Gas & Oil plant construction projects are increasing recently all over oil-producing countries. An EPC (Engineering, Procurement and Construction) company, which participates in the plant projects, should possess pertinent engineering licenses and EPC management skills to create high added-value. Nonetheless, there exist various risks involved in the EPC life cycle process due to such characteristics of construction projects as long duration of construction time and complicated processes along with the procured goods or services subjected to various logistics. The objective of this paper is to analyze the overall EPC life cycle for proper process and to examine various information and document. Additionally, the principal data for the analysis of the EPC process are derived from personal interviews with experts and specialty contractors of the plant projects. The results of this study would be widely used as a guide for efficient and effective management of overseas gas plant projects.

플랜트 산업은 여러 가지 요소기술이 복합적으로 적용되고, 엔지니어링, 기자재 제작기술, 컨설팅, 파이낸싱 등의 지식서비스를 필요로 하는 차세대 성장동력 산업임에도 불구하고, 국내의 실정은 프로젝트 사업관리가 체계적이지 못했던 것이 사실이다. 따라서 관련 기술력에 대한국가차원의 선진화 전략과 프로젝트 수행단계별 업무절차의 정립이 요구되고 있다. 이에 본 논문은 사업관리 효율증대를 위한 표준화된 업무절차 정립을 목적으로 다음의 연구를 수행하였다. 첫째, 국내외 업무절차서와 관련된 문헌조사 및 12개 대형플랜트건설사의 업무절차서를 수집하였다. 둘째, 수집된 업무절차서의 분석을 통해 현재 산업계에서 사용하고 있는 업무절차서의 문제점을 분석하고 개선방안을 도출하였다. 셋째, 미국 PMI의 프로젝트관리 지식체계의 모태인 PMBOK의 이론과 CMAA의 건설사업환기 업무범위를 활용하고 국제표준화기구가 제정하고 시행하는 ISO 9001:2000 규정을 착용하여 EPC프로젝트의 효율적인 관기를 위해 필요한 EPC수행단계별 21개의 중점관리요소를 포함한 업무절차 매트릭스를 도출하였고, 전문가 자문을 통한 '계획 및 설계단계', '구매조달단계', '시공 및 시운전단계'별 176개의 '주요단위업무'를 도출하였다. 넷째, 도출된 EPC 수행단계별 주요단위업무를 Business Process 관점으로 재설계하고, 전문가 자문과 검증을 통하여 총176개의 업무절차 BPM모델을 개발하였다. 최종단계로, 'EPC 수행단계별 업무절차BPM모델'의 시스템 개발모델을 제안하였다.

As a recent global trend, the majority of mega-size plant projects are delivered through EPC (Engineering, Procurement and Construction) contracts, where a single contract is awarded for engineering, procurement, and construction. Under this contracting mechanism, it is challenging for contractors to carry out the projects under traditional project management processes used in design-bid-build projects. A new EPC Plant, the POSCO Special Steel Plant in Changwon, was built successfully at the beginning of 2012 and it is currently in full-scale production. The project has encountered a number of major difficulties however, with some technical and managerial issues through its development process. As summarized in this paper, the authors (as project participants with the contractor) investigated it as a post construction analysis and recorded the Lessons-learned for future project management improvement.

Promoting policy to involve plant EPC companies for package deal has been studied to acquire overseas energy resources. The effectiveness of the package deal with the plant EPC companies has not been successful because the participation of the plant EPC companies is very rare. It is difficult for the plant EPC companies to join the package deal due to the lack of the fully responsible organization to support the plant EPC companies participating in a package deal. The followings are suggested as the ways to promote the participation of the plant EPC companies for package deal in this study; 1) financial support of the government for plant EPC companies 2) political support of the government for plant EPC companies 3) specialization of the advanced countries for public-private cooperation.

과거 중동 지역에 집중되어 있던 국내 건설사들의 해외수주가 아시아, 중남미 등 신시장으로 확대되면서 다양한 환경에 대응해야 하는 상황이 되었다. 토목, 건축 등 시공 프로젝트에서 설계, 구매, 시공, 시운전까지 일괄도급하는 EPC 플랜트 프로젝트로 그 범위 또한 넓어졌다. 이러한 상황으로 인해 이전 프로젝트에서 발생한 성공/실패사례를 수집하고 시스템화하여 새로운 프로젝트를 진행할 때 다양한 환경 변화에 대한 대응이 가능하도록 활용도를 극대화하는 것이 중요해졌다. 그러나 많은 근무자들은 자발적으로 기술과 경험을 공유하지 않는다. 이를 위해 경험이나 기술을 공유하는 문화를 만들고 체계화하는 작업이 필요하다. 이러한 문제를 개선하기에 앞서 현재 상황을 파악하고 분석하기 위해 EPC 플랜트 프로젝트를 수행하고 있는 건설사의 EPC 프로젝트 관련 부서를 대상으로 설문조사를 실시하였다. 분석 결과 설문조사 참가자 중 약 74%가 성공/실패사례의 수집 및 활용이 도움이 된다고 답하였다. 실제 사례를 수집하여 등록한 경험이 있는 인원의 비율은 약 53%, 사례를 활용하여 문제를 예방한 경험이 있는 인원의 비율은 약 39%로 성공/실패사례 시스템에 대한 근무자들의 인식 및 활용도를 파악하였다. 세부적으로 분석을 진행하였을 때 근무지, 직무, 직급, 현장 경력 등에 따라 차이가 나타났다. 본 연구를 통해 EPC 플랜트 프로젝트를 수행중인 건설사의 성공/실패사례 수집 및 활용도의 현황을 파악하였고, 이를 토대로 성공/실패사례의 수집 및 활용도 개선에 관한 연구가 진행 중이다.

Depending on the very large and complicated of the LNG plant project, for the successful execution of the project, the operating system that is seamlessly integrated in EPC phase is needed. Therefore, we surveyed and analyzed the PMIS development and application status in domestic and international plant construction. Based on the results of the research, we proposed the development direction for PMIS in LNG plant construction.

This study aims to develop a strategy for South Korean companies to penetrate into the global NPP(nuclear power plant) market with their strength as the sixth biggest nuclear power generator in the world. With 20 nuclear plants in commercial operation and 6 more in construction, South Korea has the best technology in construction and operation of NPP. Despite these capabilities as demonstrated on its domestic market, Korean companies' constraint to enter and play a key role in global NPP market would be the lack of experience in overseas NPP projects, original technologies, and diplomatic effectiveness. This study analyzes the competitiveness of Korean standardized nuclear power plant, construction management skills, construction technologies, manufacturing equipment and materials and operation skills. In this research the current status of existing NPP and the forecast of building NPP according to countries was analyzed in order to work out strategies with technology, cost-effectiveness, and diplomatic consideration.

LNG 플랜트사업은 그 특성상 해외에서 사업을 추진하기 때문에 사업관리도 일반적인 사업관리방식과는 차이점이 있다. LNG 플랜트 사업 프로세스는 가스탐사 및 생산, 물리적인 액화 및 화학적인 전환공정, 수송, 저장 등의 가치사슬로 구성되며, 주로 천연가스를 액체원료나 연료로 전환하는 장치를 중심으로 액화공정(초저온 액화) 및 FEED 패키지, 제어 운영, 건설수행 등 EPC 기술을 대상으로 하고 있다. 이러한 해외에서 수행되고 복잡한 LNG 플랜트공사의 성공은 사업관리 의사결정에 따른 사업의 성패가 달라질 수 있다. 따라서 본 연구는 LNG 플랜트공사의 시공단계 사업관리 의사결정지원 모델을 구축하기 위하여 EPC 단계별로 9개의 사업관리요소 항목을 도출하고, 각 항목별 중요도를 평가하였다. 중요도 평가결과, EPC 단계별로 사업관리와 리스크관리 항목이 공통적으로 중요한 것으로 도출되었다. 특히 본 연구는 사업관리 요소항목과 중요도 평가결과를 기반으로 LNG 플랜트공사의 시공단계의 의사결정지원모델을 개발하였다. 개발된 의사결정지원모델은 향후 시공단계의 사업관리 의사결정지원 시스템 구축의 기반이 될 것이다.

The capability of design and engineering of global EPC companies has long been equalized through past similar construction experiences. Among various key factors in the success of EPC project, the capability of engineering is considered to be the most important factor since the engineering is preceding activities of EPC contract. The failure of engineering may adversely affect the subsequent procurement & construction activities and in turn may cause cost overrun or schedule delay. Therefore, an EPC company needs to continue to improve the engineering capabilities for the success of project. The engineering capabilities can be further improved if the EPC company should prevent recurrence of similar design faults that were previously committed. This study is intended to present how to make the most of the failure examples from previous projects towards a success of project. Failure is but a stepping stone to success. The EPC company can obtain useful lessons from the analysis of past failure examples.

'Sabine Pass Liquefaction Project (SPL Project)', a case study in this report, is the first construction project of a U.S. liquefaction facility for shale gas export overseas. This study analyzes the SPL Project to give understanding and a guideline to Korean EPC companies by benchmarking about effective risk-sharing strategies on EPC contracts. This study consists of three parts. The first summarizes the liquefaction process adopted on the SPL Project, named the 'ConocoPhillips Optimized Cascade Process', and compares it with other competitive liquefaction processes. The second introduces the unique features of the SPL EPC contract by comparing it with two other EPC forms of contracts: a FIDIC Silver Book for onshore plant projects and a contract of an offshore oil production (FPSO) project. The third focuses on the complexity of project financing (PF), especially lenders control and impact on the EPC contract such as covenant provisions to constrain variations and changes on the EPC Contract. From these conclusions, it is anticipated that this case study can provide a guideline for successful performance of Korean EPC contractors overseas.
