Development and the Application of Flood Disaster Risk Reduction Index (홍수피해저감지수(FDRRI) 개발 및 시범적용)

  • Community-based disaster preparedness approaches are increasingly important elements of vulnerability reduction and disaster strategies. They are associated with a policy trend that values the knowledge and capacities of local people. In this research, we describe the community diagnosis method and develop Flood Disaster Risk Reduction Index(FDRRI) for assessment of flood vulnerability. FDRRI is composed of four indicators such as Flood Exposure Indicator(FEI), Sensitivity Indicator(SI), Risk Reduction Indicator(RRI), and Community Preparedness Indicator(CPI). We anticipate to present the guideline for selection national preparedness projects and uplift community's preparedness capacity.

  • In the entire process of disaster management, it is very significant to construct related information as well as perform quantitative assessment of damage losses with respect to minimizing the effect of disasters. Many countries have paid much attention not only to studying risk assessment methodologies including constructing inventories, hazard mapping, vulnerability assessment and direct/indirect damage loss estimation, but also to developing risk analysis tools investigated in this paper. We conducted comparison studies of representative earthquake damage risk analysis tools, and the result of this study is able to provide useful information to decision makers and researchers who can contribute to development of effective disaster management.

A Study on Disaster Risk Assessment in the Urban Open Spaces (도시 녹지 공간의 재해 위험도 평가 연구)

  • This study examined disaster risk from climate change in urban open spaces. This study conducted an assessment depending on type of damage and type of open space, subcategorizing it into flood damage and wind damage, flat park and mountainous park, and classified the assessment items by type into natural factor, artificial factor, and social factor for the purpose of analysis. Our major findings from this study are as follows: To look at the standardized score for the disaster risk from flood damages in the case of a flat park, Asian Park was higher at 55.800 point than Seoul Forest at 51.775 point, and in the case of mountainous parks, Dogok Park was at 58.428 point and Baebongsan Park was at 58.374 point. To look at the standardized score for disaster risk from wind damage, in the case of a flat park, Asian Park was higher at 64.763 point than Seoul Forest at 61.054 point, and in the case of mountainous parks, Baebongsan Park was higher at 58.533 point than Dogok Park at 55.459 point. This study raised a question about the necessity for and value of this disaster risk assessment in open space from damages caused by climate change, established an assessment model for disaster risk from damages in open spaces only to attempt risk assessment. Disaster risk of urban green space was enhanced.

Development of Standard Risk Indicators for the Prevention of Serious Accidents in Mobile Crane Operations (Focused on Construction Industry) (이동식크레인 작업의 중대재해예방을 위한 표준 리스크 평가 지수 개발 (건설업을 중심으로))

  • Purpose: Mobile cranes are machines that contribute to high mortality, and the High Risk Factor (SIF) information, which analyzed 2,574 accidental deaths in the construction industry in the past 6 years (2016~2021), resulted in a total of 61 mobile crane accidents. Despite safety measures in the field, it is not used properly. In this study, we present standard risk assessment indicators that contribute to accident prevention. Method: Through expert interviews, fatal accident case analysis, field analysis, and literature research, we present the standard risk assessment index method of the 4M risk assessment method. Result: As a result of analyzing the risk assessment of eight sites, it was concluded that it cannot make a significant contribution to disaster prevention and should be applied as an improvement measure of the Standard Risk Assessment Index Law. Conclusion: Switching to the standard risk assessment index method at construction sites has been proposed to make it easier for health and safety personnel and workers to use, contributing to the reduction of accidents.

  • As the modern society becoms industry acceleration and urbanization. Disaster is noticed that loss of life and a huge property loss. In sprit of continuous experience misfortune that reality have nonhigh national consciousness. But government is on the brink of various disaster. Various disaster are becoming larger and larger through industrialization and abnormal climate. The researchers of the study suggest as followers: the selection of a key risk factors throuh vulnerability analysis and risk assessment of disaster. As well suggest as policy direction throuh plan of personalized safety management.

A Study on Disaster Prevention and Risk Assessment System Applying Combustion Velocity at Traditional Housing Zone (전통건축물보존지구내에서의 연소속도식을 고려한 방재계획의 수립과 재난위험도평가 시스템 구축에 관한 연구)

  • The purpose of this study is to set up disaster prevention plan and risk assessment system considering combustion velocity at traditional housing zone. The combustion velocity analysis could contribute to build in disaster prevention technique through the potential risk analysis of the area, such analysis also able to set up comprehensive disaster prevention management system. Following results have achieved through the combustion velocity calculation. \circled1 The combustion velocity was calculated in order of the below winds, the above winds and the side winds. \circled2 It must be careful to set up disaster prevention plan in case of the below winds. \circled3 The combustion velocity was calculated at the density Bone where neighboring Distance and Length was small. \circled4 It proved that factors of each parameter not mostly effect to analyse the combustion velocity in limit of the 30 minutes after ignition. \circled5 At the density zone where Distance and Length is small the duration of transfer to neighboring house takes up to 4 minutes, it is required to set up of emergency response plan to minimize the fire dispersion.

Complex Disaster Risk Assessment of Local Road using a Landslide Hazard Map (산사태위험지도를 이용한 도로중심 복합재난 위험도 평가)

  • Domestic disaster risk maps are mainly produced and studied as a single disaster map by grid unit and disaster type. In particular, it is necessary to present an evaluation method of the disaster risk map that is more suitable for the relevant facility (local road) in order to utilize the work of practitioners who are mainly in charge of facility maintenance. In this study, an evaluation method was presented to evaluate the risk with a focus on local roads by using the landslide risk map and debris flow risk map provided by the Korea Forest Service. In addition, the risk was evaluated and verified for the provinces located in Gangwon-do. As a result of the evaluation, it was possible to evaluate the risk of grades 1 to 5 for 1,513 evaluation sections in the evaluation section with a total length of 234.59 km.

A Risk Assessment Method using Disaster Influence Factors on Construction Project (건설 프로젝트의 재해영향요인 기반 위험성 평가방법)

  • Current risk assessment methods typically determine accident risks embedded in construction projects by combining severity and frequency; however, they do not reflect the characteristics of construction projects. To solve the problem, this study aims to develop a novel risk assessment method that combines severity, frequency, and disaster influence factors (i.e., weather conditions and worker's characteristics) for assessing risks of activities occurring on a construction site actually. In this study, a severity was estimated by death against victims, and a frequency was estimated by the victim rate. The frequency was then converted to probability taking disaster influence factors into account. Thus, instead of considering severity and frequency for assessing the original risks (RO), the proposed method uses severity and probability to yield adjusted risks (RA) for each activity. A case study was conducted to determine if the proposed method works as intended in a real setting. The results show that RA is more sensitive to disaster influence factors than RO and, therefore, is able to assess the actual risks reflecting the working environment and conditions of a construction site. This study contributes to risk management of construction projects by offering a risk assessment method that measures a possibility of potential disasters from the probabilistic perspective. This method would help project managers assess accident risks in a more systematic and quantitative manner.

A Study on a Risk Assessment Method and Building Simulation for the Development of a Korean Integrated Disaster Evaluation Simulator (K-IDES) for High-rise Buildings

  • The purpose of this study is to establish a method for assessing a building's risk against disaster, tentatively named the Korean integrated disaster evaluation simulator (K-IDES). Based on previous studies, FEMA's risk management series and FEMA IRVS are selected as case studies for developing a frame work of K-IDES, through the comparative analysis of domestic building design guides, codes, and special acts related to disasters, in order to develop a risk assessment methodology for quantitative results. The assessment method consists of a classification system and calculating risk, and a simulation applying the developed checklist in K-IDES to similar types of high-rise buildings will be conducted to validate its accuracy. The final goal is to systemize an integrated risk management in a high-rise building against disasters for the purpose of recognizing vulnerable areas from the beginning of the design process and reinforcing it from potential threats after construction.
