Prediction Model of Construction Safety Accidents using Decision Tree Technique (의사결정나무기법을 이용한 건설재해 사전 예측모델 개발)

  • Over the past 7 years, the number of victims of construction disasters has been gradually increasing. Compared with projects in other industries, construction projects are highly exposed to safety risks. For this reason, the research methods of predicting and managing the risk of construction disasters are urgently needed that can be applied to a construction site. This study aims to propose a prediction model for a construction disaster using the decision tree technique. The developed the model is reviewed the applicability by evaluating its accuracy based on disaster data. The top three of the prediction values obtained from the proposed model were enumerated, and then the cumulative accuracy were also calculated. The prediction accuracy was 40 percent for the first value, but the cumulative accuracy was 80 percent. Thus, as more disaster data was accumulated, the cumulative accuracy appeared to be higher. If utilized in construction sites, the model proposed in this study would contribute to a reduction in the rate of construction disasters.

  • Flood disasters on the metropolis where population and facilities were densely concentrated cause an enormous damage, therefore it is important to find risk and vulnerable area for floods, and then mid-long term disaster reduction plan should be established by the results. However, there is no rational method which reflects urban characteristics to estimate the regional safety for flood. so it is necessary to develop the standardized method of regional safety assesment due to urban flood. The proposed regional safety assesment model in this study was combined risk and mitigation score which consisted of three and two element, and 12 assesment factors which effect flood disasters were selected. And then the integrated regional safety was estimated by subtracting mitigation score from risk score. GIS tool was used to estimate the factor assesment and integrated regional safety. Developed regional safety assesment model was applied in Seoul to evaluate the suitability.

Development Plan of Design for Safety in Construction (설계안전성 검토(DfS) 발전방안)

  • This study introduces the current status of the design for safety(DfS) introduced as one of the owner - centered construction site safety management plan, and presents the problems and the improvement plan. The design for safety has been shifting from the construction management-oriented safety management to the owner-centered safety management system, The owner has to make the design considering the safety from the design stage centered on the owner. The owner has to review and approve the adequacy of the safety-conscious design and The risk factors that can not be eliminated during design are the system to prevent the disaster at the construction site by planning to eliminate the risk factor when writing the safety management plan that is made at the construction stage. The design for safety system implemented from May 2016 will be further developed to prevent the risk of safety accidents that may occur in construction sites, contributing greatly to the reduction of construction accident. In addition, it suggests ways to develop more efficient and convenient system through continuous hazard finding and system improvement.

An Empirical Analysis on the Production and Price Effect by Agricultural Disaster Insurance (농업재해보험의 생산량 및 가격 효과에 관한 실증분석)

  • This study empirically analyzes changes in production patterns of farmers by agricultural disaster insurance. The aim of this project is to achieve stability of farm management by paying insurance in case of a natural disaster. However, it causes farmers to change production patterns in the direction of increasing production, and leads the crop price to drop. This can be explained by producers' risk reduction through the disaster insurance. The empirical analysis is based on IV approach with using two stage least squares method. The first stage estimates by difference-in-differences methodology indicate that the production of insurable crops increases more about 80,000ton on average than that of non-insurable crops. In addition, to solve the endogeneity problem caused by general supply and demand model, I use the first stage estimates and find that the price index of the crops drops about 2.3% according to the production increase by 10,000ton. The credibility of these results is also attained by various robustness checks. These findings suggest that it is necessary for government to analyze the whole economy which consists of producer and consumer welfare when it determines the policy. Besides, it implies that it is essential to develop a new market to cope with the unintended effect.

Study on the effective response method to reduce combustible metal fire (금속화재 위험감소 방안에 관한 이론적 연구)

  • A class D fire or combustible metal fire is characterized by the presence of burning metals. Only certain metals or metal compounds are flammable, including sodium and lithium. General fire extinguishing agents, such as dry chemical powder, water-based fire extinguish agents, and carbon dioxide, cannot be used in class D fires. This is because these agents cause adverse reactions or are ineffective. In addition, the amount of usage of combustible metals is increasing due to continuous development of the semiconductor and fuel cell industries. Despite this, Korea does not have standards and laws related to combustible metal fires. This paper suggests directions of the class D fire management policies to reduce the class D fire risk and impact by analyzing the standards and laws related to class D fires and combustible metal fire cases. The factors to make laws on class D fire prevention and response systems, and management system of dry sand were determined. These results may be used to help reduce the risk of class D fires and improve the response abilities.

Study on Guideline for the Selection of Small Stream Implementation Projects (소하천정비사업 우선순위 선정기준에 관한 연구)

  • Natural stream disasters due to a localized torrential and flash flood has occurring in a small stream especially un-implemented small stream. The survey results during ten years from 2001 to 2010 show that the small stream implementation projects (SSIPs) expenses is increasing with the damages is generally decreasing with variableness in which SSIPs is contributing to disaster prevention in a small stream. This study develop guideline for the selection of SSIPs to support high risk stream at first and save the small streams located on the mountainous area, prevention area and agricultural area which streams have no implementation effects. Developed sub items in guideline are evaluated by stream data collected from 212 small streams where it is proved that sub distance of each item are well arranged by normal distribution. This SSIPs is useful for selecting high risk small stream at first to maximize disaster risk reduction with minimum SSIPs expenses. Also, this SSIPs is used for leading to save small stream on the upstream to minimize flood damages on the down stream with selection a SSIP purchasing agricultural land for preparing flood plane.

An Experimental Study on Debris Reduction System for Culvert (암거의 유송잡물 저감시설에 관한 실험 연구)

  • The purpose of this study was to verify experimentally debris reduction facilities for culverts installed in small rivers. A culvert is defined as a structure laid under a road or a railroad that passes through an inner urban area or downtown area to make an artificial canal. Culverts are generally categorized into road culverts or waterway culverts, among which the latter are artificial structures designed to discharge running water into a river. At the time of floods, the structural safety of waterway culverts can be undermined by the accumulation of debris, such as soil, boughs and weeds, and they may be at risk of overflowing due to blockages. Debris reduction facilities are necessary to prevent such damage. In this study, the effects of the three existing types of debris reduction facilities were examined through hydraulic experiments. The results of the experiments showed that vertical separation to divert debris reduced the accumulation rate by 27.65 to 31.39 percent. The two types of screen designed to block and divert debris, respectively, were found to have excellent debris blocking abilities. However, when the effects of the rising water level are considered simultaneously, the screen to divert debris was found to show superior effects. The screen to block debris can be considered to have excellent debris blocking ability, but requires the continuous collection of the debris, due to the high risk of rising water levels caused by its accumulation.

A Study on How to Kill Airborne Bacteria and Viruses in Elementary Schools (초등학교내 공기중 부유세균 및 바이러스 사멸방법에 대한 연구)

  • Purpose: This study attempted to verify the effectiveness of the application of air sterilizers in elementary schools at risk of group infection among vulnerable groups in order to address fears of new infectious diseases that have increased since the outbreak of Middle East Respiratory Syndrome (MERS) and Coronavirus infection-19 (COVID-19). Method: One air sterilizer was installed in each classroom, cafeteria, and bathroom of an elementary school in Seoul, and surface and air samples were collected at a distance of 2m from the air sterilizer, and the bacterial reduction effect was analyzed compared to the uninstalled control group. Result: The sterilization effect on the surface was less than 2log CFU/cm2 in both the control group and the test group, and the test group showed 54 to 87% less general bacterial colony formation than the control group. In addition, the sterilization effect in the air differed depending on the location of the air sterilizer, and the wall installation showed a reduction effect of up to 91% compared to the control group, and the central installation showed a reduction effect of up to 93%. Conclusion: As a result of the study, it is expected that the prevention of infectious diseases can be increased by maintaining the current quarantine program in elementary schools that conduct regular disinfection while applying air sterilizers. In addition, it is considered desirable to facilitate the inflow of air into the air sterilizer.

A study on the risk factors of the fishermen's in offshore large powered purse seine fishery using the accident compensation insurance proceeds payment data of NFFC (수협의 어선원 재해보상보험 자료를 이용한 대형선망어업 선원의 위험요인 연구)

  • The International Labor Organization (ILO) selected fishing as the most dangerous group of jobs in the world, and it is well known in Korea as a 4D industry. Offshore large purse seine accounts for the largest portion of the fishing industry in the coastal region with high death rate and the accident rate. The repeated disaster rate survey by the Korea Maritime Institute (KMI) shows offshore large purse seiner is the highest at 22.3 percent and coastal gill nets and offshore stow net are following at 12.4 percent and 11.9 percent in order. Therefore, risk factors occurring in offshore large purse seiners were analyzed based on data from the National Federation of Fisheries Cooperatives (NFFC) for three years from 2015 to 2017 and 4M (Man, Machine, Media, Management) 3E (Engineering, Education, Enforcement) techniques were used to provide a safe fishing environment. The number of accidents on offshore large purse seiners each year was more than 150, and the number of accidents on every fishing boats was as high as 17 percent in 2015. If the accident rate and the risk level were divided by insurance, the accident resulting from contact with machinery was the highest, and the risk of a contact with gear was low but frequently occurring. This was caused by collisions and contact with gear in situations where death and disappearance risk are not high, and accident types in situations where death and loss risk are considered to be contact with machinery, falls or other accidents. Through these analysis techniques, the frequency and risk of each type of accident on a offshore large purse seiners can be demonstrated, and it is expected to raise awareness of a safer fishing environment and contribute to the reduction of accidents.

Development of web-based system for ground excavation impact prediction and risk assessment (웹기반 굴착 영향도 예측 및 위험도 평가 시스템 개발)

  • Due to the increase in ground excavation work, the possibility of ground subsidence accidents is increasing. And it is very difficult to prevent these risk fundamentally through institutional reinforcement such as the special law for underground safety management. As for the various cases of urban ground excavation practice, the ground subsidence behavior characteristics which is predicted using various information before excavation showed a considerable difference that could not be ignored compared to the results real construction data. Changes in site conditions such as seasonal differences in design and construction period, changes in construction methods depending on the site conditions and long-term construction suspension due to various reasons could be considered as the main causes. As the countermeasures, the safety management system through various construction information is introduced, but there is still no suitable system which can predict the effect of excavation and risk assessment. In this study, a web-based system was developed in order to predict the degree of impact on the ground subsidence and surrounding structures in advance before ground excavation and evaluate the risk in the design and construction of urban ground excavation projects. A system was built using time series analysis technique that can predict the current and future behavior characteristics such as ground water level and settlement based on past field construction records with field monitoring data. It was presented as a geotechnical data visualization (GDV) technology for risk reduction and disaster management based on web-based system, Using this newly developed web-based assessment system, it is possible to predict ground excavation impact prediction and risk assessment.
