Development of the Fundamental Technology for Ubiquitous Road Disaster Management System (유비쿼터스 도로재해관리시스템을 위한 기반기술 개발)

  • This study is aimed at the development of ubiquitous based road disaster management system. The fundamental technologies used for developing this system are classified into three modules - wireless internet communication module, mobile module and server module. These fundamental technologies can be used not only for developing road disaster management system but also for developing various mobile or ubiquitous systems. With this system, workers can download many DB (Digital map, Attribute information etc.) from server to the field in realtime. The accuracy and objectivity of the DB could be improved with these informations collected at fields because these data can be used as basic data for road disaster information collection. Because in the web based server module - Web based Road Disaster Management System (URDMS) - field disaster information was showed link up with exist DB on road by absolute coordinate, the decision making with all of the field information was made and it sent to a field staff in realtime. The problems of current road disaster management rule ran be solved by this URDMS.

  • Even though most of domestic corporations are doing various activities to reduce disasters, it is true that those are actually limited to some parts of business or the formalities in order to obtain specific certificates. For that reason, this writer study a efficient utilization of a guideline about accident provision and business continuity management for less disasters of companies, prevent interruption of critical mission. In short, it is required to operate an effective disaster recovery system and safety management system integrated by a mutual recognition on the relevant parts and different parts. And there is a need to establish a integrated recovery center in order to manage disaster recovery system realistic and effective.

  • The purpose of this study is to examine the problems of disaster management resources needed for disaster occurrence, to find ways to improve them, and to utilize them in the future. For this research, theoretical background was established through previous research data on disaster management resources. Disaster management resources prescribed in the Basic Act on Disaster and Safety Management, Classification of Disaster Management Resources and System Use, and Joint Utilization Standards of Disaster Management Resources were analyzed to identify problems and to suggest improvements. As a result of the research, clarity on disaster management resources was secured through literature research and analysis of laws and regulations. By suggesting ways to utilize the manpower and material resources designated by the Emergency Preparedness Resource Management Act in the event of various disasters, it was confirmed that the disaster management resources could be utilized in the right place for various disaster situations.

  • The concept of disaster management of cultural heritage is not clearly established and the range and type of it is not organized yet. Also, there is an ever-present danger in the field control because there is no system that can provide safety of cultural heritage from various dangerous factors. Concretely, institutionally, the regulation of disaster management of cultural heritage remains limited and there are not enough reasonableness in installation and management of fire-fighting equipment and safety equipment. Also, we need to take an action to secure the safety of cultural heritage from its surroundings. In this research, we setup the concept, type and criteria for disaster management of cultural heritage to overcome limitations and problems of management of cultural heritage. In addition, in order to raise the level of disaster management of cultural heritage, this research proposes direction to reinforce the disaster management of cultural heritage by investigating and analyzing consciousness of security guards and fire-fighting officers.

  • This study analyzed the current Urban Disaster Management System(UDMS) and proposed improvements, focusing on fire-fighting. We learned the problems with the UDMS empirically, conducting a survey intended for officials in fire station in various prefectures include big city, 6 metropolitan city and Gyeonggi-do. The problems with the UDMS were classified mainly into problems with law operating system, administration system and systematic countermeasures. As a result, it was found that regions that include Seoul and other big cities manage urban disasters better than the prefectures of which Gyeonggi-do and others are parts Consequently, it is desirable to cater appropriate Urban Disaster Management Systems into each of the two parts, one for big cities and the other for prefecture.

  • With unexpected torrential rainfall, flash flooding is occurring frequently and its impacts are tremendous. Thus proper natural disaster management plans are required. The disaster management system of the Bimodal tram utilizes the SWMM as a core engine to simulate runoff and urban sewer networks for flooding simulation. To develop the efficient Bimodal tram disaster management system, very detailed subcatchment boundaries and flow networks have to be developed in a GIS data format. Thus the objective of this study is to develop ArcView GIS based module (AV2SWMM) for easy preparation of model input for the tram disaster management system. With the AV2SWMM module, very detailed subcatchment boundaries and flow networks can be developed for accurate simulation of flash flooding at the study site, which were not/hardly possible with SWMM 5.0 interface. The AV2SWMM can be used in developing accurate model input for other regions where the Bimodal tram system is expected to be introduced.

A Disaster Evacuation System Using Smart Devices for Indoor Crisis Management in BLE Environments (BLE 환경에서 실내 위기관리를 위한 스마트 장치 기반의 재난대피 시스템)

  • This paper describes a novel disaster evacuation system using embedded systems such as smart devices for crisis and emergency management. In indoor environments deployed with the Bluetooth Low Energy(BLE) beacons, smart devices detect their indoor positions from beacon messages and interact with Map Server(MS) and Route Server(RS) in the Internet over the LTE and/or Wi-Fi functions. The MS and RS generate an optimal path to the nearest emergency exit based on a novel graph generation method for less route computation, called the Disaster Evacuation Graph(DEG), for each smart device. The DEG also enables efficient processing of some constraints in the computation of route, such as load balancing in situation of different capacities of paths or exits. All data interfaces among three system components, the MS, RS, smart devices, have been defined for modular implementation of our disaster evacuation system. Our experimental system has been deployed and tested in our building thoroughly and gives a good evidence that the modular design of the system and a novel approach to compute emergency route based on the DEG is competitive and viable.

  • We analyze BCM, COOP and other exotic advanced cases for making supporting programs relates with Disaster mitigation management in Public area. The outcome from this study explains what are requirements for proper activating the programs and what we need. In conclusion, we could understand importances of BIA, RA, Disaster mitigation activities, Contingency plan, Training, Correspond to disaster, Management of document except for system managing functions. It will be helpful to build supporting programs by meeting most of requirements of BCM at the same time.

  • Department of Defense, Republic of Korea has put in significant efforts towards safety over the years by developing defense safety management systems, such as establishing safety management organizations and enacting laws and regulations. Therefore, the number of casualties due to military activities has been reduced dramatically. However, many errors and problems are present in the safety management system (SMS) owing to a lack of proper SMS. That brings inefficiency and discontinuity in SMS. Hence, typical phenomena such as lack of safety management professionals and reactive safety management activities have not been properly corrected. This study reviews various academic papers on the SMS and research reports of major foreign institutions to redefine the concept and components of the defense safety management system to ultimately suggest improvement in the R.O.K defense safety management system. Additionally, the safety management system of the U.S. and British forces, considered to be the leading safety management system, were analyzed and compared to R.O.K defense SMS to derive their implications.

  • In this paper, we apply this method to the entire process of smart disaster safety management based on the $4^{th}$ industrial revolution to minimize human, social, economic and environment damage from accidents and disasters, prevention evaluation and disaster information collection analysis and real-time detection of field situation. Prevention of $5^{th}$ generation communication system by analysis, contrast by education and training using virtual reality and augmented reality disaster safety management decision support system intelligent robot for recovery, disaster, discovery, reconnaissance relief, and scale analysis of damages were proposed.
