북 핵·미사일 시대의 억제전략 : 도전과 나아갈 방향 (Deterrent Strategy in the era of North Korea's WMD and Missile Threats : Challenges and the Ways to go)

  • The purpose of this paper is to open a debate about what kind of deterrent strategy the ROK military should pursue in the era of NK's weapons of mass destruction and missile threats. I argue that the ROK military needs a comprehensive deterrent strategy that reflects the international security situations and trends and that builds on clear understanding of the basic concepts and how deterrence operates. The paper starts with surveying the basic knowledge of deterrence from the perspectives of both theory and practice. Then, it provides explanations on why deterrence against NK can be particularly difficult given the security environment in and around the Korean peninsula. For example, South Korea and North Korea hardly share 'common knowledge' that serves as a basic element for the operation of deterrence. Deterrence against North Korea involves complex situations in that both deterrence and compellence strategies may be relevant particularly to North Korea's WMD and missile threats. It also involves both immediate and general deterrence. Based on the discussion, I suggest several ideas that may serve as guidelines for establishing a deterrent strategy against NK. First, our threats for deterrence should be the ones that can be realized, particularly in terms of the international norms. In other words, they must be considered appropriate among other nations in the international community. Second, there should be separate plans for the different kinds of threats: one is conventional, local provocations and the other is WMD/missile related provocations. Third, we should pursue much closer cooperative relations with the U.S. military to enhance the effectiveness of immediate deterrence in the Korean peninsula. Fourth, the ROK military should aim to accomplish 'smart deterrence' maximizing the benefits of technological superiority. Fifth, the ROK military readiness and structure should be able to deny emerging North Korean military threats such as the submarine-launched ballistic missiles and intercontinental ballistic missiles. Lastly, in executing threats, we should consider that the current action influences credibility and reputation of the ROK, which in turn affect the decisions for future provocations. North Korea's WMD/missile threats may soon become critical strategic-level threats to South Korea. In retrospect, the first debate on building a missile defense system in South Korea dates back to the 1980s. Mostly the debate has centered on whether or not South Korea's system should be integrated into the U.S. missile defense system. In the meantime, North Korea has become a small nuclear power that can threaten the United States with the ballistic missiles capability. If North Korea completes the SLBM program and loads the missiles on a submarine with improved underwater operation capability, then, South Korea may have to face the reality of power politics demonstrated by Thucydides through the Athenians: "The strong do what they have the power to do, the weak accept what they have to accept."

20세기 패션디자인의 건축적 패러다임 특성 고찰 (An Observation on Characteristic of Architectural Paradigm in Twentieth Century Fashion Design)

  • The mutual relationship between fashion and architecture and the similarities in their form and structure have been continuously debated over the decades, considering that both spheres are objects used in human life. Both spheres bring about the creation of three-dimensional space structures that are completed by the human body and material, based on a design targeted for people. The similarities between fashion and architecture in terms of form and structure have been debated by western architecture scholars focusing on the support that holds the garment's shape, the tailoring of a men's suit and also the material. The debate originates from the discussion of F. Th. Vischer, Kritische Gnge, and Gottfried Semper during the nineteenth century on the similarities between crinoline and the form of architecture and also the similarities between sewing and architecture. However, architects always regarded fashion as the inferior creative process that follows architecture in viewing the relationship between fashion and architecture. During the mid to end of the twentieth century, contrary to previous decades, the sense of fashion in architecture stood out, as an issue and a different approach was taken in discussing architecture that incorporates fashion. Accordingly, in the mid 1990's, architecture scholars such as Deborah Fausch and Mark Wigley began to conduct close observation of the mutual relationship between fashion and architecture from a more equal point of view. Notwithstanding, their point of view was still biased towards architectural standards. Commencing the Millennium, fashion has become the primary work of creation which leads style in all spheres, and under these circumstances this point of view has transferred from architecture to fashion when thinking about relationships between these spheres. The discussion on fashion and architecture form fashion's point of view is currently concentrated on the post 1990's phenomenon and illustrates the environment that is related to architecture. In general, the discussion is limited to determining a work of an individual designer as 'being architectural' when explaining the sculptural form of fashion. Therefore, this research aims to renew the discussion on twentieth century fashion design, which was neglected in any studies on observing architecture and fashion. The aim of this research is to classify the architectural paradigm of twentieth century fashion design and to observe the architectural forms of the respective eras. It is necessary to have a close observation of the architectural paradigm in twentieth century fashion design where support tools such as the crinoline was avoided and the form and functionality of the garment itself was emphasized. I will conduct this research by considering the architectural form shown in fashion as a practical three-dimensional creation that exists in space.

소론학파(少論學派)의 연원과 전개, 철학과 현실인식 (The origin, development, philosophy and reality awareness of Soron School(少論學派))

  • 17세기 중 후반에 진행된 서인의 자기 분열과 소론계의 출현은 조선사회 내부에서의 일대 정치사적 사건에 해당하는 의미를 내포한다. 이제 소론은 송시열이 역학 구도의 원천에 배치된 노론과는 상이한 사상적 대외적 노선을 구축해 나가게 됨으로써, 척박한 조선 지성계의 면모를 일신할만한 한 축을 형성하게 되었다. 실상 이러한 조짐은 노소 분열이 진행되는 과정에서 윤선거가 시종 윤휴의 사상성을 변호하고, 이른바 회니 시비의 와중에서 윤증이 송시열의 위선적 학문 행위와 명분론적 대외 노선을 동시에 비판할 때에, 이미 그 맹아가 움트기 시작했던 것이다. 초기 소론을 대표하는 윤증과 박세당, 남구만과 박세채 등은 실로 다양한 사안들을 대상으로 한 토론과 대화 문화를 존중함으로써, 장차 소론계만의 고유한 학풍을 형성하는 데 크게 기여했다. 소론의 중진들은 당면한 시국 현안에 대해서도 폭넓은 대화와 토의를 병행해 나갔던바, 박세채가 집성한 황극탕평론은 정치철학적 영역에서 소론계의 대화 문화가 결실한 또 하나의 긍정적인 사례였다. 소론의 선배들은 붕당의 폐해를 타파하기 위한 논의인 탕평론에 깊이 공감하고, 그 기본 골격을 형성해 나가는 과정에서 상호간의 의견을 폭넓게 참작했던 것이다. 결과적으로 초기 소론의 선배들은 닫힌 동일성의 학문적 울타리에 안주하기보다는 서로의 차이를 존중하는 대화 양식을 존중함으로써, 진정한 학문적 행위란 소통을 지향하는 과정을 통해서만이 유의미한 결실을 맞이한다는 사실을 과시해 보였던 것이다. 이처럼 대화와 토론을 통한 소통적 학문 행위는 소론의 2세대에게로 전승되면서, 장차 소론계만의 고유한 학풍으로 정착될 국면을 맞이할 전망이다.

디지털 방송 카메라와 토론자 간의 시각 편차 해석 (Analysis of sight deviation between the panelists and the camera of digital broadcasting)

  • 본 논문은 선거방송에 참여한 토론자가 제한시간 확인을 위해 디지털 초시계를 빈번하게 곁눈질로 인하여 발생하는 토론자와 촬영 중인 디지털 방송 카메라와의 시각 불일치에 대한 시각편차에 대하여 해석하였다. 스튜디오와 같은 소규모 토론회에서는 토론 참여자와 온에어 방송카메라와의 시각 일치는 비교적 안정적이다. 그러나 공개토론이나 토론 참여자가 다수인 경우 중앙에 설치된 대형 LCD 모니터 초시계를 지속적으로 곁눈질함으로 발생하는 시각의 편차가 심각하다. 따라서 본 논문에서는 토론자 인원수, 데스크의 길이, 디지털 초시계와의 거리, 방송 카메라와의 거리와 높이에 따른 시각편차의 해석방법에 관하여 논한다.

기본소득의 이상적 모형과 이행경로 (Feasible Paths to Realizing Korean Basic Income)

  • 전 세계적으로 기본소득 논의가 부상하면서 한국에서도 기본소득 논의가 확장되었다. 논의의 확장은 기본소득에 대한 다양한 고민들과 격렬한 찬반논쟁으로 이어졌다. 기본소득제의 도입을 고민하기 위해서는 한국사회에서 기본소득이 포함된 미래 복지국가의 이상적인 모습을 설계하는 작업이 선행되어야 한다. 본 논문에서는 기본소득(과 복지국가)의 이상적 모형을 설계하고 단계적 이행경로를 제시하였다. 이를 위해 먼저 기본소득의 주요한 속성을 논하고 이를 바탕으로 퍼지셋 이념형 분석을 실시하였다. 이를 통해 기본소득과 복지국가의 이상적인 모형을 설계하고, 이상적인 복지국가 실현을 위한 단계적 이행경로를 제시하였다. 이는 완전 기본소득을 지향한다고 할 때 우리 사회가 선택할 수 있는 실현가능하고 합리적인 선택지에 대한 실천적 고민이라 하겠다.

한국문학의 영어권에 있어서의 수용 및 연구 현황 - 미국을 중심으로 (The Translation and Study of Korean Literature in English Speaking Countries)

  • Up to January 2003, the amount of English translated works of Korean Literature are 399, among which 170 are translated abroad, 189, in Korea, and 40, abroad as well as in Korea at the same time. Like other language speaking countries, the 1980s and the 1990s are peak not only for the translation of Korean Literature but also for its scholarly attention. The statistic analysis of information, accumulated in various databases such as The Harvard Korean Studies Bibliography, Hawaii Korean Studies Bibliography, and MLA International Bibliography, shows that up to February 2004, 33 books, 16 dissertations and one thesis, 200 articles, and 84 reviews are wholly devoted to the study of Korean Literature in English speaking countries. However, why certain works of poets like Kim Sowol, Han Youngun, So Chungju, and novelists like Hwang Sunwon, Han Moosook, Kim Dongri are mostly translated in English speaking countries remain to be analysed in their socio-political details in breadth and depth. Likewise, why the works of So Chungju, Yi Kwangsoo, Kim Manjoong, Han Youngun, Kim Sowol, Chung Jiyoung are mostly taught and studied in English speaking countries are open to further scholarly discussion and debate.

국가안보에 적합한 인력양성을 위한 부사관 후보생의 의사표현 능력 향상 방안 연구 (Improving the ability of oral communication skills for NCO candidates)

  • 이 연구에서는 현재 부사관 후보생으로 재학 중인 학생들을 대상으로 부사관 전형에 필요한 언어논리력의 향상을 위한 자기주도적 학습(self directed learning)의 과정을 소개하며, 부사관의 군 조직내 중요성을 바탕으로 후보생들의 의사소통의 문제점을 진단하고 이를 향상시키기 위한 몇 가지 수업 모형을 제시하였다. 말하기와 내용 구성에 관련된 면접, 프레젠테이션, 토론의 3가지 커리큘럼을 제안하여 학생들 스스로 자기주도 학습이 가능하도록 하였다. 이 과정에서 흔히 학습자가 자기주도 학습에서 겪는 어려움을 해결할 수 있는 방안 중 하나로 스캐폴딩(scaffolding)방식을 사용하였으며, 3가지 수업모형의 적용 결과 의사표현 능력의 향상을 이끌어낼 수 있음을 보였다.

우리나라 건강보험 보장성 개선 정책에 대한 평가 (An evaluation of benefit extension strategies of the Korea National Health Insurance)

  • Although providing universal coverage for health care through the National Health Insurance(NHI) is a remarkable achievement, the issue of limited benefit coverage of the NHI has been at the core of national debate over how to improve its coverage. This study aims to evaluate benefit extension strategies and implemented policies with regard to the NHI since 1989 using 'policy window theory' proposed by John W. Kingdon. Understanding problem stream, policy stream, political stream, and coupling streams regarding the NHI, in particular benefit extension, would contribute to broaden policy debates and to develop more effective strategies for the future. Historically, political stream had opened policy window in the past two decades and policy streams can be characterized by three waves. Three streams have been coupled since 2003 and the government had a strong will to fulfill better performance of NHI coverage. Study findings indicate that identification of problem structure regarding NHI benefit was not connected with policy stream tightly. In addition, there has been limited discussion on policy goal and principles for extension coverage of the NHI. Policy strategies to improve coverage of the NHI should be linked to characteristics of problem and sought solutions under the principle which is expected to be sustainable through consensus in the society.

초등과학 영재 캠프 프로그램의 개발 및 적용 (Development and Application of a Science Camp Program for Gifted Elementary School Students)

  • A Science Camp Program was developed and applied as an intensified course for gifted students. The implications for the development and implementation of out-of-school science activities were also deduced through the analysis of the preliminary application results. The key point of the science camp program is to boost students' science inquiry skills through self-directed activities. Several positive effects in terms of interest and participation in the program were observed and some implications were derived as follows; (1) The program should provide the students with more opportunities for discussion and debate in group activities. (2) The tasks need be divided into two parts; basic tasks and optional tasks in order to ensure that the students engage in fewer tasks more intensively. (3) Each activity needs sufficient orientation taking consideration of the possibility that not all students may be ready for the inquiry. (4) The use of real examples of scientific research processes can help the students develop open inquiry skills and problem posing skills.

실과교과의 교수 .학습 방법에 대한 교사들의 인식 (The Perception of Teachers on the Instructional Method of Practical Arts Education)

  • This study examined teacher perception of the instructional method. activities and material in terms of class quality enhancement. Also this study established instructional method. activities and material application Per 7th Practical Arts Education Course guidance domain. and type identification of the instructional method and activities unique to the Practical arts curriculum. Conclusions : 1. Teachers consider the instructional method and material beneficial. However in the item relevant to application of diverse instructional methods Per specific teaching objective and educational content in the actual classroom. the highest percentage responding. ‘relatively yes’ (39.7%) . balanced out with those answering. ‘no’(37.7%) 2. In linking the instructional method and material to secondary school home economics education, teachers experienced difficulty in teaching only the clothing education domain . 3. In each guidance domain, lecture method, problem-solving learning. cooperative learning. home project learning and functional learning were surveyed for instructional method suitability. Notably, home project learning was identified as a significant instructional method. This result begs in-dept analysis as home project learning may be utilized as a tool to compensate for the absence of practical educational objective condition fulfillment and to substitute for teachers unable to Provide such functional guidance in class. 4. In each guidance domain. role-playing. debate/discussion. case study research, practical exercise and activity reporting were rated as essential teaching ㆍ learning activities. 5. In each guidance domain.‘VCR’, ‘CD-ROM’ and ‘Web media’ were identified as suitable instructional materials .
