재난안전통신망에 관한 연구 (A Study on the Disaster Safety Communication Network)

  • 재난안전통신 인프라는 국민의 생명과 안전, 재산 등의 보호를 위해 반드시 필요한 기본적인 인프라이며, 이러한 인프라를 마련하기 위해서는 무엇보다 공공안전 재난통신 기술의 확보와 재난복구 기관과의 협력이 필요하다. 최근 공공안전에 대한 국민들의 기대수준이 높아짐에 따라 고도화된 국가공공 재난안전 통신 인프라의 필요성이 국내외적으로 대두되고 있으며 국가의 주도적인 역할이 요구되고 있는 상황이다. 따라서 본 논문에서는 국내외 공공 재난안전통신 현황을 분석하고 우리나라의 재난안전통신 추진 방향을 살펴본다. 또한, 우리나라의 재난안전통신 관리의 필요성을 분석하여 정책적 시사점을 제시하고자 한다.

안전약자의 재난안전분야 자원봉사활동 참여활성화 방안 연구 (A Study on the Revitalization of Disaster Vulnerable Population's Social Activity in the Safety Fields)

  • Individuals who are vulnerable during disaster - including elderly, people with disabilities, children, pregnant women and etc - have a strong desire to protect themselves when disaster strikes since they are less capable to deal with the impact of disaster. Their experience and effort to keep them safe can be used as a resource to reduce the impacts of disaster not only for them but also for the community as a whole. Therefore, voluntary disaster management program will contribute to our society as a tool to respond effectively to disaster not only to meet the vulnerable's special needs but also to enhance community safety and public interest. This paper suggests a model that able "disaster vulnerable population" to take a leadership role in identifying risk and vulnerability factors, recommending disaster management strategy, and through that, contributing to enhance society's disaster plan. Therefore, this study aimed to surveyed individuals including "disaster vulnerable population" in order to assess the vulnerable's participation in disaster related volunteer work and surveyed associated institutions(volunteer centers, community centers) in order to research currently existing relevant programmes and the participation of "disaster vulnerable population" in such programmes. Also conducted focus group interview to explore voluntary program which will possibly integrate "disaster vulnerable population" into disaster management activities. As a result, three types of voluntary disaster management programs - education, public-relations, and activity - were suggested.

교육시설 재난사고 실태 분석에 따른 재난안전 평가 방향에 관한 연구 (A Study on the Disaster Safety Assessment on the Analysis of Educational Facilities due to Disasters)

  • Even though newly formed schools do struggle to strengthen their security in safety, existed schools have limitations for active response against natural disaster. From analyzing the results of accident cases and states in misfortune and the safety supervision of school facilities, it is said that damages by wind, flood and fire are typical types of disaster accidents. Also, according to the basic law of misfortune and the safety supervision, it emphasizes education, training, and actions that prevent from being a victim of natural disaster. In terms of these finding, establishing disaster safety organization, control system and having students an opportunity to learn how to response against disaster should be critical component in managing disaster safety of school facilities.

한국 성인의 재난관련 특성에 따른 재난대비, 자아탄력성과 재난스트레스 비교 연구 (A Comparative study on the Disaster Preparedness, Ego-resilience and Disaster Stress by Disaster-related Characteristics of Korean Adults)

  • Purpose: This study conducted to determine if people perceive differences in disaster preparedness, ego-resilience and disaster stress according to their perception of risk and disaster safety, safety of residence, disaster experience and disaster education experience. Methods: A total of 1,000 subjects voluntarily participated in a nationwide online survey. Data obtained were evaluated using the t-test and ANOVA. Results: The average scores were $2.66{\pm}0.73$, $2.64{\pm}0.81$, $2.89{\pm}0.85$, and $3.62{\pm}0.66$ out of 5 points for -the risk of disaster, disaster safety, safety of residence and interest in disaster, respectively. For 18.6% of the subjects who reported having experience with disaster, fine dust was the most common disaster experienced. Moreover, 50.1% of respondents reported earthquake was the most likely disaster. The disaster preparedness score was $4.91{\pm}3.75$ out of 16 points, ego resilience was $3.38{\pm}0.53$ out of 5 points, and disaster stress was $5.61{\pm}1.77$ out of 10 points. There were significant differences in disaster preparedness, ego-resilience and disaster stress depending on subjects' perception of safety or interest in disaster and their experiences or education regarding disaster. Conclusion: Our results suggest that it is necessary to increase awareness of disaster and to prepare a plan for persistent and systematic disaster education.

산업재해 예방을 위한 효과적 안전교육방안 연구 - 인천지역 중소기업을 대상으로 - (A Study on the Effective Safety Education Plan to Prevent Industrial Disaster - Focused on to small and medium enterprises in Incheon area -)

  • If you examine the Industrial Disaster Analysis Content that occurs every year in the small and medium enterprise, industrial disaster occurs because of manager's lack of safety and worker's unprepared safety education. Therefore effective safety education systems are needed to offer adequate knowledge and technology to the workers. On this research, to give an effective education way to decrease industrial disaster we administered to the workers who are in charge of 300 workplace in Incheon area to search actual condition of industrial disaster and to disclose a link between industrial disaster and industrial safety education. We put in effect on frequency study and examined x2 using SPSSWIN 10.0. On the research, the results shows that the industrial safety education and training are in effect regularly and the satisfaction are low. But the manager's satisfactions are high through safety education. So it shows that we need to find a way to put in effect safety education to satisfy the workers.

국내 재난안전교육 컨텐츠 분석 및 개선방안 연구 (A Study on Analysis and Improvement of Contents of Domestic Disaster & Safety Education)

  • 최근 국내 자연 및 사회재해가 증가하고 있으며, 코로나19, 싱크홀 등 새로운 재난과 자연재해와 사회재난이 결합된 대규모 재난이 빈번하게 발생하고 있다. 재난으로 인한 피해를 감소시키고 재난에 효과적으로 대응하기 위해서는 재난상황에 대한 인식과 기능적 대처과정을 숙지해야 하므로 재난안전교육의 중요성이 대두되고 있다. 행정안전부는 54개 전문 재난안전교육기관을 통해 재난안전 종사자를 대상의 재난안전교육을 실시하고 있으나 표준재난안전교육과정의 부재로 기관별로 다른 커리큘럼을 운영하고 있으며 기관별 교육내용이 중복되고, 재난안전체험시설도 부족하다. 이는 재난안전요원이 실제 재난현장에 대한 경험이 부족하여 재난에 효과적으로 대응하기 어렵게 만든다는 문제점이 있다. 또한 다른 교육 분야와 달리 재난안전교육 콘텐츠 분야와 인공지능(AI) 등 신기술 간의 연계가 아직 부족한 실정이다. 따라서 본 연구에서는 자연재난을 중심으로 국내 재난안전교육기관 및 내용의 현황과 문제점을 조사 및 분석하였다. 이를 바탕으로 통일된 재난안전 표준 교육과정 수립, 가상현실 기술 및 인포테인먼드 기술을 활용한 재난안전교육 체험 콘텐츠 제작 및 보급, 모바일 AI 튜터링 서비스 개발 등의 국내 재난안전교육 콘텐츠의 개선방안을 제시하였다.

A Study on Standard Classification of Disaster•Life Safety Accident Criteria

  • Purpose: Purpose: The National Safety Experience Center Establishment and Reinforcement Project Management Guidelines, established to build a national safety experience center that is central to practicing education on disasters and safety accidents, requires that appropriate experience training programs be in place. However, due to the lack of classification grounds for the six areas of disaster•safety accidents presented by the Ministry of Public Administration and Security, and the mortality statistics necessary for establishing sectors have accumulated for over a decade, they are based on this. Our purpose is to standardize classification of sectors belonging to each area. Methods: We will divide disaster•safety accidents into 6 areas by three steps, and the grounds for 6 areas of accidents are presented. The 15 external causes other than the disease since 2009 has been proposed by The National Statistical Office. Therefore on the basis of these causes, various sectors belonging to each area are classified. Results: We will divide all disaster•safety accidents into six areas through three logical separation stages, and the areas were systematically classified based on the 15 factors of death. In conclusion, we present the grounds for the classification criteria in the six areas, the transportation accident disaster area in three areas, the social infrastructure system area in four areas, the crime accident disaster area in four areas, the life safety accident area in four areas, we set up all disaster•safety accidents in six areas and finally standardize total 25 areas.

농촌 지역사회 거주 노인을 위한 스토리텔링 기반 재난·안전교육 프로그램 개발 및 효과 (Development and Effectiveness of Disaster and Safety Education Programs Based on Storytelling for the Elderly Living in Rural Communities)

  • Purpose: The purpose of this study was to identify the effects of storytelling-based disaster and safety education programs for the elderly living in rural communities. Methods: The participants were a total of 58 elderly people, 29 in the control group and 29 in the experimental group living in the rural areas. Disaster response knowledge, attitude toward disaster, and disaster and safety practice were measured in both groups after the intervention. The program consisted of 4 weeks. The data were analyzed by x2 test and independent t-test with SPSS/WIN 21.0. Results: The experimental group who participated in the storytelling-based disaster and safety education program showed a significant increase in disaster response knowledge, and disaster and safety practice scores compared to the control group. Conclusion: It was found that the storytelling-based disaster and safety education programs were effective in increasing disaster response knowledge, and disaster and safety practice. We hope that the storytelling-based disaster and safety education programs can be used in the elderly nursing curriculum in the future, and we suggest it should be applied as a nursing intervention.

건설 재해 예방효과 증대를 위한 스마트 안전 시스템 실증연구 - 건설기계 중심 (Empirical Study of Smart Safety System to Increase Construction Disaster Prevention Effect - Centered on Construction Machinery)

  • 연구목적: 건설기계의 안전사고를 예방하기 위해 사용하는 스마트 안전 시스템의 안전성과 재해 예방효과를 분석하여 그 안전성을 실증하고자 한다. 연구방법:건설기계 중 재해다발 및 위험성이 높은 굴삭기를 대상으로 스마트 안전 시스템의 유무에 따른 근로자의 행동 패턴을 분석하였다. 연구결과: 건설기계에 스마트 안전 시스템을 설치하였을 때 건설기계와 협착 및 충돌 등에 의한 재해로부터 근로자의 안전성이 확보되었다. 결론:건설기계에 설치된 스마트 안전 시스템은 건설기계 관련 재해 감소와 중대 재해예방에 실효성을 증대시킬 수 있을 것으로 판단된다.
