A variety of O2O (Online to Offline) services such as Uber, Airbnb, and KakaoTaxi that create new values by connecting offline and online have emerged in the world. O2O services support the convenience of online services and the real-life capability of offline services simultaneously. Thanks to the development of ICTs such as mobility, IoT (Internet of Things), Fin-tech, and big data technologies, the market size of O2O industry is growing very rapidly. This paper reviews various O2O services and industry trends in Korea. In addition, important issues on O2O services and industry promotion are reviewed and presented. Specifically, legislative issues regulating the O2O industry in Korea, interest conflicts between new O2O platform providers and existing traditional offline service providers, current technology infrastructures for O2O services, and negative or side effects of O2O services are reviewed and summarized. Finally, comprehensive policy directions are proposed based on these reviewed issues. It is expected that the proposed policy directions would be adopted by the government and this research could consequently contribute to strengthening the competitiveness of the O2O industry in Korea.
The purpose of this study is to propose a record service based on the characteristics and production context of presidential records. To this end, we first looked at the design direction and characteristics of the e-jiwon system and then analyzed the structure and characteristics of records produced by the e-jiwon system. There are six types of records to be analyzed: e-jiwon document card, memo, schedule, diary, instruction card, and individual business system_speech DB. Next, through analysis of the Presidential Records Portal's records service, it was pointed out that the current records service does not fully reveal the production context and characteristics of records. Accordingly, as a service strategy based on the characteristics and context of presidential records, a service centered on each record card (e-jiwon document card, etc.) and a service that focuses on structural understanding of records and linkage between records were proposed.
The Advanced Test Reactor (ATR), at the Idaho National Laboratory (INL), is one of the world's premier test reactors for providing the capability for studying the effects of intense neutron and gamma radiation on reactor materials and fuels. The physical configuration of the ATR, a 4-leaf clover shape, allows the reactor to be operated at different power levels in the comer 'lobes' to allow for different testing conditions for multiple simultaneous experiments. The combination of high flux (maximum thermal neutron fluxes of 1E15 neutrons per square centimeter per second and maximum fast [E>1.0 MeV] neutron fluxes of 5E14 neutrons per square centimeter per second) and large test volumes (up to 122 cm long and 12.7 cm diameter) provide unique testing opportunities. The current experiments in the ATR are for a variety of test sponsors - US government, foreign governments, private researchers, and commercial companies needing neutron irradiation services. There are three basic types of test configurations in the ATR. The simplest configuration is the sealed static capsule, which places the capsule in direct contact with the primary coolant. The next level of experiment complexity is an instrumented lead experiment, which allows for active control of experiment conditions during the irradiation. The most complex experiment is the pressurized water loop, in which the test sample can be subjected to the exact environment of a pressurized water reactor. For future research, some ATR modifications and enhancements are currently planned. This paper provides more details on some of the ATR capabilities, key design features, experiments, and future plans.
China is the largest e-commerce market in the world. The Chinese online retail market is almost 40% larger than the US, and together these markets account for more than 55% of worldwide e-commerce. The Korea China FTA is likely to facilitate e-commerce activity between the two countries, as well as trade in the goods and services that enable e-commerce. Korean consumer goods can enjoy the benefits of the FTA because it has a competitive advantage in the Chinese market in terms of technology and quality. The purpose of this study is to examine legal issues of e-commerce chapters of the Korea China FTA and policy implications. Results of the study show that several implications based on the export vitalization of cross-border e-commerce of Korean products are offered. The Korean government needs to do the following: prepare for the subsequent negotiation of the e-commerce agreement, prepare for the classification issue of electronic transmissions, require mutual recognition of electronic authentication and electronic signatures, prepare for e-commerce dispute settlement mechanism and establish of strategies for the export vitalization of e-commerce.

Since 1990's, the Korean society, experiencing the low fertility and aging society, has been confronting with the threats in health care sector. The threats are the increases in the demand for health care, health care financial burden, and so on. In particular, the change of disease pattern and aging population result in the increases patients' demand for not only western medical services but also oriental medical services and complimentary medicine. Recently, the increases in availability of oriental medical services and the health care resources related to oriental medicine are raising some issues and conflicts in the Korean health sector. Considering the current rise in elderly population, institutions and facilities caring for the elderly are currently unable to satify the growing needs of the aged wanting the better qualities of life. Therefore, this study will analyze institutions and policies for the elderly in Japan, which has already experienced the rise in elderly population about 30 years earlier than Korea. Because the living conditions of Japan is somewhat similar to that of Korea, analyzing its solutions, both governmental and private, will help better understand the current situations of Korea and possibly offer guidelines as to better serve the growing demands of the aged. In Japan, the social welfare policies directed at caring for the elderly are mainly directed by the government: however, the private services tend to be more adroit at meeting the ever-changing demands of the elderly. Incidentally, the privately owned elderly homes of Japan are a major part of so called the "Silver Industries". The elderly home that are run by private corporations consititute 50 percent of all private institutions for the elderly. These homes tend tobe situated in a city, or near a city environment, serving 25 to 99 people. The types of such homes can be classified from A to D,E,F, reflecting the various services offered by such homes meeting the various demands by the elderly populatiov. Analyzing the social tred of Japan for theelderly, it can be said that the responsibility of the elderly should not only be relied upon the government, but to the society as whole, both public and private. The ever-changing demands of the elderly, wanting better qualities of life, can be better served by systematic analysis of the demands and the various solutions to such demands. Also, the necessary governmental policies in support of elderly welfare, will be needed.be needed.

Methods: A Delphi survey was conducted among 16 people in various professions, including academia, government agencies, and dentistry, to evaluate the validity of the information and communication technology platform. Moreover, platform satisfaction was evaluated using a user experience questionnaire among 200 people, including persons with disabilities, parents, and public institutions. Results: Experts in consensus indicated a high validity for the categories of service provider (CV=0.29, CVR=0.69), service target (CV=0.29, CVR=0.38), service contests (CV=0.27, CVR=0.63), and financial support (CV=0.30, CVR=0.63) in our information and communication technology platform. In addition, information from questionnaires on user experience and communication technology satisfaction analysis showed that both users and providers were highly satisfied with the platform. Conclusions: The provision of oral health services based on the new information and communication technology platform has numerous advantages, in addition to providing adequate oral health care for the disabled. Furthermore, the social safety net for improved oral health may be further strengthened.
