환경친화기업지정제도와 환경영향평가제도에서의 통합적 환경관리 요소에 대한 기초적 연구 (A Study on Integrated Approaching Factors of Environmentally-Friendly Companies Certification Scheme and Environmental Impact Assessment of Korea)

  • A worldwide trend of permitting system for industrial installation to achieve a high level of protection of the environment has been moved from single media to multimedia in approach. The Council of the European Community issued the Directive 96/61/EC, the IPPC Directive, concerning integrated pollution prevention and control in 1996. The IPPC Directive is one of the most ambitious legal measures that the European Union (EU) has initiated with a view to applying the prevention principle for industrial activities. The IPPC aims to achieve the integrated prevention and reduction of environmental pollution emitted by those industrial installations with a higher potential of emissions to the environment. Organization for Economic Cooperation and Development (OECD) recommended on Environmental Performance Reviews of Korea in 2006 that IPPC permitting concept should be considered for large stationary sources at the national and regional levels. Any Korean law doesn't provide for integrated pollution control with a single process covering all pollution from economic activities. However, one exception might be the "environmentally-friendly companies" certification scheme, introduced in 1995, in which participants agree to meet targets beyond the legal emission limit values in exchange for government technical and financial support to operate environmental management systems. The other exception might be Environmental impact assessment (EIA) of projects, in 1977, which has been strengthened and reinforced to be more preventive through development of the prior environmental review system (PERS) in 1999. The aim of this work is to introduce the contents of IPPC Directive at the viewpoint of Korea policy and to survey the integrated approaching concept of Environmentally-Friendly Companies (EFC) Certification Scheme and EIA policy of Korea. The study will be helpful in the future to prepare the infrastructure of integrated permitting system and to enforce the integrated permit which the authorities of local government issues on industrial activities. It can be said that the data calculated through both EFC Certification Scheme and EIA will be discussed as worthful information to determine Korean BAT reference notes for integrated permitting process.

스크리닝 도입을 통한 환경평가 절차 효율화 방안 (Efficiency Improvement of Environmental Assessment Procedure through Introduction of Screening)

  • 본 논문은 현행 환경평가 제도가 평가 대상을 규모 기준으로 규정함으로써 발생되는 비효율성을 개선하기 위해 스크리닝의 도입을 통한 환경평가 절차 효율화 방안을 제안하였다. 대상사업은 환경적 영향이 미미한 소영향 사업으로 한정하였다. 우선, 국내에서 추진되었던 절차 효율화 사례 등을 살펴보고 그 특징 및 한계점을 도출하였다. 또한 사업의 특성 및 환경적 영향을 고려하여 후속 환경평가 실시여부와 그 정도를 개별적으로 판단하는 평가 대상 선별과정인 스크리닝의 국내 도입 가능성을 검토하였다. 외국의 스크리닝 제도 및 그 시사점 분석을 통해 국내 적용 가능한 스크리닝 도입 시나리오 제시를 통해 절차 효율화를 도모하고자 하였다. 소영향 사업들에 대해 환경평가 현황 및 소영향 사업들의 특징을 분석하여 스크리닝의 도입 필요성과 가능성을 확인한 후 절차 효율화 방안을 제시하였다. 본 연구에서 제안하는 개선 방안은 소영향 사업에 대해 환경영향평가 실시를 면제하여 줄 수 있는 스크리닝 절차의 도입이다. 이는 규제완화의 효과 및 평가기간과 협의기간의 단축을 기대할 수 있다. 또한, 사업자들에게 스크리닝을 통한 평가절차 간소화 기회를 제공하여 계획 초기 단계에서부터 친환경적 계획 수립을 위해 노력하도록 유도하여 계획기간의 단축까지 기대할 수 있다. 즉, 사업자의 자율적인 노력을 도모하고 스크리닝으로 평가 절차를 생략하는 대신 저감대책 반영 여부에 대한 승인기관의 확인을 강조하여 사업자와 승인기관의 책임의식을 강화시킬 수 있는 방안이 될 수 있다.

선물시장과 전문가예측시스템의 가격예측력 비교 - WTI 원유가격을 대상으로 - (Comparison of Price Predictive Ability between Futures Market and Expert System for WTI Crude Oil Price)

  • 최근 들어, 우리는 유례 없는 국제 유가의 급등현상을 목격하고 있다. 이러한 시점에서, 의문점은 유가에 대한 예측 가능성과 이의 정확도에 관한 것이다. 본 연구에서는 전문가 예측시스템과 비교하여 선물가격의 상대적인 예측력에 관하여 통계적으로 분석하고자 한다. 이를 위해, 미국 텍사스 중질유(WTI)의 현물가격과 선물가격을 활용하여, 예측 정확도에 관한 단순한 형태의 통계적 분석과 함께 분석수단별 예측오차 차이의 유의성에 관한 체계적 분석을 시도하였다. 통계적 검정결과에 따르면, WTI 선물시장을 활용한 예측은 미국 에너지정보기구(EIA)의 예측과 비교하여 뒤지지 않는 것으로 판명되었다. 결과적으로, 석유 생산자와 소비자 모두가 WTI 선물시장을 유가 예측의 유용한 수단으로 활용할 수 있고, 이로써 효율적인 자원배분 측면에서도 유익할 것으로 판단된다.

  • ArcView와 FEMWASP 모형을 이용하여 영월유역의 현재 및 장래의 환경질을 해석하기 위한 통합적인 환경영향평가 도구를 개발하였다. 모든 입력자료와 계산 결과는 ArcView상에서 준비되어 도시되었다. ArcView내의 Avenue의 "system.execute" 명령어를 사용하여 FEMWASP과 ArcView를 통합하였다. 모델링 결과에 의하면 장래 영월호의 수질은 부영양화 상태에 이를 것으로 판단되었다. 개발된 시스템은 상수원수의 수질관리 분야의 정책의 계획이나 규제 방안을 결정하는 데 적용될 수 있을 것이다.

우리 나라 연안습지의 보전과 환경친화적 관리방안에 관한 연구 (A Study on the Management Planning for the Conservation and Environmentally Friendly Use of Korean Coastal Wetlands)

  • The purpose of this study is to establish the management plannings for the conservation and environmentally friendly use of Korean coastal wetlands. The function, economic value, and the necessity for the conservation of coastal wetlands are described. The current management status, Korean Governmental policies for the use of coastal wetlands, and their problems are surveyed and analysed. The management plannings for the environmentally friendly use of Korean coastal wetlands is suggested as follows: (1) The coastal wetlands need to be divided into 3 different regions based on PSR(Pressure, State, Response) of OECD. (2) Each region should be managed by appropriate management plans which are suggested in Chapter IV of this paper. Finally, in order to realize these management plannings the change of Governmental system and laws are suggested as follows: (1) The change of relevant laws is required. Additionally, each region should managed by proper governmental agencies. (2) The EIA(Environmental Impact Assessment) system should be improved. (3) The participation of regional people should be guaranteed in the decision making processes of the business and other important planning regarding coastal wetlands. (4) The system which primed the ecological value of coastal wetlands should be established.

커브형 집적영상에서 부분적으로 가려진 먼 거리 물체 인식 향상을 위한 DPM 방법 (Improved Recognition of Far Objects by using DPM method in Curving-Effective Integral Imaging)

  • 본 논문에서는 커브형 집적영상 시스템에서 부분적으로 가려진 먼 거리 3차원 물체의 인식 향상을 위한 새로운 direct pixel-mapping (DPM)방법을 제안한다. 제안 방법은 커브형 집적영상 시스템에서 DPM 방법에 의해 먼 거리에 위치한 3차원 물체로부터 픽업된 요소영상배열 (elemental image array, EIA)은 가시적으로 가까운 거리에서 픽업한 것과 같은 새로운 요소영상배열을 생성한다. 이러한 특성은 재생한 3차원 물체 영상의 해상도를 향상 시킬 수 있고, 이로 인하여 먼 거리에 위치한 3차원 물체에 대한 인식 성능을 향상 시킬 수 있다. 컴퓨터적 실험결과와 기존 방법과의 비교를 통하여 제안방법으로 재생한 물체의 PSNR과 NCC의 값이 평균 1.75dB와 4.56% 향상됨을 확인할 수 있었다.

  • Public participation in the Environmental Impact Assessment(EIA) has been implemented since the August 1 of 1991 with the Environmental Policy Act promulgation in the August 1 of 1991. It is structured to comment on draft Environmental Impact Statement(EIS) through open reviewing, public meeting and hearing. Though public participation has an important role in determining environmental significance, it is room for improvement. With positive public participation and system development such as Environmental Impact Assessment Act on June 11 of 1993, the effectiveness of it will be improved. This article is composed of status of public participation, comparison with other countries, comparison analysis by items of EIS prepared before and after public participation, and contents of public opinions in EIS.

주거밀도모형을 이용한 환경영향분석과 수용능력 산출 (Environmental Impact and Allowable Density Using the Rural Residential Density Matrix)

  • Analysis of carrying capacity and site suitability by the systematic application of environmental information an provide a basis for implementing environmentally sensitive and sustainable resource development policies. Based on the availability of public services and environmental and site-specific constraints, a Rural Residential Density Matrix was applied in Santa Cruz County, California, USA to assess the development potential of rural land parcels since 1980. In one case, the Matrix was applied to calculate the allowable development density on a site in Lompico planned for use as a Buddhist retreat center. These calculations revealed higher environmental sensitivity and lower carrying capacity than projected in the proposed plan. Under the constraints of the county's minimum acreage policies and insufficient developable land, the developer cancelled the proposed plan. This example suggests that application of the Matrix at the concept development stage would increase the effectiveness of the prior environmental review and environmental impact assessment (EIA) system in Korea.

국립공원 경관 가치의 증진방안 (Aesthetic Value of Korean National Parks' Landscape: Its Appreciation and Protection Strategies)

  • Natural resources managers have considered the landscape without detailed consideration of aesthetic values of the landscape and geomorphological significance of unique landforms. Since EIA system was introduced in 1981, values associated with landscape protection have been neglected at best compared with those values traditionally attributed to environmental protection, including clean air, water quality and species protection. Black top highways are being built without consideration of harmful effects to the sea cliffs. Sea walls and tetrapod are being installed to protect the coastal towns and fish markets for tourist. However, beach itself are experiencing accelerated erosion due to the shortage of proper coastal engineering expertise. Hotels and condominiums are under construction on a massive scale around the national parks, which substitute the scenic ridges with concrete profiles. To protect the scenic beauty of national parks, their design and construction material should be more harmonious with the surroundings. Therefore, visual impact assessment should be applied both within the national park boundary and beyond to enhance the aesthetic values of national parks.

공적개발원조사업(Official Development Assistance)의 방향과 환경평가 (Official Development Assistance and Environmental Assessment)

  • ODA projects such as multi-purpose dam, industrial complex, road construction etc. have resulted in environmental damage and resident relocation including destruction of site of living. Even the grandiose developments as ODA projects have made clear the value clashes between development and environmental conservation, and have brought about conflicts between public interests and public environmental right, and the discordance between public interests and private property rights in the recipient country. This study summarizes and analyses the Korea's ODA projects and will suggest the public participation and governance system based on Saemaul Movement, Strategic Environmental Assessment and Environmental Impact Assessment based on the guideline of OECD DAC, and emphasize Strategic Environmental Assessment and Social Impact Assessment in the procedure of ODA projects. In the future the ODA project should be implemented for the overcome of poverty and response to climate change based on the experience and trial and errors of Korea's compact growth and past ODA projects.
