공무원의 재난관리인식에 대한 실증적 연구 (An Empirical Study on the Perception of Disaster Management by Public Officials)

  • 본 연구는 전라남도 22개 시군의 재난관련 부서에 근무하는 공무원들의 재난안전관리업무에 대한 개인역량, 부서역량, 조직환경 및 재난교육에 대한 인식수준을 파악하기 위해 실시한 설문조사 결과를 토대로 실증적 분석을 실시하였다. 성별에 따른 개인역량, 조직환경에 대해서는 남자가 여자보다 더 긍정적인 인식을 가진 것으로 나타났으며, 재난교육에 대해서는 여자가 남자보다 더 긍정적인 인식을 가진 것으로 나타났다. 부서역량에 대해서는 남자와 여자의 긍정적인 인식이 같은 것으로 나타났다. 개인적 특성에 따른 개인역량, 조직환경, 부서역량 및 재난교육에 대한 응답자들이 대체로 긍정적인 인식을 가진 것으로 나타났다.

민방위 화생방 가상훈련 시뮬레이션 시나리오 개발 연구 (A Study on Development of Civil Defense CBR Virtual Training Simulation Scenario)

  • In spite of international efforts to control nuclear weapons and chemical, biological, and radiological (CBR) weapons, North Korea obtains and sells CBR weapons illegally. As a result, the worldwide threat of CBR weapons is increasing. Unfortunately, civil defense education and training for CBR weapons have not been adopted for real situations because of the long period of absence of an actual combat. In this study, virtual training scenarios that are applied to the simulation were made in 5 steps to cope with CBR situations. These scenarios are expected to have three effects. First, trainings can be improved with experience and education. Second, the problems and health hazards of CBR weapons and supplies can be solved with CBR virtual training simulation experience. Finally, corresponding effects can be recognized and predicted in real situations through roles and mission procedures of simulation scenario.

산업안전보건교육의 인센티브 모델에 관한 연구 (Incentive Models of the Occupational Safely and Health Education System)

  • Educational programs for promoting occupational safety and health have widely been established in advanced countries, such as United States and Germany, in the area of disaster prevention Focused attentions and investments for safety and health education have been placed especially for small and medium sized companies. Recently, information technologies have also been applied for the development and management of educational programs in those countries. It is also worth noting that a wide variety of incentive systems has been implemented for managers and workers to voluntarily Participate in safety and health education. Based on the brief survey on incentive systems in advanced countries, this study proposes two different incentive models, such as 'Supervision Exemption Model for Participants in Safety and Health Education' and 'Compensation Program fur Educational Expenses and Losses', which may efficiently be employed in Korea. These incentive models may contribute to revitalizing the occupational safety and health education which has recently been dwindled due to the changes in governmental regulations.

교육시설 재난안전관리를 위한 데이터 표준화 및 활용방안 연구 (A study on data standardization and utilization for disaster and safety management in educational facilities)

  • Purpose The purpose of this study is to identify problems of current educational facility data management and recommend a standardized terminology classification system as a solution. In addition, the research aims to present a preemptive and integrated disaster and safety management framework for educational facilities by seeking efficient business processes through secured data quality, systematic data management, and external data linkage and analysis. Design/methodology/approach A terminology classification system has been established through various processes including filtering and analysis of related data including laws, manuals, educational facilities accidents, and historical records. Furthermore, the terminology classification system has been further reviewed through several consultations with experts and practitioners. In addition, the accumulated data was refined according to the established standard terminology and an Excel database was developed. Based on the data, accident patterns occurred in educational facilities over the past 10 years were analyzed. Findings In the study, a template was developed to collect consistent data for the standardized disaster and safety management terminology classification system in educational facilities. In addition, the standardized data utilization methods are presented from the viewpoint of 'education facility disaster safety data management', 'data analysis and insight', 'business management through data', and 'leaping into big data management'.

고령화사회대비 노인안전사고 예방방안 (Prevention for the elderly safety issues to prepare for an aged society)

  • The usual reasons for elderly safety accidents include lack of care for disaster, physical disability, and an error of judgment and so on. But it is true that accidents will occur continuously with the afore-mentioned causes. Against the elderly safety accidents, safety is the main prerequisite for leading the successful and easy life in the elderly. Therefore, this study is purposed to provide the way of thinking about elderly safety issues by suggesting the methods and contents of education program. This study is specifically focused on developing audio-visual materials involved in all the safety accidents and researching the effect of safety education ability through materials with a view to identify the substantial problems. Education program should make a continuous and long term study so that the curricula of the safety accidents prevention education can be done systematically.

의용소방대 교육프로그램 재설계를 통한 지역사회 안전 Network기능 강화 방안에 관한 연구 (Study on the strengthening of community safety Network through volunteer fire department training program reengineering)

  • Korean Volunteer Fire Departments are the representative disaster-related civilian organizations which are based on "Firefighting Framework Act Article 37"and ordinance for complementing the lack of fire-fighting personnel and volunteer and they play a part as community safety keepers. They are operated by the National funding, but cannot be defined as the organization in governmental sources completely or pure volunteer organization in terms of its founding purpose and activities. In these special characteristics, some Volunteer Fire Departments play an important role in Civilian Volunteer Disaster Prevention by being managed effectively, but the others do not. There can be many cause-analyses about this difference. They aren't profit-making organizations and are groups which have no compulsion. So it is important that who the leader is, and what type of leadership he has. By solving this bias by considering these characteristics, in this study we make them perform the center role of community safety network through analyzing the existing status and problems of volunteer fire department education and customized training program reengineering to meet class-specific and regional level.

Mechanical properties and damage constitutive model of self-compacting rubberized concrete

  • Two different types of rubber aggregates (40 mesh rubber powder and 1-4 mm rubber particles respectively) were devised to substitute fine aggregates at 10%, 15%, 20% and 30% by volume in self-compacting concrete to investigate their basic mechanical properties. The results show that with the increase of rubber content, the reduction of compressive strength, splitting tensile strength and static modulus of elasticity gradually increase, and energy dissipation performance gradually increase. The rubber addition significantly reduces brittleness and decelerates damaged process. Whilst, the effect of rubber particles is greater when they are finer. Considering the mechanical properties, the optimal rubber content is 10%. It is recommended that the rubber volume content in rubberized concrete (RC) should not be higher than 20%. In addition, a constitutive model under uniaxial compression was proposed basing on the strain equivalent principle of Lemaitre and the damage theory, which was in good agreement with the test curves.

  • 국내 기업에서 발생하는 사고의 98.8%가 50인 미만의 소규모 사업장에 편중되어 있다. 따라서 본 연구에서는 산업안전 및 시설 관련 법령과 활발하게 활용되고 있는 안전관리시스템을 상호 비교분석하여 중소기업에서 이행할 수 있는 재난안전 프로그램을 개발하였다. 재난안전 프로그램에는 적용범위, 조직의 구성, 위험성평가, 비상대응체계, 교육 및 훈련, 안전용품 구비 및 프로그램 평가 등의 내용을 포함하였으며, 각 항목별로 작성방법과 절차를 상세하게 수록하였다. 또한 재난안전 프로그램 운용 시 유의해야 할 사항과 운영 전략을 제시하였다. 이후 연구결과를 산업안전보건법에 도입하는 방안을 제언하였다.

고등학생의 안전의식, 재난안전교육 및 응급처치 지식 (Safety Awareness of High School Students, Disaster Safety Education and First Aid Knowledge)

  • 본 연구는 고등학생의 안전의식과 재난안전교육 및 응급처치 지식 정도를 알아보고 안전의식과 응급처치 지식간의 관계를 파악하기 위함이다. 대상자는 G시 인문계 고등학교 3학년에 재학 중인 남학생 293명으로 2018년 3월 19일부터 3월 28일까지 자료수집 후 SPSS 21.0을 이용하여 분석하였다. 연구결과, 응급처치 지식 정답률은 40.15%였으며, 안전의식과 응급처치지식의 하위영역의 관련성에서 응급상황 시 행동요령(r=-.131, p=.025), 호흡계와 순환계(r=.213, p<.001), 드레싱과 붕대(r=.156, p=.008)와 관련성이 있었다. 본 연구는 안전사고에 대응할 수 있는 역량을 배양하기 위한 교육과정 구성의 기초자료로 활용하는데 기여하였으며, 응급처치지식 수준 향상과 다양한 상황에 따른 대처능력을 높이기 위해서 교육프로그램 개발 및 평가가 요구된다.

키워드 네트워크 분석을 활용한 '안전한 생활' 교과서 분석 (Analysis of Elementary School 'Safe Life' Textbook Using Keyword Network Analysis)

  • '안전한 생활' 교과는 초등학교 1·2학년 학생들의 안전 의식 함양을 위하여 64시간의 시수로 2015개정 교육과정에서 처음 등장했다. 이 연구에서는 표준 교재에 해당하는 교육부 '안전한 생활' 교과서에 제시되는 키워드에 대하여 네트워크 분석을 실시했다. 키워드 네트워크 분석은 '안전한 생활' 교과서에서 중요하게 다루어지는 개념과 개념간의 관계를 파악하고 빈도와 중요도를 객관적으로 표현할 수 있다. 연구 결과 '안전한 생활' 교과서는 주제 측면에서 '생활안전', '교통안전', '재난안전' 영역이 강조되고 있다. 방법 측면에서는 '체험' 및 '연습' 등이 많이 나오고 있으며, 교구 측면에서는 '카드놀이' 및 '붙임딱지'가 많이 나오고 있음을 알 수 있다. 이상의 결과를 바탕으로 체험중심의 안전교육의 기조를 유지하되 다양한 안전교육 영역 반영과 교수학습자료·방법의 다양화를 시사점으로 제언한다.
