This study aimed to investigate the effects of social disaster risk perception levels of Koreans on government trust. To this end, differences in disaster risk perception levels based on social disaster types and the effects of social disaster risk perception levels on government trust were analyzed. In the preliminary survey, three types of social disasters with high risk levels (bird flu, fine dust, and nuclear power plants) were selected. The survey was conducted on 1,109 Korean men and women aged 20 years and older. First, the analysis results demonstrated that social disaster perception levels differed based on social disaster types. Second, the results showed that, in terms of social disasters, proactivity, personal knowledge, familiarity, severity, fear, and risk associated with chances of recovery did not affect government trust. Third, the perception of delayed social disaster risk had a positive effect on government trust. Fourth, scientific knowledge about social disasters, control capabilities, lethality, and risk perception at the onset time had a negative effect on government trust. This study surveyed the perception differences of business activities about disaster preparedness between Korea and Japan's companies. In Korea, the perception of disaster risk, existence of disaster plan, emergency support to staffs, and support willingness to local society are much lower than Japan's responses. But, Korean companies' planning rate about staffs' refuge and their returning to companies are higher than Japans'. The reason is seemed to be resulted from Korean 'civil defense' codes that define the composition of 'civil defense corps'. Japan has very highly specific guidelines and has continuous improvements about disaster preparedness plan. It seemed that these differences are resulted form the difference of both governments' perception about importance of business part in disaster preparedness.
This study was conducted using a multiple regression model to empirically analyze the impact of personal emotions and social change perceptions of pandemic experienced by Korean people in the COVID-19 situation on the perception of disaster response after the endemic. For this end, we used the survey data with 996 respondents on 「Daily Changes of the People After COVID-19」conducted by the Korea Press Promotion Foundation. The results showed that COVID-19 positive emotions and social change perception factors had a positive (+) effect on disaster response perception, while the sense of community had a moderating effect that alleviated COVID-19 negative emotions which had a negative (-) effect. The most influential factors on disaster response perception after the endemic were COVID-19 positive emotions and community sense that had pride and stability in Korean society during disaster situations. Therefore, this study suggests that systematic disaster response manuals and control towers that give the public pride and stability are more strongly requested for the government's prior and follow-up measures performed in the post-endemic disaster situation, and that the people are asked to have the community sense to overcome disasters together rather than to respond with personal actions and judgments.
