Effect of ERP Implementation for Public Owner - Based on Case Study (공공발주기관의 ERP 적용효과 평가방안 - 사례연구중심으로)

  • The public corporations have already implemented ERP to improve productivity, quality, and cost saving. This paper presents the result of business process improvement based on implementation of ERP. Therefore, this paper performed case study of K corporation. Survey was conducted to define the degree of improvement and evaluation method was presented using AHP. The weights for each business area is assigned based on AHP. Then ERP is evaluated in efficiency, work transparency, information sharability, and easy of use. It is meaningful achievement considering its short term implementation. The human resource management shows a relatively larger improvement than other management processes. However, information sharability shows relatively low improvement than others. This quantified result of user-oriented subjective evaluation on ERP implementation will contribute to evaluate the impact of ERP for owner organizations.

  • This paper addresses a performance evaluation model for ERP system's implementation using Analytic Network Process (ANP) technique. In this study, the performance variables are identified as the perspectives of cost, business process, systems operation, and change management, respectively. The empirical study also investigated factors that affect the performance variables to find out the causal relationship between them using the ANP approach. The data for the empirical analysis were collected from manufacturing companies that have implemented ERP systems. The research findings indicate the proposed model is powerful in proposing that the indirect relationship between influencing factors and managerial effectiveness, mediated by employee satisfaction, is an important one.

  • 정보화에 대한 관심이 지속적으로 증대됨에 따라 많은 기업이 ERP도입을 적극 추진하고 있다. ERP시스템을 성공적으로 추진하기 위해서는 자사에 적합한 ERP시스템을 도입, 구축할 필요가 있다. 하지만, ERP시스템에 대한 체계적인 평가방법론이 부족하여 전문인력이 부족한 중소기업들은 자사에 적합한 ERP선정에 어려움을 겪고 있다. 따라서, 본 연구의 목적은 ERP 시스템을 보다 객관적이고 체계적으로 평가할 수 있는 방법론을 개발하여 중소기업들이 보다 효과적으로 자사에 적합한 ERP시스템을 선정할 수 있도록 지원하는데 있다. 문헌연구를 통하여 ERP 시스템 평가요인을 도출하였으며 각 요인들의 가중치를 결정하기 위하여 ERP컨설턴트를 대상으로 AHP 방식을 적용, 설문조사를 실시하였다. 설문조사 결과를 토대로 실무에서 적용 가능한 평가방법론을 개발하였다. 평가방법론을 통하여 ERP를 도입하고자 하는 기업들은 대상업체의 솔루션을 보다 체계적으로 평가하여 자사에 적합한 ERP를 도입하는데 크게 도움을 받을 것으로 기대된다.

  • IT governance becomes one of hot issues in corporate information system including university ERP. IT governance provides IT value and mitigates IT-related risks such that the organization takes new business chances and grows in the future. In this study, we briefly introduced IT governance and university ERP in the viewpoint of alignment to the business goal of the organization. And then, we proposed an strategic approach of IT governance for university ERP system with new performance evaluation items from IT-BSC. Finally, we pointed out some related research topics as further studies.

The Quantitative Effects of ERP Systems in Korean Manufacturing Industry (국내 제조기업의 ERP 시스템 도입의 정량적 성과에 관한 연구)

  • Researches on the introduction of ERP system kept on examining the critical successful factors (CSFs) that focus on factors to achieve effectively successful projects, and trying to measuring the actual effectiveness of the introduction of ERP system. However, most of the preceding researches on the effectiveness of the introduction of ERP system that was searching devoted effects has been ceased, and actually even researches on the economical results have just done the basic cognitive evaluation of result indicators by many questionnaires instead of objective measuring values, because of the difficulty of measuring the evaluation of the result. Moreover, researches on positive effects of the introduction of ERP on enterprise results and researches that failed to give advantageous effects showed different results each other. And a part of researches reported that only a part of result indicators were partially affected. In this research, we investigated Korean large enterprises or middle-sized enterprises in manufacture industry that introduces SAP R/3 and Oracle package to compare their quantitative financial results after the introduction of ERP system, in order to measure the effects of the ERP system. First, we evaluated the difference of the quantitative financial results before and after the introduction of the ERP system. Second, we evaluated the opportunities shown by the effects after the introduction of the ERP system. Third, we removed the sample of the exchange crisis (IMF) and executed the additional analysis to reflect the average increasing and decreasing rate in the industry, so that pure evaluation can be achieved. Inherent limits of precedent researches are removed and practical effects of the pure introduction of the ERP system are evaluated, so the research of this research is significant. The result of this research is as follows. Because of the introduction of ERP, the rate of turnover of inventory property has increased and sales of preparation inventory property have decreased so that more effective inventory property management has been achieved. Moreover, preparation sales of labor costs and preparation sales of the number of employees have decreased to show the effect of the reduction of labor costs. However, it could no be concluded that we could increase the profit due to the introduction of ERP system. Due to the introduction of ERP, although we concluded that the return on assets (ROA) and the additional value of one-person employee statistically showed obvious differences and increased, the return on equity failed to show obvious differences after the process of introduction of ERP.

  • This research was undertaken to find out how effectively ERP has been employed by the enterprises through comparing and analyzing the management performance of each enterprise after introducing ERP to Retail and Distribution Industry using DEA technique. According to the research results, efficiency evaluation for each site was calculated through input and output factors to find out comparative ERP system usage efficiency of 10 Retail and Distribution Industry Companies in terms of such factors as employee, quick assets, inventories, sales revenue, operating income. This paper confirms that the companies having launched management innovation by aggressively adopting ERP saw their management efficiency improving consistently, and in the distribution industry, it took at least 3 years before the effect of ERP introduction on enhancing management efficiency became visible. Furthermore, this paper also reveals that, unlike the manufacturing industry which was the subject of the previous study, efficiency was not necessarily proportional to the size of company in the service industry including distribution and export which was the subject of this paper.

Perspective Differences between System Managers and Consultants as to ERP Critical Success Factors (ERP 성공요인에 대한 시스템관리자와 컨설턴트 간의 시각 차이)

  • The purpose of this paper is to examine the differences in the critical success factors for ERP adoption suggested by the system managers and the ERP consultants. The survey results indicated the following findings. First, there was no significant difference in the relative importance of the critical success factors between the system managers and the ERP consultants. Both groups agree that 'top manager's concern and support' is the most critical factor and that 'user involvement' is the second. However, the system managers tend to think 'training and education of end users' and 'cooperations among the project participants' more important than the consultants do. Second, both groups agree that the most important ERP contribution should be 'improvements in the business processes.' They also agree that the least important aspect is 'ERP's contribution to the individual's productivity.' In overall, the ordered lists of ERP evaluation criteria according to their importances were of no significant difference between the groups. Third the two groups showed differences when they were asked to evaluate the importance of the critical success factors for each of the ERP evaluation criterion. In general, the system managers tend to put more emphasis on 'training and education of end users' and 'adaptation of end users to the changed processes,' whereas the consultants tend to emphasize more on 'top managers' interest and supports' and 'project manager's capabilities and performance.' The differences in the critical success factors presented by the two groups indicated that more efforts need to be devoted to understanding other participant's interests and concerns in an ERP project team. Better coordinations based on the mutual understandings could improve the chance of achieving a success in adopting ERP packages.

  • With rapid advances in IT and introduction to the concept of business process reengineering, many companies have used tremendous resources in implementing ERP systems to improve cost saving and operational efficiency, However, researchers and IT professionals have not clearly explained the roles and values of ERP systems in achieving business objectives. The purpose of the research is to analyze the differences of organizations' performances based on the organizations' ERP readiness, and to identify the roles of ERP systems in enhancing the organizatons' information capabilities and improving business performances, The findings illustrate that ERP systems implementation do not guarantee business performance improvements, and imply that the implementation of ERP systems is likely to enhance organizations' information capabilities, and information capabilities enhanced by the implementation of ERP systems can improve business performances.

  • Numerous small and medium-sized manufacturing companies have implemented or plan to introduce ERP for their own survival in the highly competitive global market. Despite of increasing number of companies implementing ERP, there has been few research on evaluation of ERP performance in small and medium manufacturers. Thus, in this paper, the impact of ERP implementation on the organizational performance based on Balanced Score Card is investigated and also critical success factors are discovered. The results of analysis show positive relationships between the ERP implementation and organizational performance. This paper suggests some practical implication on the ERP implementation to the practitioners.
