Study on the Layout of Water Diversion Projects Influenced by China's Macro Developing Strategies

  • A country's macro developing strategies will greatly impose upon its water resources allocation. Based upon the relationship between national macro developing strategies and water diversion projects layout, the paper discusses the vital influence of water diversion projects caused by China's food security and sustainable development strategy implemented in recent years, and points out that it is an inevitable choice of constructing inter-basin water diversion projects in north China in view of local water resources can't meet the demand of socio-economic development and eco-environment protection, and then recommends China's water diversion projects layout in the current and future, which attaching most importance to the South-to-North Water Diversion Project.

  • The concepts of static seat allocation model has been used widely in the air transportation industry, and proven as a good concepts for managing perishable assets. The paper analyzed, in realistic environment, the volume of Accept Demand and Reject Demand through several times' simulation experiments at each fare level by using C-Program analyzing process applied to upward and downward models of demand, to analyze the change of fare level when upward and downward shifts of fare levels' demand happen at once. As a consequence, I concluded that the revenue of the case to consider the both shifts of demand at each fare level is bigger than that of the case to consider the single shift of demand at each fare level, except the case to downsize the seat allotment at very low price when supply is bigger than demand, with developing a general model concerned with plural fare levels.

  • KTX Introduced in korea have occurred enhanced services and reduced regional travel time. "Induced traffic" is defined in the traffic demand generated in new project. 'Induced traffic' compared to the Diversion Demand Survey and research on ways to quantify the situation, insufficient analysis of constant and long-term observations are needed to estimate the changes in demand. In this study, Induced traffic effects due to the opening of KTX for analysis survey to passengers by Railway and the scale factor induced traffic review.

A Study on Providing Real-Time Route Guidance Information by Variable Massage Signs with Driver Behavior (운전자 행태를 고려한 VMS의 실시간 경로안내 정보제공에 관한 연구)

  • The ATIS(Advance Traveler Information System), as one part of ITS, is a system aiming to disperse traffic volume on transportation networks by providing traffic information to transportation users on pre-trip and en-route trips. One of tools in ATIS is usage of VMS(Variable Message Signs). It provides to the drivers with direct information about state of processing direction. which is considered as the most effective method in ATIS. The purposes of providing VMS information are classified two categories. One is to provide simple information to drivers for their convenience. The other is to manage traffic demand to improve transportation network performance. However, for more effective and reliable VMS information, several strategies should be taken into account. The main VMS management strategy is "Traffic Diversion Strategy for minimum delay" when traffic congestion or incident are occurred. For effective operation. firstly. reasonable diversion traffic volume is determined by network traffic condition Secondly, it is necessary to make providing information strategy which reflects driver response behavior for controling diversion traffic volume. This paper focuses on the providing real-time route guidance information by VMS when congestion is occurred by the incidents. This sturdy estimates time-dependent system optimal diversion rate that inflects travel time and queue lengths using traffic flow simulation model on base Cellular Automata. In addition, route choice behavior models are developed using binary logit model for traffic information variable by traffic system controller. Finally, this study provides time-dependent VMS massage contents and degree of providing information in order to optimize the traffic flow.

Analysis of Diversion Demands for the Rapid Railway (급행철도 도입에 따른 전환수요 분석)

  • A diversity of railway network function enhancement projects such as the double tracking, electrification, and direct operation have been actively executed to improve the railway service. When the new rapid railway is provided, how many people will use it instead of other transports? How will the railway choice behavior be changed? Accordingly, in this paper, the applicability of diverted travel demand forecast method by Stated Preference(SP) and Transfer Price(TP) data was reviewed for Daegu metropolitan railway service. As the result of implementing the Revealed Preference(RP) and RP+SP model, the total travel time and travel cost parameters are of the right sign and are highly significant. In particular, when TP data is used as the complementary investigation of SP, the boundary value of diverted travel demand can be easily identified by railway fare and travel time service level. Therefore, it is considered that this will practically apply even in other regions as well as Daegu metropolitan railway.

  • The connection channel for Saemangeum district is to link the lakes between Keumkang Lake and Saemangeum Lake and to dilute the polluted water flowing from Mankyung river, to accelerate desalinization in Saemangeum lake, and to satisfy the future demand of water around Saemangeum district. Analysis of Demand-Supply Status for Improving the Effectiveness of Plans for Supply and Demand of Reginal Patient Beds (지역병상수급계획 실효성 제고를 위한 수요공급 현황 분석)

  • Background: The purpose of this study was to analyze the demand and supply status of patient beds by type of medical institution, categorized into 70 clinical privilege, in order to understand the regional bed supply situation. Methods: Utilizing the 70 clinical privilege defined by the Ministry of Health and Welfare, we calculated bed demand and supply quantities from 2019 to 2021 using data from Statistics Korea and the Health Insurance Statistical Yearbook. The bed demand calculation formula was based on the detailed guidelines for the medical sector by the Korea Development Institute and the 3rd edition of bed supply basic policies announced by the Ministry of Health and Welfare. Additionally, to mitigate distorted bed supply situations caused by factors such as regional levels and patient outflows, we classified bed supply types using the population decrease index indicator published by the Ministry of Public Administration and Security. Results: Among the 70 clinical privilege, it was analyzed that a relatively balanced bed supply situation exists overall, irrespective of the type of healthcare institution. However, in medical institutions at or above the level of hospitals, regions with bed supply ratios exceeding 20% compared to demand, particularly in institutions at or above the level of general hospitals, showed a relatively high rate of demand diversion. Conclusion: We have identified the bed supply types in the 70 clinical privilege in South Korea. Based on the results of this study, we emphasize the need for bed supply policies that consider regional characteristics. It is expected that this research can serve as fundamental data for future efforts aimed at managing or rectifying bed supply imbalances on a regional basis.

A Study on the Seasonal Pre-reserved Planning of Water Resources in Korea (수자원의 계절별 적기확보방안에 관한 연구)

  • The water demand has been rapidly increased by the growth of population, industrialization, unbanization, water pollution and so on. This study carried out the seasonal pre-reserved planning for the five zones, comparing the water demand with the available water resources up to the goal year, 2001. The results of this study are as follows; 1) It is principle that the monthly water demand is supplied by the surface and ground water as the increasing tendency of it, and the deficit of water is supplemented by the water supplying capacity of dam. And water demand should be completely reserved before supplying the deficit of water. 2) The monthly and seasonal maximum deficit of water demand take place in June and summer. 3) The periods when the deficit of water demand exceeds the water supplying capacity of dam are 1984-1990, 1994-2001 in zone III. 4) To reserve the deficit of water demand in zone III, we would like to pre-construct Masan-Keumbo estuary barrage from 2001 to 1991 in Seomjin river basin, the deficit of water demand is supplied by the diversion of water from Yeongsan river basin with the developments of the ground water and small reservoirs until 1986.

Diversion Rate Estimation Model for Unexperienced Transportation Mode by Considering Maximum Willingness-to-pay: A Case Study of Personal Rapid Transit (최대 지불의사액을 고려한 미경험 교통수단의 전환율 추정모형: Personal Rapid Transit 사례를 중심으로)

  • Personal Rapid Transit(PRT) has emerged as a promising transportation mode for transit-oriented sustainable communities. In this study, an alternative design of questionnaire survey is proposed in order to capture traveler's perception of an unexperienced transportation mode. This study aims at predicting the mode choice diversion behavior of potential PRT users who do not have experience of using it previously, considering their willingness-to-pay. The proposed model was applied to predict an aggregate forecast of PRT patronage for the city of Songdo where PRT is considered to be constructed. For validation of the proposed model, the price elasticity of PRT demand was analyzed, compared with existing models. The analysis results suggest that the proposed design of questionnaire survey is able to capture respondents' attitude and perception to unexperienced transportation mode in an effective manner. Also, they show that the proposed diversion rate model is more realistic than existing models in explaining the effects of users' willingness-to-pay for predicting PRT patronage.

A Methodology for Defining the Study Impact Area Using Mode Diversion Trip Rate in Rail Infrastructure Feasibility Study (철도사업에서의 수단전환통행비율을 고려한 분석영향권 설정방법론의 개발)

  • The current Korean preliminary feasibility study guidebook provides a simple method for determining the impact area of a transportation project without taking its characteristics into account, which often leads travelers to switch their travel modes. Hence, this study develops a comprehensive methodology for defining the impact area when evaluating railroad projects, which can significantly affect travel mode choice behaviors. To develop the methodology, a hypothetical project was devised. The analysis results show that the convergence of mode-diverted trip rates is improved from 76% to 93% by implementing the proposed method. In addition, there was a significant difference in benefits (about 10.9 billion won) between adopting the current method and the proposed method.
