. The extended homomorphic property is used to cancel votes with guaranteeing privacy and universal verifiability.

The Role of Timing and Presidential Popularity in Local Elections: Upheaval in the 2018 Busan City Council Election

  • The 2018 local elections completely upended the composition of Busan's city council, with the council membership changing from being solidly and consistently conservative to being over 80% liberal. What explains this anomalous outcome? While existing literature suggests the outcome of the 2018 city council elections was the consequence of a combination of structural and strategic factors, such as the decline of regional voting, we argue that the individual-level evaluation of President Moon Jae-in is one of the primary factors driving this result. Although coattails effects are commonly considered in concurrent national legislative elections, the Presidentialized and nationalized politics of Korea makes it possible for Presidential elections to affect local elections as well. We assess our explanation through an analysis of repeated cross-sectional survey data collected just before the 2018 local elections. The results of the analysis show that support for the Democratic Party is very strongly predicted by individual-level evaluation of President Moon. When considered in the context of the timing of presidential and local elections, the results suggest that Presidential coattail effects are capable of destabilizing established political patterns, such as regional voting, if perhaps only in a sporadic and idiosyncratic fashion, depending on whether or not local elections are held early on in a President's term.

  • This paper is designed to search the new alternatives to supplement the inconvenience of the traditional written ballot method which is executed every early semester to select the class board at the school. It is prepared on the based the results of the design and implement of the wired/wireless inter-working mobile electronic voting system where the students can participate in the real-time class board selection and the decision-making utilizing the mobile phones, PDA and PC they commonly have. It is time when we should consider introducing the electronic voting system, to minimize the students' inconvenience and the subsequent missing class, having to wait in the long line in the designated place to select the class board at every election season. This system enables the students to participate wherever they are other than the common place as well. Further, this research will provide the opportunity to think over the new school election culture in line with the age of Ubiquitous, as well as the useful means in the field to promote the active participation of the parents and students in the students' self-administration, decision-making necessary at the schools.

Relationship between orders of signs and vote within parties in electing local district councilors during the 7th nationwide local election (제7회 전국동시지방선거 중 기초의원선거에서의 정당 내 기호 순서와 득표 순서의 관계 분석)

  • We examined the relationship between the order of signs and the order of vote within parties in electing local district councilors during the 7th nationwide local election held on June 13th, 2018. We analyzed election data for respective cases that include two, three, four candidates within the same party. In most cases, the candidate with sign 'Ga' gained more than other candidates in the same party, showing a need for provisional measures. In addition, a difference in voting tendency was found between in-house voting and early outside voting when there were two candidates in the Democratic Party of Korea as well as for when there were two candidates in the Liberty Korea Party.

  • Stress is a significant issue in modern society, often triggered by external or internal factors that are difficult to manage. When high stress persists over a long term, it can develop into a chronic condition, negatively impacting health and overall well-being. However, it is challenging for individuals experiencing chronic stress to recognize their condition, making early detection and management crucial. Using biosignals measured from wearable devices to detect stress could lead to more effective management. However, there are two main problems with using biosignals: first, manually extracting features from these signals can introduce bias, and second, the performance of classification models can vary greatly depending on the subject of the experiment. This paper proposes a model that reduces bias using convo utional autoencoders, which can represent the key features of data, and enhances generalizability by employing soft voting, a method of ensemble learning, to minimize performance variability. To verify the generalization performance of the model, we evaluate it using LOSO cross-validation method. The model proposed in this paper has demonstrated superior accuracy compared to previous studies using the WESAD dataset.

Software Fault Prediction at Design Phase

  • Prediction of fault-prone modules continues to attract researcher's interest due to its significant impact on software development cost. The most important goal of such techniques is to correctly identify the modules where faults are most likely to present in early phases of software development lifecycle. Various software metrics related to modules level fault data have been successfully used for prediction of fault-prone modules. Goal of this research is to predict the faulty modules at design phase using design metrics of modules and faults related to modules. We have analyzed the effect of pre-processing and different machine learning schemes on eleven projects from NASA Metrics Data Program which offers design metrics and its related faults. Using seven machine learning and four preprocessing techniques we confirmed that models built from design metrics are surprisingly good at fault proneness prediction. The result shows that we should choose Naïve Bayes or Voting feature intervals with discretization for different data sets as they outperformed out of 28 schemes. Naive Bayes and Voting feature intervals has performed AUC > 0.7 on average of eleven projects. Our proposed framework is effective and can predict an acceptable level of fault at design phases.

  • We have always attempted to create a standard treatment protocol for patients with gastric cancer. However, many debates still exist regarding gastric cancer treatment. For the past 2 years, at the Annual Congress of the Korean Gastric Cancer Association, we have presented a grand symposium on the "Debates on the strategy for treating gastric cancer". In 2008, four major topics were discussed and voted on after discussion. The four major topics were proximal location treatment for early gastric cancer, management choices for pyloric obstruction with advanced gastric cancer, management of liver metastasis, and reconstruction methods after a distal gastrectomy. The opinions of the audience for six minor topics were expressed by an electronic voting system. In 2009, the four main topics were treatment for submucosal tumor sized around 2 cm, laparoscopic gastrectomy in T2N1 gastric cancer, choices for managing gastric lymphoma, and application of a pylorus preserving procedure for early gastric cancer at the antrum. The opinions of the audience for these six minor topics were expressed by an electronic voting system, as was conducted in 2008. It was good opportunity to identify a point of contact about the debates on managing gastric cancer. The results of these debates and studies will identify the best methods to treat patients with gastric cancer.

Integrating Discrete Wavelet Transform and Neural Networks for Prostate Cancer Detection Using Proteomic Data

  • An integrated approach for prostate cancer detection using proteomic data is presented. Due to the high-dimensional feature of proteomic data, the discrete wavelet transform (DWT) is used in the first-stage for data reduction as well as noise removal. After the process of DWT, the dimensionality is reduced from 43,556 to 1,599. Thus, each sample of proteomic data can be represented by 1599 wavelet coefficients. In the second stage, a voting method is used to select a common set of wavelet coefficients for all samples together. This produces a 987-dimension subspace of wavelet coefficients. In the third stage, the Autoassociator algorithm reduces the dimensionality from 987 to 400. Finally, the artificial neural network (ANN) is applied on the 400-dimension space for prostate cancer detection. The integrated approach is examined on 9 categories of 2-class experiments, and also 3- and 4-class experiments. All of the experiments were run 10 times of ten-fold cross-validation (i. e. 10 partitions with 100 runs). For 9 categories of 2-class experiments, the average testing accuracies are between 81% and 96%, and the average testing accuracies of 3- and 4-way classifications are 85% and 84%, respectively. The integrated approach achieves exciting results for the early detection and diagnosis of prostate cancer.

A Study on the Perception of the Right to Vote of Persons with Developmental Disabilities in College Students: Based on the Experience of Disability Related Education (발달장애인 선거권에 대한 대학생의 인식 연구: 장애관련 교육경험 유무를 중심으로)

  • The purpose of this study is to examine the perception of the right to vote of persons with developmental disabilities in college students. College students attending in A University and B University in Gwangju Metropolitan City were selected using convenience sampling and 370 samples were finally analyzed. The results were as follows. First, the subjects who took a disability course had high perception of the right to vote of persons with developmental disabilities. Second, it was discovered that the more times people participated in the volunteer work related to disabilities, the more recognition they had on the voting rights of people with developmental disabilities. Third, the subjects who responded for the need for the political rights of persons with developmental disabilities had more positive perception of the right to vote of persons with developmental disabilities than those who did not responded. Based on the findings, it was suggested that methods should be investigated to establish positive attitude and perception of the right to vote of persons with developmental disabilities in persons without developmental disabilities including college students.
