Disasters that occur most frequently in rural areas are drought, flood, damages from wind and cold weather. In order to overcome the damage caused by natural disasters, various projects related to safety and disaster prevention. However, Government-centered disaster recovery operating system showed difficulties to utilize the natural scenery and ecological environment of rural villages. So the participation of the residents is necessary. Therefore, this study aims to find a more effective disaster recovery direction by suggesting the application method, Inhabitant-friendly improving a village environment contents in Rural Disaster Villages, for continuous disaster management. The research methods were literature analysis, interviews, and expert discussion. As a result, it was found that the rural disaster village environmental improvement facilities, inhabitant-friendly recovery system, and inhabitant-friendly village environment contents and suggests a application method of inhabitant-friendly village environment contents. The research will be used as basic data when preparing a guide for improving the environment for residents in rural villages.
Purpose: The purpose of this study is to promote the disaster safety village establishment project that fits the characteristics of rural areas by investigating and analyzing the operation cases of contents with regard to disaster safety villages in Korea and Japan. Method: The contents of project related to disaster safety villages in Korea and Japan were classified into resident participation contents, structured contents and unstructured contents, for examining the characteristics of such contents through investigation and analysis, and the contents (draft) of disaster safety village that fitted the characteristics of rural areas were presented. Result: The contents of resident participation include basic safety education, CPR education, life experience training of evacuation shelter, evacuation training, concurrent training of farming activity and disaster activity and creating a village safety map in connection with competent authorities. The enactment of an act and an ordinance for the establishment of disaster safety village, expert dispatch system, storm and flood insurance system and funding system to raise the fund for establishing a village were presented as unstructured contents. In addition, the production of self supporting evacuation shelter, wireless evacuation announcement system, disaster prevention system for a river, emergency evacuation sign, village safety map sign and the establishment of disaster prevention park were presented as structured contents. Conclusion: The unstructured contents are the establishment of foundation for preparing laws and institutions and the structured contents should be installed by utilizing eco-friendly methods in consideration of the environments of rural areas along with securing the safety. Moreover, resident participation should utilize the contents by considering various items such as age, characteristics and environments of residents in rural villages.
A traditional village is cultural property where old buildings and traditions are concentrated and also where indigenous traditional cultures can be recognized and experienced directly or indirectly. In addition, traditional villages have been recognized as precious resources to revitalize regional economies through tourism. Currently, signage systems have been developed as for ordinary tourist sites or cities, and concepts or methods for sign system for traditional villages have not yet been established. Therefore, it is necessary to develop disaster prevention-based signage to prevent large-scale disasters, to guarantee the safety of residents, and to increase the satisfaction of visitors in traditional villages as precious resources. A case study is conducted to apply the proposed sign system for traditional villages in Korea and Japan as a tourist-oriented sign system that has been accomplished in Korea and a large disaster-oriented sign system developed with residents as a priority in Japan. The disaster prevention sign system considers the residents since residents are victims when a disaster happens, and guideline to increase the efficacy and satisfaction are suggested. However, this study has definite limits in sucring objectivity because the objects of study are insufficient, and the development of the sign system based on effective disaster prevention considering the features of traditional villages will continue in the future.
The whole world has been damaged by dramatic increase of natural disasters such as localized torrential downpour, earthquake and drought, while suffering from climate changes caused by global warming. In Korea where the continental climate and oceanic one are crossed, the frequency and the size of damages are increased by stronger typhoons and localized torrential downpours and landslides, storms and floods. Therefore, this study analyzed damage cases and their causes and examined foreign plans to prevent natural disasters, by limiting to rural villages where serious damages occur due to typhoons and localized torrential downpours and measures and infra-structures against such disasters are poorly prepared. From the findings, it attempts to suggest some plans to establish disaster safety villages by abstracting plan factors applicable to rural areas in Korea, on the basis of facilities and spatial projects.
This paper presents a novel concept of Disaster Prevention Design (DPD) and its derived subjects and topics for the safety of folk villages in both Korea and Japan. Nowadays, design concepts are focused on 'human-oriented nature' as a whole and this tendency fits to be appropriate for disaster prevention against real dangers of a future society, which is expected to have far more complicated features. On the other hand, convergences have performed with other areas in the field of Information Communication Technology (ICT) so that we can easily find examples like 'the strategy of ICT-based convergence' of the Korean Government in 2014. Modern content designs including UI (user interface) and USN (ubiquitous sensor network) have been developed as one of the representative areas of ICT & UD (universal design) convergences. These days this novel concept of convergence is overcoming the existing limitations of the conventional design concept focused on product and/or service. First of all, from that point our deduced topic or subject would naturally be a monitoring system design of constructional structures in folk villages for safety. We offer an integrated model of maintenance and a management-monitoring scheme. Another important point of view in the research is a safety sign or sign system installed in folk villages or traditional towns and their standardization. We would draw up and submit a plan that aims to upgrade signs and sign systems applied to folk villages in Korea and Japan. According to our investigations, floods in Korea and earthquakes in Japan are the most harmful disasters of folk villages. Therefore, focusing on floods in the area of traditional towns in Korea would be natural. We present a water-level expectation model using deep learning simulation. We also apply this method to the area of 'Andong Hahoe' village which has been registered with the World Cultural Heritage of UNESCO. Folk village sites include 'Asan Oeam', 'Andong Hahoe' and 'Chonju Hanok' villages in Korea and 'Beppu Onsen' village in Japan. Traditional Streets and Markets and Safe Schools and Parks are also chosen as nearby test-beds for DPD based on ICT. Our final goal of the research is to propose and realize an integrated disaster prevention and/or safety system based on big data for both Korea and Japan.
This study reviewed the occurrence and cases of disasters in the rural areas with an aim to establish safety village in rural areas. It also identified the occurrence of disasters and problems with on-site inspections of 6 villages which had suffered from disaster, and figured out people's awareness of and requirements for disaster and safety in rural areas by conducting surveys on the awareness of the residents. The research concluded as follows: First, it is required to come up with the measures to increase the interest of the rural residents in disaster and safety. Second, it is required to develop customized content to improve the residents' awareness of disaster prevention through continued education and trainings. Third, it is required to have legal/institutional grounds for continuous budget support and maintaining the continuity of business. Fourth, it is required to equally establish the structural and non-structural measures to make safety village.
In this study, the field investigation was carried out in an area damaged by flood, which recently occurred in Chungcheong region, in order to establish a disaster safety village in a rural area. In addition, the history and characteristics of a village in Garisan-ri, Inje-gun, Gangwon-do that experienced loss of life and property caused by flood in 2006 were analyzed through monitoring. The village was restored and has been operated as a disaster prevention experience village for the purpose of disaster prevention, and its structural and non-structural status was monitored during the analysis. Based on the results, application measures for establishing a disaster safety village in a rural area in future were examined. At the time of restoring food damage, the residents' participation was actively reflected in the process of establishing the disaster prevention experience village in Garisan-ri. The village has been currently operated until now as an example of disaster safety village in rural regions, and various activities including training and educational programs are carried out in order to reinforce the disaster prevention capability of residents. The findings of this study can be used for establishing a disaster safety village in a rural area based on such characteristics.

Sign system currently used for traditional heritage villages in Korea does not have any well-defined concept and method so that somewhat improper signs can be developed like for general urban or tourism area. In this paper, we present a new method or guideline of sign system based on DPD(disaster prevention design) concept for our traditional heritage villages. We can enhance both safety of residents and satisfaction of visitors throughout this guideline. According to our investigations on the heritage villages, sign systems in Korea are mainly developed for tourism, on the other hand, sign development in Japan mainly focuses on prevention or protection against big disasters like earthquakes. Considering residents and their safety, we can submit a proper guideline to develop sign system for our traditional heritage villages based on the concept of DPD which can be applied to each space. Asan 'Oeam Village' and Beppu 'Onsen Village' are used as application sites compared between Korea and Japan.

In this article, we present some derived subjects from the concept of ICT-based DPD concept for the safety of folk villages in both Korea and Japan. Purpose: The purpose of this study is to examine the directions for establishing a disaster safety village in rural areas where damage from a similar type of disaster occurs repeatedly by conducting the consciousness survey targeting at experts and disaster safety officials in a local government. Method: The risks of disaster in rural areas were examined and the concept and characteristics of disaster safety village which is a measure on the basis of Myeon (township) among the measures of village unit were examined in order to carry out this study. In addition, opinion polling targeting at officials-in-charge in the local government and survey targeting at experts in disaster safety and building village were conducted. Based on the findings, the directions for establishing a disaster safety village that fitted the characteristics of rural areas were examined. Result: The officials-in-charge in the local government answered that rural areas have a high risk of storm and flood such as heavy snowing, typhoon, drought, and heavy rain as well as forest fire, and it is difficult to draw voluntary participation of farmers for disaster management activities due to their main duties. They also replied that active support and participation of residents in rural areas are necessary for future improvement measures. The experts mostly replied that the problem of disaster safety village project is a temporary project which has low sustainability, and the lack of connections between the central government, local governments and residents was stressed out as the difficulties. They said that measures to secure the budget and the directions of project promotion system should be promoted by the central government, local governments and residents together. Conclusion: The results of this study are as follows. First, a disaster safety village should be established in consideration of the disaster types and characteristics. Second, measures to secure the budget for utilizing the central government fund as well as local government fund and village development fund should be prepared when establishing and operating a disaster safety village in rural areas. Third, measures to utilize a disaster safety village in rural areas for a long period of time such as the re-authorization system should be prepared in order to continuously operate and manage such villages after its establishment. Fourth, detailed measures that allow residents of rural areas to positively participate in the activities for establishing a disaster safety village in rural areas should be prepared.
