The disaster preparedness system in Korea has been developed in spite of many obstacles, but there are still many problems for response to various kinds of disasters in 21th century. Disaster response system in Korea was focused on policy, administration, hardwares in the past. But in the future it is necessary to change the system to adapt the global needs about the human based disaster response system and capacity to assist the international disaster by official assistance and research for that field. Because nearly all the disasters are associated with the safety, welfare, injury, disability and survival of human, health disaster preparedness and response system should be a important part in the whole disaster system considering the common value of human right to disaster preparedness for human.

The disaster preparedness system in Korea has been developed in spite of many obstacles, but there are still many problems for response to newly emerging terrorisms due to the existing problems of disaster response system. The newly emerging terrorism in 21th century like biochemical terrorism has made us focus on terrorism preparedness, but health and medical aspect of terrorism has been overlooked. The health disaster system is more necessary for 21th terrorism response as well as the disaster engineering, economic and administrative aspects. The disaster preparedness system for bioterrorism has been developed by Ministry of Health with syndromic surveillance system and no case has been found in Korea yet and the resources of personnel and equipment as decontamination system in medical facilities are lacking in case of chemical terrorism. So through the multiple access method reflecting the risk factors in real terrorism field and human based health disaster concept, the disaster preparedness and response system to make up for the weak point should be suggested.

This study is to review and re-establish LH disaster response and safety management system of the construction site and rental apartment complex in order to make an effective response and minimize damage in the face of disaster. I suggest directions for the improvement of disaster management systems. To achieve this, I reviewed the existing disaster response organization and accept opinions of the operating department in order to constitute effective organization which respond quickly and efficiently in emergency, and assigned new roles and responsibilities at each organization. Furthermore, I setup and suggested response manuals for each possible disasters.

This study aims for improving the system in Disaster Management of Local Government. In addition, the overall disaster management system was compared to the effectiveness of the disaster prevention system and reliability, and problems and improvement points were derived. The disaster management system in Korea has a structure that promptly investigates and restores damage by a simple procedure. Korea disaster management system manages information on top-down structural disasters through the flow of prevention, preparation, response, and recovery. The process from disaster response to recovery under the leadership of the central disaster safety headquarters is simplified. Disaster management tasks are dispersed among departments, making it difficult to respond promptly. Under the control of the central government, disaster management, such as disaster prevention, investigation, and recovery, are carried out. The disaster management improvement direction of the local government should establish the disaster response system focusing on the local government. Therefore, it is necessary to have budget to operate the organization - centered disaster management budget and the disaster management organization. The disaster response manual should be prepared considering the disaster environment and disaster prevention plan. In order to utilize disaster information, it is necessary to reorganize information system such as integrate and streamline of the private resource database and NDMS.

The Korea had been known as a safe region in volcanic disaster. However, precursor phenomena for volcanic eruption in mountain Baekdu have been frequently reported in these days. Therefore, the number of volcano experts, who warn the volcanic eruption in the Korean peninsula, has been increased. This paper describes the plan for developing volcanic disaster response system for mountain Baekdu. First, disaster prevention business system of National Emergency Management Agency(NEMA) and related IT-based systems are analyzed. Second, business processes for volcanic disaster response are derived based on the business system. Third, The system architectures are designed referred to related disaster response system, and required spatial information is investigated. Finally, we implement the pilot system to test the suggested volcanic disaster response system. Applying suggested volcanic disaster response system to NEMA, additional test and system supplementation should be carried out. We expect that the complete volcanic disaster response system, which will be implemented based on this research, will minimize the volcanic disaster damage in the area of Korea, China, and Japan.

Purpose: This descriptive research study aimed to investigate the knowledge and perception of the natural disaster medical system by relevant disaster medical response teams in Jeonnam region, and provide baseline data for a disaster education program based on analysis of priorities of educational demand. Methods: Online questionnaires were distributed to 200 research participants including paramedics from five fire stations in J province, 22 public health centers, two disaster base hospitals, ERU (Emergency Response Units), and DMAT (Disaster Medical Assistance Team). The questionnaires elicited basic information about respondents, their knowledge and perception on disaster preparation and response, cooperation system, and educational and training needs. Results: The top priority items selected were: other disasters for paramedics, first aid for the rapid response team, and command system for DMAT. Conclusion: Customized education and training programs must be developed to suit each organizational need. Detailed operational guidelines must be established and with them a unified educational curriculum should be put into practice.

The current study aims to propose a reorganization plan for the national emergency management system to improve the current organizational structure for responding to national disasters and emergency situations. As a theoretical framework, the current study identified four key elements of successful disaster response systems: responsiveness, controllability, expertise, and devotedness. On the basis of the four key elements of disaster response systems, this study critically reviewed the current state of the organizational structure of the Korean national emergency response system by discussing the issues inherent in the current structure and by doing a comparative analysis of two high-profile national disaster cases-the Sewol ferry disaster in 2014 and the Gwangsan Rescue of buried people in 2013. Then, this study proposed the reorganization plan for the national disaster response system in which the NEMA is under direct control of the Prime Minister of Korea. It coordinates and controls the related government departments, such as the police, maritime police, and military during the national disaster and emergency situation. This study also proposed a reorganizational plan for the regional disaster response system in Korea. Finally, it was suggested that the status of firefighters should be elevated to the national public servant level in order to achieve organizational efficiency and solve existing problems that come from the current separated systems.

The present study purposed to establish a network for building an efficient disaster response system and for this purpose, we compared cases of disaster response in Japan and Korea. In Japan, disasters are responded jointly through the network of the central government, local self governing bodies and non governmental organizations. In Korea, however, the cooperative network among different areas is weak and this is aggravating damages caused by disasters. That is, in Korea, disaster response services have been mainly carried out by the public sector. The public sector can operate a powerful disaster management system using its extensive management resources, compelling power, and legal authorities. However, it was found that, due to the characteristics of contemporary society, efforts by the public sector including the central government and the local self government bodies have limitations in managing disasters effectively. Thus, for efficient disaster response in Korea, it is urgently required to establish a national disaster response network as well as a private sector cooperation system and to induce NGOs to participate in the disaster response system through institutional devices.

If a disaster occurs in the underground like subway, disaster response system should minimize the casualties. It must quickly guide passengers to a safe evacuation route. But sometimes the system does not work properly. And then they need distributed disaster response system which make decision autonomously. We perform conceptual research about distributed autonomous decision-making disaster detection and response system and disaster detection method.

The purpose of this study is to examine the disaster management system of local governments by diagnosing the current status of disaster management experts in Korea, deriving problems and improvement measures, and looking at local governments' total labor cost system. The status and status of disaster management personnel were compared and analyzed to find ways to improve the local government's disaster management response system under the Framework Act on Disaster and Safety Management in Korea. Considering Korea's reality, because national security and disaster management exist together, we devised a plan to improve on-site response capabilities and seek solutions by deriving the problems of the currently operating security and safety-related organizations.
