  • Ad hoc network does not need any preexisting network infrastructure, and it has been developed as temporal networks in the various fields. Infostation is an efficient system to transfer informations which are not sensitive to delay. In this paper, we propose a disaster emergency management system using sensors attached to animals, that is combined with infostation system. We also analyze the performance of the proposed system by simulation. From the performance analysis results, we expect that the proposed system will be very useful to early detect big forest fires which occur frequently in Korea mountain areas.

  • The characteristics of the construction project involved various stakeholders' involvement from the planning stage until completion of the object, which caused the uncertainty to increase. Successful construction projects require risk analysis and appropriate responses. Therefore, this study aimed to confirm the influence of risk management factors on the success of river disaster prevention construction in construction projects and the effect of moderating communication between stakeholders involved in the construction process. The Delphi method was used to derive the risk management factors of the construction process. The survey used a snow ball sampling method. For analysis, SPSS Statistic 20 and SmartPLS 2.0 were used. As a result of the study, the impact of risk management factors on project performance was found to be large in the order of time risk, quality risk, cost risk, safety risk, and construction environment risk. In addition, the impact of the communication moderating effect was large in the order of cost risk, quality risk, construction environment risk, time risk, and safety risk. In this study, it was confirmed that communication between stakeholders related to river disaster prevention work has a moderating effect that changes the ranking of impacts on project performance. This shows the importance of communication in the construction process of river disaster prevention works. This study has important significance in that it identifies the importance of risk management factors and communication in river disaster prevention works.

Utilization of Drone LiDAR for Field Investigation of Facility Collapse Accident (붕괴사고 현장조사를 위한 드론 LiDAR 활용)

  • Investigating disaster sites such as earthquakes and landslides involves significant risks due to potential secondary disasters like facility collapse. In situations where direct access is challenging, there is a need to develop methods for safely acquiring high-precision 3D disaster information using light detection and ranging (LiDAR) equipped drone survey systems. In this study, the feasibility of using drone LiDAR in disaster scenarios was examined, focusing on the collapse accident at Jeongja Bridge in Bundang-gu, Seongnam City, in April 2023. High-density point clouds for the accident bridge were collected, and the bridge's 3D terrain information was reconstructed and compared to the measurement performance of 10 ground control points. The results showed horizontal and vertical root mean square error values of 0.032 m and 0.055 m, respectively. Additionally, when compared to a point cloud generated using ground LiDAR for the same target area, a vertical difference of approximately 0.08 m was observed, but overall shapes showed minimal discrepancies. Moreover, in terms of overall data acquisition and processing time, drone LiDAR was found to be more efficient than ground LiDAR. Therefore, the use of drone LiDAR in disaster sites with significant risks allows for safe and rapid onsite investigations.

  • This study reviews a urban flooding risk criteria estimation model to predict risk criteria in areas where flood risk criteria are not precalculated by using watershed characteristic data and limit rainfall based on damage history. The risk criteria estimation model was designed using Support Vector Machine, one of the machine learning algorithms. The learning data consisted of regional limit rainfall and watershed characteristic. The learning data were applied to the SVM algorithm after normalization. We calculated the mean absolute error and standard deviation using Leave-One-Out and K-fold cross-validation algorithms and evaluated the performance of the model. In Leave-One-Out, models with small standard deviation were selected as the optimal model, and models with less folds were selected in the K-fold. The average accuracy of the selected models by rainfall duration is over 80%, suggesting that SVM can be used to estimate flooding risk criteria.

Analysis of Federal Expenses to Restore, Repair, Reconstruct, or Replace Disaster Damaged Roads and Bridges in the U.S.

  • In the U.S., the state, local, tribe, and territorial governments seek funding from the federal government through the Public Assistance program to carry out these recovery works. In this paper historic public assistance data between 1998 and 2021 have been analyzed to derive several insights such as: types of disasters causing the most damage, states requiring more support, net present value of the federal expense etc. This paper has found that the states requiring more support from the federal government are not always the states suffering the maximum losses from the disasters. It has also found that the net present value of the federal expense between 1998 and 2020 to restore, repair, reconstruct, or replace disaster damaged roads and bridges across the U.S. is $15 billion in 2021 values. Moreover, this paper has tested the correlation between the states' public assistance funds requirements and the existing condition and performance of roads and bridges as revealed by the American Society of Civil Engineer's infrastructure grade card. It has found a weak correlation between these two. The outcomes of this paper can be used by the decision makers to analyze the viability of any possible alternative to the exiting public assistance program. The insights can also help in better decision making in pre-disaster preparation and post-disaster funds allocation.

SVC: Secure VANET-Assisted Remote Healthcare Monitoring System in Disaster Area

  • With the feature of convenience and low cost, remote healthcare monitoring (RHM) has been extensively used in modern disease management to improve the quality of life. Due to the privacy of health data, it is of great importance to implement RHM based on a secure and dependable network. However, the network connectivity of existing RHM systems is unreliable in disaster area because of the unforeseeable damage to the communication infrastructure. To design a secure RHM system in disaster area, this paper presents a Secure VANET-Assisted Remote Healthcare Monitoring System (SVC) by utilizing the unique "store-carry-forward" transmission mode of vehicular ad hoc network (VANET). To improve the network performance, the VANET in SVC is designed to be a two-level network consisting of two kinds of vehicles. Specially, an innovative two-level key management model by mixing certificate-based cryptography and ID-based cryptography is customized to manage the trust of vehicles. In addition, the strong privacy of the health information including context privacy is taken into account in our scheme by combining searchable public-key encryption and broadcast techniques. Finally, comprehensive security and performance analysis demonstrate the scheme is secure and efficient.

  • The automatic fire detection system is an important facility installed with focusing on minimizing the damage from a fire. This paper presents in the followings as the methods to reduce the false alarm of the automatic fire detection system; first, to prepare for legal standard so that revised legal standard can be applied to the fire fighting property prior to revision; second, to introduce the performance based fire detection protection design in the law based fire protection design; third, to maintain the wiring of worn-out detector; forth, to introduce an evaluation system to the education for the fire warden; fifth, to extend the standard of MTBF(meantime between failure) of the detector; sixth, to extend of installing the analog type detector; seventh, to improve the structure of reset switch.

  • In this paper, we propose a precise time management and time synchronization based on real-time data storage and transmission scheme in design of seismic data acquisition system for urban earthquake disaster preventing system (UEDPS). It is possible to improve the performance of the existing research results through the proposed methods. To evaluate the performances of the proposed methods, we implemented a prototype system(H/W & S/W) and performed some experiments with real seismic data and test equipment generated data as the input.

  • Purpose: Suggests measures to improve the construction company's safety management system according to the enforcement of the Severe Accident Punishment Act. Method: The effectiveness of practice-oriented disaster prevention activities was analyzed through safety and health diagnosis of the level of safety and health management system for the countermeasures against the Severe Accident Punishment Act implemented at the construction site and headquarters. Result: The effect of reducing the accident rate and the advancement of the safety and health management system were analyzed by linking the Severe Accident Punishment Act with the safety and health management system, and a plan to improve the safety and health management system was presented through the analysis of the comprehensive results of safety activities before and after the implementation of the Severe Accident Punishment Act. Conclusion: The effect of practical performance measurement was manifested through the improvement of business owners' awareness, the expansion of investment for disaster prevention, and the quantification of disaster prevention activities according to the enforcement of the Severe Accident Punishment Act.
