공공부문 전사적 아키텍처 평가를 위한 성숙도 모델 (A Maturity Model to Assess the Enterprise Architecture in Government)

  • 기관에 전사적 아키텍처(Enterprise Architecture, EA)를 도입하고 운영하는데 있어, 조직의 EA 업무 수행 능력을 평가하고, 개선하기 위해 어떤 노력을 해야 하는지 기준이 필요하다. 이러한 요구에 따라 조직의 EA 능력 진단과 개선사항 도출, 개선방안 제시, 향후 투자 방향을 결정하는데 참고가 되는 EA 성숙도 모델을 정의하였다. EA 성숙도 모델은 CMMI의 연속형 (continuous) 모델을 참고하여, EA 성숙도를 나타내는 5개의 단계와 EA평가를 위한 4개 평가영역의 15개 평가요소, 평가요소 별 성숙도 단계를 측정하기 위한 평가기준로 구성되어 있다. 본 논문에서 제안하는 성숙도 모델은 EA도입 및 정착에 주안점을 두었으며 범정부 차원의 기관 간 연계/통합으로 협업이 잘 될 수 있도록 정의하였다.

  • 정부는 새로운 영역의 전자정부 서비스를 창출하기 위한 계획을 추진 중이다. 업무절차 개선 측면에서 dBrain과 e-사람, 전자결재 및 업무관리를 위한 온나라 등은 상당한 성과를 이루었으며, 현재는 새로이 부각된 정보기술을 도입하여 기존의 행정서비스를 개선하고 지능형 전자정부를 구현하기 위한 노력을 지속하고 있다. 본고에서는 그중 자가학습기반의 지능형 행정서비스 구축이 실제 업무를 추진하는 공무원들의 업무프로세스에 효율적인지, 지속사용하는데 영향을 미치는지를 파악하고자 하였다. 인공지능, 빅데이터, 블록체인 등의 발전된 정보기술에 대한 개인의 인식 및 태도를 바탕으로 개인 혁신성을 선행변수로 하여 UTAUT 변수들이 지속사용의도에 영향을 미치는 지에 대해 공무원 대상 설문 결과를 이용하여 지능형 정부서비스를 대상으로 검증하여 행정서비스에 대한 영향요소를 파악하였다. 정부행정서비스 사용자들은 혁신적인 행정서비스의 구축 및 도입이 국민에게 더욱 효율적으로 활용될 수 있다고 믿으며, 정보기술 발전에 따라 서비스의 활용 및 제공에 대한 기대감을 높게 가지고 있다고 파악되었다. 향후 전자정부 서비스를 활용하는 국민을 대상으로도 모형을 적용하여 연구할 예정이다.

  • The purpose of this study is to analyze the optimal development direction of the land management information systems in Korea. In order to produce a new LMIS model the existing model of Tulloch(1996) was evaluated. Analysis of the land management information systems(LMIS) is focused on the period of 1998 and 2001. The main results of the study are as follows: First, the government should involve GIS(Geographic Information Systems) into the e-government. Second, the KLIS(Korea Land Information Systems) is required technological and legal infrastructure for the service using optimized land management information systems as combining LMIS and PBLIS(Parcel based Land Information Systems). Third, the spatial data of the LMIS can be promoted by ensuring reliable IT environments. Forth, optimized LMIS should be revised to reflect the new technological environment and collaborative relationship between LIS and GIS boundaries and between LMIS, urban infrastructure, and related information sectors. Fifth, In terms of services LMIS is required focusing end users rather than supplier focused strategy.

Green Entrepreneurship: A Study for Developing Eco-Tourism in Indonesia

  • This study aims to determine (1) the inhibiting factors and solutions in the development of eco-tourism, and (2) how green entrepreneurship can be used for eco-tourism development. The increasing issue of global warming is pushing awareness of environmental preservation. This condition changes the people's paradigm in traveling from the concept of mass-tourism to the concept of eco-tourism. The development of eco-tourism has consequences for entrepreneurial activities which is known as green entrepreneurship. This study is applied research conducted in East Lombok, one of the regions in Indonesia. The sampling technique used is purposive sampling covering a total of 34 informants. Data collection methods are carried out through interviews, observation, and documentation studies. Based on the data analysis, the findings of this study show that (a) inhibiting factors of eco-tourism development are limitation of eco-tourism knowledge, lack of awareness in environmental preservation, and absence of supporting government policy; and (b) solution for eco-tourism development discovered in this research is divided into five factors i.e., condition, demand, related industry and support, strategy, government. Besides, for applying the green entrepreneurship model i.e., developing the spirit of green entrepreneurship, training in making products and services that are environmentally friendly is needed.

정부기능분류체계(BRM)의 재정비를 위한 사례연구 - '문화재' 정책영역을 중심으로 - (A Case Study for the Reorganization of the Standard of Government Function Classification (BRM): Focusing on the 'Cultural Heritage' Policy Area)

  • 본 연구는, 문헌조사를 바탕으로 대한민국의 업무참조모델(BRM)인 '정부기능분류체계'의 도입에서 개발 적용에 이르기까지의 행정연혁을 통하여, 정부기능분류체계의 본래 개발목적과 의도를 밝혀내고, 현재 정부기능분류체계에서 관찰되는 문제점과의 관계를 밝힘으로써 현행에서 드러나는 정부기능분류체계의 문제에 대한 원인을 찾아보고자 하였다. 정부기능분류체계의 현황조사는 정책영역 '문화재' 영역(대기능 9개, 중기능 59개, 소기능 297개와 단위과제 1,287개)을 대상으로 중앙정부와 지방정부의 기능분류체계를 조사하였다. 그 결과, 중앙정부와 지방정부의 기능 간에 분절된 현상과 그밖에 문제점들을 발견하였고, 이를 대표하는 '문화재 지정' 등의 4가지 사례를 통해 개선모형을 제안하였다. 또한, '정부기능분류체계'의 재정비를 위하여, 업무재현성을 갖춘 업무기능의 설계, 업무기능의 일관성유지를 위한 관리와 운영에 있어서의 제도마련, 이용자의 사용촉진을 위한 교육, 지속적인 유지관리와 개선이 필요함을 제안하였다.

Investigating Keynesian Theory in Reducing Unemployment and Poverty in Indonesia

  • This research aims to investigate the application of Keynes's theory in Indonesia, particularly in solving unemployment and poverty problems through government spending, economic growth, and human resource capacity. The basic concepts of the Keynesian theory were used as a method, through which government spending was harnessed toward economic growth in reducing unemployment and poverty rate. The analytical materials used were panel data for the 2017-2021 period in Central Java, Indonesia. The analytical methodology used was a multiple regression experimental design in selecting the best model according to Keynes's theory, especially for overcoming formidable problems. The main results showed that large Government spending program is ineffective in encouraging pro-growth, pro-job, pro-poor, and pro-equity development policy strategies. The causes of this failure include the violation of Keynes' assumptions about rationality and the low quality of education investment, which do not encourage productive and innovative entrepreneurship, as well as self-employment opportunities. As a result, government spending, including subsidies and direct financial assistance, used to implement the macroeconomic monetary, unstructured, and fiscal policy system is insufficient to significantly reduce the enormous difficulties. The main research results confirm that human capital capacity is the key to mitigating and reducing unemployment and poverty.

Determinants for the Adoption of Electronic Commerce by Small and Medium-Sized Enterprises: An Empirical Study in Indonesia

  • The study seeks to identify the determinants of the adoption of e-commerce by small and medium-sized enterprises (SMEs) in developing countries, in our case, in Indonesia. The aim of this study is to examine the factors influencing e-commerce adoption. This study uses the method of quantitative data collection based on a questionnaire survey of SMEs in Indonesia. The research relies on Regional Project stipulations regarding Business Development in Indonesia, to capture businesses with a range of 5 to 100 employees that are classified as SMEs. This study randomly chose 100 SMEs in Indonesia from the IndoNetwork database. Partial least square (PLS) structural model data processing was used for path coefficients analysis. Structural equation modeling is applied in this study to analyze the determinant factors on the e-commerce adoption. The study findings reveal that four factors, namely, perceived benefits, compatibility, technology readiness, and government support, significantly influence the adoption of e-commerce, whereas customer/supplier pressure does not have influence. So, this study concludes that perceived benefits, compatibility, technology readiness, and government support had a significant and positive relationship with e-commerce adoption. Meanwhile, customer/supplier pressure had no effect on the e-commerce adoption of by Indonesia SMEs.

A development of system dynamics model for water, energy, and food nexus (W-E-F nexus)

  • Water, energy, and food security already became a risk that threatens people around the world. Increasing of resources demand, rapid urbanization, decreasing of natural resources and climate change are four major problems inducing resources' scarcity. Indeed, water, energy, and food are interconnected each other thus cannot be analyzed separately. That is, for simple example, energy needs water as source for hydropower plant, water needs energy for distribution, and food needs water and energy for production, which is defined as W-E-F nexus. Due to their complicated linkage, it needs a computer model to simulate and analyze the nexus. Development of a computer simulation model using system dynamics approach makes this linkage possible to be visualized and quantified. System dynamics can be defined as an approach to learn the feedback connections of all elements in a complex system, which mean, every element's interaction is simulated simultaneously. Present W-E-F nexus models do not calculate and simulate the element's interaction simultaneously. Existing models only calculate the amount of water and energy resources that needed to provide food, water, or energy without any interaction from the product to resources. The new proposed model tries to cope these lacks by adding the interactions, climate change effect, and government policy to optimize the best options to maintain the resources sustainability. On this first phase of development, the model is developed only to learn and analyze the interaction between elements based on scenario of fulfilling the increasing of resources demand, due to population growth. The model is developed using the Vensim, well-known system dynamics model software. The results are amount of total water, energy, and food demand and production for a certain time period and it is evaluated to determine the sustainability of resources.

정책지식의 생태학적 접근 - 한·미 전자정부정책 비교분석 - (An Ecological Perspective on Policy Knowledget: Comparative Analysis of e-Government between Korea and U.S.A)

  • 정책현상에서 드러난 정책 또는 행정서비스에 대한 만족수준이 높지 않다. 정부경쟁력지표 역시 부정적이다. 왜 그럴까? 그 원인의 하나로 취약한 정책지식생태를 지적할 수 있다. 연구공동체에서 산출된 지식이 양적, 질적으로 확대, 심화되고 있지만 그 유용성은 낮기 때문이다. 이러한 실상에 대한 문제인식의 바탕에서 정책학의 정체성에 대한 재정립이 요구된다. 만일 정책연구가 정책담당자들의 역량발휘에 무익하거나 정책 활동에 유용하지 못하다면, 정책연구의 존립근거 자체가 회의 시 될 수 있다. 정책의 다양성, 복잡성, 역동성으로 인해 그 원인을 일률적으로 단정하기 어렵다. 그럼에도 불구하고 이글은 생태학적 시각에서 국가정책지식의 현상과 방향을 살펴보고자 한다. 이를 위해 한국과 미국의 전자정부 정책사례를 비교분석하고, 정책지식의 적실성 제고를 위한 이론 및 정책적 함의를 탐색하기로 한다.

자유무역지역 제도비교를 통한 마산항 발전방향 (The development of Masan Port through comparison of Free Trade Zones)

  • The purpose of this paper is to investigate CFZ(custom free zone) and FTZ(free trade zone) in Korean FTZ System and develop Masan Port in Korea Local Port. The main point of this discussion is to approach the efficient method ill developing Masan Port through comparison CFZ and FTZ. For this purpose, this paper is searched the present situation of logistics in Korea and Northeast Asia, also discussed the concept of FTZ in international status. Then CFZ accepted by Korean government started from the concept of FTZ and is the logistic-centered FTZ in the middle of three model, production-centerde model, production-logistic combination, and logistic-centered FTZ. But CFZ in centering logistic excepted the fundamental manufacture in Korean production. and is almost the same about other various sides, i. e. law and enforcement ordinance. etc This problem is decreasing the efficiency in Korean commercial system. Thus this paper indicate the view point and rightness of region economic through study of FTZ and CFZ in Masan Port. This paper says that FTZ is better then CFZ in Masan Port with comparing superior position about economic development direction, industrial structure, Foreign investment attraction, business fluctuation, national-local renovation. Therefore this paper concludes that the development of Masan Port needs the effort as follow : first, Masan Port must apply in enlarging FTA into Free Tree Area. Second, the government must develop the high-density and medium-small scale in Masan Port. Third, the local government must promote the amount of demand in Masan Port logistic. Forth, the government must actively propel great-sphere development in present Masan Port.
