This study outlines two viewpoints the classification of phone likely unit (PLU) which is the foundation of korean large vocabulary speech recognition, and the effectiveness of Chiljongseong (7 Final Consonants) and Paljogseong (8 Final Consonants) of the korean language. The phone likely classifies the phoneme phonetically according to the location of and method of articulation, and about 50 phone-likely units are utilized in korean speech recognition. In this study auditory phonetical knowledge was applied to the classification of phone likely unit to present 45 phone likely unit. The vowels 'ㅔ, ㅐ'were classified as phone-likely of (ee) ; 'ㅒ, ㅖ' as [ye] ; and 'ㅚ, ㅙ, ㅞ' as [we]. Secondly, the Chiljongseong System of the draft for unified spelling system which is currently in use and the Paljongseonggajokyong of Korean script haerye were illustrated. The question on whether the phonetic value on 'ㄷ' and 'ㅅ' among the phonemes used in the final consonant of the korean fan guage is the same has been argued in the academic world for a long time. In this study, the transition stages of Korean consonants were investigated, and Ciljonseeng and Paljongseonggajokyong were utilized in speech recognition, and its effectiveness was verified. The experiment was divided into isolated word recognition and speech recognition, and in order to conduct the experiment PBW452 was used to test the isolated word recognition. The experiment was conducted on about 50 men and women - divided into 5 groups - and they vocalized 50 words each. As for the continuous speech recognition experiment to be utilized in the materialized stock exchange system, the sentence corpus of 71 stock exchange sentences and speech corpus vocalizing the sentences were collected and used 5 men and women each vocalized a sentence twice. As the result of the experiment, when the Paljongseonggajokyong was used as the consonant, the recognition performance elevated by an average of about 1.45% : and when phone likely unit with Paljongseonggajokyong and auditory phonetic applied simultaneously, was applied, the rate of recognition increased by an average of 1.5% to 2.02%. In the continuous speech recognition experiment, the recognition performance elevated by an average of about 1% to 2% than when the existing 49 or 56 phone likely units were utilized.
The hybrid constructed wetland(HCW) as tertiary treatment process of a bio industrial wastewater treatment plant was employed to estimate applications for the reuse of final effluent. Raw wastewater was sequently treated through chemical and biological treatment processes and the biologically treated water was flowed into the HCW. The HCW system was composed of two constructed wetlands connected in series; The one is the aerobic constructed wetland with natural air draft system whose driving force for air supply was the difference between the temperature of the air inside the wetland and the ambient air, and the other is the anaerobic/anoxic constructed wetland. Average influent concentrations of BOD, SS, T-N and T-P in the HCW were 53mg/L, 48mg/L, 34mg/L and 3mg/L, respectively. After being treated at HCW, final effluent concentrations of BOD, SS, T-N and T-P were 2.3mg/L, 1.2mg/L, 7.95mg/L and 0.83mg/L, respectively. Referring to a reuse standard for a sewage wastewater, final effluent could sufficiently be reuse as landscaping, washing or agriculture water. HCW system with the aerobic/anaerobic combined constructed wetland could be achieved a high removal efficiency because each constructed wetland was functionalized to be removed efficiently organics, nitrogen and phosphorus. HCW system could be estimated to be successful application as tertiary treatment process of a various industrial and municipal wastewater.

The integrated underground space map is a three-dimensional map that integrates 16 types, including 7 types of underground facilities, 6 types of underground structures, and 3 types of ground. In order to systematically construct, manage, and utilize the integrated underground space map, it was institutionalized as the "Special Act on Underground Safety Management," and the "Underground Space Integrated Map Production Work Regulations" was prepared as detailed work regulations. However, there is a lack of institutional mechanisms to develop new technologies such as the completed book submission system for submitting change information and automation technology for updating the integrated underground spatial map and to expand the usability of the integrated underground spatial map. Accordingly, this study examined the current status of the integrated underground space map and attempted to suggest a direction for improving the current system through a revision plan and detailed operation management regulations (draft) of the Special Act on Underground Safety Management.
This study aims to draw suggestions for establishing the Post-2020 national policy direction and goals related to protected areas in Korea by analyzing the trends of major discussion issues on protected areas in the Convention on Biological Diversity (CBD) and reviewing the achievement progress of the Aichi target-11. Regarding the CBD decisions on protected areas, two decisions (Decisions II/7 and II/8) were adopted in 1995, and then the Program of Work on Protected Areas (PoWPA), which presented an ideal blueprint for protected areas, was adopted at the 7th Conference of the Parties (COP) in 2004. At the 10th COP in 2010, the "Strategic Plan for Biodiversity 2011-2020 and the Aichi Biodiversity Target" (Decision X/2) was adopted along with the Decision X/31, which presented ten key issues related to protected areas. The global outcomes of the Aichi Target-11 include 15% of the earth's land area and 7.4% of the ocean being designated as protected areas. In Korea, 16.63% of the land and 2.12% of the ocean have been designated as protected areas. However, the outcomes of the effective and equitable management, protection of areas important to biodiversity and ecosystem services, and identifying "Other effective area-based conservation measures" (OECMs) and linking them with protected areas have been found to be significantly short of global goals. The first draft of the Post-2020 Global Biodiversity Framework (Post-2020 GBF) prepared in January 2020 presented multi-step objectives. They included protecting at least 60% of particularly important sites for biodiversity through protected areas and other effective area-based conservation measures, at least 30% of the entire land and sea areas, and at least 10% of them under strict protection by 2030. The Updated Zero drafted in August 2020 concisely set out one quantitative goal of at least 30% of the globe by 2030, adding qualitative goals that these areas should be protected and conserved through "well connected and effective system of protected areas and OECMs at least 30 % of the planet with the focus on areas particularly important for biodiversity." Based on the draft Post-2020 GBF's targets related to protected areas and Korea's national targets reflecting the current state of Korea and established national plans, we suggest the national targets "to protect and conserve at least 30% of the land area and 10% of the marine area and to strengthen the means of qualitative achievement by establishing sub-targets through an effective system of protected areas and OECMs by 2030.".

The purpose of this study was to develop a workbook that can support the class and evaluation of the subject, 「Food safety and health」 and to verify its validity. The development direction of the workbook was set by analyzing the 「Food safety and health」 curriculum, dietary education materials, and previous studies related to the workbook, and the overall structure was designed by deriving the activity ideas for each area. Based on this, the draft was developed, and the draft went through several rounds of cross-review by the authors and the examination and revision by the Ministry of Food and Drug Safety, before the final edited version was developed. The workbook was finalized with corrections and enhancements based on the advice of 9 experts and 44 home economics teachers. The workbook consists of 4 areas: the 'food selection' area, with 10 learning topics and 36 lessons, the 'food poisoning and food management' area, with 10 learning topics and 36 lessons, the 'cooking' area, with 11 learning topics and 43 lessons, and the 'healthy eating' area, with 11 learning topics and 55 lessons, resulting in a total of 42 learning topics, 170 lessons. The workbook was designed to evenly cultivate practical problem-solving competency, self-reliance capacity, creative thinking capacity, and community capacity. In-depth inquiry-learning is conducted on the content, and the context is structured so that self-diagnosis can be made through evaluation. According to the validity test of the workbook, it was evaluated to be very appropriate for encouraging student-participatory classes and evaluations, and to create a class atmosphere that promotes inquiry by strengthening experiments and practices. In the current situation where the high school credit system is implemented and individual students' learning options are emphasized, the results of this study is expected to help expand the scope of home economics-based elective courses and contribute to realizing student-led classrooms with a focus on inquiry.
Recently, as the role of science and technology in social domain is more increased and the creative economy becomes a important matter in national development strategy, it is necessary that the improvement of legal system on science and technology for efficiently responding to paradigm shift into Innovation driven science and technology policy. Especially, The Framework Act On Science And Technology as a general and basic norm on science and technology policy is necessary to revise in systematic and substantial aspect in order to correspond with changed environment and current of the times. The Framework Act On Science And Technology was established in 2001 and revised several times, but substantial amendment reflecting the political facts as the need to demand was insufficient because it was revised only related with restructuring the government organization and changing the S&T Policy Coordinating Committee system. And therefore, this paper aims to review the problems and complementary factors and suggest the improvement draft on The Framework Act On Science And Technology. According to study, the revision methodologies are following : first, the Chapter and Paragraph of the law should be restructured to improve the systemicity, next the comprehensiveness, effectiveness, connections with related special laws and compatibility of the law should be complemented by adding the new provision or amending the inadequate provision to improve the position and function as a general and basic norm.

While public institutions and privite coperations have constructed the data collecting infrastructure and commercialized it to service traffic information, inaccuracy with information, insufficiency with the public sector, overapping investment and the rest are arising from the differences of data treatment, offering method, communication protocal and the like. For these reasons, we need standardization it as a national enterprise. In this paper, we would like to present the unity management and joint method of traffic information based on the present position of system construction and national ITS standardization. At first, we presented the relation between data elements and message sets and then analyzed how message sets have been used to message sets to share traffic information so far in public institutions and private coperations like Korea freeway cooperation-ITS model city-Cheonan-Nonsan expressway, In-cheon international airport expressway-Korea freeway cooperation and Seoul metropolitan police agency-Seoul metropolitan government. As the results of analyzing message sets, it had disclosed that data transmission is impossible or a system is unchangeable because data form and each items to transmission were different from each other and its own address and link IDS were not determined yet. Also it showed these message sets did not abidy by The Draft of National ITS Standards. First of all, we proposed data basic form and elements which were form by items used in each center in common and the elements to manage traffic information suggested by Standards based on the results of analyses.
This paper proposes an improvement to differentiate assessment procedure for projects in consideration of their environmental impact as a means to improve efficiency in environmental impact assessment ("EIA") procedure. The targets of analysis were limited to lower impact projects. The current EA system in Korea has already attempted to introduce separate proceedings for certain projects.Tangible results from these efforts, however, have been limited. Other countries have adopted a "screening" system to determine whether EIA is applicable to a particular project, and if so, what procedure will be used therein. Therefore, this study suggests the screening as the process wherein need for EIA is determined with respect to projects which have undergone Prior Environmental Review System(PERS) and which appear to have comparatively negligible environmental impact. In this case, EIA can be omitted and the developer can then draft a mitigation plan instead. This study found that exempting certain projects deemed as having low environmental impact can considerably shorten the duration required for both environmental assessment and consultation, thereby improving efficiency. Other expected effects from the adoption of this screening include reduction in delays in project execution due to environmental assessments and reduced red tape through the provision of increased autonomy to developers and the approving authorities.
In STEAM education, contents that has been extracted from a variety of areas, so it can work closely and systematically. Therefore STEAM education requires systems thinking that can be grasped effectively these different disciplines. The purposes of this study are to develop a STEAM program based on systems thinking, and apply the program to the secondary science gifted student in order to investigate the educational effect. A model of the Program developed from previous research and theoretical contents of systems thinking and STEAM. A draft of the STEAM program was developed on the theme of "rocket". A total of 113 students was participated in this study. 100 seventh and 13 eighth graders were enrolled at seigy. A single group pre-post test paired t-test was conducted on them in systems thinking skills. Result of applying the program to the students as follows. The systems thinking ability was improved after the application of the program. 'Mental Model', 'Personal Skill', 'Team Learning', and 'System Analysis', 'Shared Vision' emerged for both improved significantly. In conclusion, the STEAM program based on system thinking improves students' systems thinking skills. This program of results can be helpful in cultivate human resources with the problem solving ability based on system thinking and STEAM literacy by used in public education curriculum.

In this study, laboratory experiments and numerical simulations were conducted to test the performance of resonance power buoy system proposed by Kweon et al.(2010). The system is composed of a linear generator and a mooring buoy. The mover of the linear generator mainly has heave motion driven by vertical oscillation of the buoy. In this system, the velocity discrepancy between the mover and the buoy makes electricity. However, ocean wave energy as a natural resource around Korean peninsula is comparatively small and the driving force for producing electricity is not enough for commercialization. Therefore, it is necessary that the buoy motion be amplified by using resonance characteristics. In order to verify the resonance effects on the test power buoy, the experimental investigations were conducted in the large wave flume (length of 110 m, width of 8 m, maximum depth of 6 m) equipped with regular and random plunger wave generator. The resonance draft of test power buoy is designed for the corresponding period of incident wave, 1.96 sec. Regular wave test results show that the heave response amplitude operator(RAO) by a test buoy has the amplification of 5.66 times higher compared to the wave amplitude at the resonance period. Test results of random waves show that the buoy has the largest spectrum area of 20.73 times higher at the point of not the resonance period but the shorter one of 1.85 sec. Therefore this study suggests the resonance power buoy for wave power generation for commercial application in the case of the coastal and oceanic area with smaller wave energy.
