K-드론배송에 대한 항공안전관리시스템(SMS) 적용 방안 (Study on Application of Safety Management System to K-Drone Delivery)

  • K-drone delivery system is a commercial delivery system that ensures compliance with aviation safety. It is equipped with flight routes for automated deliveries and features a drone identification device along with a real-time monitoring system for drone positions. This study proposes the application of an ICAO SMS-based safety management system as an appropriate safety management framework that non-aviation personnel drone operators can adopt. It suggests that applying an ICAO SMS-based safety management system to the K-drone delivery system, similar to Europe and the USA, is valid. To introduce ICAO SMS into the K-drone delivery system, procedures must be established for building a drone safety management system, from business registration to drone operation and training. The main components of the drone safety management system are presented, including 8 items: safety policy and authority and responsibility, risk management, safety assurance, safety promotion, drone control system, drone delivery operation manual, drone maintenance manual, and accident response, incorporating the four fundamental elements of ICAO SMS and European Light UAV operator Certificate standards. Additionally, as a core aspect of the drone safety management system, a seven-step risk assessment procedure is proposed, which includes basic risk identification, hazard identification, risk scenario development, calculation of severity and likelihood, SMS matrix risk assessment, mitigation measures, and implementation determination.

  • Recently, unmanned aerial vehicle, also known as drone is being used in variety of areas. Previously drones are used as military purposes. After unmanned technology went abroad to civil, drones are used as multipurpose such as hobby, business and other more. Even though drones are very useful in many areas, problems such as safety and personal privacy infringement raised new social issues. In this thesis it will analyze and suggest solutions to the social problems of personal privacy infringement which occurred by drone filming. This thesis will also suggest that new law of drone safety must legislate quickly. Drone is exploration of new filed. Varies of new technology help to grow drone industries. Drone is able to complete tasks which are impossible or very difficult to do. To constantly grow drone industries, people must have solutions for problems of drone. If people can figure out solutions problem of drone which introduced by this thesis, value of drone will grow even more.

  • 최근 드론 산업의 발달로 드론 수요가 급속도로 증가하고 4차 산업의 핵심분야로 떠오르고 있지만, 드론의 특성상 추락 사고로 인한 인명 및 재산 피해가 발생할 수 있어 드론 안전성에 대한 인증이나 규제 등 제도 마련이 시급하다. 본 연구에서는 드론 관련 국내외 법제도 현황, 연구 동향, 표준화 현황 등을 비교 분석하여 이와 관련된 법적, 제도적, 기술적 이슈들을 살펴본다. 이를 통해 드론 안전성에 대한 법, 제도, 표준화의 개선 방향을 제시함으로써 드론의 안전성을 제도적으로 보완하고 드론 산업 활성화 및 품질 개선에 기여할 것이다.

Exploratory Study on the Process and Checklist Items for Construction Safety Inspection Utilizing Drones

  • The focus of this research was to devise a conceptual methodology for drone usage and to assess the viability of safety checklist items specific to drone application in safety oversight. The appraisal was grounded in a focus group interview involving professionals from construction management and safety fields. The proposed process was segmented into four stages: 1) pre-flight phase for flight plan development, 2) drone flight phase for safety condition inspection utilizing checklist items, 3) post-flight phase for visual asset analysis, and 4) documentation and management phase. Furthermore, the research scrutinized the applicability of 32 distinct safety checklist items for drone operations. The primary aim of this investigation was to probe the possible deployment of drones as part of construction safety inspections at work sites. However, it bears mentioning that subsequent research should strive to gather a more extensive sample size through questionnaire surveys, thereby facilitating quantitative analysis. Administering such surveys would yield more comprehensive data compared to a focus group interview, which was constrained by a limited participant count. In summation, this study lays a foundational groundwork for understanding the potential advantages and challenges associated with integrating drones into construction safety management.

국내 연안 안전 체계 한계에 따른 드론의 활용방안 (A Study on how to use drones According to Domestic Coastal Safety System limitations)

  • 다양한 안전 대책에도 불구하고 연안 안전사고가 끊임없이 일어나고 있어, 본 연구는 이에 대한 대책으로 드론 활용을 주목하였다. 이미 해안을 보유한 지자체는 연안 안전관리를 위해 무인 멀티콥터 운용을 시작하였다. 특히 현재 적용 중인 스마트 도시안전망 시스템에 무인 멀티콥터를 연계하면 연안 지역 긴급 상황 발생 시 현장 영상을 지자체 안전정보센터에 실시간 전송이 가능하여 안전사고에 대한 보다 신속한 대응으로 연안해역 안전관리 강화에 크게 일조할 것으로 기대하고 있다. 따라서 본 논문은 연안 안전사고 현황에 대해서 고찰하고, 국내 연안 안전 체계 현황을 분석하여, 국내 연안 안전 체계 한계에 대한 방안으로 드론 활용을 대안으로 제시하고자 한다. 또한 한국형 K-Drone 시스템 연계모델을 제언하여 연안 지역 안전 체계에 핵심적 돌파구가 될 것으로 기대한다.

Method to Manage Building Construction Safety Using Photogrammetry

  • Various facilities such as safety railings and safety nets are used to prevent safety accidents at construction sites. As construction progresses, additional safety facilities may need to be installed or existing facilities may be damaged, so continuous management is required. To manage safety facilities, it is best for safety managers to check them directly, but there are parts of the site that cannot be checked directly. This study proposes a method to identify the installation status of safety facilities using photogrammetry. A drone is used to take photos and a three-dimensional model is created using these photos. By reviewing the implemented model to determine whether safety facilities are installed, it is possible to secure the safety of construction sites.

Automation of Roadway Lighting Illuminance Measurement

  • Roadway lighting is an integral element of a highway system. Luminaires on roadways provide viewing conditions for drivers and pedestrians during nighttime in order to improve safety. It is time-consuming and labor-intensive to manually measure roadway illuminance at predetermined spots with a handheld illuminance meter. To improve the efficiency of illuminance measurement, a remote-control electrical cart and a drone were utilized to carry an illuminance meter for the measurements. The measurements were performed on the marked grid points along the pavement. To measure the illuminance manually, one person measures illuminance at each grid point with the handheld meter and another person records the illuminance value. To measure the illuminance with the remote-control cart, the illuminance meter is attached to the cart and it measures illuminance values continuously as the cart moves along the grid lines. With the drone, the meter records the illuminance continuously as the drone carries the meter and flies along the grid line. Because the drone can fly at different heights, the measurements can be done at different altitudes. The illuminance measurements using the cart and the drone are described in detail and compared with manual measurements in this paper. It is shown through this study that automated measurements can greatly improve the efficiency of roadway illuminance data measurements.

COVID-19 불안감과 식생활 라이프스타일에 따른 드론 음식배달 서비스에 대한 소비자 태도 (The Influence of the COVID-19 Anxiety and Dietary Lifestyles on the Drone Food Delivery Service Attitude)

  • 본 연구는 COVID-19 불안감이 식생활 라이프스타일에 미치는 영향과 라이프스타일에 따른 드론 음식배달 서비스 태도에 미치는 영향을 조사하였다. 356명 중국 소비자를 대상으로 한 설문조사 연구결과는 첫째, COVID-19 불안감은 건강 지향형, 안전 지향형, 편의 지향형 라이프스타일과 정(+)의 관계가 있었다. 둘째, 건강 지향형, 유행 지향형, 편의 지향형의 경우 드론 음식배달 서비스의 안정성, 신속성, 부합성 인식과 긍정적인 관계가 있는 것으로 나타났다. 미각 지향형 라이프스타일은 서비스 안정성 인식, 안전 지향형 라이프스타일은 안정성 및 신속성 인식과 긍정적인 관계가 있는 것으로 나타났다. 셋째, 서비스의 인식된 안정성, 신속성, 부합성은 서비스 이용의도를 높이는 것으로 나타났다. 본 연구 결과는 COVID-19 불안감이 식생활 라이프스타일과 연관되어 드론 음식 배달서비스에 대한 소비자 태도에 영향을 미친다는 것을 보여준다.

Proposal of improvement measures according to the limiting factors of the use of drone technology : Cases in the construction field

  • This research explored methods for improvements to be made within the field of drone usage within the construction industry based on an investigation of factors which limit their efficiency and productivity. Limiting factors and improvement measures were presented in terms of technology, service, law and policy for employing drones at construction sites. Our first suggestion is, from a technical point of view, that companies need to expand professional manpower and infrastructure for systematic management. Second, in terms of service expansion, it is necessary to have management capabilities for operation such as the use of drones with enhanced safety and reinforced on-site education and personal information management. Third, in terms of legal and institutional support measures, it is necessary to prepare a plan for reforming the legal system for revitalization and to expand the training of professional manpower. This study may contribute not only to the development of drone technology, but also to effectively respond to various problems that appear at construction sites.

소방드론 도입에 따른 소방공무원의 인식과 드론의 운용 및 활용에 대한 연구 - 전라남도 소방공무원을 중심으로 (A Study on the Awareness of Firefighters on the Introduction of Drones and the Operation and Application of drones - Focusing on the Firefighters of Jeollanam-do)

  • 본 연구의 목적은 전라남도 소방공무원을 대상으로 소방드론이 필요한 업무 및 활용분야, 드론 교육의 필요성과 참여 여부 등 드론의 활용방안을 분석을 통해 제시하는 것이다. 설문조사 결과, 응답자의 80.29%는 드론을 운용해볼 의사가 있는 것으로 나타났으며, 드론이 가장 필요하다고 생각하는 업무 분야는 구조, 화재진압, 생활안전, 구급, 기타 순으로 나타났다. 또한 응답자의 77.38%는 드론이 소방공무원의 안전사고 예방에 기여할 것이라 생각하고 있으며, 70.13%의 응답자는 소방드론 운영인력은 보직 변경을 통해 운영하는 것이 적정하다는 의견을 제시하였으며, 운용 연령대는 40대를 가장 많이 선택하였다. 또한 이들 응답자 중 82.84%가 드론 교육에 참여의사가 있는 것으로 나타났으며 드론의 활용이 소방 공무원의 고령화에 따른 체력관리와 퇴직 관리에 도움이 될 것으로 인식하였다. 소방드론의 업무활용 영역은 요구조자 탐색, 현장 정보 확인, 현장 사전위험도 확인 등의 순으로 나타났다. 드론운영경험에 따른 집단별 차이분석에서는 요구조자들에 대한 안전조치 항목, 드론 운용대원의 확보방안 등의 항목에서 통계적으로 유의한 차이를 보였으며, 근무경력별 분산분석에서는 드론의 활용분야와 관련된 4가지 항목들, 그리고 드론의 운용대원 연령대 및 퇴직 관리 도움여부 항목 등 총 8개 항목에서 통계적으로 유의한 차이가 있음을 확인하였다.
