A Study on the Development of Environmental Indicators and the Evaluation of Environmental Amenity (쾌적환경평가 및 지표개발에 관한 연구 - 경기도를 중심으로 -)

  • In this Study, indicators for the evaluation of environmental amenity were determined through the investigation of the resident's consciousness in all thirty one cities and counties of Kyonggi. Also, environmental amenity that the resident feel in terms of recognition level was evaluated and based on the determined environmental indicators, environmental amenity for the physical environmental situation was evaluated. By analyzing the results, basic data for the planning of the future environmental management were prepared. The results of this study can be summarized as follows First, the developed indicators for the evaluation of environmental amenity consist of four intermediate evaluation items and fifteen individual evaluation items, and fifty four evaluation standards in total . Two to five evaluation standards were determined for the respective individual evaluation items. Second, using the developed indicators, the evaluation of environmental amenity were implemented based on both resident's consciousness and statistical data. Third, by analyzing the difference between two evaluation results, future research plan was proposed.

  • The course evaluation is used in faculty evaluation model even the grade of course evaluation has a big gap in absolute value with the characteristics of subjects. It is important to obtain the reliability of course evaluation because the result of course evaluation is fed to instructor to assure the quality of instruction. The purpose of this paper are to analyze the relation of attendance rate and course evaluation to improve the reliability of course evaluation.

  • Tissue engineering has arisen to address the extreme shortage of tissues and organs for transplantation and repair. One of the most successful techniques has been the seeding and culturing cells on three-dimensional biodegradable scaffolds in vitro followed by implantaion in vivo. We used PLA and PLGA as biodegradable polymers and rabbit chondrocytes were isolated and applied to PLA and PLGA to make artificial cartilage. To evaluate the biocompatibility and biological safety of polymers, in vitro cytotoxicity and in vivo animal tests were investigated. (omitted)

  • The potential allergenicity of the transgene products in genetically modified organisms (GMOs). has been an important issue. As a part of the risk assessment of GMOs. we investigated the physicochemical stability and the immunogenicity of food allergens to determine their allergenicity. We have systematically evaluated the stability of food allergens in the gastrointestinal tract by using simple models of gastric (Stimulated gastric fluid) and intestinal (Stimulated intestinal fluid) digestion.   • The government introduced the comprehensive evaluation bidding system with the goal of pursuing the best value and the global standard in 2016. However, for the evaluation criteria on the construction evaluation reflected to the comprehensive evaluation bidding system, the problems of the objectivity insufficiency, the inclusion of multiple subjective evaluation items, and the irrationality of the weight for each evaluation item are continue to be presented. The central office group, the local government, the relevant industry, and the expert group share recognition, but the solution is not derived. Hence, the major evaluation items to be improved were derived with the characteristics analyzed to secure the objectivity of the construction evaluation. For the analysis method, the standard deviation and the Fleiss Kappa analysis method were used by utilizing the characteristics that the construction evaluation criteria consist of all 4-point measures (good, average, insufficient, and poor). According to the result, the 10 evaluation items of the total 25 construction evaluation items were derived as the evaluation items to be improved. It was found in the analysis on the major characteristics of the derived evaluation items that the qualitative evaluation criteria such as 'Very Suitable' and 'Suitable' were commonly included in the detailed evaluation guidelines. Hence, as far as the future construction evaluation standards are concerned, the qualitative evaluation standards are sublated, and the improvement should be made mainly for the quantitative evaluation criteria enabling the objectivity assurance.

The Recent Practice of Evaluation of Government-sponsored Research Institutes(GRIs) in Korea : From Retrospective to Forward-looking perspective (이공계 정부출연(연) 기관평가모형개발 및 적용사례 연구)

  • The interest in the evaluation of government-sponsored research institutes (GRIs) has increased markedly in Korea in 1990s; this is mainly because of the increasing needs 1) to improve the quality of R&D at GRIs, and 2) to reorient the GRIs' strategic position in Korean national innovation systems due to the enhancement of R&D capabilities of private companies and universities during last decade. As a first attempt to diagnose the managerial and strategic issues of GRIs, a Multi-Ministerial Evaluation Committee was established as an ad hoc task force under the Prime Minister's Office in 1991. According to the recommendations of the committee, the Ministry of Science and Technology (MOST) to which most of GRIs were affiliated, made it a rule to evaluate the annual performance of GRIs since 1992. This paper examines the recent experience of MOST's evaluation of Government-sponsored Research Institute in Korea. After several years'efforts of Science & Technology Policy Institute(STEPI) to build prospective evaluation systenL MOST decided to apply two supplementary approaches for the evaluation of GRIs; one is summative annual evaluation and the other is formative 3-year evaluation. The annual evaluation system that is designed as a temporary measure is to monitor and to guide the self-evaluation activities of GRIs. In the process of annual evaluation, MOST tries to minimize its direct involvement, and allows each GRI to develop self-evaluation system that is most appropriate for the unique characteristics of the institute. If there exist urgent issues under scrutiny, however, it can be incorporated and examined by a group of external experts as special issues in the annual evaluation system. The aim of 3-year evaluation is both to examine the past performance of each GRI and to investigate whether the strategic role of each GRI is viable in the future. Its major focus, however, lies not on auditing past performance but on strengthening future strategic position of each GRI. The MOST designates a group of evaluation experts with appropriate knowledge and competence as members of the General Evaluation Committee for one year. With the help of STEPI, a specialized research institute for R&D evaluation, the General Evaluation Committee develops methodology and procedures for the actual evaluation of GRIs. Based on the evaluation reports and recommendations from the General Evaluation Committee, the MOST develops various policy measures for strengthening GRIs.

  • Recognizing a limits on quantitative evaluation of cultural contents' and for its betterment, study aims developing a qualitative evaluation model. For this study, Reception Theory, Semiotics and Psychology were derived for epistemological dimension to contemplate culture contents' essential attribute. To be concrete, cultural contents was examined as experiential products, emotional products, rememberable products and texts. Also, codes of fun, emotion and culture were discussed as intrinsic attributes for cultural contents and how those attributes were expressed or composed in cultural contents was discussed as well. Evaluation items were extracted based on final discussion at the epistemic level, set up the final evaluation model by taking experts' advices on each items. With all those outcomes, qualitative evaluation model for cultural contents was developed. For the importance of each index in the model, priority was granted by weighting on each index. Lastly, evaluation scale was developed for each index. The culture contents' evaluation model developed in study is meaningful not only in drawing qualitative evaluation items of video(image) contents and developing the index and model for the first time, but also its possibility of wide use for other genres.

A Study to Establish the Core Evaluation Items of SP Authentication using ANP(Analytic Network Process) (ANP 모형을 이용한 SP 인증 핵심 평가항목 도출 연구)

  • Software process (SP) authentication is a certification system designed in order to improve software process and ensure software reliability of the Korean small and medium enterprises (SMEs). It is composed of 3 grades, 17 evaluation items and 70 detailed evaluation items (software process). In order to certificate grade 2, 42 detailed evaluation items must be satisfied. In order to certificate grade 3, all 70 detailed evaluation items must be satisfied. SMEs are more vulnerable to manpower and material resources than the major company. Therefore, it is difficult for SMEs to invest in the long term to improve the software process. If we can provide the core evaluation items to SMEs, SMEs will be able to improve software quality more efficiently and effectively. It can be used as a short way to acquire SP authentication. The evaluation items of SP are defined as influencing each other. Therefore, the core evaluation items might be established using related techniques. Although we searched for previous researches and related informations, the associated study was insufficient. In this study, ANP (Analytic Network Process) technique was applied, and the core evaluation items of SP authentication were established. SMEs will be able to acquire SP authentication more easily using the core evaluation items. Finally, we expect that this study will be used as a basis material for creating the SP 2.0 version.

Learning Evaluation System Based on Fuzzy Inference (퍼지 추론기반 학습평가 시스템)

  • Many studies have reported that each evaluation had a stronger effect on the development of a student's teaming ability. Nevertheless, in reality schools rely on the results of summative evaluation after the lesson only for the purpose of learning evaluation. Such a method of evaluation is a result-oriented learning evaluation, with no consideration of developing process of loaming ability of each student. Existing learning evaluation has been considered difficult to process learning performance ability in a clearer manner, as it examines teaming performance ability by diagnostic evaluation and learning ability improvement by formative evaluation, separately. Therefore, this paper proposes a learning evaluation method incorporating diagnostic and formative evaluation, using a Fuzzy inference, for a more objective assessment of performance ability. The proposed method assessed teaming ability based on different weight values, in order to reflect the level of diagnostic and formative evaluation.
