Recently, vessel hijacking by pirates has been a big issue around the world. For example, the hostages of VLCC "SAMHO Dream" were released for a large sum of ransom. On January 20, 2011 "SAMHO Jewelry" succeeded releasing all of the 21 crews on the vessel by attacking the pirates in international waters for the first time since the founding of the Naval Force. Furthermore, the "HANJIN Tianjin" crews evacuated to the Citadel promptly and were rescued by the navy. As hijacking of Korean vessels by pirates is increasing, various safety measures must be implemented. As a matter of fact, the standard for ship's facilities has been partially revised and setting up an evacuation shelter on all vessels sailing dangerous zone has been reinforced. This research aims to discuss crew Citadel installation on vessels intended for long haul. In addition, it will look at measures against potential gas flow in the event of pirate armed attacks and fire outbreak onboard a vessel. It will also assess the optimal number of crew Citadels theoretically. Lastly, the optimal number of shelters in the event of fire outbreak will be discussed based on an FDS simulation.
In cases of water pollution accidents, accurate prediction for arrival time and concentration of contaminants in a river is essential to take proper measures and minimize their impact on downstream water intake facilities. It is critical to fully understand the behavior characteristics of contaminants on river surface, especially in case of oil spill accidents. Therefore, in this study, the effects of main parameters of advection and diffusion of contaminants were analyzed and validated by comparing the results of Lagrangian particle tracking (LPT) simulation of Environmental Fluid Dynamic Code (EFDC) model with those of Global Position System (GPS)-equipped drifter experiment. Prevention scenario modeling was accomplished by taking cases of movable weir operation into account. The simulated water level and flow velocity fluctuations agreed well with observations. There was no significant difference in the speed of surface particle movement between 5 and 10 layer modeling. Therefore, 5 layer modeling could be chosen to reduce computational time. It was found that full three dimensional modeling simulated wind effects on surface particle movements more sensitively than depth-averaged two dimensional modeling. The diffusion range of particles was linearly proportional to horizontal diffusivity by sensitivity analysis. Horizontal diffusivity estimated from the results of GPS-equipped drifter experiment was 0.096 m2/sec, which was considered to be valid for applying the LPT module in this area. Finally, the scenario analysis results showed that particle movements could be stagnant when discharge from the upstream weir was reduced, implying the possibility of securing time for mitigation actions such as oil boom installation and wiping oil contaminants. The outcomes of this study can help improve the prediction accuracy of particle tracking simulation to establish the most suitable mitigation plan considering the combination of movable weir operation.
In this study, general characteristics of dynamic behavior of stormwater runoff from a small impervious catchment was investigated from a series of simulations for a radial type surface runoff. Based on the simulation results, a better placement strategy for stormwater inlets to improve performance of a structural best management practice (BMP) was suggested. The degree of pollutant first flush from an ideal radial type impervious catchment was simulated using a 1-D diffusion wave equation coupled with a pollutant transport equation. The results showed that the first flush of the chemical oxygen demand was the strongest when the catchment length ranged 30-50m at a bed slope of 0.02. This result suggested that a required degree of the first flush can be intentionally obtained by just changing the locations and numbers of stormwater inlets, and thereby adjusting the catchment length. Particularly, the overall performance of a structural BMP in reducing pollutant load can be improved by placing the stormwater inlets at locations for obtaining a required first flush strength.

Recently, forest management objectives become more complex and complicated, and spatial constraints were necessarily considered for ecological stability. Now forest planning is required to provide an optimized solution that is able to achieve a number of management objectives and constraints. In this study, we developed a decision supporting system based on the one of dynamic planning techniques, Tabu Search (TS) heuristic algorithm, which enable one to generate an optimized solution for given objectives and constraints. For this purpose, we analyzed the logical flow of the algorithm and designed the subsequence of processes. To develop a high-performance computing system, we examined a number of strategy to minimize execution time and workloads in each process and to maximize efficiency of using system resources. We examined two model based on the original TS algorithm and revised version of TS algorithm and compared their performance in optimization process. The results showed high performance of the developed system in providing feasible solutions for several management objectives and constraints. Moreover, the revised version of TS algorithm was appeared to be more stable for providing results with minimum variation. The developed system is expected to use for developing forest management plans in Korea.
To evaluate the smear zone caused by the drain installation, 10 piezometers were installed in the typical soft ground in the western coastal area of Korea. The dynamic pore water pressure developed during the drain installation was monitored using piezometers installed at a distance of 10cm, 20cm, 30cm, 40cm and 50cm from the location of the drain. The decay of pore pressure with time after pushing piezometers to depths of 5 meters and 7 meters during the drain installation was monitored to assess flow and consolidation characteristics of the soil after disturbance of the soil due to the drain installation. The drain installation results in shear strain and displacement of the soil and it decreases the permeability of the soil. Hence, the comparison between dissipation of the pore water pressure process in 10 pieszometers before as well as after installation of the drain indicated the diameter of disturbance zone and smear zone, which is related to the cross-sectional dimension of the mandrel. In addition, Cone-pressuremeter(CPM) tests were performed to obtain rigidity index of the soil for an interpretation of the dissipation processes. It has been evaluated by in-situ tests that the smear zone is from 3.0 to 3.6 times of the cross-sectional dimension of the mandrel. The hydraulic conductivity expressed in terms of the coefficient of consolidation after the drain installation was calculated from 3 to 8 times decrease evaluated by Teh & Houlsby equation and CPM test results.
This study has developed the index for diagnosis on possibility that typhoons (TYs) affect Korea. This index is closely related to the strength of the western North Pacific high (WNPH), which is calculated as a difference in meridional wind between at the highest correlation area (around Korea) and at the lowest correlation area (sea southeast of Japan) through a correlation analysis between TC frequency that affects Korea and 500 hPa meridional wind. In low frequency years that selected from Korea affecting TC index, anomalous northeasterly is strengthened from Korea to the South China Sea because the center of anomalous anticyclonic circulation is located to northwest of Korea. Thus, TCs tend to move westward from the sea east of the Philippines to the mainland China. On the other hand, in high frequency years, anomalous southwesterly serves as steering flow that more TCs move toward Korea because the center of anomalous anticyclonic circulation is located to sea east of Japan. Consequently, this study suggests that if this index is calculated using real time 500 hPa meridional winds that forecasted by dynamic models during the movement of TCs, the possibility that TCs approach Korea can be diagnosed in real time.

High supersonic aircraft are exposed to high temperature environments by aerodynamic heating during supersonic flight. Thermal protection system structures such as double-panel structures are used on the skin of the fuselage and wings to prevent the transfer of high heat into the interior of an aircraft. The thin-walled double-panel skin can be exposed to acoustic loads by supersonic aircraft's high power engine noise and jet flow noise, which can cause sonic fatigue damage. Therefore, it is necessary to examine the behavior of supersonic aircraft skin structure under thermal-acoustic load and to predict fatigue life. In this paper, we designed and fabricated thermal-acoustic test equipment to simulate thermal-acoustic load. Thermal-acoustic testing of the titanium specimen under thermal-acoustic load was performed. The analytical model was verified by comparing the thermal-acoustic test results with the finite element analysis results.
L/C transaction, the most important issue for the seller and the buyer is the theory of documentary transaction and the theory of strict compliance which are the principles of L/C transactions. According to the leading cases in England and America where the practice of L/C transactions was created and developed, the descriptions of the commodities specified on all the documents which are submitted based on an L/C, should be identical to the descriptions of commodities specified in the L/C. And further, many leading cases of L/C continuously repeat to emphasize strict compliance. However, the recent leading cases in and out of the country show that the principle of strict compliance is being weakened. The leading cases in America show two trends of weakening the principle of strict compliance. That is, on the contrary to strict compliance, tends to apply substantial compliance (which puts more value on the substance of the documents). These leading cases reflect the attitudes of the judicial and the legislative authorization that don't want to approve formal approach to the commercial law. Recently, the Supreme Court of Korea is giving a decision on the principle of strict compliance, "The documents attached to an L/C should strictly comply with the conditions in the L/C, but it doesn't mean that they should be perfectly identical without any mistake in words. In case the bank can understand through reasonable care that a small mistake in words is too trivial to give different meaning or to give damage to the conditions of the L/C, the documents are regarded to comply with the conditions of the L/C. However, the judgment should be based on whether the difference between the documents and the L/C can be admitted by the international standard bank transaction practice or not." This decision tells that the principle of strict compliance is quite much modified so application of this modification can't be ignored. However, from the viewpoint of the party who requests to open an L/C, there is a criticism that a bank's arbitrary judgement can be involved. Therefore, reviewing the original purpose of L/C transactions (activating international transactions), the principle of strict compliance may be thought old-fashioned because it emphasizes a form, but in reality, for prompt transaction and payment, the principle of strict compliance should be observed in L/C transactions. And further, if a legislative device is prepared to systematically compensate for several side-effects, the principle of strict compliance will improve dynamic flow of prompt and low-costly L/C transactions. On the other hand, it will be able to protect the interested parties.

The major cause of the marine accidents is the collision with a moving object such as ship as well as the fixed object such as breakwater. Therefore, the most effective way to reduce the maritime ship accidents is the prevention of collision. In order to decrease the collision, it is principle that the navigation officer promptly judges the dangerous condition and makes the quick response. The ship does not allow any object or other ships approaching its surrounded area called ship area so that it prevents the collision. Generally, the ship which has high speed or poor maneuvering capability shall be managed from the distance so that the other ship does not invade its ship domains(watching distance, blocking distance). Accordingly, this study sets the navigational risk assessment model by applying ship dynamic domain and collision judgement method considered ship length, speed and navigational capability. It also reviewed the validity of the model and evaluated the perilous water way (Maenggol Channel) and a curved route near Maenggol Channel. As a result, in case of a ship with 100m in length passing Maenggol Channel, it represented "warning" level before 1.5nm to the entry, "dangerous"level 0.75nm before to it and "very dangerous" level 0.5nm before to it and then "dangerous"level again up to the entry. Applying to the curved route also showed the same results as the Narrow Channel or Maenggol Channel. This analysis highly matched with the actual navigation results. In the future, this model will be useful for coastal navigation safety chart development and safety evaluation for route or port development. It also allows to evaluate the dangerous route or the best route by applying the result into ECDIS so that it will finally help to reduce the marine accidents. Eventually the model will be effective for the marine traffic simulation evaluation forced by Maritime Traffic Safety Act.

The present study considers the usage of concentrated forces to simulate real panel flutter. The concept of using concentrated forces have been validated for studying the flutter of wing structure in subsonic flow, yet its application in the supersonic region remained to be explored. Hence, a simply supported panel subjected to forces, equivalent to aerodynamic force is considered for studying supersonic panel flutter. The distributed aerodynamic forces are approximated to few concentrated forces by taking numerical integration. The aeroelastic equation is formulated using the classical small-deflection theory and the piston theory for linear panel flutter whereas for emulated panel flutter the flutter equation is derived by replacing the pressure due to aerodynamic loading with pressure from concentrated loading. Finally, flutter frequency, flutter dynamic pressure, and corresponding mode shape are found for emulated panel flutter and compared with linear panel flutter. Two important parameters, the number of concentrated forces and their location are discussed through numerical examples and optimization process respectively. So far, the flutter results acquired in this study are reasonable to suggest the feasibility of reproducing panel flutter using concentrated forces.
