A Study on the Utilization by Analysis the Actual Situation of the Disaster Management Information System - Focus on Fire Department - (재난관리 정보시스템의 실태분석을 통한 활용방안에 관한 연구 - 소방분야를 중심으로 -)

  • This research is designed for Disaster Mangement Information System(DMIS) which is essential to management of disaster. Management of disaster is not only social problem but also official policy. To perform the research, we examined the necessities, characteristics, and problems of DMIS, analyzed the actual conditions of DMIS in operation, and reviewed relevant documents. To investigate the actual conditions of using DMIS, we analyzed degrees of cognition, channels of cognition, ratio of application, the reason why people do not use DMIS, and the fields suitable for applications of DMIS. And, to evaluate DMIS, we performed regression analysis. In that analysis, we set utility, accessibility, quickness, compatibility, and public ownership of information as independent variabls, and we set overall estimation as dependent variable. Objectives of this research are to understand the actual conditions of DMIS in operation, to evaluate the DMIS from the viewpoint of fire officers, to reveal the problems of DMIS, and to present better ways for using DMIS from its own problems. For analysis of data, we used frequency analysis, T-test, correlation analysis, and regression analysis. From the results of the research, we advised that better application of DIMS requires Standardization and compatibility of DIMS, public ownership of information, use of IT(Information Technology) like mobile information system, management and analysis of disaster information, maintainment of personnel specialized in information part, and necessities for education and training.

Analysis of Municipal Ordinances on Disaster Management: Focused on Busan Metropolitan City and its 16 subregions (지방자치단체의 재난관리체계 개선을 위한 재난관련 조례 분석연구 -부산광역시 및 부산 16개 구·군을 중심으로)

  • Since the problems associated with disaster management have been at the core social issues in Korea, this study analyzes the relevant ordinances of the metropolitan city of Busan and its 16 autonomous subregions, called gu in Korean language, based on the evaluation model of disaster management organizational system, which consists of interrelatedness, professionalism, integrity and responsiveness. As a result, the ordinances related to responsiveness are the most frequently identified in the ordinances, followed by interrelatedness, professionalism and integrity. A range of suggestions are discussed, including: establishing cooperative network between officials and the community; and restructuring of the work system for unity.

  • The need for an effective disaster management system has grown these days to protect public safety as the number of disasters causing massive damage increases. Since disaster-induced damage can develop in various ways, rapid and accurate countermeasures must be prepared soon after disasters occur. Numerous studies have continuously developed remote sensing and GIS (Geographic Information System)-based techniques for disaster monitoring and damage analysis. This special issue presents the research results on disaster prediction and monitoring based on various remote sensors on different platforms from ground to space and disaster management using GIS techniques. The developed techniques help manage various disasters such as storms, floods, and forest fires and can be combined to achieve an integrated and effective disaster management system.

  • There are many institutes which manage the disaster protection resources in their system. The system of the institutes is not mutually compatible, because there is no standard framework of the classification and identification for the disaster management resources. NIMS of FEMA defines the classification and identification framework for the incident resources. All incidents management system of USA including IRIS and webEOC follows the standard resources framework. The aim of the classification and identification of the resources provides the resources list for the disaster and supports to find the resources information efficiently. In this study, we defined the classification and identification of the resources considering the compatibility with the international standard and the field requirements.

  • The National Emergency Management Agency of South Korea has established a Disaster Victims Psychology Support Center. The Disaster Victims Psychology Support Center can enable victims who got psychological damage from disasters to return to their daily lives through healing activity, field visits and advice of experts. The previous Psychology Support Center System managed the information of disaster victims through an independent database. However, this paper proposes a system that is developed to identify medical institutions and mental health centers within a distance of radius, based on the potential Hot-Spot areas of disaster victims using the GIS Systems. The proposed system can efficiently support selection of appropriate institutions for disaster victims using their location and age, classification of damage, and damaged parts of the body. Also, this spatial analysis can assist to decide on a policy based on the location of disaster victims and the extent of damage. Therefore, this paper can provide the required information to support decision making based on the concentrated areas for disaster victims.

Development of Continuous Ground Deformation Monitoring System using Sentinel Satellite in the Korea (Sentinel 위성기반 한반도 연속 지반변화 관측체계 개발)

  • We developed the automatic ground deformation monitoring system using Sentinel-1 satellites which is operating by European Space Agency (ESA) for the Korea Peninsula's ground disaster monitoring. Ground deformation occurring over a long-term period are difficult to monitoring because it occurred in a wide area and required a large amount of satellite data for analysis. With the development of satellites, the methods to regularly observe large areas has been developed. These accumulated satellite data are used for time series ground displacement analysis. The National Disaster Management Research Institute (NDMI) established an automation system for all processes ranging from acquiring satellite observation data to analyzing ground displacement and expressing them. Based on the system developed in this research, ground displacement data on the Korean Peninsula can be updated periodically. In the future, more diverse ground displacement information could be provided if automated small regional analysis systems, multi-channel analysis method, and 3D analysis system techniques are developed with the existing system.

  • Purpose: Suggests measures to improve the construction company's safety management system according to the enforcement of the Severe Accident Punishment Act. Method: The effectiveness of practice-oriented disaster prevention activities was analyzed through safety and health diagnosis of the level of safety and health management system for the countermeasures against the Severe Accident Punishment Act implemented at the construction site and headquarters. Result: The effect of reducing the accident rate and the advancement of the safety and health management system were analyzed by linking the Severe Accident Punishment Act with the safety and health management system, and a plan to improve the safety and health management system was presented through the analysis of the comprehensive results of safety activities before and after the implementation of the Severe Accident Punishment Act. Conclusion: The effect of practical performance measurement was manifested through the improvement of business owners' awareness, the expansion of investment for disaster prevention, and the quantification of disaster prevention activities according to the enforcement of the Severe Accident Punishment Act.

A Study on System Integration between Community Mapping and Drone Mapping for Disaster Safety Management (재난안전 관리를 위한 커뮤니티매핑과 드론매핑의 연계방안 연구)

  • There are limitations to the manager's investigation of all damage sites and establishment of management plan in terms of manpower and cost. Community mapping can be used to overcome these problems with the information. However, it is difficult to make decisions when multiple information are registered in multiple areas of damage. Because community mapping information are registered only with pictures and simple contents, it is so difficult for the manager to clearly understand the site situation. This study suggests a methodology to support decision-making processes during disaster management through system integration between the community mapping and the drone mapping. By applying the proposed method, decision makers can make a timely judgment effectively on the damage situation. It is expected that the proposed method will save time, manpower, and cost in the recovery phase.

  • Purpose: This study intends to review the risk assessment procedures specified in the corporate disaster management standard. Method: The requirements for each stage of risk assessment stipulated in the corporate disaster management standard were identified, the case of application of the organization'A' and the partner companies were reviewed, and the risk assessment procedure in line with the requirements was reviewed. Result: It was reviewed that it was necessary to clearly define the method and procedure for deriving risk scenarios, which are the requirements of the corporate disaster management standard, and to introduce a standardized procedure for deriving risk scenarios. Conclusion: A method of deriving risk scenarios was implemented by applying the STPA technique based on the system theory for power generation fuel supply and demand, and it was suggested that the STPA technique be reflected in corporate disaster management standards as a risk scenario derivation technique for the establishment of a disaster reduction activity plan.

  • Purpose: This study seeks to draw out implications that must be considered in the process of establishing measures to evacuate residents in preparation for domestic nuclear disasters by conducting an investigation about the disaster situation at the time of the Fukushima nuclear power plant explosion, emergency warning situation for residents protection, evacuation situation and In addition to investigating problems and measures raised in the resident protection system at that time. Method: A literature survey was conducted focusing on reports published by Japan's national, parliament, local governments and related agencies from right after the Great East Japan Earthquake to the present. Result: Found out what needs to be considered in the process of establishing domestic radiation disaster measures through the results of the survey on the problems and countermeasures derived from the process of evacuation of residents at the time of the Fukushima nuclear power plant explosion. Conclusion: The reviews were classified into four categories and detailed reviews were presented.
