The local public organizations, to secure the Confidentiality, Integrity, Authentication and Non-Repudiation of cyber administrative environment is giving it a try to consolidate the official documents among them by standardizing all the documents into XML formats together with the establishment of the GPKI(Government Public Key Infrastructure). The Authentication System based on the PKI(Public Key Infrastructure) used by the GPKI, however, provides only the simple User Authentication and thus it results in the difficulty in managing the position, task, role information of various users required under the applied task environment of public organizations. It also has a limitation of not supporting the detailed access control with respect to the XML-based public documents.In order to solve these issues, this study has analyzed the security problems of Authentication and access control system used by the public organizations and has drawn the means of troubleshoot based on the analysis results through the scenario and most importantly it suggests the access control model applied with PMI and SAML and XACML to solve the located problem.

The world is now meeting the era of e-commerce by development of information technology and the fast increase of use of internet. So, Korean government prepared "the colligation plan for electronic commerce activating" and WTO decides to prolong no custom on e-commerce till November 2001 when the fourth WTO Ministerial Conference holds a meeting. OECD discussed the construction of intellectual property rights of the global dimension at the Global Forum on January 2001 and reached to research the social influence of B-to-B e-commerce and to pursue the acceleration of e-commerce. UNCITRAL(United Nations Commission on International Trade Law) enacted UNCITRAL Model Law on Electronic Commerce in order to activate e-commerce, and Bolero.net serves electronic Bill of Lading to facilitate cyber trading. The purpose of this paper is to present the direction of confrontation to the these internal and external changes of business environment to Korean enterprises. Off-line enterprises should move fast to e-commerce on the condition that the existing trading at the original markets runs parallel with e-commerce. n needed, off-line enterprises should consider M&A with existing on-line firms. Also, off-line firms make use of Bolero system so that they can carry through paperless trade which means the achievement of efficiency in trading, On-line enterprises should advertise in the form of banner by combination of push and pull styles. B-to-B e-commerce firms should not depend on only the commissions, but they should create characteristic earnings by their peculiar services.

The G2B system is one of the important information systems in the e-government implementation. It is difficult to measure the cost reduction effect of the system introduction because there are many participants in the complex procurement processes. Previous approaches of the performance evaluation of such processes have been based on conducting some surveys and interviews with statistical methods. Therefore there have been some limitations in the verification of feasibility. Therefore this study tries to suggest a case of performance evaluation about the cost reduction in using of the G2B system by analyzing operational DB data from the G2B system. This study analyzed the procurement processes of G2B system according to 'goods' and 'facilities/services' and classified the procurement processes into 12 sub-processes. By developing an evaluation model for the cost reduction of e-procurement, we derived the whole cost reduction effect was 8,000 billon Won for the use of Korea KONEPS G2B system in 2008. Specially the cost reduction in the private sector was 6,600 billion Won. It was mainly due to the decrease of the offline visits to the related organizations to participate a bidding process. Moreover, the cost reduction of using shopping mall was 1,000 billion Won among the total 1,400 billion Won in the whole public sector. The main contribution of this paper is to show the more objective evaluation result of the use of e-procurement, which verifies the necessity of G2B system.

본 연구는 플랫폼의 개념과 특징을 살펴보고, 기업들이 플랫폼으로 이주하는 요인과 플랫폼의 가장 중요한 특성인 수요-공급 양면 구축 전략에 대해서 살펴본다. 이를 바탕으로 정부가 공공재인 사회서비스를 전달하기 위해 구축한 플랫폼인 사회서비스 전자바우처를 분석하고자 한다. 사회서비스 전자바우처는 수요자에게 전자바우처를 지급하고 서비스 선택권을 부여한 것을 핵심으로 하는 공공서비스 전달체계의 플랫폼 이주 사례이다. 분석 결과 사회서비스 전자바우처에서 작동한 플랫폼 이주 동인은 사회 인구구조 변화와 그에 따른 복지서비스 수요의 변화로 사회서비스 전달체계의 혁신이 필요했기 때문이었다. 아울러 수요-공급의 양면을 구축할 수 있었던 요인으로는 일자리 정책으로의 추진, 산업 차원으로의 육성, 짧은 시간에 양성된 제공인력, 사회서비스 이용자격의 요건 설정이 작용하였다.

항만정보시스템의 기능과 항만유형과는 관련성이 있는 것일까? 본 연구에서는 선진항만들의 유형과 정보시스템 기능 분석을 통하여 관련성을 규명하고자 하였다. 항만들은 자산의 소유와 운영의 주체에 따라 국유제, 공영자치제, 지방자치제(지방정부자치제) 및 사유제의 4가지로 유형으로 구분된다. 유형에 따른 항만들의 주요활동도 달라진다. 국유제와 지방자치제의 경우는 행정처리 기능에 중점을 두고 있는 반면, 공영자치제와 사유제는 고객서비스 강화에 중점을 두고 있다. 항만의 유형과 정보시스템과의 상관관계를 조사한 결과 국유제, 지방자치제 항만에는 업무처리 중심의 시스템이 발달하여 있으며, 사유제 및 공영자치제 항만에는 고객서비스를 최우선으로 하는 커뮤니티 시스템과 e-Business 시스템이 발달되어 있었다. 항만유형별 정보시스템의 차이는 부산항만정보시스템의 개선에 시사점을 던져주고 있다. 그동안 국유제 항만으로서 운영되던 부산항이 공영자치제 유형의 운영방식으로 변경됨에 따라 항만정보시스템도 추세에 따라 개선되어야 한다. 본 연구에서 제안하는 방법으로 3단계 방법을 제안하였다. 제 1단계가 미러링(Mirroring) 단계로서 항만운영을 안정화시키는 단계이며, 제 2단계에서는 커뮤니티 시스템을 구축하여 고객의 서비스를 제고시키는 협업화 단계로 설정하였으며, 제 3단계는 부가가치창출을 위한 수익형 시스템을 개발하는 e-Business 개발단계로 설정하였다.

"전자무역플랫폼(e-trade Platform)"은 최신의 정보기술을 활용하여 무역업체가 시장조사에서 계약, 상역, 외환, 통관, 물류, 결제까지 모든 무역업무프로세스를 단절 없이(Seamless) 처리할 수 있는 단일창구(Single Window)를 제공하며, 무역업체의 정보화 수준에 따라 다양한 서비스 및 인프라에 대한 연계방식(Interface)을 제공함으로써 대기업뿐만 아니라 중소기업도 무역관련 유관기관 및 정부, 나아가서는 글로벌 연계까지 가능케 하는 전자무역서비스와 이를 연계하여 통합된 환경을 제공하는 전자무역인프라 (전자무역문서 보관소, 전자무역 중계시스템, 전자무역 표준저장소)를 총칭한다.

The purpose of this study is to analyze the optimal development direction of the land management information systems in Korea. In order to produce a new LMIS model the existing model of Tulloch(1996) was evaluated. Analysis of the land management information systems(LMIS) is focused on the period of 1998 and 2001. The main results of the study are as follows: First, the government should involve GIS(Geographic Information Systems) into the e-government. Second, the KLIS(Korea Land Information Systems) is required technological and legal infrastructure for the service using optimized land management information systems as combining LMIS and PBLIS(Parcel based Land Information Systems). Third, the spatial data of the LMIS can be promoted by ensuring reliable IT environments. Forth, optimized LMIS should be revised to reflect the new technological environment and collaborative relationship between LIS and GIS boundaries and between LMIS, urban infrastructure, and related information sectors. Fifth, In terms of services LMIS is required focusing end users rather than supplier focused strategy.

전자상거래가 활성화되어가고 있는 상황하에서 우리나라는 물류의 아웃소싱에 대한 관심이 높아지고 있음에도 불구하고 국내 물류서비스를 담당하고 있는 제3자 물류업체는 규모가 영세하고 전문화된 활동영역이 미미하고, 화주기업의 경우에도 기업 내부정보의 유출과 통제력 약화 등을 우려하여 상호간 유기적 연계가 이루어지고 있지 않은 실정이다. 이에 따라 제3자 물류가 정착되기 위해서는 정부측면에서 불필요한 행정규제를 철폐하고 물류산업 활성활ㄹ 위한 특별법의 제정이 필요하고, 기업측면에서는 효율적인 물류전략 추진, 물류서비스 기반요소 확충, 물류업체 컨설팅 능력 확보, 정보기술에의 투자 등의 다각적인 전략이 요청된다.

본 연구의 목적은 전자문서를 안전하게 보관하는 국가로부터 인증 받은 제3의 기관인 공인전자문서 보관소에 대해 고찰하고, 공인전자문서보관소 제도가 활성화될 수 있도록 서비스에 대한 발전방안을 제시하고자 하는 것이다. 연구를 위해 국내 사업자 3곳과 외국의 유사사례를 조사하고, 서비스를 비교 분석하였다. 그 결과 공인전자문서보관소에서 다양한 서비스를 제공하기 위해서는 IT 시스템 위주의 기본서비스에서 발전하여 각 보관소별 특화영역 발굴, 기록관리 컨설팅 업무, 위기관리서비스 실시등의 방안을 제시하였다. 이를 바탕으로 기업기록 보존을 위한 공인전자문서보관소 시장을 확대할 수 있는 다양한 비즈니스 모델을 구축할 수 있을 것이다.

본 연구는 전자정부의 실현을 위한 전자세정분야 가운데 정부와 고객(G2C)간의 비즈니스 유형으로 지방세의 전자납부제에 대한 현황을 고찰하고 이에 대한 활성화 방안을 제시하였다. 본 연구의 조사는 우리나라 232개 시군구의 지방자치단체의 담당자를 대상으로 면접조사와 더 불어 C군의 전자납부제 이용자를 대상으로 설문에 의한 전수조사를 실시하였다. 본 연구의 결과, 지방세 전자납부제는 전국적으로 196개의 시군이 도입운영 하고 있으나 지역별로 많은 차이를 보이고 있다. 또한, 전자납부제 운영 시스템에 있어서도 다양한 방식으로 운영되고 있으며, 이용연령층은 30대가 대부분을 차지하고 있었다. 요약컨대, 납세자의 연령층, 지역간의 이질성 시스템과 같은 인프라등에서 정보격 차가 매우 심각한 것으로 나타났다. 그러나 이용자들이 지방세 전자납부제에 대하여 긍정적으로 평가하고 있어서 앞으로 이 제도가 새로운 납부제도로 정착될 것으로 기대된다. 지방세 전자납부제의 활성화 방안으로 전자납부제 이용자에 대한 인센티브 부여, 전자납부방식에 의한 시용카드납부제 실시, 지방세 전자납부제 운영 시스템의 개선, 그리고 납세자 지식 정보화 교육의 강화등을 들 수 있다. 앞으로 전자정부실현을 위한 일환으로 추진하고 있는 지방세 전자납부제에 관한 좀 더 체계적이고 과학적인 접근을 통해 이 분야에 대한 심도있는 연구가 기대된다.
