  • 현재 자율운항선박의 성공적 달성을 위해 다양한 연구개발이 진행 중이며 이와 관련하여 자율운항선박의 안전항해 지원을 위해 자율운항 지원 서비스와 해양사고 대응 서비스가 개발되고 있다. 자율운항 지원 서비스는 전자해도표시시스템(ECDIS, Electronic Chart Display and Information System)에서 수립하는 항로 계획 정보를 육상 운항조정상황실에 전송하여 충돌 위험 예측 후 유용한 정보를 자율운항선박에게 제공하는 서비스이다. 이 서비스를 통해 타 선박과 자율운항선박간의 조우 지점과 타 선박의 사전 변침정보를 미리 알 수 있기 때문에 충돌 예측 정보로써 활용할 수 있다. 해양사고 대응 서비스는 현재 사람에 의존적인 해양사고 상황인식 및 해양사고 대응기관에 전파하는 것을 자동으로 상황을 인식하고 사고 대응하는 서비스이다. 이 서비스를 통해 사고 단계별 유용한 정보를 사고선박 및 주변 해양사고 대응기관에 정보를 제공함으로써 추가적인 해양사고 방지와 즉각 대응이 가능하다. 본 연구에서는 2가지 서비스를 성공적으로 제공하기 위해 시스템의 요구사항을 분석하고 시스템 아키텍처를 설계하였다.

Establishment and Application of an Integrated Platform for Navigation Safety Information (항행안전정보 통합 플랫폼 구축 및 활용방안에 관한 연구)

  • This study recognizes problems in the current system of providing navigation safety information (NSI), which is centered on merchant ships, to prevent maritime accidents of fishing boats and small vessels in coastal areas. The system proposed in this study is an effective method of providing NSI to support the safe navigation of small vessels such as fishing boats. First, the status and characteristics of recent maritime accidents were examined, and NSI service targets were identified. Second, the limitations of the current NSI system were determined, and measures were proposed to establish an NSI Integrated Platform (NSIP) that ensures the integration, accessibility, and usability of NSI for a substantial portion of the public. Third, to utilize the NSIP, various NSIs are applied as additional information for the electronic chart system used in the e-navigation ship terminals being developed in connection with the Korean e-navigation project. Functions that set the audiovisual alarm function to automatically operate when a ship enters a navigation risk zone is proposed. These functions are technically achieved by reviewing expert opinions of related organizations and professional producers. The results of this study suggest that NSI can be applied to small vessels such as fishing boats, through the Korean e-Navigation project, to prevent maritime accidents caused by the human error of navigators.

A Study on the HDF5 Data Model Design for Gridded Marine Weather Information Based on S-100 (S-100 기반의 격자형 해양기상정보 데이터 모델 설계에 관한 연구)

  • The International Maritime Organization's e-Navigation strategy introduces new technologies to ships to support easier and safer navigation. To implement the e-Navigation strategy, it was necessary to develop a common data model, that could meet various requirements across all aspects of the maritime information service. The International Hydrographic Organization's S-100 Universal Hydrographic Data Model was selected, as the basis for the standardization of maritime data products. Three S-100 based product specifications for weather information, collectively called "S-41X", are currently under development by the NOAA's Ocean Prediction Center, for use in the Electronic Chart Display and Information System (ECDIS). This paper describes a design of a grid based S-413 data model out of three S-41X product specifications. Other S-100 data products, which support the gridded data format, were considered. To verify the data model, an encoding test was conducted, using the Korean Meteorological Adminstration's numerical prediction model results.

Survey and Analysis of User Opinion for the Review and Modernization of GMDSS and Implementation of e-Navigation (GMDSS 현대화 검토와 e-Navigation 이행을 위한 이용자 의견 조사 분석)

  • Global Maritime Distress and Safety System (GMDSS) equipment and Electronic Chart Display & Information System (ECDIS) are typical equipment which help seafarers to obtain information for ship's safe navigation. In this study, a survey on using of GMDSS equipment and ECDIS was conducted on a total of 260 ship masters and crew who have been working on ocean-going vessels. The subjects were asked about the usage, and level and reason of satisfaction or dissatisfaction of GMDSS equipment and ECDIS, the leading navigational system from which they receive information. The survey showed that the third- and fourth-most frequently used equipment, MF/HF and INMARSAT (telex), were deemed to be the second- and third-most useless equipment. It means that the frequency of device usage is not proportionate to the level of navigational safety. Especially, 'ease of device use (42.3%)' and 'necessity of the provided information (50%)' were highlighted as factors increasing the level of satisfaction with the system. The survey result shows that ship safety cannot be realized by only adopting advanced systems, technology and services. It emphasizes the need to consider the level of 'accessibility and appropriateness of the information' and 'ease of device use'. Discussions implemented by the IMO on various policies and regulations are aimed at securing ship safety. In order to achieve the goal, such institutions should be validated by end-users and relevant studies should be conducted.

  • Copyright infringement and data piracy are pervasive problems of digital era and Electronic Navigational Charts(ENC) are not free from these issues. Aside from the economic impact, the unofficial distribution of nautical information has sign띠cant safeη concerns. Therefore, official distributors of nautical information have sought appropriate methods to protect their data and to provide the mariner with a certificate of authenticity through the adoption of security schema. However, a plethora of different security schema provided by independent distributors markedly complicates the software development of Electronic Chart Display and Information Systems (ECDIS) manufacturers and makes it more difficult to achieve the goal of seamless world-wide electronic navigational database easily accessible to the mariner. A fundamental concern of IHO is that adoption of a single, centrally administered security scheme for all ENCs could improve the ease of use of ENCs and enhance safety of navigation. IHO have driven protection scheme as S-63, S-63x. NORI(National Oceanographic Research Institute) necessarily need protection scheme and supporting system for nautical information. This paper presents protection scheme for NORI and proposes support system for ENC protection.

Real-time monitoring of berthing/deberthing operations process for entering/leaving vessels using VTS system in Busan northern harbor, Korea (부산 북항에서 VTS 시스템에 의한 출입항 선박의 접이안 작업과정의 실시간 모니터링)

  • The process of berthing/deberthing operations for entering/leaving vessels in Busan northern harbor was analyzed and evaluated by using an integrated VTS(vessel traffic service) system installed in the ship training center of Pukyong National University, Busan, Korea. The integrated VTS system used in this study was consisted of ARPA radar, ECDIS(electronic chart display and information system), backup(recording) system, CCTV(closed-circuit television) camera system, gyro-compass, differential GPS receiver, anemometer, AIS(automatic identification system), VHF(very high frequency) communication system, etc. The network of these systems was designed to communicate with each other automatically and to exchange the critical information about the course, speed, position and intended routes of other traffic vessels in the navigational channel and Busan northern harbor. To evaluate quantitatively the overall dynamic situation such as maneuvering motions for target vessel and its tugboats while in transit to and from the berth structure inside a harbor, all traffic information in Busan northern harbor was automatically acquired, displayed, evaluated and recorded. The results obtained in this study suggest that the real-time tracking information of traffic vessels acquired by using an integrated VTS system can be used as a useful reference data in evaluating and analyzing exactly the dynamic situation such as the collision between ship and berth structure, in the process of berthing/deberthing operations for entering/leaving vessels in the confined waters and harbor.

Automatic identification of ARPA radar tracking vessels by CCTV camera system (CCTV 카메라 시스템에 의한 ARPA 레이더 추적선박의 자동식별)

  • This paper describes a automatic video surveillance system(AVSS) with long range and 360$^{\circ}$ coverage that is automatically rotated in an elevation over azimuth mode in response to the TTM(tracked target message) signal of vessels tracked by ARPA(automatic radar plotting aids) radar. This AVSS that is a video security and tracking system supported by ARPA radar, CCTV(closed-circuit television) camera system and other sensors to automatically identify and track, detect the potential dangerous situations such as collision accidents at sea and berthing/deberthing accidents in harbor, can be used in monitoring the illegal fishing vessels in inshore and offshore fishing ground, and in more improving the security and safety of domestic fishing vessels in EEZ(exclusive economic zone) area. The movement of the target vessel chosen by the ARPA radar operator in the AVSS can be automatically tracked by a CCTV camera system interfaced to the ECDIS(electronic chart display and information system) with the special functions such as graphic presentation of CCTV image, camera position, camera azimuth and angle of view on the ENC, automatic and manual controls of pan and tilt angles for CCTV system, and the capability that can replay and record continuously all information of a selected target. The test results showed that the AVSS developed experimentally in this study can be used as an extra navigation aid for the operator on the bridge under the confusing traffic situations, to improve the detection efficiency of small targets in sea clutter, to enhance greatly an operator s ability to identify visually vessels tracked by ARPA radar and to provide a recorded history for reference or evidentiary purposes in EEZ area.

  • Human errors have known as a majority of maritime navigational accidents such as collision and grounding. A large number of relevant research applied indirect research methods such as survey and interview. The research methods are limited to collect objective data regarding human errors due to its nature. Therefore, the purpose of this study is to improve the limitation of human error measurement of navigators by applying wearable sensors. Infrared sensors by using a 3-D printer to accommodate the special environment of a ship were developed for the study. As results, a significant reliance on the Integrated Navigation System including Electronic Chart Display and Information System (ECDIS) and Radar. The results are expected to motivate further research to investigate human errors of ship navigators to reduce the maritime navigational accidents.

A Study on dual harbour positioning system for E-Navigation Strategy (E-Navigation을 위한 항만측위시스템 이중화에 관한 연구)

  • With the advent of Electronic Chart Display and Information Systems(ECDIS) and Automatic Identification Systems (AIS) as the principal navigation equipment of E-navigation strategy, mariners will begin to practice "e-navigation" and increasingly rely upon these systems to navigate safely and efficiently. However, these electronic systems require "e-inputs" in order to function. At present, the choices for e-input are limited, and they are installation dependent. This means that the mariner must be suitably equipped in order to use an alternative e-input. If the primary e-input is lost, and the vessel is not equipped to make use of suitable alternative e-inputs, then continued operations will have to be done the "old fashioned way" using conventional navigation The final objective is a recommendation of dual harbor positioning system on the most appropriate mix of positioning systems to satisfy the marine needs for radionavigation, positioning services.
