최근 정부의 정보기술아키텍처(ITA/EA)에 관한 연구와 사업이 활발히 진행 중이며, 조만간 범정부 정보기술아키텍처가 운용될 예정이다. 국방부 또한 정보체계 개발시 상호운용성 확보, 효율적인 정보자원관리, 투자 우선순위 결정 등의 목적으로 국방 아키텍처프레임워크인 MND-AF를 적용하고 있으나, 국가 대전략(정치, 외교, 경제, 사회, 군사 등) 차원에서의 접근보다는 군사적 차원의 체계별 아키텍처 개발에 적용하고 있다. 특히 정부에서 추진 중인 정보기술아키텍처는 미 연방정부 모델인 FEA와 유사할 것으로 보이며, 상호운용성, 중복투자 방지를 위해 각 기관은 아키텍처 구축시 범정부 참조모델을 기반으로 하여 아키텍처를 구축하고 관련성을 제시하여야 할 것이다. 따라서 국방부 차원에서 이러한 정부 모델과의 연계 및 국가정책과 연계된(대국민 서비스 개선 등이 포함된) 국방 정보기술 아키텍처 프레임워크에 대한 연구가 필요하다. 본 논문에서는 국방부분에서 이미 채택하고 있는 MND-AF의 지속적 사용과 정부와의 연계성 문제를 모두 해결할 수 있는 새로운 방안을 모색하고 적용하는 방안을 제시하였다.

Recently, EA has been introduced in the Korean government as a tool for improving both IT management and IT investment. However, EA has been superficially used at the conceptual level without any efforts for facilitating it. As a result, it seems that any substantial outcomes from using EA could be hardly realized. This study suggests EA Service Model as a framework for facilitating the use of EA and then generating benefits. The purpose of EA Service Model is to provide a framework with which information and data can be linked, interconnected and shared in the whole process of IT management. It is expected that EA Service Model will possibly make a contribution to improving IT management. Empirical Analysis shows that key factors of EA Service Model make significant effects on improving the IT management, proving practical value and the validity of the model.

EA (Enterprise Architecture) is an SI (System Integration) approach, i.e., a comprehensive plan for SI, which shows the elements of SI and the relationships among them. Since EA can be utilized in every stages of SI, the more large-scaled and complicated SI projects are, the more important EA is. Although many central government agencies and wide local governments implemented EA, the current level of EA utilization is still low. One of the reasons is the low level of EA updating. Some reasons of the low level of EA updating are the low frequency of EA updating, and the shortage of workers, as well. In order to improve the frequency of EA updating and alleviate the workloads of SI officers, MLTM (Ministry of land, transport, and maritime affairs) standardized the processes and documents for SI projects, and implemented PMS (Project Management System) that can support the unifying management of SI projects and be connected with EA system. We expect that EA information are updated efficiently, the level of EA utilization is boosted, and the qualities of SI products are improved, by the implementation of the PMS connected with EA system.

현대의 조직은 급격한 업무 환경의 변화와 극심한 경쟁에 대응하기 위하여 정보기술에 상당부분 의존하고 있다. 업무 체계가 다양하고 복잡해지면서 이들 체계 간의 연계를 효과적으로 하여 조직의 전략들 달성하는 것이 중요하며, 또한 업무의 민첩성과 유연성을 확보할 수 있도록 정보체계를 구축하는 것이 필요하다. 이를 위하여 전사적 아키텍처(EA)와 서비스 지향 아키텍처(SOA)가 각광을 받고 있으나, 이들은 일회성 프로젝트로 추진하여서는 섬과를 얻을 수 없으며, 지속적인 관리가 필요하다. 이를 뭐하여 EA 거버넌스와 SOA 거버넌스가 필요하다. 이들 간의 어떤 관계가 있는지를 고려하며 어떻게 구축할 것인가를 설명하였다.

ISP(Information Strategy Planning 이하 ISP) 기반의 프로젝트는 실행예산과 일정계획을 구체적으로 산출된다. 그러나 EA(Enterprise Architecture 이하 EA) 에서는 아직까지 이 부문에 대해 명확한 요구와 산출물을 고객에게 제공하지 못하고 있다. 현재 EA 사업의 특성은 IT 와 경영전략이 연계된 모습이 아니라 예산과 객관적인 외부 컨설팅이라는 발주자(부서)의 예산사용 당위성 증명을 위한 측면의 EA접근이 많다. 그러나 EA는 IT와 관련된 길잡이(표준/가이드)의 역할을 주요 관점으로 한다. 발주자와의 요구와는 이견(gap)이 생기게 된다. EA 프로젝트에서는 이러한 문제를 해결하기 위해 ISP 프로젝트의 절차를 EA 산출물과 결합해서 프로젝트를 수행한다. 본 논문은 실제 프로젝트를 통해 EA 바탕에서 ISP의 실행예산과 일정계획이 적용된 사례이다.

The purpose of this paper is to identify and analyze the effects for IT Innovation, IT Dependency and Usage of Enterprise Architecture on IT-Business Alignment that have been on the mind C-level executives for several decades. In order to substantiate 5 hypothesis related 4 variables, 120 IT experts had been surveyed and Partial Least Square Method had been used to analyze the result. The results presented in this research indicates that technical review and feasibility study for IT Project should be performed considerably to align IT and Business requirement efficiently. It also implies that increased IT Dependency in working process results in the clearer specification of requirements for IT Project.

1980년대 후반 국내에 정보시스템 감리 제도가 도입된 이래 그 효과성이 가시적으로 입증됨으로써 감리의 필요성에 대한 인식이 높아지고 있고, 공공기관 뿐만 아니라 민간기업에서도 감리를 시행하는 사례가 늘어가고 있다. 그러나 정보시스템 구축 프로세스에 근본적인 개선이 이루어 지지 않는 한, 감리만으로는 정보시스템 구축 프로세스나 구축된 시스템의 품질향상에는 한계가 있기 마련이다. 이 연구는, 기존의 정보시스템 프로세스의 문제점을 개선하고, 전사적인 정보화활동 관리가 가능하도록 지원하는 엔터프라이즈 아키텍쳐(EA)의 특징을 정리하고, EA에 기반한 감리프레임웤을 제시하였다 EA기반의 감리 프레임웤은 조직의 정보기술 활동이 경영전략과 업무 프로세스와 연계되도록 평가, 권고, 조정할 수 있는 유용한 수단을 제공할 수 있을 것으로 판단된다.

정부의 행정 서비스를 보다 효과적이고 효율적으로 제공하는 것은 정부혁신의 핵심키워드이다. 이를 위한 수단으로 정부 공공기관들은 전사적 아키텍처(Enterprise Architecture)를 적극적으로 도입, 활용해야 한다. 전사적 아키텍처란 아직까지도 진화중인 개념으로 해당 기관 정보화 업무의 전 영역을 업무 프로세스(Business Processes), 정보 흐름 및 관계(Information Flow and Relationships), 애플리케이션(Applications),데이터 명세 및 관계(Date Descriptions and Relationships), 그리고 기술 하부구조(Technology Infrastructure)로 구분 짓고 각각을 구조화된 산출물로 정리함으로써 공공정보화의 청사진을 제시한다. 이렇게 구축된 아키텍처 결과물은 기관 내 뿐 아니라 타 기관 EA와의 연계를 통해 상호 운용되어야 하며, 이 과정에서 어휘의미중의성(Word Sense Ambiguation)등 상호운용성 문제가 핵심 이슈로 대두되리라 예상된다. 공공분야로 한정짓더라도 200여 정부부처 EA간의 상호운용성 문제는 정부조직 간 경계를 넘어 통합된 EA정보를 취합, 활용하는 데 있어 가장 큰 장애요인이 되리라 예상된다. 본 논문에서는 온톨로지를 사용하여 각기 서로 다른 EA간 상호운용성 문제를 해결하는 방안에 대해 논의하고자 한다.

Korea has won 3 times in a row in the evaluation of e-government services in 2014. And the last year, the government-EA has been awarded the UN Public Service Award. Because of the development and execution of personalized integrated services based on the government-EA, Korea has won the two award from the UN. EA has been selected and proceeded as one of the 31 e-Government projects in early period, in 2005 the law which public sector must adopt the EA for efficient informatization had been enacted. Many public agencies in which actively utilized to derive such as internal and external performance through the EA. On the other hand, in the last 10 years, some public agencies have still been as recognized level of management in the EA. In this study, the main purpose is that to find out what is a major factor for successful use and result of EA, what is the EA success Model and how to examine it. To do that, this study will study the related prior research such as EA services, information systems success factors, performance measures, and develop the success model for EA and then examine the model. This study will contribute great implications in practical and theoretical in EA success model because this is the nation's first research that SERVQUAL model and the IS Success Model(DeLone & McLean 2003) has been combined and examined.

기업들은 정보기술 리스크(IT Risk)에 대하여 어떻게 대처하고 있을까? 금융기관이나 공공기관은 태생적으로 이미 위험관리를 적극적으로 수행하고 있다. 정보기술에 대한 위험관리도 지난 10년동안 전산망 마비, 해킹 사고, 디도스 공격, 고객정보 유출 등을 겪으면서 적극적으로 대응해 왔다. 특히 2011년 농협사태는 IT 성과보다는 IT 보안을 훨씬 중요하게 보는 계기가 되었다. IT 보안 인력과 예산이 대폭 강화되고 망분리 사업이 추진되는 것이 대표적인 사례이다. 하지만 그동안 IT 위험관리는 특정 기술에 대한 사전 대응 및 사후 대응 강화에 집중되었다. 현재 IT 위험관리는 단편적 관리에서 종합적 관리로 전환되고 있다. 최근에 많은 기업들이 전사 차원의 정보기술 리스크 거버넌스(IT Risk Governance) 체계를 구축하고 있거나 구축하는 계획을 갖고 있다. 하지만 아직도 IT보안은 전사적으로 통합되지 못하였으며, IT 위험관리 프로세스는 조직에 내재화 되지 못 하였고, IT 성과관리와 연계성은 고려하지 못하고 있다. 본 논문에서는 IT 관리와 기술을 효과적으로 연계하기 위하여, 그리고 IT 성과와 IT 위험을 균형되게 관리하기 위하여 엔터프라이즈아키텍처(EA: Enterprise Architecture) 활용을 제안하고자 한다.
