규제정책의 관점에서 바라본 온실가스(GHG) 배출권거래제가 국내 항공운송산업에 미치는 영향 (The Impact of GHG Emission Trading System on Air Transport Industry and Implication in View of Regulatory Policy)

  • The emission trading system implemented in Korea is a system in which the government allocates or sells emission rights by setting the emission allowable amount to economic players subject to the emission trading system, allowing companies to freely trade shortfall or extra money through the emission trading market. Korea also had implemented its first emission trading system scheme period of time from 2015 to 2017. As a result of the first planning period in which total of seven Korean airlines were targeted, the emission amount was about 5.51 million KAU, while the quota amount was only about 4.85 million KAU, about 116% of the actual quota was emitted and Domestic airlines have incurred additional costs of about 10.7 billion won. Due to ICAO's implementation of CORSIA, the airlines are expected to have to shoulder additional costs because purchasing exceed quota will be increased in order to offset excess emissions not only on domestic but also on international routes. Thus, this paper had analyzed the characteristics of the carbon trading system of air transport industry and suggested a mix of regulatory policies as an improvement method.

국내외 가축분뇨 퇴액비 이용 분야 암모니아 배출량 인벤토리 비교 연구 (A comparative study on ammonia emission inventory in livestock manure compost application through a foreign case study)

  • 국내 발생 암모니아 중 가축분뇨의 기여율이 높은 것은 자명한 사실이다. 암모니아 배출량 산정 과정의 정확도와 신뢰도 향상을 위해서는, 가축분뇨 발생량의 정확한 집계, 가축분뇨의 퇴비화 및 액비화 과정에서 단계별 암모니아 전환량과 발생량 산출, 퇴액비의 저장 및 운송과정에서의 암모니아 발생량 산정 그리고 토양 살포 과정과 방법에 따른 암모니아 발생량 비교 연구가 반드시 수행되어야 할 것이다. 미국과 유럽과 비교해 볼 때, 특히 국내 배출계수가 상대적으로 매우 획일적이고 시공간적으로 세분화되지 못해 국내 실정을 충분히 반영하지 못하고 있다. 암모니아 배출계수 산정의 정확도와 전문성을 향상 시킬 수 있는 방안으로, 퇴액비의 특성, 토양의 특성 그리고 기후 특성의 복합적인 고려가 가능한 챔버시스템을 활용할 수 있을 것이다. 국내외 암모니아 배출과 관련한 자료의 검토와 비교를 통해 현재 국내 시스템의 부족한 점과 나아가야할 방향을 확인할 수 있었으며, 암모니아 배출유량 산정이 가능한 챔버 시스템을 제언하였다. 향후 누락배출원의 신규 배출계수 산정과 같은 실질적인 정책과의 연계를 위해서는 실내의 챔버 시스템에서 더 나아가 현장에서의 mesocosom 시스템의 방법론 구축 또한 필요할 것으로 판단된다.

고속철도는 고속도로에 비하여 저탄소 친환경적인가? (Does High-Speed Rail Have Superiority over Motorway in Terms of CO2 Emission?)

  • PURPOSES : The aim of this article is to compare and identify eco-friendly competitiveness between (regional) motorway and high-speed rail(HSR) from the perspective of $CO_2$ emission in the Republic of Korea. METHODS : In order for an analysis of low-carbon competitiveness between the two modes, $CO_2e$ emission, $CO_2eppk$ (equivalent $CO_2$ gram per passenger kilometer), is employed as a comparison index. As for HSR, the index is calculated based on the passenger transport data and the gross of $CO_2e$ produced by Kyungbu high-speed line in 2013. Additionally, the gross of $CO_2e$ is computed by the greenhouse gas emission factors of domestic electricity generation mix. Regarding the index of motorway, it is directly calculated using both the official $CO_2e$ emission factor and the passenger-car occupancy of motorway. RESULTS : The results revealed, in the case of inter-regional transport, that the $CO_2e$ emission of displacement-based cars is 54.9% less than that of HSR, as the domestic electric power systems heavily relies on the thermal power plants over 66%. Note that internal combustion engines commonly used for vehicles are more energy-efficient than steam-driven turbines usually utilized for thermal power generation. CONCLUSIONS : It can be seen, at the very least in our study, that HSR has no superiority over motorway in the case of $CO_2e$ emission under the situations of domestic electricity generation mix. In addition, advanced eco-friendly vehicles have strong advantages over HSR. Therefore, all-out efforts should be made to develop and harvest renewable energy sources in order to achieve low-carbon HSR, sparing fossil fuels.

Emission test of a domestic fabricated cathode with higher current density

  • The emission test a domestic fabricated cathode is conducted using an easy-replaceable-emitter-type test bench. A simple cylindrical button type cathode is dropped vertically into a cathode cup holder. The cathode is heated by a tungsten wire heater located around the cup holder. The cathode temperature is measured by an optical pyrometer. A high voltage pulse power supply gives the anode-cathode gap voltage up to 20 kV with the pulse width of 15 us. The emitted current from the cathode is captured at a faraday cup and is measured using current transformer and oscilloscope. The test bench is installed in the vacuum chamber with easy access door and, therefore, the cathode can be easily replaceable. We confirmed the emission current density of $15A/cm^2$ and $80A/cm^2$ with a domestic fabricated B-type cathode and a Scandate cathode, respectively. The detailed test result for the cathode will be presented.

선박부문 온실가스 배출량 산정에 관한 연구 (A Study on the Greenhouse Gas emission from Ships in Korea)

  • 선박 부문의 경우 UNFCCC에서는 국제해사기구(IMO)를 통해 공해를 운항하는 국제선박의 배출량 산정 및 저감방안에 대하여 논의를 위임하였으며, 이에 IMO에서는 신조선 에너지효율 설계지수 및 현존선 에너지효율 운항지수와 같은 기술적 운항적 측면과 선박에너지효율관리계획서 작성 그리고, $CO_2$ 배출권거래제, 탄소세, 온실가스 펀드 등의 시장 접근적 측면에서 다양한 의견이 제시되고 있다. IMO 보고서(2009)에 의하면 선박에 의한 이산화탄소 배출량은 1,046백만 톤으로 전세계 이산화탄소 배출량에 3.3%에 해당하는 것으로 나타났으며, 이중 국제 운항선박에 의한 이산화탄소 배출량은 870백만 톤으로 2.7%에 해당하는 것으로 나타났다. 이에 본 연구에서는 연료 수급량을 기본으로 한 Tier 1 방법으로 선박에 의한 온실가스 배출량을 산정하였으며, 국내 배출 및 국제 배출을 구분하였다. 2009년 기준 어선, 국적 연안선, 국적 외항선, 외국적선을 포함한 선박에 의한 온실가스 배출량 산정결과 31,646천톤 $CO_2$-eq/년으로 나타났으며, 국적선에 의한 국내 및 국제 배출은 각각 5,398천톤 $CO_2$-eq/년, 7,630천톤 $CO_2$-eq/년 그리고 외국적선에 의한 국제 배출량은 18,618천톤 $CO_2$-eq/년으로 나타났다.

화력발전소에서의 국내 배출계수 산정 방안 연구 -먼지를 중심으로- (Estimating PM Emission Factor from Coal-Fired Power Plants in Korea)

  • In Korea, PM (Particulate Matter) emissions caused by coal-fired power plants are measured by a system, so called Clean Air Policy Support System (CAPSS), which uses foreign emission factors. However, the system fails to reflect the characteristics of domestic power plants. In this regard, this study aims to develop local, accurate domestic emission factors. The study measured the amount of TSP (Total Suspended Particulates), PM10 and PM2.5 by collecting samples from the latter parts of pollution control devices which were installed at 3 bituminous-fired power plants and 3 anthracite-fired power plants. The results showed that the average concentrations of TSP, PM10 and PM2.5 measured at bituminous-fired power plants were 4.63 mg/$Sm^3$, 2.96 mg/$Sm^3$ and 3.07 mg/$Sm^3$ respectively, much higher than those from anthracite-fired power plants (2.96 mg/$Sm^3$, 2.47 mg/$Sm^3$ and 1.37 mg/$Sm^3$, respectively). In addition, bituminous-fired power plants showed higher ratios of PM10/TSP and PM2.5/TSP with 0.66 and 0.92, respectively, compared to 0.82 and 0.46, the ratios of PM10/TSP and PM2.5/TSP measured in anthracite-fired power plants. Emission factors based-on concentration measurements were also higher for bituminous-fired power plants, and PM with smaller particles tended to have bigger difference in emission factors between the two fuels. This study calculated the amount of PM emissions by using the estimated emission factors. When it comes to the PM emissions, it was less than that of CAPSS while similar to that of CleanSYS in its amount. It is expected that the emission factors developed by this study will be used in Korea replacing foreign emission factors currently used in Korea by ensuring the objectivity and reliability as domestic emission factors.

넙치 양식장에서 발생하는 온실가스 배출량 산정 (Estimation of Green-House-Gas emissions from domestic aquaculture farm for flounders)

  • This study aims to estimate the Green-House-Gas emissions from domestic farmed flounder in the southern sea and Jeju-Do, where is mainly produced, by the assessment of energy consumptions and GHG emissions from domestic fish farms for establishing reduce standards of greenhouse gas from a sustainable perspective. It needs to analyze such GHG emission components as feed, electricity, fuel, fixed capital, fish respiration, and liquid oxygen in two locations by 4 stage running water type farm size of small, small and medium, large and medium, large scale. The result showed that the mean GHG emissions were $36.83kg{\cdot}CO_2/year$ in the southern sea and $24.33kg{\cdot}CO_2/year$ in Jeju-Do, respectively, in the stage of production per fish 1kg at 2 locations and farm size from domestic farmed flounders, and it will give to be useful for policy, planning, and regulation of aquaculture development with establishing GHG reduction standards.

Environmental Impacts on Concentrate Feed Supply Systems for Japanese Domestic Livestock Industry as Evaluated by a Life-cycle Assessment Method

  • The objectives of this study were to evaluate and compare the environmental load of two different concentrate feed supply systems to the Japanese domestic livestock industry using the Life-cycle Assessment (LCA) method. The current system was defined as that requiring 11.469 million tons of corn imported from the US by sea transport and supplied as concentrate feed to the Japanese domestic livestock industry. The new system proposed by Kaku et al. in 2004 was defined as where 802,830 tons of US imported corn would not be planted in US and would be replaced by barley planted in 278 thousand ha of Japanese domestic land left fallow for the past year. In this case, 909,000 tons of domestic harvest barley would have been supplied as concentrate feed to the Japanese domestic livestock industry in 2000. The activities taken into account within the two system boundaries were three stages: concentrate feed production, feed transportation and gas emission from the soil by chemical fertilizer. Finished compost was regarded as organic fertilizer and was put instead of chemical fertilizers within the system boundary. Adoption of this new concentrate feed supply system by the Japanese domestic livestock industry could reduce 78,462 tons $CO_2$-equivalents of global warming potential, 347 tons $SO_2$-equivalents of acidification potential, 54 tons $PO_4$-equivalents of eutrophication potential and 0.842 million GJ as energy consumption below 2,000 levels. This LCA study comparing two Japanese domestic livestock concentrate feed supply systems showed that the stage of feed transport contributed most to global warming and the stage of emission from the soil contributed most to acidification and eutrophication. The Japanese domestic livestock industry could participate in emissions trading with $CO_2$-equivalents reduced by shifting from some imported US corn as a concentrate feed to domestic barley planted in land left fallow. In that case the Japanese government could launch emissions trading in accordance with Kyoto Protocol in the future.

  • Among all the nitrogen species present in the atmosphere, ammonia forms a considerable portion along with the nitrogen oxides. The major sources of atmospheric ammonia are animal feedlot operations including emission from excreta of domestic animals and agricultural activities, followed by emission from synthetic fertilizers, biomass burning and to some lesser extent, fossil fuel combustion. Ammonia emission factor, expressed as the weight of ammonia per unit weight, volume, or duration of the activity emitting it, is generally used in developing emission estimates for emission inventories. The factors determining ammonia loss from soil or from manures are the temperature, pH, humidity, precipitation and the velocity of wind above it.
