Urban environmental problem became one of major issues during its urbanization processes. Environmental impacts are assessed during recent urban planning and development. Though the environmental impact assessment considers meteorological impact as a minor component, changes in wind environment during development can largely affect the distribution pattern of air temperature, humidity, and pollutants. Impact assessment of local wind is, therefore, a major element for impact assessment prior to any other meteorological impact assessment. Computational Fluid Dynamics (CFD) models are utilized in various fields such as in wind field assessment during a construction of a new building and in post analysis of a fire event over a mountain. CFD models require specially formatted input data and produce specific output files, which can be analyzed using special programs. CFD's huge requirement in computing power is another hurdle in practical use. In this study, a CFD model and related software processors were automated and integrated as a microscale wind environmental impact assessment system. A supercomputer system was used to reduce the running hours of the model. Input data processor ingests development plans in CAD or GIS formatted files and produces input data files for the CFD model. Output data processor produces various analytical graphs upon user requests. The system was used in assessing the impacts of a new building near an observatory on wind fields and showed the changes by the construction visually and quantitatively. The microscale wind assessment system will evolve, of course, incorporating new improvement of the models and processors. Nevertheless the framework suggested here can be utilized as a basic system for the assessment.
This paper demonstrates Environmental Impact Assessment (EIA) has to be applied for development projects with regard to the ecological, economical and social aspects before any decisions made in the project. Korea has confronted various environmental problems during the last fifteen years, even though EIA has been enacted since 1981. The role of impact assessment in planning and policy processes should be emphasized to investigate the magnitude and intensity of the adverse influences of economic development. In the Seoul Metropolitan Region, it is necessary to apply EIA all urban projects to reduce the adverse effects of urbanization. Special attention should be given to the climatological effects throughout the urbanization process in Korea to keep the urban area energy-efficient. This study intends not only to establish basic data for national-and regional-based land-use policy in the environmental aspects, but also to provide the basic data for the possible climate model (scenarios) that may provide spatial and temporal variability by analyzing the actual climatic record. There is a noticeable impact of urbanization on the atmospheric environment in the Seoul Metropolitan Region. In this sense, the climatic aspect must be taken into consideration in the process of EIA to mitigate the well-known climatic alterations of urbanization. Moreover, the techniques of assessment should be improved by developing geo-reference data sets to build models of the global climate in response to the man-made environmental change.
This paper seeks for the set-up plan in the reasonable target area of environmental assessment. Domestically, the target area of environmental assessment is set up by the adjustment of opinion collection about the assessment scope result of an environmental factor. In a foreign country, the boundary of the target area for a development project is established with the environmental, economical, and social viewpoint based on the standard for significantly environmental impact. Based on the analysis of the present condition at home and abroad, the first set-up plan for the reasonable target area of environmental assessment is the preparation of the detailed term definition related to the target area of environmental assessment. The second is the arrangement of the judgement standard for significantly environmental impact. The quantitative assesment item can apply the present standard or regulation, and the qualitative assessment item can establish the standard based on factual and objective data. The last is the preparation of the reference material or the guideline for deciding the initial target area by the judgement standard and determining the final target area by opinion collection in the stage of scoping.
Remote sensing begins to be applied in Environmental Impact Assessment(EIA), and it can systematically assess land use which is an important factor in EIA. This study is to predict land use change of Ulsan region and to assess impact on land use using the past and the present data of remote sensing. Also we analyzed an impact area influenced by EIA projects through the integration of remote sensing and GIS. This technique will be applied to the screening stage in EIA.
The purpose of this study is to understand the process and characteristics of social impact caused by development projects through research and analysis on issues presented during development projects carried out in Korea. Furthermore, on the basis this analysis, this study proposes possible improvement measure environmental impact assessment for minimizing social impact of development projects in the future. Issues related to development projects are generated mainly by the following three causes. Initial social impact can occur when a development project directly causes certain changes in natural, living and social environment. Operational problems related to assessment are another cause of social impact, and it can also occur when changes in natural and living environment work in tandem with social environment sphere. Social impact of development projects is not brought about solely by changes in social environment, but is the result of interaction of factors such as changes in social, natural, living environment and problems related to assessment or operation/management. As to why the current environmental impact assessment could not provide satisfactory solution to the issues mentioned above, this study suggests the following reasons: limitations of assessment method used in social environment category, difficulties in defining assessment criteria, limitations inherent in criterion referenced assessment method, insufficient issue-making in local community, and lack of participation on the part of local residents. Possible solutions for these limitations are as follows: 1) To identify local issues in social environment category through participation of local experts in scoping stage, 2) To adopt deliberative method for local participation, 3) To utilize social survey technique.

Although Environmental Impact Assessment(EIA) in Korea has been improved markedly over the past two decades, by enlarging the range of projects for assessment, instituting pub lic participation and environmental monitoring, and similar measures, it remains deficient in its coverage of human health in Environmental Impact Statements(EISs). Health Impact Assessment(HIA) can supply the necessary correctives. HIA is a combination of procedures, methods and tools by which a policy, programme, projects or legislative procedure may be judged for its potential effects on the health of a population, and the distribution of these effects within it. The principle of health protection is, however, established as a primary concern in EIA processes, in practice health is scarcely mentioned or the discussion is limited to a description of effects through the biophysical environment. The whole range of possible effects on health, including those mediated by socio-economic factors is often ignored, and no effective mechanism are in place to successfully incorporating health criteria and expertise into environmental, assessment(EA) that include ElA, SEA. These are foremost among the current issues facing EIA in Korea.
Health Impact Assessment based on municipal law is performed and written in the sanitary and public health part in the current environmental impact assessment. Residential development projects such as housing site development etc., are not subject to health impact assessment under Article 13 of the Environmental Health Act. However, health impact assessment is conducted partially based on the review that health impact assessment targets which are identified among substances emitted from pollutants nearby industrial complexes should be assessed risk (including carcinogenic and non-carcinogenic) at the stage of the environmental impact assessment consultation. Although residential development projects do not have plans for pollutant emitting facilities that emit hazardous air pollutants, there is a possibility that residents might be affected by pollutants from industrial complex near residential area in the future. In this study, Health impact assessment was conducted to examine the impact on residents in planned areas by analyzing previous residential development projects. We predicted future impact by using the literature survey results on surrounding area (case1) and conducting contribution analysis (case2) and predicting exposure concentration of carcinogenic substances applying Atmospheric Diffusion Model (AERMOD). By this study, we concluded that applying on-site survey, contribution analysis and prediction of exposure concentration by using AERMOD complementarily will be effective to assess the health impact to the receptors by pollutants from industrial complexes near the planned zone.
The need for improvement is raised due to limitations with environmental impact assessment, and the importance for data-based environmental impact assessment is increasing. In this study, data demand was derived by analyzing Agreed Terms and Conditions in the Water Environment field (Water Quality, Hydraulic & Hydrologic Conditions, and Marine Environment) of environmental impact assessment. Agreed Terms and Conditions on environmental impact assessment in the water environment field were classified and categorized by environmental impact assessment stage (addition to status survey, impact prediction and evaluation, establishment of reduction measures, post-environmental impact survey), and data demand for each type of consultation opinion was linked. As a result of the categorization of Agreed Terms and Conditions, it was classified into 18 types in the water quality, 15 types in the hydraulic & hydrologic conditions, and 17 types in the marine environment. As a result of linking data demand, the total number of data demand was 236 in the water quality, 98 in the hydraulic & hydrologic conditions, and 73 in the marine environment. The highest number of Agreed Terms and Conditions and data demands were found in the water quality for the evaluation item and establishment of reduction measures, specifically establishment of non-point source pollution reduction measures, for the stage. The numbers were judged to be linked to the relative importance of the items and the primary purpose of environmental impact assessment. The derivation of data demand through the analysis of Agreed Terms and Conditions in the environmental impact assessment can contribute to the advancement of the preparation of environmental impact assessment reports and is expected to increase data utilization by various decision-makers by establishing a systematic database.

This study investigated the status and problems of marine-related environmental impact assessment and a utilization-consultation system in Korea and suggested improvement of the review organization. Also, it conducted SWOT analysis based on evaluation of functions, roles and performance of the marine environmental impact assessment center and proposed development strategies of the center through introduction of expert opinions and advanced systems. The performance statement-review by the center in 2007 included 358 cases in total; 165 (46.1%) for consultation on utilization of sea area, 104 for environmental impact assessment (29.0%), and 89 (24.9%) for prior environmental review. The consultation on utilization of sea area can be divided into that for public water surface-use (41%) and reclamation (32%), and sea aggregate extraction process (21%). Although bad impacts on marine environment are reducing under the current system, there are some limits and problems to supplement it in terms of content, system and operation. Review system on sea area utilization-impact(marine environmental impact assessment center) by marine environmental management law needs to obtain expertise, fairness and efficiency and, to do so, have operational supports and institutional improvement to maximize its own functions and roles. At the same time, it is necessary for the center to establish identity and the status as a professional review organization by setting active development strategies inside the center. Finally, it should strengthen an consultation system of marine environmental impact assessment led by the related ministry to achieve effective coastal management.
This study has been analyzed an execution example of the life cycle assessment on the packaged bean-curd of P company, the first case of the regular life cycle assessment on the processed foods in Korea and considered on the significance and directions of the life cycle assessment on the foods. It is possible to divide the potential environmental impact through the life cycle of the bean-curd into six categories and analyze the environmental impact on the production, use and disposal phases of the product. The values of each environmental impact have been quantified from the strength of the potential impact fur the corresponding category of impact. In the future, it is expected that the result of the lift cycle assessment will be increasingly used fur many areas such as Climate Change Convention and ISO22000, etc. and it is required to promote a project to make database through the assessment on the individual corps or types of businesses for it from now on.
