An Exploratory Study on the Designation of Disaster Management Resources (재난관리자원 지정에 관한 탐색적 연구)

  • The purpose of this study is to examine the problems of disaster management resources needed for disaster occurrence, to find ways to improve them, and to utilize them in the future. For this research, theoretical background was established through previous research data on disaster management resources. Disaster management resources prescribed in the Basic Act on Disaster and Safety Management, Classification of Disaster Management Resources and System Use, and Joint Utilization Standards of Disaster Management Resources were analyzed to identify problems and to suggest improvements. As a result of the research, clarity on disaster management resources was secured through literature research and analysis of laws and regulations. By suggesting ways to utilize the manpower and material resources designated by the Emergency Preparedness Resource Management Act in the event of various disasters, it was confirmed that the disaster management resources could be utilized in the right place for various disaster situations.

Efficient Methods for the Distributed Disaster Prevention Resources (효과적인 분산 방재자원 관리 방안)

  • Disaster prevention resources consist of persons, equipments, goods, and facilities. Specially, equipments and goods are internally managed in the regional office, and may be leased to the inter-offices. National Disaster Management System(NDMS) managed the resources in the separated system. That is, one system is managed by regional disaster prevention system, the other is managed by the central disaster prevention system which receives the data from the regional disaster prevention system. Because the regional disaster prevention system updates the resource information quarterly, it is difficult to confirm the exact information. In this study, we propose the model which makes to supply in timely the resource to the disaster using the managed resource with RFID technology. Firstly, we classified the resources based on the resource types for the easily search. After then, we defined ID and attributes information of the resources. From the information, we described the management model for the real time resource.

  • Storm and flood damage management systems in national disaster management system(NDMS) were organized into three operation systems. They are prevention, preparation, response, and recovery systems. Disaster resources in each system must be promptly and exactly applied to minimize casualties and loss of properties. However, the disaster resources in current management system can not be immediately used in calamity situation due to the lack of efficiency in statistical data. In this study, the classification system of the disaster resources in storm and flood damage systems was examined to develop the a standard technology in disaster resources management. Problems and reformation points of the classification system were also presented to improve the classification technique and to construct the data base.

  • There are many institutes which manage the disaster protection resources in their system. The system of the institutes is not mutually compatible, because there is no standard framework of the classification and identification for the disaster management resources. NIMS of FEMA defines the classification and identification framework for the incident resources. All incidents management system of USA including IRIS and webEOC follows the standard resources framework. The aim of the classification and identification of the resources provides the resources list for the disaster and supports to find the resources information efficiently. In this study, we defined the classification and identification of the resources considering the compatibility with the international standard and the field requirements.

  • The damage caused by natural and human disasters has been increasing year by year. While the damage from these disasters are unavoidable, reduction of damage level by proper establishment of control measures could be sufficiently achievable. Disaster prevention resources include resources introduced in the event of disaster, such as human, materials, equipments and facilities. Rapid yet proper inputs of these resources are the key factor to minimize any damages from the disaster. Currently, however, the standard and/or criteria for mobilization of the disaster prevention resources have not yet systematically established. Therefore, proper resource management as well as efficient resource input has not been in place. This research is an early stage construction of efficient mobilization resources, which had been irregularly loaded and applied before. Also this study has tried to provide a classification rule for efficient disaster prevention resource management and mobilization, and indeed, provide a foundation for efficient resource management system.

Therefore, it is necessary to classify the emergency restoration equipment for efficient management and mobilization of disaster resources in disaster situation. In this study, field survey was executed to appropriately classify the emergency restoration equipment. Problems and reformation points of the disaster resources system were also presented to improve the classification technique and to construct the data base.

  • Disaster Resources are the resources used in the disaster fields such as fire, typhoon, flood, collapse, flood damage, distress, relief, sanitary, explosion and so forth. The resources are distributed by the several institutes including governmental agencies, public institution, and private sectors. When the large scale disaster is occurred, many kinds of the disaster resources are needed. But it is not easy to know where institutes has the needed resources, because the resource management systems are all distributed in the each institute. To integrate or connect the resource data among the systems, it need the several kinds of coordinations such as terms, classification, and resource exchange protocols. In this paper, we propose the standard specifications and how to connect and exchange the data among the systems.

  • Conventional disaster resources management systems among the several institutes are not mutually connected. In case of NDMS(National Disaster Management System), the data of the system is confined to the resources of the local governments and not connected with any other disaster resource management systems. Therefore, it is difficult to find the needed resources, when the large scale disaster is occurred. In this paper, we developed the integrated model of the distributed resources management framework considering the current resource management environment among the institutes. It is loosely coupling model under the centralized system, called IDRM(Integrated Disaster Resource Manager). The system will be verified with the test sites including Korea Expressway Corporation, JeonBuk local government, and Korea Construction Equipment Association. Via the field testing, the system will be the base of the real available system in the future.

Research on Disaster and Fire Response Capability and Hazard Analysis Using Basic Mapping Method (Mapping을 이용한 소방방재력 및 재해취약성의 연구)

  • The fire department has one of the most important role as public resources of response to disasters in the aspect of supply and the adequate distribution of resources of response is essential, but the distribution of the response capability to disaster of fire department does not reflect the regional hazard vulnerability and hazard risks. Researchers performed database process with simple mapping based on the regional fire disaster response capability and the regional hazard vulnerability and hazard risks. The cities and towns are divided to four types each, total eight types and relative threat ratios are extracted from every type. The fire disaster response capability was extracted from number of firemen and fire vehicles in defined region. The distribution of the fire disaster response capability was inadequate and not matching to relative threat especially in small cities and some types of towns. The regional relative threat and resources should be analyzed by more delicate mapping and software development in the future.
