주요국의 질 평가 접근법 비교분석에 기초한 대학의 질적 수준 평가 지표 개발 (Developing Indicators for Assessing the Quality of Universities Based on Comparative Analysis of Major approaches in Foreign Countries)

  • 대학의 기능 수행에 대한 사회적인 관심이 증대되어 대학의 질 제고와 대학의 질 평가가 중요한 과제로 인식되고 있다. 이에 이 연구는 대학의 질 개념을 정립하고, 정립된 질 개념에 터하여 대학의 질적 수준을 종합적으로 진단할 수 있는 지표를 개발하는 데 연구의 주된 목적을 두었다. 종합적인 문헌분석과 연구진 검토를 통해 목표/목적 달성, 고객요구충족, 가치부가 측면을 강조한 투입-과정-산출 체제로서의 대학의 질 개념을 설정하였다. 설정된 대학의 질 개념을 바탕으로 하여 미국, 영국, 호주, 일본 등 주요국에서 사용되고 있는 대학기관인증평가, 대학순위평가, 학생설문조사, 학습성과평가 등 4가지 유형의 질적 수준 분석 도구에 포함된 지표들(6개국 13개 평가도구)을 분석한 뒤 대학의 질적 수준 평가 지표 초안을 마련하였고, 전문가 검증과 연구진 검토를 통해 최종 지표들을 개발하였다. 이러한 지표들은 투입-과정-산출 차원에서 기관목표, 인적자원, 물적자원, 교육과정, 학습활동, 교육산출, 연구산출의 영역으로 구성되었다. 개발된 지표가 대학의 질 제고를 유도하는 순기능 역할을 발휘하는 데 필요한 사항들이 제안되었다.

건식 열교환기를 이용한 백연방지 냉각탑 성능의 수치해석적 연구 (A Numerical Study on the Performance Analysis of Plume Abatement Cooling Tower with Dry Type Heat Exchanger)

  • This study treats the analysis of the performance and the design of plume abatement wet/dry cooling tower with dry type heat exchanger using a numerical method. A two-dimensional analysis is performed using the finite volume method for mechanical draft counterflow and crossflow tower. For a coupling problem between water and air system, a turbulent two phase flow is considered. Effectiveness-NTU method is used for modeling of the dry type heat exchanger. The parameter change simulations of the outer wall shape, the relative flowrate of air, and attachment of an air mixer are performed to examine the effect on plume abatement. It is found that if the relative air flowrate ratio and the adequate air mixer type are chosen well in addition to the ratio of water to air flowrate, the loss of the cooling capacity and the additional cost are reduced and the plume is abated.

  • Public participation in the Environmental Impact Assessment(EIA) has been implemented since the August 1 of 1991 with the Environmental Policy Act promulgation in the August 1 of 1991. It is structured to comment on draft Environmental Impact Statement(EIS) through open reviewing, public meeting and hearing. Though public participation has an important role in determining environmental significance, it is room for improvement. With positive public participation and system development such as Environmental Impact Assessment Act on June 11 of 1993, the effectiveness of it will be improved. This article is composed of status of public participation, comparison with other countries, comparison analysis by items of EIS prepared before and after public participation, and contents of public opinions in EIS.

  • 무선 LAN은 무선통신 기술의 결정체로 각광을 받고 있으나 전파라는 무선매체를 사용함으로써 정보도용의 가능성이 높으며 감시도 어렵다는 특징을 가지므로 정보보호가 요구된다. 본 논문에서는 무선 LAN을 위한 보호시스템을 제시하기 위하여 IEEE 802.11 표준안 및 IEEE 802.11eS 초안에서 제시하는 무선 LAN의 보호모델과 WEP 및 AES 암/복호화 방식에 관하여 정의하고 이러한 방식에 적합한 키분배 프로토콜을 제안한다.

정보시스템 운영사업 비용산정 모형 개발에 대한 실증적 연구 (An Empirical Study On Information Systems Operation Cost Estimation Model)

  • The purpose of this research is to develop an estimation model for information systems operating costs. Current cost estimation practices and types of sytem management projects have been reviewed an analyses. Typical operating project types of information systems are determined. They are application system operation, help disk operation, network management and operation, and hardware management. For each type of projects, cost factors ar identified and a structure of cost estimation model is defined. Cost estimation models have been constructed and tested by 24 real operation projects data. Statistical analysis shows derived models are statistically significant. User groups' opinion on these draft cost estimation model has been surveyed and summarized. The results of this research can be used as a cornerstone for future research on operating cost estimation, and for cost estimation guideline of information systems operation projects.

한국의 기능성 유제품 표시제도 개선방안 (Amendment Scheme of Labeling Regulation for Functionality of Dairy Products)

  • The labeling for functionality of food or food components are recognized globally and are essential for the growth of dairy product industry. To expand the functional claims of dairy product especially fermented milk product, the regulations restricting the labeling of functionality should be amended as soon as possible. The labeling regulations of functionality and efficacy for processed and functional foods in related Acts and subordinated statues such as definition, scope of claims, etc. were reviewed and the problems existed in the system were identified. The definition and classification of efficacy for processed food in Food Sanitation Act were analyzed to revise the labeling regulation of dairy product. A draft of amended labeling regulation for the functionality of dairy product is proposed, which provides consumers with appropriate information of beneficial effects on health purpose for human body structure and function. In order to develop the dairy products and related industries, these contents should be considered when the annexed Table 14 in the Enforcement Rule of the Processing of Livestock Products Act is amended.

요소분해효소 억제물질의 작용과 응용에 관한 연구 (The Activity and Utilization of Urease Inhibitors)

  • Urea, the major N source of world agriculture involves a serious urea-N loss through NH$_3$volatilization. Approaches to decrease N loss include using urease inhibitors in view of the environmental protection and the increase of urea-N efficiency. The purpose of laboratory researches was toassess the potential value of urease inhibitors to increase urea-N efficiency in soil and Kentucky blue-grass(Poa Pratensis L.) turf. The activity of urease inhibitors Phenyiphosphorodiamjdate(ppD) and N-(n-butyl) thiophosphoric triamjde(NBPT) measured to break-down ammonia volatilization. The soil and turf used in this project were from the fairway in one of the Korean gof course. The researches were carried out for two weeks to measure the urease activities on urea hydrolysis under four temperatures (10~ 40$^{\circ}C$) and for one week on turfgrass using forced-draft system. Results indicated that Urea-N involves considerable loss through gaseous NH$_3$ by urease activities in plant-soil systems. Urease inhibitors PPD and NBPT have potential value for increasing N use efficiency by reduing NH$_3$ volatilization. NBPT deserves futher evaluation as fertilizer amendment than PPD use of urea in turf industries.

Moonpool과 Azimuth Thruster를 장치한 Drillship의 저항추진성능 (Performance of Drillship with Moonpool and Azimuth Thrusters)

  • The performance of a deep water drillship, is investigated with the view of the characteristics of the thrusters and the resistance increasement due to moonpooi. The model tests have been performed to obtain the resistance of two drillships with the moonpooi open and closed including shape changes of moonpool step. To design the DP system, thrust forces of azimuth thrusters have been measured during azimuthing at zero speed condition. Thrusters, azimuthing under the bottom of ship, have the interactions of the other thrusters due to flow changes made by other thrusters, and the existence of ship hull makes the thrust deduction higher than when the thrust operates by itself. The resistance increasement due to the moonpooi is highly dependent on the step height of the moonpool and the draft. It is found that the height of moonpool step can reduce the resistance increasement by moonpool.

  • The international arbitration system has been a useful method of settling disputes arising from international transactions. Arbitration provides the opportunity for the parties to choose a fair and neutral forum and to participate in the selection of the decision maker and the rules that will be applied. Because arbitration is a creature of contract, there is no agreement to arbitrate if there is no contract. An arbitration clause should be designed to fit the circumstances of the transaction and the parties' needs. The parties draft an arbitration clause with insufficient attention to the transaction to which it relates. Insufficient attention to arbitration agreement has caused the delay of arbitration procedure or even the inability to arbitrate. Therefore the parties pay sufficient attention to the underlying transaction so that the arbitration clause can be tailored to their particular requirements and to possible disputes that may reasonably be anticipated.

Improved prediction of Pump Turbine Dynamic Behavior using a Thoma number dependent Hill Chart and Site Measurements

  • Water hammer phenomena are important issues for the design and the operation of hydro power plants. Especially, if several reversible pump-turbines are coupled hydraulically there may be strong unit interactions. The precise prediction of all relevant transients is challenging. Regarding a recent pump-storage project, dynamic measurements motivate an improved turbine modeling approach making use of a Thoma number dependency. The proposed method is validated for several transient scenarios and turns out to improve correlation between measurement and simulation results significantly. Starting from simple scenarios, this allows better prediction of more complex transients. By applying a fully automated simulation procedure broad operating ranges of the highly nonlinear system can be covered providing a consistent insight into the plant dynamics. This finally allows the optimization of the closing strategy and hence the overall power plant performance.
