The objective of the study is to produce preferential impact assessment factors for Environmental Impact Assessment by considering regional features and public participation in the initial stages of EIA. In order to produce preferential impact assessment factors, the study was carried out through theoretical research and a survey of public awareness as a ways to reflect public participation based on theoretical research. The survey of public awareness was conducted in the form of an interview to review the impact which the construction of atomic power plants at Hyo-am village, Jang-an, Kyungsang Province and Bi-hak village, Suhsang-myon, Ulsan-Kun will have on the surrounding environment: to reflect public participation on deciding preferential assessment: and to determine the extent of alternatives of the proposed project. As the result of the study, the following were identified as preferential assessment factors in the settlement and surrounding areas cultivation marine products, change of temperature of seawater due to flow of warm water, land use(negative), noise vibration during construction, existing plants, erosion accumulation, influx of manpower for construction(negative), recreation landscaping during construction and operation, change in flow of transportation during construction, the quality of seawater during construction and operation were produced as preferential assessment factors in both settlement area and neighboring areas. In the settlement area, the educational environment(negative & positive) and positive aspects of the influx of manpower for construction were also identified as preferential assessment factors.

An offshore waste disposal facility refers to a landfill site for final landfilling of stabilized inorganic solid waste such as land and marine waste incineration materials, and the aim of such a facility is to solve the problem of insufficient waste disposal space on land and create and develop environmentally friendly marine spaces. The purpose of this study is to prepare guidelines for the construction of offshore waste disposal facilities, which reflect the need and importance of paying sufficient heed to environmental considerations from the initial stage of the project, in order to investigate, predict, and assess how such guidelines will affect the marine environment in relation to the construction of offshore waste disposal facilities, with the goal of minimizing the impact on and damage to the environment. For the purpose of this research, guidelines focusing on the construction of offshore waste disposal facilities were derived through an analysis of domestic cases and similar foreign cases and an assessment of their level of compliance with existing EIA guidelines through the operation of a discussion forum. In order to review the EIA report on similar cases in Korea, 17 EIA documents (2005~2016) for dredged soil dumping areas and ash ponds of thermal power plants were analyzed to investigate the status of marine organisms, marine physics, marine water quality, and marine sediment and to understand what types of problems can occur and what improvement measures can be taken. The purpose of these guidelines were to minimize damage to the marine environment by promoting EIA protocols in accordance with scientific and systematic procedures, to reduce the consultation period related to projects, to resolve social conflicts, and to reduce economic costs.
Tendency in ratio of biotope area of environmental impact assessment (EIA) according to population, location, project type, and total project area was analyzed by type of the projects. According to EIA, biotope area ratio is the ratio of the weighted biotope areas and total project area. biotope area is important to resident's health and quality of their life. Ministry of Environment recommends to meet the biotope area ratio standard presented by each project type. The analysis is based on 4 types of project, urban development, industrial comlpex deveopment, tourism development, and waste and sewerage treatment facility, and 55 data extracted from them. It is needed that new standard that the population is reflected, adjustment that region and frequency are considered, and regulation strengthening according to achievement of 'the minimum achievable goals' to improve biotope area policy. The research includes more data and improvements of specific system are needed as a further research.
As most of environmental impacts caused by development projects are irrevocable, a thorough review is utmost necessary. Ecological-economic integrated approach inspired by Norgaard's co-evolution theory should be applied to the environmentally adjusted CBA, which plays a decisive role in the feasibility analysis. Based on case studies of NamHan River Management Project and Yeongsangang Wetland Reclamation Project, this paper attempts to show the usefulness of linking basic plan and implimentation design to EIA and suggests to integrate EACBA into the current EIA system institutionally as a more effective policy tool for realizing sustainable development in Korea.
This study assessed documentation status of each environmental assessment items by analyzing the 243 case of marine EIS on the Consultation System of Sea Area Utilization. Observed rate of tidal elevation, current, temperature, salinity in maine environment were below 20%. The EFDC tool is applied substantially in hydrodynamic modeling. The verification process, however, is very insufficient using the recent observed data. Also, in-situ assessment rate of pelagic organism such as phytoplankton was below 50%, and assessment for Chlorophyll a was not accomplished. Ecological index evaluation for zooplankton and benthic ecosystem were not considered in statements. Especially, the rational assessment on the fisheries resources and protected species were very limited. It was necessary that the core assessment items (checklists) were established for environmental scoping. Furthermore, suggestion of information related to development, regional coastal management plan, aquaculture farms, and facilities were enhanced. The redundancy problem of proceedings between Environmental Impact Assessment and Sea Area Utilization Assessment System was improved.
In foreign countries, efforts are in progress to apply guidelines to minimize the loss of biodiversity within environmental assessment, yet those efforts have not been considered in Korea. If this continues, biodiversity in our nation will quickly diminish. Therefore, Korea needs to urgently prepare guidelines that minimize the loss of biodiversity. In this study 32 environmental impact assessment statements on express-highway construction projects were analyzed to evaluate potential problems with the current EIA system and to provide ideas on how to introduce a biodiversity/ecosystem item into the system. In the analyses of the 32 statements, few contents that deal with habitat/biodiversity were found and a lack of assessment of biodiversity issues was noticed in the EIA system in Korea. The system, therefore, should be improved to consider biodiversity issues in the survey, to predict impacts on biodiversity, and to establish corresponding mitigation measures.

The objective of this study is to prepare a proposal for desired changes in the laws and regulations system of the Environmental Impact Assessment (EIA) about cultural assets preservation. The related Korean regulatory system and literature for EIA have been surveyed and case studies have been analyzed and actual cases where cultural assets protection were of issue have been studied to deduce the problems of those areas. Based on the result of this study, proposed changes are as follows; 1. "Status of cultural Assets" is to be included as common assessment factor for all categories of object projects in "Table 2: Essential Assessment Factors for Individual Project Category" of "Ordinance for Preparation of EIA Statement, etc." 2. "Status of Underground Cultural Assets and Potential Underground Cultural Assets" is to be inserted as a survey factor in "Table 3:Format of and Instruction for Impact Statement". 3. The clause of "-- the survey should be performed on-site and the investigation report should be submitted." is to be inserted in methods of survey in "Table 3". 4. Ground survey of cultural assets should be performed prior to completion of project planning, that is, from the stage of pre-study for site selection. 5. The application of impact abatement from "Methods and Plants for Impacts Abatement" of "Report for Development of EIA Statement Technologies" should be included, with proper modification of timing, in "Ordinance for Preparation of EIA Statement, etc." 6. The expense liability clause in "Cultural Assets Preservation Act" is to be revised as "a certain ratio of expenses for excavation should be borne by the government." 7. The Strategic Environmental Impact Assessment(SEIA) in Korea has been introduced and implemented for 15 policy-level plans and 86 project-level plans since 2012. Lately an important issue of the Environmental Impact Assessment(EIA) policy has been emerged regarding the expansion of the policy-level plans subjected to SEIA. Thus, we propose the plans that need to be included in the system, compared with those subjected to the Strategic Environmental Assessment(SEA) enforced in the law or the guideline of 10 foreign counties, especially with those of Germany, France, Italy, the United Kingdom, and Netherlands. Specifically the study suggests that plans related to energy as well as land use, which are well known to cause potential environmental impacts and subjected to the federal-level SEA in those countries, should be the subject of SEIA.

This study reviewed the type of the project and developmental plan related to ocean energy development in the coastal land boundaries and the ocean, and suggested the efficient scoping method through the diagnosis of the key items of environmental impact assessment (EIA) in the coastal area. The major projects are the construction of tidal power plant, tidal current power plant, and offshore wind power plant in the public water, and also those are the construction of solar power plants in the coastal land boundaries. While the project plans on a large scale such as the construction of tidal power plant, it is important to consider both property of usefulness of the designated areas and harmony analysis with marine space availability based on the adequacy of the site selection and relevance of plan with the master plan for reclamation and strategic environmental assessment (SEA). And also it needs to be considered the careful checkup on the EIA checklist referring to the type of project, effective post-monitoring, and suggestion of mitigating methods to minimize the environmental impacts during the stage of actual environmental impact assessment. Introduction of a system of integrated marine environmental impact assessment should be considered for reasonable and effective manage to developmental projects on the marine spatial area.
