개발사업에 따른 산림식생 영향평가모형 개발 및 적용 (Development and Application of Impact Assessment Model of Forest Vegetation by Land Developments)

  • Fragmentation due to land developments causes disturbances and changes of composition in forest vegetation. The purpose of the study was to develop the impact assessment model for quantitative distance or degree of disturbance by land developments. This study conducted a survey about structure and composition of forest vegetation to determine degree of impact from land developments. The results of field survey, there was a difference in structure and composition of forest vegetation such as tree canopy, herbaceous cover, and number of vine and alien species the distances from edge to interior area such as 0m, 10m, 20m, 40m, and over 60m. To assess the disturbance of forest vegetation, the factors selected were the rate of vine's cover and appearance of alien species. The impact assessment model about vine species explained by a distance, forest patch size, type of forest fragmentation, and type of vegetation ($R^2$=0.44, p<0.001). The other model about alien species explained by a distance, type of forest fragmentation, type of vegetation, and width of road (85.9%, p<0.005). The models applied to Samsong housing development in Goyang-si, Gyunggi-do. The vines and alien species in the study area have had a substantial impact on forest vegetation from edge to 20 or 40m. The impact assessment models were high reliability for estimating impacts to land developments. The impact of forest vegetation by development activities could be minimized thorough the adoption of the models introduced at the stage of EIA.

  • In this study, we investigated the effect of carbon sequestration and sink on the environmental impact assessment of a housing redevelopment project. Through the case study, we found that the amount of carbon sequestration and sink increased with the increase of the area of park and green space and, furthermore, the amount of carbon emission decreased slightly with implementation of district heating and renewable energy. Therefore, it is necessary for its land use plan to be established to minimize the amount of net carbon emission, taking account of both the amount of present carbon emission and the amount of the future carbon sink, sequestration, and emission.

  • In this study, we investigated the effect of carbon sequestration and sink on the environmental impact assessment of a Bogeumjari Housing Project. Through the case study, we found that, if the project is implemented, the amount of carbon stock tends to decrease greatly while as the amount of the carbon emission tends to greatly increase. Furthermore, we found that the future land use should be planned in detail in order to maintain the soil carbon stock prior to development. Also, enlargement of undeveloped forest land area would be more efficient than that of newly planted area in terms of carbon sequestration.

환경영향평가시 도로소음 평가범위 설정에 대한 연구 (A Study for Assessment Scope Set-up of Road Noise in EIA)

  • This paper suggests the set-up plan of the assessment scope in road noise considering road characteristics with the prediction model of road noise. The RLS90 prediction model with some assumptions is used to establish the assessment scope of road noise. The main contents of the applied assumptions are smooth drive of cars, flat region, location of all noise sources in one lane, drive in design speed, and set-up of assessment scope according to traffic volume and car speed. The information of traffic volume to predict road noise is obtained by the distribution of small cars and full-sized cars in road. In this study, the total traffic volume in road is computed by adding the number of small cars to the conversion number of small cars, which means the number of small cars making the same noise as one full-sized car. The prediction result of road noise with the influence factor of traffic volume, car speed, distance between road and receiver is presented. The resultant assessment scope of road noise is obtained by combining road noise prediction data with the set-up standard of road noise assessment scope.

  • 개발사업의 부정적인 영향을 감소시킬 수 있는 저감방안의 실효성을 높이기 위해서는 이행률을 높이는 것이 필수적이다. 환경영향평가에서 자연생태환경 동물상 분야의 경우 저감방안에 대한 실효성 문제가 꾸준히 제기되고 있음에도 불구하고 현재 진행되고 있는 개발사업의 이행평가 연구는 미흡한 실정이다. 따라서 본 연구는 환경영향평가사업의 대표적인 유형인 도시 및 도로의 개발사업을 대상으로 자연생태환경 동물상 분야의 저감방안 이행률을 평가하고, 각 저감방안별 이행률 차이가 발생하는 원인에 대해 파악하고자 하였다. 도시 및 도로개발사업 저감방안 이행률은 각 56.0%와 64.4%로 낮게 나타났다. 사후 모니터링은 모든 사업유형에서 이행률이 가장 높게 나타났으나, 서식지 조성과 사고예방 저감방안은 낮게 나타났다. 또한, 저감방안 이행률은 보고서 내 기재된 저감방안 내용이 구체적일 때 높음을 알 수 있었다. 본 연구를 통해 환경영향평가 자연생태환경 동물상 분야 저감방안의 이행률을 높이기 위해서는 평가서 작성 시 대상지의 환경적, 지리적 특성을 구체적으로 반영할 필요가 있으며, 실제로 이행할 수 있도록 상세하게 서술할 필요가 있음을 알 수 있었다. 더 나아가 자연환경에 부정적인 영향을 감소시키기 위해 도입된 환경영향평가 제도의 실효성을 증진하기 위한 기초 근거로서 본 연구가 활용될 수 있을 것으로 판단된다.

남대천 양양 양수발전소의 환경영향과 대책 (Environmental Impact Assessment of the Yangyang Pumped Storage Power Plant Construction on the Namdae-Chun River, Korea)

  • The Yangyang Pumped Storage Power Plant is being constructed by Korea Electric Power Corporation in Namdae-Chun River, Korea. The Yangyang Pumped Storage Power Plant has 1000MW capacity with upper reservior, lower reservior, hydrauric tunnel and underground power plant facilities. But NGO(Non Governmental Groups) and residents are worried about the power plant construction because of some problems, as follows. (1) Namdae-Chun River is principal salmon returning river in Korea. (2) Namdae-Chun River is main water supply source of the Yangyang country. So, brief explanation of Environmental Impacts Assessment executed by Korea Electric Power Corporation, main environmental impacts and countermeasures will be introduced.

브롬화 난연제의 환경오염도 관리 방안 (Monitoring of Brominated Flame Retardants (BFRs) for the management of Their Contamination in Environments)

  • Brominated flame retardants have the market share of 40%, comparing others because of their low cost and highly effective retardation against the flame. However, their toxic effects in human and properties of the accumulation in the environments have been issued among the international organization such as EU, OECD and etc. It, therefore, was surveyed the classification, toxic effects, and the usage of Brominated flame retardants, the trends for their managements in the world and Korea, and their contaminated levels in Korean Peninsula. In addition, the management directions for them were proposed. Penta, octa, and deca-BDE among brominated retardants will seem to be prohibited by the regulation as a flame retardants for plastics in Europe because of their toxic effects. Although Penta and Octa BDEs was used marginally in Korea, deca-BDE was 27% of brominated flame retardants (49,050 ton) which had been used in 2002. However, risk assessment for brominated retardants might not launched in Korea, yet. These reports demonstrate that toxic brominated retardants such as PBDEs will be assessed for their usage and the level of contamination in the environment in the area of the point sources like the industrial areas, incinerators and etc. However, the law to regulate the hazardous chemicals seems not to be dictated the monitoring of their contamination in the environment. We, therefore, suggest how to evaluate and to monitor the toxic contaminants with EIA (Environmental Impact Assessment) and LCA (Life Cycle Assessment) system. Further, to establish the management system of BFRs (such as the monitering of contamination levels in environments, life cycle assessment, and risk assessment for the toxic chemicals), It can be recommended the law to deal with the method analyzing chemicals will be established, which contains QA/QC (Quality Assurance and Quality Control) to evaluate the analytic capability of the companies to prepare EIS (Environment Impact Statement) or other institutes for analyzing chemicals.

고압 가공송전선로의 극저주파자기장 환경영향평가 방법 표준화에 관한 연구 (Study on Standardization of the Environmental Impact Evaluation Method of Extremely Low Frequency Magnetic Fields near High Voltage Overhead Transmission Lines)

  • 극저주파자기장 노출에 대한 사회적 갈등은 계속되는 전력 수요의 증가와 고압송전선로의 증설로 심화될 것으로 예상되고 있다. 그러나 현행 환경영향평가법상 이에 대한 구체적 작성규정이나 지침이 마련되어 있지 않은 실정이다. 따라서 본 연구는 극저주파자기장의 주요 발생원이라 할 수 있는 고압 가공 송전선로를 대상으로 환경영향평가 사례분석, 현장측정 및 전문가 자문을 통하여 환경영향평가 방법에 대한 표준화 연구를 수행하였다. 극저주파자기장의 환경영향평가의 문제점과 개선해야 할 사항을 도출하고, 이를 반영하여 환경영향평가 방법을 제안하였다. 주요내용으로는 환경영향평가의 현황조사-영향예측-저감방안마련-사후환경영향평가계획의 각 단계에서 거리와 전류량에 영향을 받는 극저주파자기장의 물리적 특성을 고려한 계획수립 및 결과분석 과정을 제안하였다. 본 연구 내용을 기반으로 환경영향평가 실무에 적용시킬 수 있는 '전력선에 대한 극저주파자기장 공정시험방법(안)'과 '전력선에서의 극저주파자기장 측정기록표'를 마련하였고, 29개 항목의 극저주파자기장 점검표를 작성하였다. 이러한 연구결과는 극저주파자기장의 장기적 노출에 대한 인체유해성이 불명확한 현 시점에서 송전선로 피해와 갈등을 최소화하고 합리적 방안을 도출하는 환경영향평가에 활용될 수 있을 것이다.

지형정보시스템에 의한 환경영향평가에 관한 연구 (A Study on the Environmental Impact Assessment by Geographic Information System)

  • 날로 심각해지고 있는 환경문제에 대응하기 위하여 정부는 1979년 환경영향평가제도(EIA)를 시행하고 있다. 이에 따라 환경오염은 여느 때보다 엄격히 규제되고 있으나 오염현상은 더욱 복잡해져서 그 피해상황도 여러가지 양상을 띄고 있다. 본 연구에서는 환경영향평가의 효율적인 목적달성을 위해, 체계적이고 과학적인 접근방법을 모색해 보고자 하였다. 즉, 지형정보시스템 (GIS)과 원격탐사(RS) 기법을 환경영향평가제도에 적용시키고자 하였으며, 그 대상지역으로서 관광단지 개발이 예정된 전남 화원 지역을 선정하여 여러가지 가정에 입각한 평가를 실시해 보았다. 평가내용으로서는 토공량계산, 토지이용모델작성, 사면방위도제작, 사면안정성평가, 가용부지추출 등이 연구내용에 포함되었다. 결과적으로 대상지역의 현황을 효율적으로 정확히 파악하고, 환경파괴를 최소한으로 하는 개발계획의 수립을 위한 자료를 제공함에 있어 지형정보시스템의 적용은 필수적이라 하겠다.

서울시 환경영향평가에서 가로 녹시율 지표의 적용 실태 (Practice in Application of the Index of Streetscape Greenness on Environmental Impact Assessment - Case Study of Street in Seoul)

  • The purpose of this research is to analysis the application of the ISG(Index of Streetscape Greenness) in EIA through case study of Seoul. ISG is a new index which directly expresses human's perceptions of plants in a street and is defined as the area ratio of which leaves of plants occupy an eye-level view of a person standing on the center line of a street. In this research the 42 cases of 3 step reports such as plans, drafts, and final reports which had been passed through the EIA procedure of Seoul were analyzed. The results are as follows: In the drafts frequent mistakes or errors such as unsuitable picture composition, unsuitable sample points, inconsistency of the simulation result with the planting plan, and insufficient numbers of analysis were found, but almost of them were corrected in the final reports. In the most of final reports, the 30% of minimum requirement was satisfied. At all cases the changes of the ISG values were clearly positive. Finally the average current ISG was 19.6%, meanwhile the average proposed ISG was 35.4%. It was verified that the ISG is very practical index to promote green streetscape, but in order to guarantee an achievement a thorough investigation of reports are needed.
