Application of Geomorphological Features for Establishing the Preliminary Landslide Hazard (초기 산사태 위험도 구축을 위한 지형요소의 활용)

  • Due to the characteristics of landslide disasters including debris flow, the rapid speed to downward and difficulty to respond or evacuate from them, it is imperative to identify their potential hazards and prepare the reduction plans. However, the current landslide hazards generated by a variety of methods has been raised its accuracy because of the complexity of input data and their analyses, and the simplification of the landslide model. The main objective of this study is, therefore, to evaluate the preliminary landslide hazard based on the identification of geomorphological features. Especially, two methodologies based on the statistics of the directional data, Vector dispersion and Planarity analyses, are used to find some relationships between geomorphological characteristics and the landslide hazard. Results show that both methods well discriminate geomorphological features between stable and unstable domains in the landslide areas. Geomorphological features are closely related to the landslide hazard and it is imperative to maximize their characteristics by adapting multiple models rather than individual model only. In conclusions, the mechanism of landslide is not determined solely by a simple cause but the complex natural phenomenon caused by the interactions of the numerous factors and it is of primary importance to require additional researches for the outbreaking mechanism that are based on various methodologies.

A study on Fire Case and Countermeasure of Tourist Hotel (관광호텔의 화재손해 위험관리방안 - 화재발생현황과 대형화재사례 분석 중심)

  • Tourist hotels are equipped with facilities such as accommodation and restaurants, exercise, recreation. Unspecified guests, visitors and management of tourist hotels are very vulnerable on the casualties and property losses due to fire peril exist. In this study, we analysis that the fire statistics status of tourist hotels from 2001 to 2010. And the 15 cases of a large hotel fire are reviewed. The total number of fires on hotel are consist of a hotel rooms fire(33.2%), a restaurant kitchen fire(11.8%). And the major causes of the fire are an electrical fire (40.8%), a cigarette fire (14.5%) and a hot-work fire (9.2%). In case study, the fire wall defect and combustible materials are major fire loss causes for 10year. Each tourist hotels are needed a development of suitable fire risk management and a field operations. A hotel is required an active fire risk management on a preventive inspection, an education and training, and a preventive maintenance. It is necessary that a fire wall maintenance to prevent of the spread of a fire and a sprinkler installation of whole area to protect fire. And it is very important an emergency response for evacuation of guest, and operate emergency procedures on a fire or emergency situation.

A Study on the Contribution to reducing Chemical Accident of Joint Inter-agency Chemical Emergency Preparedness Center (화학재난합동방재센터 운영을 통한 화학사고 감소 기여도 연구)

  • Purpose: This study operation of Joint inter-agency Chemical Emergency Preparedness Center and contribute to the reduction of chemical accidents that occur continuously. Method: The Joint inter-agency Chemical Emergency Preparedness Center functions and Chemical accident statistics data of the ('13~'17) were utilized. Results: The number of chemical accidents is decreasing from 113 in '15, 78 in '16, 87 in '17(latest five years 469 chemical accidents). The Joint inter-agency Chemical Emergency Preparedness Center is located in the industrial complex that handling a large amount of chemical, and performs functions such as prompt response, probation & investigation, accident prevention training, safety patrol. It is believed that it contributes to the decreasing of chemical accident by local control accident prevention function. Conclusion: Decreasing the safety management according to the Chemicals control act('15.1.1). The Joint inter-agency Chemical Emergency Preparedness Center('14.1 set up manage organization), which is operated as a mission to prepare respond to chemical accidents, plays a role.

A Study on Contribution to Reducing Chemical Accidents of Reporting for Awarding a Contract of Hazardous Chemicals (유해화학물질 도급신고 제도가 화학사고 감소에 미치는 영향 연구)

  • Purpose: Since the implementation of the Chemical Substance Management Act, data on the number of occurrences by annual chemical accident in Korea and the contractor's contract data received from the competent authority were used. After the implementation of the contract reporting system, the contribution to the reduction of chemical accidents is summarized by statistical data. The characteristics of each region, month, type and those of similar industries and human life were compared and analyzed. Method: 4 years of chemical accident statistics from 2015 to 2018 and since 2003, we have used data from the Chemical Safety Clearing-House (CSC), which provides safety information on cases of chemical accidents. Results and Conclusion: The risk of accidents increases as a number of unskilled workers are put into the workplace during the period when the hazardous chemical handling process is temporarily suspended. Through the reporting for awarding a contract, the operators are strengthening the safety management of chemical accidents by educating unskilled workers and wearing personal protective equipment.

Evaluation of Prevention System of Falls and Committing Suicide with Application Technology of Rollinder System (추락 및 투신자살 방지시스템의 조사 및 Rollinder System 적용기술)

  • The statistics of committing suicide in S. Korea is ranked in top with serious attempts of falling among OECD countries since 2003. The rates is slightly dropped by 5 percent point, nevertheless the falling is still high for the age of over 10 years old and this matter must be solved. Most of the case of suicides are the falling based on a trend view of falling which is serious matter and cannot be solved easily for both domestic and foreign countries. For example, the steel net of falling prevent was installed in the Golden Gate Bridge costed by 200 million-dollar. In New Zealand, the steel net of falling prevention had been removed and re-installed beccause of the high suicide rates. Canada and Australia also surrounded the bridge with steel fences to prevent suicide without consideration of the beauty of bridge. Therefore, this paper suggested a comparison study on both falling prevention systems in all countries and patent technologies. Also, it covers the blocking skills of approach in both security and limited area. This paper suggested the technical Rollinder system equipped with the mechanical apprentice to prevent effectively the falling sucides and wall passing. Before the installation of Rollinder System by 2016, there were 33 person who tried to fall in the river in Machang Bridge. However, the number of the committing suicides were dramatically reduced to zero after the installation of the system.

A Study on the Improvement of the System to Reduce Damage on Ammonia Chemical Accident (암모니아 화학사고 피해를 줄이기 위한 제도개선 연구)

  • Purpose: The purpose of this study is suggested to improve upon current existing methods of ammonia chemical accident prevention and damage reduction. Method: Ammonia is one of the most common toxic substances that causes frequent chemical accidents. And it was selected as leakage materials according to statistics on chemical accident. Based on actual cases of chemical accidents, CARIS modeling was used to compare the damage impact range of Ammonia and HCl and Cl. Also, find out problems with the current systems. Result: As a result of find out the range of accident influence that spreads to the surroundings when an ammonia chemical accident, it was longer than the range of influence of hydrochloric acid and shorter than that of chlorine. In addition, it was found that when chemical accident by ammonia, hydrochloric acid, or chlorine, there are apartments and schools, which can have an effect. Conclusion: It is decided that it is necessary to determine whether or not chemical accident prevention management plans and statistical investigations are submitted for workplaces dealing with ammonia, and detailed guidelines and reviews are necessary. In addition, it is judged that it is necessary to establish a DB for ammonia handling plants, and it is considered that information sharing and joint inspection among related organizations should be pursued.

A Study on the Reduction of Falling Deaths Using 4M (4M을 활용한 떨어짐 사망사고 저감 방안 연구)

  • Purpose: The purpose of this study was to analyze data from the Ministry of Health, Safety and Health and the Ministry of Employment and Labor, and the total number of deaths (disease + accidents) reached 2,020 in 2019 and the estimated economic loss was 27.6 trillion won. This is believed to be the time to present improvements to ensure that economic loss estimates are steadily increasing as in Table 1, and that government-level losses can be drastically reduced. Method: In this study, factors were selected through prior research, and reliability analysis, technical statistics and correlation analysis, and multi-term analysis were conducted through the Jamovi program for the analysis of results. Result: Multiple session analysis was conducted to verify the research theory indicated in this study, and the analysis showed that mechanical and management factors did not affect the fall death accident of the opening, and human factors, material and environmental factors had a static effect. In addition, mechanical and administrative factors do not affect the fall of the outer wall, and human and material and environmental factors have a static effect. Conclusion:: As a result of analyzing 450 falling deaths over the past 13 years among the data posted to the Korea Health and Safety Corporation, the most common causes of falling deaths were the openings and outer walls.

Study on Countermeasures Against Increasing New Drugs (신종 마약류 증가에 따른 대응방안)

  • Purpose: The purpose of this study is to examine the new drugs that recently have shown rapid increase and provide solutions to eradicate them. Method: This study used the relevant preceding studies, statistics, and overseas materials to identify the new drug problems and suggest solutions. Result: Compared to the past, the numbers of criminals detected for the administration, distribution, and production of drugs are rapidly increasing. According to the statistical data on drugs in 2021, the number of drug-related cases decreased compared to the previous year. However, there are concerns because the amount of detected drugs increased more than three times, and the age group of drugrelated criminals are getting younger. Such results are largely affected by the spread of new drugs. In particular, it is deemed to be affected by the spread of new drugs, such as fentanyl, yaba, khat, kratom, etc., as well as the new psychoactive drugs and hemp-related materials. Conclusion: In response to spread of new drugs, this study suggests simplifying the temporary classification of drugs, enforcing control of foreign drug users, strengthening the cooperation with relevant institutions, such as Korea Customs Service and the Ministry of Food and Drug Safety, and intensifying the punishment on the drug users in order to strengthen the countermeasure against the new drugs.

How to build an AI Safety Management Chatbot Service based on IoT Construction Health Monitoring (IoT 건축시공 건전성 모니터링 기반 AI 안전관리 챗봇서비스 구축방안)

  • Purpose: This paper conducts IoT and CCTV-based safety monitoring to analyze accidents and potential risks occurring at construction sites, and detect and analyze risks such as falls and collisions or abnormalities and to establish a system for early warning using devices like a walkie-talkie and chatbot service. Method: A safety management service model is presented through smart construction technology case studies at the construction site and review a relevant literature analysis. Result: According to 'Construction Accident Statistics,' in 2021, there were 26,888 casualties in the construction industry, accounting for 26.3% of all reported accidents. Fatalities in construction-related accidents amounted to 417 individuals, representing 50.5% of all industrial accident-related deaths. This study suggests implementing AI chatbot services for construction site safety management utilizing IoT-based health monitoring technologies in smart construction practices. Construction sites where stakeholders such as workers participate were demonstrated by implementing an artificial intelligence chatbot system by selecting major risk areas within the workplace, such as scaffolding processes, openings, and access to hazardous machinery. Conclusion: The possibility of commercialization was confirmed by receiving more than 90 points in the satisfaction survey of participating workers regarding the empirical results of the artificial intelligence chatbot service at construction sites.

Fire Risk Assessment of Building Use Types Using Natural Breaks (Jenks) (자연적 구분법을 이용한 건축물 용도별 화재위험도 평가)

  • This study quantitatively analyzed the fire risk of buildings by use nationwide, fire occurrence, and the statistical data of buildings by use. Fire incidents and buildings' statistics from the past 10 years (2008-2017) were used and classified as "Building Laws" and "Enforcement Decree of the Act on the Installation, Maintenance, and Safety of Fire Facilities" to be used for the relative assessment under the Natural Breaks as a risk matrix. In addition, after conducting risk assessment using 2018 fire occurrence data, we compared and analyzed the same with past 10 years' data. The results showed that most facilities had similar risk grades, except for the results of reduced risk levels from IV to II in recreational facilities, confirming the past and present data correlations as valid. Hence, the classification method is deemed appropriate. Through the results, the fire risk assessment of buildings by use nationwide are presented as a reference for fire safety.
