The building infrastructures such as high-rise buildings, shopping malls, exhibition centers, etc. are becoming larger in magnitude and more complex in complexity. Considering a large number of tenants and visitors are staying in these facilities, it is upper most important to keep those in safe from fire outbreak. In this paper, a u-Disaster Prevention System has been presented to provide effective fire evacuation when fire breaks out in building infrastructures. The ubiquitous sensor network (USN) technology was applied to detect heat and smoke from fire outbreak. The information then is transmitted wirelessly to a host computer. The tenants and visitors residing in the facility can evacuate following the instruction that is displayed in LED sign boards of the u-Disaster Prevention System. A case study shows that the ubiquitous environment can help people evacuate faster in time, shorter in distance with the assistance of the u-Disaster Prevention System.

Interesting in abnormal climate is currently growing because of climate change. With this, an increasing number of people continue to show concern over the negative effects of such changes. In Korea, the annual average rainfall amount increased to about 19% from 1,155 mm in the 1910s to 1,375 mm in the 2000s. By the end of the 21st century, it has been projected that rainfall will further increase to about 17%. In particular, the 10-year frequency of localized heavy rain of more than 100-mm rainfall per day reached 385 days in the last 10 years. As such, it increased 1.7 times from 222 in the 1970s-80s. The extreme events caused by climate change is thus reported as having exacerbated over the years. Gangwon-province will suffer more from climate change than any other region in Korea because of its mostly mountainous terrain. It is a special region with both mountainous and oceanic climates divided alongside the eastern and western regions of the Taebaek Mountain Range. As such, this paper try to quantify using ETCCDI (Expert Team on Climate Change Detection and Indices) the recent climate changes in this region.

The detection of an underwater work space boundary is very important when an underwater construction is carried out using seabed type underwater equipment, such as underwater machines for rubble mound leveling, because it can induce industrial disasters. Therefore, divers are needed to mark the underwater work space boundary. A nylon rope is used to improve the convenience during an underwater diver's work. The results showed that the work space boundary can be detected using a sonar system. Using these results, an efficient method to detect the underwater work space boundary can be obtained when an underwater construction is carried out using seabed type underwater equipment.
The Headquarters for Earthquake Research Promotion (HERP) represents the upper-most level of Japan's earthquake disaster prevention governance. Its policy committee establishes the national earthquake investigation research promotion plan. The earthquake investigation committee of HERP collects survey geo-data and evaluates the research results of each earthquake disaster prevention agency. The establishment of an earthquake-related geo-resilience research strategy is both necessary and desirable for Korea. The concept of geo-resilience entails the ability to improve disaster resilience through the application of research results and the convergence of geoscience with science and technology (S&T) including the humanities and social sciences. The achievement of geo-resilience requires a national long-term roadmap and strategy for earthquake prediction research, the development of earthquake disaster prediction and prevention technology, Geo-ICT convergence technology development, implementation of a geocyber physics system (Geo-CPS), the use of geo-mimetics, and geoscientific R&D as it relates to local communities. Through such efforts, the national research institutes of Korea will be able to develop earthquake prediction capacities in relevant fields, reinforce proactive response capabilities, enhance community-level confidence in geodata and its research results, foster next-generation geoscientific manpower, and expand geoscientific infrastructure.
This study is about the demand survey of R&D for preventing disaster and safety accidents. The results are as follows. First, the priorities of technology development is shown in the following order: natural disasters, human and social disaster, and safety accidents. Second, the amount of R&D investment is shown in the following order in respect of disaster management phase: prevention, preparedness, response and recovery. However, investment in the recovery phase was low. Third, it was concentrated on some types the demands of technological development in the public sector. There is a possibility of duplication of technology development in government investment. Suggest that interagency cooperation is required.

Through qualitative analysis and quantitative analysis, the contradictory conclusions about the stability of the settled goaf with two-layer coal seams subject to building load were obtained. Therefore, it is necessary to combine the additional stress method and numerical simulation to further analyze the foundation stability. Through borehole analysis and empirical formula analogy, the height of water-conducting fracture zone in No.4 coal and No.9 coal were obtained, providing the calculation range of water-conducting fracture zone for numerical simulation. To ensure the accuracy of the elastic modulus of broken gangue, the stress-strain curve were obtained by broken gangue compression test in dried state of No.4 coal seam and in soaking state of No.9 coal seam. To ensure the rationality of the numerical simulation results, the actual measured subsidence data were retrieved by numerical simulation. FISH language was used to analyze the maximum building load on the surface and determine the influence depth of building load on the foundation. The critical building load was 0.16 MPa of No.4 settled goaf and was 1.6 MPa of No.9 settled goaf. The additional stress affected the water-conducting fracture zone obviously, resulted in the subsidence of water-conducting fracture zone was greater than that of bending subsidence zone. In this paper, the additional stress method was analyzed by numerical simulation method, which can provide a new analysis method for the treatment and utilization of the settled goaf.
As the urban scale changes and the construction technology develops, the living space is being expanded in three dimensions. However, despite the development of construction technology represented by the appearance of skyscrapers, damage to high - rise buildings with dense population can be rather high. In order to solve such a situation, digital twin technology that can control and predict the real world in real time can be an alternative, and it is necessary to utilize pre-constructed spatial information actively. Therefore, this study aims to provide a standardized data model for using existing such information as well as various information produced in the future to the building disaster prevention field. To this end, we developed a data model that extends the CityGML standard, a representative city information model, to disaster prevention.
The permeability coefficient is an essential parameter for the study of seepage flow in fractured rock mass. This paper discusses the feasibility and application value of using readily available RQD (rock quality index) data to estimate mine water inflow and grouting quantity. Firstly, the influence of different fracture frequencies on permeability in a unit area was explored by combining numerical simulation and experiment, and the relationship between fracture frequencies and pressure and flow velocity at the monitoring point in fractured rock mass was obtained. Then, the stochastic function generation program was used to establish the flow analysis model in fractured rock mass to explore the relationship between flow velocity, pressure and analyze the universal law between fracture frequency and permeability. The concepts of fracture width and connectivity are introduced to modify the permeability calculation formula and grouting formula. Finally, based on the on-site grouting water control example, the rock mass quality index is used to estimate the mine water inflow and the grouting quantity. The results show that it is feasible to estimate the fracture frequency and then calculate the permeability coefficient by RQD. The relationship between fracture frequency and RQD is in accordance with exponential function, and the relationship between structure surface frequency and permeability is also in accordance with exponential function. The calculation results are in good agreement with the field monitoring results, which verifies the rationality of the calculation method. The relationship between the rock mass RQD index and the rock mass permeability established in this paper can be used to invert the mechanical parameters of the rock mass or to judge the permeability and safety of the rock mass by using the mechanical parameters of the rock mass, which is of great significance to the prediction of mine water inflow and the safety evaluation of water inrush disaster management.
In order to effective manage the construction, disaster prevention plan and the harbor tranquility control, meteorological and sea-state characteristics around Cheju Island have been analyzed. Using results and damage examples of the port facilities under severe sea conditions, a reasonable construction control plan considering the regional characteristics of the sea-state and winds was proposed. That is, in northern part of Cheju Island, the construction work is affected mainly by the winter storms, while the typhoon mainly affects the southern part port facilities during summer to Autumn. Considering their typical characteristics, it is strongly suggested that the main construction work should be carried out during April to July in the northern part, and it should be made during October to next July in the southern part of the island. A permeable TTP mounded breakwater was constructed to protect severe waves as a temporal structure under the long-term development plan in Sogipo port. The transmission characteristics of the structure was discussed using the experimental results. The results show that the transmission coefficient $K_{t}$ is over 20% of incident waves, which cause many problems in the cargo handling in relation to harbor tranquility. In conclusion, this kind of permeable structure can be used only as a temporal structure for the disaster prevention under the construction process. It causes many problems in harbor tranquility if it is used as a permanent harbor structures.s.
For a nonlinear control system, there are many uncertainties, such as the structural model, controlled parameters and external loads. Although the significant progress has been achieved on the robust control of nonlinear systems through some researches on this issue, there are still some limitations, for instance, the complicated solving process, weak conservatism of system, involuted structures and high order of controllers. In this study, the computational structural mechanics and optimal control theory are adopted to address above problems. The induced norm is the eigenvalue problem in structural mechanics, i.e., the elastic stable Euler critical force or eigenfrequency of structural system. The segment mixed energy is introduced with a precise integration and an extended Wittrick-Williams (W-W) induced norm calculation method. This is then incorporated in the market-based control (MBC) theory and combined with the force analogy method (FAM) to solve the MBC robust strategy (R-MBC) of nonlinear systems. Finally, a single-degree-of-freedom (SDOF) system and a 9-stories steel frame structure are analyzed. The results are compared with those calculated by the $H{\infty}$-robust (R-$H{\infty}$) algorithm, and show the induced norm leads to the infinite control output as soon as it reaches the critical value. The R-MBC strategy has a better control effect than the R-$H{\infty}$ algorithm and has the advantage of strong strain capacity and short online computation time. Thus, it can be applied to large complex structures.
