  • The International Maritime Organization (IMO) has defined e-Navigation for the purpose of providing safe and efficient maritime information and communication services. Currently, a maritime cloud is being developed as a communication infrastructure for e-Navigation services. In this paper, we design the structure of vessel ID importation system which can efficiently register the maritime ID in the maritime cloud environment.

  • RadarBeacons are navigational equipment that helps the navigators avoid dangerous rocks, such as heavy fog, nighttime, etc. when ships operate, or when visibility is bad.   • This paper focuses on development status of eLoran system which is an representative backup PNT system in order to overcome the vulnerability of GNSS signals by radio frequency interference such as jamming. eLoran testbed system consists of new transmitting system for amplifying the signal through signal generation and modulation, differential Loran (dLoran) reference stations for calculating the signal errors received from transmitters, an integrated operation and control system (IOCS) for eLoran service. Therefore we present the configuration of testbed architecture for trial operation of eLoran service and the development status, and discuss about the next step toward backup PNT service using eLoran system.

  • The GALILEO Project is to be the one and only European Global Navigation Satellite System(GNSS). The GIVE-B satellite, a second experimental GALILEO satellite was launched and started the transmission of ranging signals. GIOVE-B satellite is intended as a trueprototype of future GALILEO satellite. So I introduce the standard deviation of code multi path, signal power, antennas performance and L1-E5 group delay etc. Therefore I comprehend the current progress and tend of GALILEO Project and try to propose the national countremeasures.

Basic Architecture of Navigation Safety Module in S2 Service of Korean e-Navigation System

  • IMO introduced the concept of e-Navigation and proposed MSPs(Maritime Service Portfolios) concept to reduce marine accidents, to improve efficiency of ship operation, port operation, and ship operation technology. Korean e-Navigation defines S1 ~ S5 services, as the service concept focused on domestic e-Navigation service corresponding to IMO MSPs, and is constructing a system as an ongoing project. S2 service (onboard system remote monitoring service) among the concepts of Korean e-Navigation services, is a service concept that judges the emergency level according to risk if an abnormal condition occurs during navigation, and provides corresponding guidance to accident ships based on emergency level. The purpose of this paper is to provide a basic architecture proposal of Korean e-Navigation S2 service navigation safety module, based on the S2 service operation concept. To do this, we conducted a questionnaire survey to ask experts with experience with sailors, to respond to the subjective risk experienced by sailors considering effects of anomalies, including equipment failure relative to sailing and navigational safety. Risk level for each abnormal condition was classified. The basic algorithm design of the navigation safety module is composed of safety index (SI) calculation module based on results of questionnaire and expert opinions, safety level (SL) determination module according to safety index, and corresponding guidance generation module according to safety level. To conduct basic validation of basic architecture of the navigation safety module, simulation of the ship anomaly monitoring was performed, and results have been revealed.

  • Last port logistics for the EDI(Electronic Data Interchange) document processing system using a rapid increase in the complaint is handled. However, the existing system in a way that the script processing EDI documents, but the complexity of the script writing and document processing efficiency, lower consumption due to increased demand for processing has not kept up. Therefore, we changed the script in a way how to handle the binary system was designed and implemented. Also used for port logistics has developed 12 types of EDI documents. Accordingly, the document processing speed compared to existing methods are improved twelvefold port logistics system for processing EDI documents are expected to be utilized.

  • 최근 서해지역 및 경기북부지역에서는 북측의 소행으로 의심되는 GPS 재밍 사고가 수차례 발생되면서 선박 및 항공기의 운항차질은 물론이고 기간통신망 및 방송사 장비의 장애 현상을 격는 등 위성항법시스템의 취약성에 대한 국가 측위인프라의 안전 대책이 절실히 요구되고 있다. 따라서 본 자료에서는 지상송신국을 기반으로 하는 eLoran 시스템을 활용하여 GNSS 대체항법시스템으로 활용하여 항법 및 타이밍 분야의 안전성도 확보하고, 기존 로란-C 인프라를 활용함으로서 구축비용 및 설치기간을 최소화 하는 국가측위인프라 효율화 방안에 관해 고찰하였다.

  • IALA에서 추진하는 e-Navigation 실현전략은 국제적으로 빠른 속도로 진행되고 있다. 국내의 VTS 시스템은 e-Navigation의 진화 상황에서 기술적 국산화 개발과 진화를 동시에 수행 해야 하는 것이다. 이는 국산화 연구개발 이후에 과정이 성공과 실패의 중요한 전환점이 될 것이다. 즉, 국내의 VTS는 사전에 개발되어야 하고, 해외의 e-Navigation으로 진화되는 구조와 매칭 될 수 있도록 추가연구와 상용화가 동시에 고려되어야 한다. e-Navigation의 전체 MSP(Maritime Service Portfolio) 서비스를 효율적으로 제공하기 위하여, VTS 시스템의 역할이 매우 중요하고 해당 VTS 시스템의 진화 없이는 e-Navigation 서비스 또한 불완전하게 진행될 수밖에 없다. 따라서 본 논문에서는 국산화에 따른 상용화와 연구개발간 개념적 문제점을 이해하고, 해외 시스템과 경쟁되는 상용화 시스템을 개발하고 e-Navigation으로 진화하기 위하여, 연구개발 고도화 및 상용화를 통하여 품질을 제고하는 방안을 고려하고자 한다.

Concept Design of Fire Safety Module for SV20 Service in the Korean e-Navigation System

  • The Korean e-Navigation system is a Korean approach to correspond with implementation of IMO e-Navigation. It provides five services, among them SV20 service, a ship remote monitoring system that collects and processes sensor information related to fire, navigation, and seakeeping performance safety. The system also detects abnormal conditions such as fires, capsizing, sinking, navigation equipment failure during navigation, and calculates the safety index and determines the emergency level. According to emergency level, it provides appropriate emergency response guidance for the onboard operator. The fire safety module is composed of three sub-modules; each module is the safety index sub-module, the emergency level determination sub-module and emergency response guidance sub-module. In this study, operational concept of the fire safety module in SV20 service is explained, and fire safety assessment factors are estimated, to calculate the fire safety index. Fire assessment factors included 'Fire detector position factor,' 'Smoke diffusion rate factor,' and 'Fire-fighting facilities factor.'

A Review on Yard Management in Container Terminals

  • With advancements of quay side equipments and technologies, the bottleneck of port operations has moved from quay side to yard side. The yard management of a port has significant influences on the competitiveness of a port in the global shipping network. The research area of yard management has attracted a lot of attentions from both the academia and the industrial practitioners. This paper gives a comprehensive review for the studies on the yard management in container terminals. From three aspects, i.e., yard cranes management, yard vehicles management, and yard spaces management, this paper reports the advances in these three areas. Some future directions on the yard management researches are also discussed. The purpose of this paper is to stimulate more practically relevant researches in this emerging area.
